INTRODUCTION1. The Fifth Session of the <strong>Intergovernmental</strong> <strong>Technical</strong> <strong>Working</strong> <strong>Group</strong> on Animal GeneticResources for Food and Agriculture (<strong>Working</strong> <strong>Group</strong>) met in Rome, Italy, from 28 to 30 January2009. The list of delegates and observers is attached as Appendix E.II.OPENING OF THE SESSION AND ELECTION OF THE CHAIR AND VICE-CHAIR,AND RAPPORTEUR2. Mr. Harvey D. Blackburn (United States of America), Chair of the <strong>Working</strong> <strong>Group</strong>, welcomeddelegates and observers. He thanked the members of the <strong>Working</strong> <strong>Group</strong> and the Secretariat for theadvice and support he received during his term as Chair. Mr. Blackburn noted that the <strong>Working</strong> <strong>Group</strong>had made essential contributions to the development of the State of the World’s Animal GeneticResources for Food and Agriculture and the Global Plan of Action for Animal Genetic Resources(Global Plan of Action). He stressed that the Global Plan of Action provided a long-term frameworkfor animal genetic resources, and that further contributions and advice from the <strong>Working</strong> <strong>Group</strong> wouldbe crucial to its successful implementation in the coming years.3. Mr. Blackburn invited nominations for the Chair, Vice-Chair and Rapporteur. The <strong>Working</strong><strong>Group</strong> elected as Chair Ms. Vanida Khumnirdpetch (Thailand), and Mr. François Pythoud(Switzerland) as Vice-Chair. Mr. Daniel K.N. Semambo (Uganda) was elected Rapporteur. Ms.Khumnirdpetch, in taking up her position as Chair, thanked the outgoing Chair for his hard work andguidance over the past two-years.4. Mr. Modibo Traoré, Assistant Director-General, Agriculture and Consumer ProtectionDepartment, on behalf of Dr. Jacques Diouf, FAO Director-General, welcomed delegates andobservers. He stressed that competent management of the world’s animal genetic resources could notbe over-emphasized. The options that such resources offer, insofar as maintaining and improvinganimal production are concerned, will be of enormous significance in the coming decades. Wideportfolio of animal genetic resources was crucial in adapting and developing the world’s agriculturalproduction systems and increasing the resilience of our food supply systems. The roles and importanceof the National and Regional Focal Points and that of the livestock keepers were underscored.5. Mr. Traoré stressed the need for the <strong>Working</strong> <strong>Group</strong> to provide sound advice to theCommission on Genetic Resources for Food and Agriculture (Commission) on the development of theFunding Strategy and to recommend the preferred options for evaluating progress in the

2 CGRFA/WG-AnGR-5/09/REPORTimplementation of the Global Plan of Action. He indicated that FAO would continue to supportcountries in the implementation of the Global Plan of Action in various ways, including throughproviding improved technical guidelines, technical cooperation projects, promoting regionalcollaboration and raising awareness. Mr. Traoré sincerely thanked the governments of Germany,Spain, Norway and Switzerland for financially supporting the participation of National Coordinatorsfor Animal Genetic Resources from several developing countries, in the workshop that had precededthe Fifth Session of the <strong>Working</strong> <strong>Group</strong>.6. Mr. Alexander Müller, Assistant Director-General, Natural Resources Management andEnvironment Department, welcomed members of the <strong>Working</strong> <strong>Group</strong> and observers. He recognizedthat the <strong>Working</strong> <strong>Group</strong> was meeting at an especially important time. Genetic resources for food andagriculture were being eroded at an alarming rate, when they were most needed in efforts to addressthe challenging issues of food insecurity, the ever increasing population and poverty. The world was inthe midst of a food crisis and could not afford to keep eroding the basis of the livestock sector.7. Mr. Müller noted that the FAO Conference 2007 had endorsed the Interlaken Declaration onAnimal Genetic Resources and the Global Plan of Action as major contributions to the overallinternational framework on agricultural biodiversity. He stressed that the Commission’s Multi-yearProgramme of Work, and in particular, the recently adopted Global Plan of Action, provided strategicframeworks from which to act, to halt the further erosion and loss of agricultural biodiversity,including animal genetic resources. Not withstanding the important past achievements of the <strong>Working</strong><strong>Group</strong>, further advice and guidance to the Commission was