INTRODUCTION1. The Fifth Sessi<strong>on</strong> of the <str<strong>on</strong>g>Intergovernmental</str<strong>on</strong>g> <str<strong>on</strong>g>Technical</str<strong>on</strong>g> <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Animal</strong> <strong>Genetic</strong>Resources for Food and Agriculture (<str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>) met in Rome, Italy, from 28 to 30 January2009. The list of delegates and observers is attached as Appendix E.II.OPENING OF THE SESSION AND ELECTION OF THE CHAIR AND VICE-CHAIR,AND RAPPORTEUR2. Mr. Harvey D. Blackburn (United States of America), Chair of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>, welcomeddelegates and observers. He thanked the members of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> and the Secretariat for theadvice and support he received during his term as Chair. Mr. Blackburn noted that the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>had made essential c<strong>on</strong>tributi<strong>on</strong>s to the development of the State of the World’s <strong>Animal</strong> <strong>Genetic</strong>Resources for Food and Agriculture and the Global Plan of Acti<strong>on</strong> for <strong>Animal</strong> <strong>Genetic</strong> Resources(Global Plan of Acti<strong>on</strong>). He stressed that the Global Plan of Acti<strong>on</strong> provided a l<strong>on</strong>g-term frameworkfor animal genetic resources, and that further c<strong>on</strong>tributi<strong>on</strong>s and advice from the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> wouldbe crucial to its successful implementati<strong>on</strong> in the coming years.3. Mr. Blackburn invited nominati<strong>on</strong>s for the Chair, Vice-Chair and Rapporteur. The <str<strong>on</strong>g>Working</str<strong>on</strong>g><str<strong>on</strong>g>Group</str<strong>on</strong>g> elected as Chair Ms. Vanida Khumnirdpetch (Thailand), and Mr. François Pythoud(Switzerland) as Vice-Chair. Mr. Daniel K.N. Semambo (Uganda) was elected Rapporteur. Ms.Khumnirdpetch, in taking up her positi<strong>on</strong> as Chair, thanked the outgoing Chair for his hard work andguidance over the past two-years.4. Mr. Modibo Traoré, Assistant Director-General, Agriculture and C<strong>on</strong>sumer Protecti<strong>on</strong>Department, <strong>on</strong> behalf of Dr. Jacques Diouf, <strong>FAO</strong> Director-General, welcomed delegates andobservers. He stressed that competent management of the world’s animal genetic resources could notbe over-emphasized. The opti<strong>on</strong>s that such resources offer, insofar as maintaining and improvinganimal producti<strong>on</strong> are c<strong>on</strong>cerned, will be of enormous significance in the coming decades. Wideportfolio of animal genetic resources was crucial in adapting and developing the world’s agriculturalproducti<strong>on</strong> systems and increasing the resilience of our food supply systems. The roles and importanceof the Nati<strong>on</strong>al and Regi<strong>on</strong>al Focal Points and that of the livestock keepers were underscored.5. Mr. Traoré stressed the need for the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> to provide sound advice to theCommissi<strong>on</strong> <strong>on</strong> <strong>Genetic</strong> Resources for Food and Agriculture (Commissi<strong>on</strong>) <strong>on</strong> the development of theFunding Strategy and to recommend the preferred opti<strong>on</strong>s for evaluating progress in the


2 CGRFA/WG-AnGR-5/09/REPORTimplementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>. He indicated that <strong>FAO</strong> would c<strong>on</strong>tinue to supportcountries in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> in various ways, including throughproviding improved technical guidelines, technical cooperati<strong>on</strong> projects, promoting regi<strong>on</strong>alcollaborati<strong>on</strong> and raising awareness. Mr. Traoré sincerely thanked the governments of Germany,Spain, Norway and Switzerland for financially supporting the participati<strong>on</strong> of Nati<strong>on</strong>al Coordinatorsfor <strong>Animal</strong> <strong>Genetic</strong> Resources from several developing countries, in the workshop that had precededthe Fifth Sessi<strong>on</strong> of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>.6. Mr. Alexander Müller, Assistant Director-General, Natural Resources Management andEnvir<strong>on</strong>ment Department, welcomed members of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> and observers. He recognizedthat the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> was meeting at an especially important time. <strong>Genetic</strong> resources for food andagriculture were being eroded at an alarming rate, when they were most needed in efforts to addressthe challenging issues of food insecurity, the ever increasing populati<strong>on</strong> and poverty. The world was inthe midst of a food crisis and could not afford to keep eroding