THE HOUSING DEVELOPMENT AGENCYTHE DEVELOPMENT OF HIGH LEVEL DEVELOPMENT CONCEPT AND FRAMEWORK FOR ERF 14443STRAND & 2772 EVERSDALE (Durbanville): CAPE TOWN1. PURPOSEThe purpose of these terms of reference is to invite proposals for the <strong>app</strong>ointment of a serviceprovider to perform and produce a high level <strong>Development</strong> Concept and related Framework for thedevelopment of an integrated and mixed use settlement to be situated on Erf 14443 Strand and2772 Eversdale (Durbanville), Cape Town: Western Cape Province.1.1. Property DescriptionThe property is legally known as Erf 14443 of the Township Strand (Extent: 1.5974Ha) and Erf 2772of the Township Eversdale (Durbanville) (Extent: 3.6006Ha).2. BACKGROUNDAs part of its legislative mandate, section 7 of the <strong>Housing</strong> <strong>Development</strong> <strong>Agency</strong> Act, (Act 23 of 2008)requires the <strong>Housing</strong> <strong>Development</strong> <strong>Agency</strong> (HDA) to, amongst others, undertake any processesrelating to <strong>app</strong>rovals required for housing development, prepare necessary documentation forconsideration and <strong>app</strong>roval by the relevant authorities, monitor progress of the development of landand landed property acquired for the purposes of creating sustainable human settlements. As partof its processes, the HDA conducts development feasibility studies in order to:Establish if the intended development will fulfill the HDA’s criteria for the development ofsustainable human settlement; andEstablish the processes, development scenarios and best possible model of development tofulfill the HDA’s criteria for the development of sustainable human settlement.3. PROJECT OBJECTIVES3.1. The HDA aims to develop a development model within which the subject property can bedeveloped;3.2. The HDA aims to ensure that the subject land be used in an efficient and optimal mannerthrough innovative and creative planning principles and the <strong>app</strong>lication of modern andresponsive settlement design standards;3.3. The HDA aims that existing potential of the land be realized through the developmentconcept and framework that ensure the possible maximum development yields areobtainable within the existing development planning regime of the area;3.4. The HDA further aims to explore various development alternatives and options on the landwith the overall focus to develop an integrated mixed use settlement.RFP/JHB/<strong>026</strong>


7. SUB – CONSULTINGIt is the responsibility of the successful bidder to <strong>app</strong>oint all other sub-consultants to undertake allnecessary studies.8. DURATION8.1. The project should not take longer than two (2) weeks from the date of signing ofacceptance agreement;8.2. The successful bidder shall submit a draft concept plan not later than one (1) week aftersigning of acceptance agreement;9. SUBMISSION/OUTPUTSubmission shall be made as clearly outlined in section 6 above.10. EVALUATION PROCESSIn order to facilitate a transparent selection process that allows equal opportunity to allconsultants, the HDA has a policy for the <strong>app</strong>ointment of consultants that will be adhered to.Proposals will be evaluated in terms of the following criteria:a. Scope of the project (objectives and competitive output);b. Administration, management and institutional capacity to conclude theProject;c. Qualifications, capacity, knowledge and experience of company staff;d. Methodology to be followed;e. Budget breakdown;f. Innovation;g. Sensitivity to employment equity and black economic empowerment;h. Compliance with this project brief; andi. A valid Tax Clearance Certificate.RFP/JHB/<strong>026</strong>


The following table will demonstrate the criteria to be used for allocation of points for functionalityas outlined above. 13. SUBMISSION OF PROPOSAL13.1. You must submit the proposal with a Valid Tax Clearance Certificate by e-mail(procurement@thehda.co.za) and cc to thiathu.manenzhe@thehda.co.za not later than 08 thAugust 2011– 12:00. The Proposals should be PDF/MS Word document with a maximum of10-15 pages (A4) including all diagrams, tables and annexures if any;13.2. General14.1 The HDA does not bind itself to accept any particular bid/proposal, and reserves the rightnot to <strong>app</strong>oint the service provider.