essential.8. The <strong>Working</strong> <strong>Group</strong> adopted the agenda, as given in Appendix A to the report.III.FOLLOW-UP TO THE INTERNATIONAL TECHNICAL CONFERENCE ONANIMAL GENETIC RESOURCES FOR FOOD AND AGRICULTUREFAO activities in the follow-up to the International <strong>Technical</strong> Conference on Animal GeneticResources for Food and Agriculture9. The Secretariat introduced the document, Report on FAO activities in the follow-up to theInternational <strong>Technical</strong> Conference on Animal Genetic Resources for Food and Agriculture, 1 whichprovided an overview of FAO activities since the Eleventh Regular Session of the Commission. Threeinformation documents were also provided to the <strong>Working</strong> <strong>Group</strong>. Document, Detailed report on FAOactivities in the follow-up to the International <strong>Technical</strong> Conference on Animal Genetic Resources, 2provided detailed information on FAO activities. Two other information documents provided draftguidelines for consideration by the <strong>Working</strong> <strong>Group</strong>.10. The <strong>Working</strong> <strong>Group</strong> thanked FAO for preparing the documents. It recommended that theCommission welcome the Draft guidelines to assist the preparation of national strategies and actionplans for animal genetic resources for food and agriculture 3 and that it request FAO to finalize andpublish these guidelines. It took note of the Draft guidelines for establishing animal breedingstrategies in low- and medium-input production systems 4 and invited FAO to receive furthercomments on the draft guidelines by members of the <strong>Working</strong> <strong>Group</strong> until 1 April 2009, and that FAOrevise the draft guidelines based on the advice received. The <strong>Working</strong> <strong>Group</strong> noted that in revising thedraft guidelines, while emphasis on low and medium input systems was appropriate, the guidelinesshould not be restricted for application in these systems.11. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission request FAO to continue updating,further developing and distributing technical guidelines addressing phenotypic and molecular geneticcharacterization and sampling methods, conservation, national breed inventory and monitoring, andanimal identification and performance recording; noting the need to take into account existinginternational standards and the work of other organizations. It stressed the importance ofinteroperability to facilitate data and information exchange between the Domestic Animal Diversity-Information System (DAD-IS) and other data bases and information systems, and recommended thatthe Commission note the need for FAO to continue supporting DAD-IS from the regular programme.12. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission request FAO to continue to consideranimal genetic resources as a priority area and continue to provide regular programme funds andtechnical advice to support country implementation of the Global Plan of Action. It furtherrecommended that the Commission request FAO to continue to pursue partnerships and alliances withother international mechanisms and organizations to enhance mobilization of financial resources forimplementation of the Global Plan of Action and invite donors to enhance financial support.13. The <strong>Working</strong> <strong>Group</strong> stressed the importance of advancing the establishment of regional focalpoints to facilitate and promote the implementation of the Global Plan of Action. It recommended thatthe Commission request FAO, and especially FAO Regional Offices, to play a catalytic role in theestablishment of regional focal points, at the request of countries. The <strong>Working</strong> <strong>Group</strong> recommendedthat the Commission request FAO to prepare a paper on the operations of existing National andRegional Focal Points for Animal Genetic Resources, with a view to share experiences on practices,approaches and activities.Modalities for evaluating progress in the implementation of the Global Plan of Action for AnimalGenetic Resources14. The Secretariat introduced the document, Evaluating progress in the implementation of theGlobal Plan of Action for Animal Genetic Resources, 5 which provided reporting options forconsideration by the <strong>Working</strong> <strong>Group</strong>. The <strong>Working</strong> <strong>Group</strong> stressed the importance of evaluatingprogress in the implementation of the Global Plan of Action and expressed its appreciation to theSecretariat for providing options for reporting.15. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission request its members to prepare aCountry Progress Report on progress made in the implementation of the Global Plan of Action, withthe first Country Progress Report to be prepared by 2011. The <strong>Working</strong> <strong>Group</strong> further recommendedthat the Commission request FAO to prepare a Synthesis Progress Report based on Country ProgressReports and any available Regional Progress Reports, with a view to have the first Synthesis ProgressReport made available to the Commission in 2013, at its Fourteenth Regular Session. The <strong>Working</strong><strong>Group</strong> recommended that the Commission request it review the draft Synthesis Progress Report priorto its presentation to the Commission.16. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission adopt a progress reporting interval of4 years, with second Country Progress Reports being prepared by 2015, and a second SynthesisProgress Report prepared by FAO, and made available to the Commission in 2017, as part of theupdated State of the World’s Animal Genetic Resources for Food and Agriculture. It recommended5 CGRFA/WG-AnGR-5/09/3.1

4 CGRFA/WG-AnGR-5/09/REPORTthat the Commission stress the need for Country Progress Reports to be prepared using a streamlinedstandard questionnaire distributed through DAD-IS and other means, to provide a common reportingformat that would enable preparation of FAO Synthesis Reports. The <strong>Working</strong> <strong>Group</strong> reviewed a draftquestionnaire prepared by FAO, and agreed to provide comments on the questionnaire by 1 April2009, in order for FAO to make the questionnaire available to the Commission as an informationdocument. The <strong>Working</strong> <strong>Group</strong> stressed that financial assistance could be required to assist somedeveloping countries to undertake progress reporting.17. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission request FAO to prepare a FAOProgress Report for each regular session of the Commission, and to encourage relevant organizationsand private sector interests to report on their activities that are contributing to the implementation ofthe Global Plan of Action.Format and parameters of status and trends reports on animal genetic resources18. The Secretariat introduced the document, Format and content of future status and trends reportson animal genetic resources, 6 and an information document, Status and trends report on animalgenetic resources – 2008. 7 The <strong>Working</strong> <strong>Group</strong> welcomed the data capture and analysis modules inDAD-IS as an important mechanism for the preparation of status and trends reports. It recommendedthat the Commission request FAO to follow the structure, as contained in document, Format andcontent of future status and trends reports on animal genetic resources, 8 in preparing synthesis Statusand Trends Reports for animal genetic resources, based on data and information provided by countriesthrough DAD-IS, and that FAO make Status and Trends Reports available to the Commission at eachof its regular sessions. It this regard, the <strong>Working</strong> <strong>Group</strong> stressed the need for regular updating ofnational data and information on animal genetic resources, and the importance of providing financialand technical support for developing countries to assist them in updating their data and information.Development of country-based early warning and response systems for animal genetic resources19. The Secretariat introduced the document, Development of country-based early warning andresponse systems for animal genetic resources. 9 The <strong>Working</strong> <strong>Group</strong> noted its appreciation for thework by FAO in preparing options for country-based early warning and response systems. Itrecommended that the Commission:a. Reaffirm the relevance of the establishment of country-based early warning and responsesystems for animal genetic resources as part of broader national strategies for animal geneticresources, taking into account national circumstances and the relevant Strategic Priorities andActions in the Global Plan of Action;b. Encourage the development of country-based early warning and response systems as an integralpart of national strategies and action plans; including considerations of the following elements,as appropriate:i. National registration systems (such as herd-books) for breeding animals;ii. National (Advisory) Committees, if they do not already exist, to monitor the status andtrends of breed development, including the assessment of the endangerment and risk status;6 CGRFA/WG-AnGR-5/09/3.27 CGRFA/WG-AnGR-5/09/Inf.78 CGRFA/WG-AnGR-5/09/3.29 CGRFA/WG-AnGR-5/09/4