the basis of the livestock sector.7. Mr. Müller noted that the <strong>FAO</strong> C<strong>on</strong>ference 2007 had endorsed the Interlaken Declarati<strong>on</strong> <strong>on</strong><strong>Animal</strong> <strong>Genetic</strong> Resources and the Global Plan of Acti<strong>on</strong> as major c<strong>on</strong>tributi<strong>on</strong>s to the overallinternati<strong>on</strong>al framework <strong>on</strong> agricultural biodiversity. He stressed that the Commissi<strong>on</strong>’s Multi-yearProgramme of Work, and in particular, the recently adopted Global Plan of Acti<strong>on</strong>, provided strategicframeworks from which to act, to halt the further erosi<strong>on</strong> and loss of agricultural biodiversity,including animal genetic resources. Not withstanding the important past achievements of the <str<strong>on</strong>g>Working</str<strong>on</strong>g><str<strong>on</strong>g>Group</str<strong>on</strong>g>, further advice and guidance to the Commissi<strong>on</strong> was essential.8. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> adopted the agenda, as given in Appendix A to the report.III.FOLLOW-UP TO THE INTERNATIONAL TECHNICAL CONFERENCE ONANIMAL GENETIC RESOURCES FOR FOOD AND AGRICULTURE<strong>FAO</strong> activities in the follow-up to the Internati<strong>on</strong>al <str<strong>on</strong>g>Technical</str<strong>on</strong>g> C<strong>on</strong>ference <strong>on</strong> <strong>Animal</strong> <strong>Genetic</strong>Resources for Food and Agriculture9. The Secretariat introduced the document, Report <strong>on</strong> <strong>FAO</strong> activities in the follow-up to theInternati<strong>on</strong>al <str<strong>on</strong>g>Technical</str<strong>on</strong>g> C<strong>on</strong>ference <strong>on</strong> <strong>Animal</strong> <strong>Genetic</strong> Resources for Food and Agriculture, 1 whichprovided an overview of <strong>FAO</strong> activities since the Eleventh Regular Sessi<strong>on</strong> of the Commissi<strong>on</strong>. Threeinformati<strong>on</strong> documents were also provided to the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>. Document, Detailed report <strong>on</strong> <strong>FAO</strong>activities in the follow-up to the Internati<strong>on</strong>al <str<strong>on</strong>g>Technical</str<strong>on</strong>g> C<strong>on</strong>ference <strong>on</strong> <strong>Animal</strong> <strong>Genetic</strong> Resources, 2provided detailed informati<strong>on</strong> <strong>on</strong> <strong>FAO</strong> activities. Two other informati<strong>on</strong> documents provided draftguidelines for c<strong>on</strong>siderati<strong>on</strong> by the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>.10. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> thanked <strong>FAO</strong> for preparing the documents. It recommended that theCommissi<strong>on</strong> welcome the Draft guidelines to assist the preparati<strong>on</strong> of nati<strong>on</strong>al strategies and acti<strong>on</strong>plans for animal genetic resources for food and agriculture 3 and that it request <strong>FAO</strong> to finalize andpublish these guidelines. It took note of the Draft guidelines for establishing animal breedingstrategies in low- and medium-input producti<strong>on</strong> systems 4 and invited <strong>FAO</strong> to receive furthercomments <strong>on</strong> the draft guidelines by members of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> until 1 April 2009, and that <strong>FAO</strong>revise the draft guidelines based <strong>on</strong> the advice received. CGRFA/WG-AnGR-5/09/REPORT 3guidelines available to the Commissi<strong>on</strong> for informati<strong>on</strong>. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> noted that in revising thedraft guidelines, while emphasis <strong>on</strong> low and medium input systems was appropriate, the guidelinesshould not be restricted for applicati<strong>on</strong> in these systems.11. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> request <strong>FAO</strong> to c<strong>on</strong>tinue updating,further developing and distributing technical guidelines addressing phenotypic and molecular geneticcharacterizati<strong>on</strong> and sampling methods, c<strong>on</strong>servati<strong>on</strong>, nati<strong>on</strong>al breed inventory and m<strong>on</strong>itoring, andanimal identificati<strong>on</strong> and performance recording; noting the need to take into account existinginternati<strong>on</strong>al standards and the work of other organizati<strong>on</strong>s. It stressed the importance ofinteroperability to facilitate data and informati<strong>on</strong> exchange between the Domestic <strong>Animal</strong> Diversity-Informati<strong>on</strong> System (DAD-IS) and other data bases and informati<strong>on</strong> systems, and recommended thatthe Commissi<strong>on</strong> note the need for <strong>FAO</strong> to c<strong>on</strong>tinue supporting DAD-IS from the regular programme.12. