PROJECT AND PROGRAMME COSTS TO BE FUNDED BY MUNICIPALITIESThe following areas are not funded by the Emergency <strong>Housing</strong> Programme, and municipalitiesare required to source funding from their own budgets or alternative sources. Application for<strong>emergency</strong> <strong>housing</strong> funding should not include the following:• Replacement or rehabilitation <strong>of</strong> damaged bulk and connector services in existing developments(funded through Urban Settlement <strong>Development</strong> Grant via COGTA)• Repair <strong>of</strong> water related infrastructure or eroded roads (normally the responsibility <strong>of</strong> localgovernment)• Operation, maintenance or management costs <strong>of</strong> the development• Electrical services (other than provision <strong>of</strong> high-mast lighting)• Litigation• Normal <strong>housing</strong> products in terms <strong>of</strong> RDP subsidies• Aspects provided under other assistance programmes1.2.8 Key role playersThe Emergency <strong>Housing</strong> Programme sets forth the roles and responsibilities <strong>of</strong> national, provincialand local government, based on principles <strong>of</strong> cooperative governance (and partnerships) andsubsidiarity (decentralisation <strong>of</strong> functions to the local sphere). However, the Programme allowsfor flexibility, and the roles should be performed efficiently, rapidly, and at a level most suitable forthe circumstances (Emergency <strong>Housing</strong> Programme, 2009:20). As a result, certain roles overlap,but the functional responsibility and ability to respond ultimately depend on the capacity <strong>of</strong> thedifferent spheres.a. MUNICIPALITYThe function <strong>of</strong> the Emergency <strong>Housing</strong> Programme applies to the role <strong>of</strong> local government firstand foremost, with national and provincial government providing financial support and otherforms <strong>of</strong> support on a need-to-have basis (i.e. when municipalities clearly lack the capacity tocarry out the functions).Role <strong>of</strong> the municipality• Identify the <strong>emergency</strong> and submit application for assistance in terms <strong>of</strong> the Programme• Proactively plan by establishing liaison channels and procedures to address <strong>emergency</strong>situations• Initiate, plan, and formulate application to the Provincial Department <strong>of</strong> Human Settlements.Municipalities that are not accredited must do this under the supervision <strong>of</strong> ProvincialDepartment <strong>of</strong> Human Settlements• Ensure those situations that qualify under the Emergency <strong>Housing</strong> Programme are givenexpedited treatment• Request support from provincial government if the municipality lacks capacity• Enter into an agreement with the Provincial Department <strong>of</strong> Human Settlements and implement<strong>emergency</strong> <strong>housing</strong> in alignment with this agreement• Ensure adequate communication and participation with beneficiaries and stakeholders• Conduct planning for the development <strong>of</strong> future formal <strong>housing</strong> where applicable• Ensure that bulk, connector, and basic engineering services are provided• Implement the selected <strong>emergency</strong> <strong>housing</strong> response(s)• Provide relocation assistance, including transportation for affected people• Operate, manage, and maintain settlement areas created under the Programme. Takeresponsibility for assets created under the programme• Maintain or repair installed services and temporary shelters