CGRFA/WG-AnGR-5/09/REPORT 5iii. Science-based national endangerment and risk status classification systems, and national redlists 10 of local breeds of domesticated animals;iv. Reviews of risks for loss of animal genetic diversity due to animal diseases in collaborationwith animal genetic resources and animal health authorities;v. National inventories of breeding animals;vi. Response systems at the country level, consistent with existing international agreements,which might include the following elements:• Ex situ in-vitro measures;• Supporting measures for in situ conservation;• Monitoring of specific breeds; and• Contingency plans in case of emergency and disasters.vii. Definitions of the frequency of national reporting at the country level.c. Efforts be enhanced to exchange experiences among countries that have already establishedcountry-based early warning and response systems for animal genetic resources and thosecountries planning to establish such systems, including through workshops and trainingsessions;d. Call on countries to consider the importance of data interoperability to enable national, regionaland global breed status and trends reporting, as they establish country-based early warning andresponse systems for animal genetic resources.20. The <strong>Working</strong> <strong>Group</strong> stressed the importance of national back-up storage systems for animalgenetic resources and recommended that the Commission encourage countries to establish suchsystems, if they have not done so already. It considered that further establishment of regional andglobal back-up storage systems would best be considered when more countries had developed theirnational systems. In this regard, it invited FAO to prepare a document on the current arrangements forexisting regional storage systems, including existing health and other relevant regulations for theexchange of genetic materials among countries, for future consideration by the <strong>Working</strong> <strong>Group</strong>.21. The <strong>Working</strong> <strong>Group</strong> invited FAO to review the FAO risk classification system in light ofexisting national and regional systems and procedures with broad regional participation. Itrecommended that the Commission request countries to investigate and report on the underlyingcauses of animal genetic erosion.The roles of small-scale livestock keepers as custodians of animal genetic resources22. The Secretariat introduced the document, The roles of small-scale livestock keepers ascustodians of animal genetic resources, 11 and an information document, Contributions of smallholderfarmers and pastoralists to the development, use and conservation of animal genetic resources. 12 The<strong>Working</strong> <strong>Group</strong> thanked the Secretariat for the work. However, it requested a period of two months tofurther consider the documents.10 A red list is a published record of the state of a countries animal genetic resources for food and agriculture thatis used to inform members of the public of the status of breeds of livestock, and to draw attention to breeds mostat risk.11. 6 CGRFA/WG-AnGR-5/09/REPORT23. The <strong>Working</strong> <strong>Group</strong> noted the important contributions of small-scale livestock keepers,particularly in developing countries. It recommended that the Commission acknowledge the importantcontributions of small-scale livestock keepers, particularly in developing countries, as custodians ofmuch of the world’s animal genetic resources for food and agriculture. It stressed the importance ofcapacity building in the field of improving local and multi-functional breeds in low and medium inputfarming systems, and institutional support to address the particular needs of small-scale livestockproduction systems, while ensuring respect for the knowledge, innovations and practices of indigenousand local communities, and the application of relevant national legislation and internationalagreements.24. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission note the need for countries to take intoaccount the contributions of small-scale livestock keepers and promote their full and effectiveparticipation in the implementation of the Global Plan of Action; in the preparation andimplementation of National Strategies and Action Plans for Animal Genetic Resources; and asappropriate, food security, poverty alleviation and livelihood security policies and programmes. The<strong>Working</strong> <strong>Group</strong> noted that countries might also consider ways to reinforce the sustainable use of localbreeds in cross-sectorial policies and programmes directed to rural poverty alleviation and foodsecurity.25. The <strong>Working</strong> <strong>Group</strong> recommended that the Commission invite FAO to compile ways andmeans small-scale livestock keepers are being involved in the implementation of the Global Plan