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> request <strong>FAO</strong> to c<strong>on</strong>tinue to c<strong>on</strong>sideranimal genetic resources as a priority area and c<strong>on</strong>tinue to provide regular programme funds andtechnical advice to support country implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>. It furtherrecommended that the Commissi<strong>on</strong> request <strong>FAO</strong> to c<strong>on</strong>tinue to pursue partnerships and alliances withother internati<strong>on</strong>al mechanisms and organizati<strong>on</strong>s to enhance mobilizati<strong>on</strong> of financial resources forimplementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> and invite d<strong>on</strong>ors to enhance financial support.13. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> stressed the importance of advancing the establishment of regi<strong>on</strong>al focalpoints to facilitate and promote the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>. It recommended thatthe Commissi<strong>on</strong> request <strong>FAO</strong>, and especially <strong>FAO</strong> Regi<strong>on</strong>al Offices, to play a catalytic role in theestablishment of regi<strong>on</strong>al focal points, at the request of countries. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommendedthat the Commissi<strong>on</strong> request <strong>FAO</strong> to prepare a paper <strong>on</strong> the operati<strong>on</strong>s of existing Nati<strong>on</strong>al andRegi<strong>on</strong>al Focal Points for <strong>Animal</strong> <strong>Genetic</strong> Resources, with a view to share experiences <strong>on</strong> practices,approaches and activities.Modalities for evaluating progress in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> for <strong>Animal</strong><strong>Genetic</strong> Resources14. The Secretariat introduced the document, Evaluating progress in the implementati<strong>on</strong> of theGlobal Plan of Acti<strong>on</strong> for <strong>Animal</strong> <strong>Genetic</strong> Resources, 5 which provided reporting opti<strong>on</strong>s forc<strong>on</strong>siderati<strong>on</strong> by the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> stressed the importance of evaluatingprogress in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> and expressed its appreciati<strong>on</strong> to theSecretariat for providing opti<strong>on</strong>s for reporting.15. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> request its members to prepare aCountry Progress Report <strong>on</strong> progress made in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>, withthe first Country Progress Report to be prepared by 2011. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> further recommendedthat the Commissi<strong>on</strong> request <strong>FAO</strong> to prepare a Synthesis Progress Report based <strong>on</strong> Country ProgressReports and any available Regi<strong>on</strong>al Progress Reports, with a view to have the first Synthesis ProgressReport made available to the Commissi<strong>on</strong> in 2013, at its Fourteenth Regular Sessi<strong>on</strong>. The <str<strong>on</strong>g>Working</str<strong>on</strong>g><str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> request it review the draft Synthesis Progress Report priorto its presentati<strong>on</strong> to the Commissi<strong>on</strong>.16. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> adopt a progress reporting interval of4 years, with sec<strong>on</strong>d Country Progress Reports being prepared by 2015, and a sec<strong>on</strong>d SynthesisProgress Report prepared by <strong>FAO</strong>, and made available to the Commissi<strong>on</strong> in 2017, as part of theupdated State of the World’s <strong>Animal</strong> <strong>Genetic</strong> Resources for Food and Agriculture. 4 CGRFA/WG-AnGR-5/09/REPORTthat the Commissi<strong>on</strong> stress the need for Country Progress Reports to be prepared using a streamlinedstandard questi<strong>on</strong>naire distributed through DAD-IS and other means, to provide a comm<strong>on</strong> reportingformat that would enable preparati<strong>on</strong> of <strong>FAO</strong> Synthesis Reports. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> reviewed a draftquesti<strong>on</strong>naire prepared by <strong>FAO</strong>, and agreed to provide comments <strong>on</strong> the questi<strong>on</strong>naire by 1 April2009, in order for <strong>FAO</strong> to make the questi<strong>on</strong>naire available to the Commissi<strong>on</strong> as an informati<strong>on</strong>document. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> stressed that financial assistance could be required to assist somedeveloping countries to undertake progress reporting.17. