DEPARTMENT OF TRANSPORTGUIDANCE NOTE NO: 4/94 REVISION NO: <strong>14</strong><strong>Class</strong> 2 <strong>Vessels</strong> <strong>Under</strong> 7 <strong>Metres</strong> - <strong>Initial</strong> <strong>Survey</strong><strong>Requirements</strong>• <strong>Vessels</strong> not more than 5 metres in length carrying four or less people and operating withindeclared sheltered waters are exempt from survey but are required to carry safetyequipment as prescribed for pleasure craft. For details Guidance Note 8/94 should bereferred to.• Guidance Note 33/98 should be consulted for details of partially smooth or smooth waters(gazetted sheltered waters).• <strong>Vessels</strong> applying for initial survey will need to provide a completed Application for <strong>Initial</strong>Acceptance into <strong>Survey</strong> and make payment of initial survey fees.• <strong>Initial</strong> survey requirements given in either OPTION A or OPTION B must be followed.OPTION A. <strong>Vessels</strong> showing full compliance with Combined USL/NSCV 2010 for 2E[smooth waters], 2D [partially smooth waters] or 2C [restricted offshore] operations willbe accepted into survey. A Marine Consultant will be required to show compliance withNSCV.OPTION B. As an alternative to the Combined USL/NSCV 2010 the following stepscan be followed for 2E and 2D surveys:1. Applicants must show compliance to Guidance Note 7/94.2. <strong>Survey</strong> of the vessel to establish the measured length and suitability for its required operation.3. Calculation of:• Maximum power capacity to AS 1799.1;(a)• <strong>Vessels</strong> must comply with 3(a) or 3(b) or 3(c).Required internal buoyancy both quantity and location using Appendix N of USL CodeSection 10 and the longitudinal distribution as per AS 1799.1. It is essential that allrequirements of Appendix N be complied with. Show by calculations that the centre ofmass of the material is above the flooded centre of gravity of the vessel, otherwise aheel and swamp test for level flotation in accordance with AS 1799.1 in maximum loadedoperating condition may be shown as per 4(b); OR(b) Submit following calculations and sketches to AS 1799.1:(c)i. Maximum load and person capacity for level flotation;ii.iii.Location of the buoyancy to AS 1799.1 for obtaining level flotation;Weight distribution for carrying out heel and swamp test for level flotation inmaximum loaded operating condition; ORCarry coastal life-rafts fitted with hydrostatic release gear for 100% complement inaddition to the safety equipment shown in the Appendix. an approved hydrostatic release gear and located in an approved location to enable it tofloat free in all conditions.4. Verify that the solid buoyancy is fitted as required.(a)(b)(c)If Appendix N has been used in calculating and fitting solid buoyancy , a heel test toUSL Code Cat T criteria using a mass equivalent to the motor, fuel, equipment and themaximum person capacity may be shown ; ORIf AS 1799.1 has been used in calculating and fitting solid buoyancy a heel and swamptest for level flotation to AS 1799.1 in maximum loading operating condition may beshown. Prior to the tests being carried out the weight distribution for carrying out heeland swamp test for level flotation must be submitted. Openings of bungs to flood vesselare not permitted. Water must be filled from over the gunwale. Deck openings must beopen/shut as in normal operating condition. Weights may be substituted for tanks,persons, safety equipment, outboard(s) and fuel; ORIn case no internal buoyancy is fitted [paragraph 3(c)], stability test to Cat T of USL Codeis to be carried out.5. Confirm the ability to manoeuvre and use maximum power safely under working conditions.6. Guard rails, bulwarks, gunwales to be minimum 750 mm high from all deck levels accessible topassengers. Fixed seating must be provided for all passengers on board. Gunwales, bulwarksor rails are not permitted for use as seating.7. Reboarding arrangements for persons to enter the vessel from the water are to be made.8. Complete a Request for Safety Manning Determination form;9. Safety equipment to be verified by a <strong>Survey</strong>or. (Refer to APPENDIX 1)10. VHF radio to be onboard.11. Emergency safety plan to be laminated and affixed onboard.12. <strong>Requirements</strong> not specified to meet USL Code requirements13.
