PURPOSE– PWMAA was established as a means forpublic works agencies to communicatedirectly with one another in order to facilitatethe mutual aid process


HISTORY– Early 80’s: State OES begins a grassrootseffort to establish a Statewide <strong>Mutual</strong> <strong>Aid</strong>Agreement for <strong>Public</strong> <strong>Works</strong>– Late 80’s: Southern California County <strong>Public</strong><strong>Works</strong> representatives drafted the <strong>Public</strong><strong>Works</strong> <strong>Mutual</strong> <strong>Aid</strong> Agreement– 1989: Los Angeles <strong>and</strong> Orange Countyexecuted the Agreement


BACKGROUND– <strong>Public</strong> <strong>Works</strong> agencies had long recognized aneed for a formal mutual aid agreement– PWMAA is based on fire <strong>and</strong> law mutual aid


TODAY …– 17 counties <strong>and</strong> 146 citieshave become signatories tothe Agreement– Ultimate goal for thePWMAA is to become atruly statewide Agreement– Los Angeles CountyDepartment of <strong>Public</strong><strong>Works</strong> currentadministrative coordinator


WHY IS THE PWMAA IMPORTANT TOYOU AND YOUR COUNTY…– In a major disaster, public works resourcesare vital in the response to life safety <strong>and</strong>protection of property– <strong>Public</strong> works agencies speak the samelanguage – equipment needs– Under Federally/State declared disasters,reimbursement costs for mutual aid could beeligible for FEMA/State reimbursement


BASIC TENETS OF PWMAA– Local emergency must be proclaimed– Jurisdictions are expected to reasonablycommit their own resources first– Requesting party pays direct, indirect,administrative <strong>and</strong> contracted costs– <strong>Mutual</strong> aid between operationalareas must follow SEMS– Assistance is voluntary


PWMAA COORDINATOR– Acts on behalf of the jurisdiction on all mattersregarding PWMAA to include requests,response, reimbursement <strong>and</strong> administrativeissues


BECOMING A PWMAA MEMBER AGENCY– Obtain approval from Board ofSupervisors/City Council– Assign a <strong>Public</strong> <strong>Works</strong> <strong>Mutual</strong> <strong>Aid</strong> Coordinator– Provide copy of executed PWMAA to thePWMAA Administrative Coordinator (LosAngeles County Department of <strong>Public</strong> <strong>Works</strong>)