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> request <strong>FAO</strong> to prepare a <strong>FAO</strong>Progress Report for each regular sessi<strong>on</strong> of the Commissi<strong>on</strong>, and to encourage relevant organizati<strong>on</strong>sand private sector interests to report <strong>on</strong> their activities that are c<strong>on</strong>tributing to the implementati<strong>on</strong> ofthe Global Plan of Acti<strong>on</strong>.Format and parameters of status and trends reports <strong>on</strong> animal genetic resources18. The Secretariat introduced the document, Format and c<strong>on</strong>tent of future status and trends reports<strong>on</strong> animal genetic resources, 6 and an informati<strong>on</strong> document, Status and trends report <strong>on</strong> animalgenetic resources – 2008. 7 The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> welcomed the data capture and analysis modules inDAD-IS as an important mechanism for the preparati<strong>on</strong> of status and trends reports. It recommendedthat the Commissi<strong>on</strong> request <strong>FAO</strong> to follow the structure, as c<strong>on</strong>tained in document, Format andc<strong>on</strong>tent of future status and trends reports <strong>on</strong> animal genetic resources, 8 in preparing synthesis Statusand Trends Reports for animal genetic resources, based <strong>on</strong> data and informati<strong>on</strong> provided by countriesthrough DAD-IS, and that <strong>FAO</strong> make Status and Trends Reports available to the Commissi<strong>on</strong> at eachof its regular sessi<strong>on</strong>s. It this regard, the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> stressed the need for regular updating ofnati<strong>on</strong>al data and informati<strong>on</strong> <strong>on</strong> animal genetic resources, and the importance of providing financialand technical support for developing countries to assist them in updating their data and informati<strong>on</strong>.Development of country-based early warning and resp<strong>on</strong>se systems for animal genetic resources19. The Secretariat introduced the document, Development of country-based early warning andresp<strong>on</strong>se systems for animal genetic resources. 9 The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> noted its appreciati<strong>on</strong> for thework by <strong>FAO</strong> in preparing opti<strong>on</strong>s for country-based early warning and resp<strong>on</strong>se systems. Itrecommended that the Commissi<strong>on</strong>:a. Reaffirm the relevance of the establishment of country-based early warning and resp<strong>on</strong>sesystems for animal genetic resources as part of broader nati<strong>on</strong>al strategies for animal geneticresources, taking into account nati<strong>on</strong>al circumstances and the relevant Strategic Priorities andActi<strong>on</strong>s in the Global Plan of Acti<strong>on</strong>;b. Encourage the development of country-based early warning and resp<strong>on</strong>se systems as an integralpart of nati<strong>on</strong>al strategies and acti<strong>on</strong> plans; including c<strong>on</strong>siderati<strong>on</strong>s of the following elements,as appropriate:i. Nati<strong>on</strong>al registrati<strong>on</strong> systems (such as herd-books) for breeding animals;ii. Nati<strong>on</strong>al inventories of breeding animals;vi. Resp<strong>on</strong>se systems at the country level, c<strong>on</strong>sistent with existing internati<strong>on</strong>al agreements,which might include the following elements:• Ex situ in-vitro measures;• Supporting measures for in situ c<strong>on</strong>servati<strong>on</strong>;• M<strong>on</strong>itoring of specific breeds; and• C<strong>on</strong>tingency plans in case of emergency and disasters.vii. Definiti<strong>on</strong>s of the frequency of nati<strong>on</strong>al reporting at the country level.c. Efforts be enhanced to exchange experiences am<strong>on</strong>g countries that have already establishedcountry-based early warning and resp<strong>on</strong>se systems for animal genetic resources and thosecountries planning to establish such systems, including through workshops and trainingsessi<strong>on</strong>s;d. Call <strong>on</strong> countries to c<strong>on</strong>sider the importance of data interoperability to enable nati<strong>on</strong>al, regi<strong>on</strong>aland global breed status and trends reporting, as they establish country-based early warning andresp<strong>on</strong>se systems for animal genetic resources.20. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> stressed the importance of nati<strong>on</strong>al back-up storage systems for animalgenetic resources and recommended that the Commissi<strong>on</strong> encourage countries to establish suchsystems, if they have not d<strong>on</strong>e so already. It c<strong>on</strong>sidered that further establishment of regi<strong>on</strong>al andglobal back-up storage systems would best be c<strong>on</strong>sidered when more countries had developed theirnati<strong>on</strong>al systems. In this regard, it invited <strong>FAO</strong> to prepare a document <strong>on</strong> the current arrangements forexisting regi<strong>on</strong>al storage systems, including existing health and other relevant regulati<strong>on</strong>s for theexchange of genetic materials am<strong>on</strong>g countries, for future c<strong>on</strong>siderati<strong>on</strong> by the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>.21. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> invited <strong>FAO</strong> to review the <strong>FAO</strong> risk classificati<strong>on</strong> system in light ofexisting nati<strong>on</strong>al and regi<strong>on</strong>al systems and procedures with broad regi<strong>on</strong>al participati<strong>on</strong>. Itrecommended that the Commissi<strong>on</strong> request countries to investigate and report <strong>on</strong> the underlyingcauses of animal genetic erosi<strong>on</strong>.The roles of small-scale livestock keepers as custodians of animal genetic resources22. The Secretariat introduced the document, The roles of small-scale livestock keepers ascustodians of animal genetic resources, 11 and an informati<strong>on</strong> document, C<strong>on</strong>tributi<strong>on</strong>s of smallholderfarmers and pastoralists to the development, use and c<strong>on</strong>servati<strong>on</strong> of animal genetic resources. 12 The<str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> thanked the Secretariat for the work. However, it requested a period of two m<strong>on</strong>ths tofurther c<strong>on</strong>sider the documents.10 A red list is a published record of the state of a countries animal genetic resources for food and agriculture thatis used to inform members of the public of the status of breeds of livestock, and to draw attenti<strong>on</strong> to breeds mostat risk.11. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> noted the important c<strong>on</strong>tributi<strong>on</strong>s of small-scale livestock keepers,particularly in developing countries. It recommended that the Commissi<strong>on</strong> acknowledge the importantc<strong>on</strong>tributi<strong>on</strong>s of small-scale livestock keepers, particularly in developing countries, as custodians ofmuch of the world’s animal genetic resources for food and agriculture. It stressed the importance ofcapacity building in the field of improving local and multi-functi<strong>on</strong>al breeds in low and medium inputfarming systems, and instituti<strong>on</strong>al support to address the particular needs of small-scale livestockproducti<strong>on</strong> systems, while ensuring respect for the knowledge, innovati<strong>on</strong>s and practices of indigenousand local communities, and the applicati<strong>on</strong> of relevant nati<strong>on</strong>al legislati<strong>on</strong> and internati<strong>on</strong>alagreements.24. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> note the need for countries to take intoaccount the c<strong>on</strong>tributi<strong>on</strong>s of small-scale livestock keepers and promote their full and effectiveparticipati<strong>on</strong> in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>; in the preparati<strong>on</strong> andimplementati<strong>on</strong> of Nati<strong>on</strong>al Strategies and Acti<strong>on</strong> Plans for <strong>Animal</strong> <strong>Genetic</strong> Resources; and asappropriate, food security, poverty alleviati<strong>on</strong> and livelihood security policies and programmes. The<str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> noted that countries might also c<strong>on</strong>sider ways to reinforce the sustainable use of localbreeds in cross-sectorial policies and programmes directed to rural poverty alleviati<strong>on</strong> and foodsecurity.25. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recommended that the Commissi<strong>on</strong> invite <strong>FAO</strong> to compile ways andmeans small-scale livestock keepers are being involved in the implementati<strong>on</strong> of the Global Plan ofActi<strong>on</strong> and to provide this informati<strong>on</strong> to the Commissi<strong>on</strong>, so that the Commissi<strong>on</strong> can c<strong>on</strong>tinue toinform the <strong>FAO</strong> C<strong>on</strong>ference of the many c<strong>on</strong>tributi<strong>on</strong>s of small-scale livestock keepers, as well as thec<strong>on</strong>tributi<strong>on</strong>s of other types of livestock keepers and breeders and other instituti<strong>on</strong>s that are involvedin the management of animal genetic resources.Towards a funding strategy for the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> for <strong>Animal</strong><strong>Genetic</strong> Resources26. The Secretariat introduced the document, Towards a Funding Strategy for the Implementati<strong>on</strong> ofthe Global Plan of Acti<strong>on</strong> for <strong>Animal</strong> <strong>Genetic</strong> Resources, 13 which outlined the possible elements of aFunding Strategy for the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>. An informati<strong>on</strong> document,Results of questi<strong>on</strong>naires <strong>on</strong> country needs and d<strong>on</strong>or priorities to implement the Global Plan ofActi<strong>on</strong> for <strong>Animal</strong> <strong>Genetic</strong> Resources, 14 was also made available to the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>.27. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> exchanged views <strong>on</strong> the possible elements and c<strong>on</strong>tent of a FundingStrategy for the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>. It stressed the need for all countries tomobilize financial resources according to their nati<strong>on</strong>al capacities. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> recalled thatthe Interlaken Declarati<strong>on</strong> <strong>on</strong> <strong>Animal</strong> <strong>Genetic</strong> Resources recognized that the main resp<strong>on</strong>sibility ofimplementing the Global Plan of Acti<strong>on</strong> rest with nati<strong>on</strong>al governments, that the provisi<strong>on</strong> of new andadditi<strong>on</strong>al resources can make a substantial difference in the world’s ability to address the sustainableuse, development and c<strong>on</strong>servati<strong>on</strong> of animal genetic resources for food and agriculture, and that as amatter of urgency, c<strong>on</strong>crete steps be taken to ensure an adequate increase in financial resources tosupport the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> by developing countries and countries withec<strong>on</strong>omies in transiti<strong>on</strong>.28. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> agreed <strong>on</strong> the main elements of the Funding Strategy as being, (i)Objective; (ii) Aims of the Funding Strategy; (iii) Resources relevant to the Funding Strategy; (iv)Provisi<strong>on</strong> of relevant informati<strong>on</strong> for the Funding Strategy; and (v) M<strong>on</strong>itoring and Review. It furtheragreed that the Funding Strategy c<strong>on</strong>tain an Annex <strong>on</strong> Procedures for the Use of Resources under the13 CGRFA/WG-AnGR-5/09/614 CGRFA/WG-AnGR-5/09/Inf. 3

It took note ofdraft text as c<strong>on</strong>tained in Appendix D, and invited <strong>FAO</strong> to prepare a draft Funding Strategy based <strong>on</strong>the main elements and the suggested annex as agreed to by the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>.29. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> noted the importance of <strong>FAO</strong> preparing the draft Funding Strategy well inadvance of the next regular sessi<strong>on</strong> of the Commissi<strong>on</strong> to enable adequate review by members of theCommissi<strong>on</strong>. In this regard, it suggested that <strong>FAO</strong> prepare a draft Funding Strategy as so<strong>on</strong> asfeasible, and that it be distributed to members of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> for a review period of 3 m<strong>on</strong>ths.Based <strong>on</strong> any comments received, <strong>FAO</strong> will revise the draft Funding Strategy for c<strong>on</strong>siderati<strong>on</strong> by theCommissi<strong>on</strong>.IV.REPORT ON THE <strong>FAO</strong> REFORM AND GENETIC RESOURCES30. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> requested an oral presentati<strong>on</strong> <strong>on</strong> the <strong>FAO</strong> reform process and its potentialimpact <strong>on</strong> <strong>FAO</strong>’s work <strong>on</strong> genetic resources. In resp<strong>on</strong>se to this request, representatives of <strong>FAO</strong>summarized the relevant outcomes of the 35 th <strong>FAO</strong> C<strong>on</strong>ference, including the adopti<strong>on</strong> of theImmediate Plan of Acti<strong>on</strong> for <strong>FAO</strong> Renewal. 15 Through the Plan, the C<strong>on</strong>ference approved <strong>FAO</strong>’sVisi<strong>on</strong> and Global Goals, such as the sustainable management and utilizati<strong>on</strong> of genetic resources forinclusi<strong>on</strong> in the new Strategic Framework. At its next sessi<strong>on</strong> in November 2009, the <strong>FAO</strong> C<strong>on</strong>ferencewill c<strong>on</strong>sider the new Strategic Framework, Medium Term Plan and Programme of Work and Budget.31. Mr. Müller informed the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> about Strategic Objective F, Sustainable managementof land, water, and genetic resources and improved resp<strong>on</strong>ses to global envir<strong>on</strong>mental challengesaffecting food and agriculture, and its link to other Strategic Objectives relevant for genetic resourcesfor food and agriculture. He explained the coordinating mechanism within <strong>FAO</strong> and highlighted thatthe Multi-year Programme of Work (MYPOW) of the Commissi<strong>on</strong> was an excellent vehicle forcooperati<strong>on</strong> both within <strong>FAO</strong> and between <strong>FAO</strong> and other internati<strong>on</strong>al bodies. Mr. Traoré and Mr.Jutzi c<strong>on</strong>firmed the high profile given to animal genetic resources in Strategic Objective B, Increasedsustainable livestock producti<strong>on</strong>, which has a particular emphasis <strong>on</strong> the implementati<strong>on</strong> of the GlobalPlan of Acti<strong>on</strong>.32. The <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> indicated their appreciati<strong>on</strong> for the informati<strong>on</strong> provided. It emphasizedthe importance of the Global Plan of Acti<strong>on</strong> and the MYPOW in the c<strong>on</strong>text of the <strong>FAO</strong> reform. A number of representatives of the regi<strong>on</strong>al groups expressed the view that the current sessi<strong>on</strong>had been productive and c<strong>on</strong>ducted in positive spirit of collaborati<strong>on</strong>. They expressed theirappreciati<strong>on</strong> to the Chair for the way in which she had c<strong>on</strong>ducted the meeting, and to the Vice-Chair,Rapporteur, and the Secretariat for their dedicated work.40. A representative from the European Regi<strong>on</strong> noted that he believed that the Global Plan ofActi<strong>on</strong> had enhanced “Global Thinking” about animal genetic resources – that awareness today of themany roles and values of animal genetic resources had been significantly improved as a result of thisnew global framework. He noted that the sessi<strong>on</strong> had both established new friendships andstrengthened existing <strong>on</strong>es furthering global collaborati<strong>on</strong> that is essential for the effectiveimplementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong>.41. A representative from the African Regi<strong>on</strong> noted that much had been achieved at the currentsessi<strong>on</strong>, and expressed appreciati<strong>on</strong> for the financial support from a number of d<strong>on</strong>ors, which hadenabled participati<strong>on</strong> of a number of developing countries.42. The Chair noted that it had a been a l<strong>on</strong>g process to produce the the Global Plan of Acti<strong>on</strong>, butthat the efforts had provided an important framework for global acti<strong>on</strong> <strong>on</strong> animal genetic resources.She stressed that the effective collaborati<strong>on</strong> must c<strong>on</strong>tinue, and expressed appreciati<strong>on</strong> for the supportshe had received from members of the <str<strong>on</strong>g>Working</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g>s, observers, and the Secretariat, during thecurrent sessi<strong>on</strong>.

ObjectiveThe objective of the Funding Strategy is to enhance the availability, transparency, efficiency andeffectiveness of the provisi<strong>on</strong> of substantial and additi<strong>on</strong>al financial resources, and to strengtheninternati<strong>on</strong>al cooperati<strong>on</strong>, to support and complement the efforts of developing countries and countrieswith ec<strong>on</strong>omies in transiti<strong>on</strong> in the implementati<strong>on</strong> of the Global Plan of Acti<strong>on</strong> for <strong>Animal</strong> <strong>Genetic</strong>Resources (Global Plan of Acti<strong>on</strong>).2. Aims of the Funding StrategyThe Funding Strategy aims• To seek and further mobilize necessary financial resources from all possible sources, includingbilateral, regi<strong>on</strong>al and multilateral channels; voluntary c<strong>on</strong>tributi<strong>on</strong>s from countries;foundati<strong>on</strong>s, the private sector, n<strong>on</strong>-governmental organizati<strong>on</strong>s and other sources; and toc<strong>on</strong>tinue supporting the programme through the regular programme resources of <strong>FAO</strong>, toprovide [timely] support for developing countries and countries with ec<strong>on</strong>omies in transiti<strong>on</strong>,to complement their [own] efforts to implement the Global Plan of Acti<strong>on</strong>.• To strengthen internati<strong>on</strong>al cooperati<strong>on</strong> to enhance the provisi<strong>on</strong> of capacity-building,including training and technology transfer for improved management of animal geneticresources, based <strong>on</strong> country identified needs, with <strong>FAO</strong> providing technical assistance andfacilitating collaborati<strong>on</strong> and partnerships am<strong>on</strong>g countries and relevant internati<strong>on</strong>alorganizati<strong>on</strong>s and instituti<strong>on</strong>s.The transparent, efficient and effective utilizati<strong>on</strong> of all resources made available under the FundingStrategy, noting that the financial resources provided shall not be used to ends inc<strong>on</strong>sistent with theGlobal Plan of Acti<strong>on</strong>, or with other relevant internati<strong>on</strong>al agreements.3.