ofAction and to provide this information to the Commission, so that the Commission can continue toinform the FAO Conference of the many contributions of small-scale livestock keepers, as well as thecontributions of other types of livestock keepers and breeders and other institutions that are involvedin the management of animal genetic resources.Towards a funding strategy for the implementation of the Global Plan of Action for AnimalGenetic Resources26. The Secretariat introduced the document, Towards a Funding Strategy for the Implementation ofthe Global Plan of Action for Animal Genetic Resources, 13 which outlined the possible elements of aFunding Strategy for the implementation of the Global Plan of Action. An information document,Results of questionnaires on country needs and donor priorities to implement the Global Plan ofAction for Animal Genetic Resources, 14 was also made available to the <strong>Working</strong> <strong>Group</strong>.27. The <strong>Working</strong> <strong>Group</strong> exchanged views on the possible elements and content of a FundingStrategy for the implementation of the Global Plan of Action. It stressed the need for all countries tomobilize financial resources according to their national capacities. The <strong>Working</strong> <strong>Group</strong> recalled thatthe Interlaken Declaration on Animal Genetic Resources recognized that the main responsibility ofimplementing the Global Plan of Action rest with national governments, that the provision of new andadditional resources can make a substantial difference in the world’s ability to address the sustainableuse, development and conservation of animal genetic resources for food and agriculture, and that as amatter of urgency, concrete steps be taken to ensure an adequate increase in financial resources tosupport the implementation of the Global Plan of Action by developing countries and countries witheconomies in transition.28. The <strong>Working</strong> <strong>Group</strong> agreed on the main elements of the Funding Strategy as being, (i)Objective; (ii) Aims of the Funding Strategy; (iii) Resources relevant to the Funding Strategy; (iv)Provision of relevant information for the Funding Strategy; and (v) Monitoring and Review. It furtheragreed that the Funding Strategy contain an Annex on Procedures for the Use of Resources under the13 CGRFA/WG-AnGR-5/09/614 CGRFA/WG-AnGR-5/09/Inf. 3

CGRFA/WG-AnGR-5/09/REPORT 7FAO Trust Account, which would address Priority Setting; Eligibility Criteria; OperationalProcedures; Monitoring and Reporting Requirements; and Institutional Arrangements. It took note ofdraft text as contained in Appendix D, and invited FAO to prepare a draft Funding Strategy based onthe main elements and the suggested annex as agreed to by the <strong>Working</strong> <strong>Group</strong>.29. The <strong>Working</strong> <strong>Group</strong> noted the importance of FAO preparing the draft Funding Strategy well inadvance of the next regular session of the Commission to enable adequate review by members of theCommission. In this regard, it suggested that FAO prepare a draft Funding Strategy as soon asfeasible, and that it be distributed to members of the <strong>Working</strong> <strong>Group</strong> for a review period of 3 months.Based on any comments received, FAO will revise the draft Funding Strategy for consideration by theCommission.IV.REPORT ON THE FAO REFORM AND GENETIC RESOURCES30. The <strong>Working</strong> <strong>Group</strong> requested an oral presentation on the FAO reform process and its potentialimpact on FAO’s work on genetic resources. In response to this request, representatives of FAOsummarized the relevant outcomes of the 35 th FAO Conference, including the adoption of theImmediate Plan of Action for FAO Renewal. 15 Through the Plan, the Conference approved FAO’sVision and Global Goals, such as the sustainable management and utilization of genetic resources forinclusion in the new Strategic Framework. At its next session in November 2009, the FAO Conferencewill consider the new Strategic Framework, Medium Term Plan and Programme of Work and Budget.31. Mr. Müller informed the <strong>Working</strong> <strong>Group</strong> about Strategic Objective F, Sustainable managementof land, water, and genetic resources and improved responses to global environmental challengesaffecting food and agriculture, and its link to other Strategic Objectives relevant for genetic resourcesfor food and agriculture. He explained the coordinating mechanism within FAO and highlighted thatthe Multi-year Programme of Work (MYPOW) of the Commission was an excellent vehicle forcooperation both within FAO and between FAO and other international bodies. Mr. Traoré and Mr.Jutzi confirmed the high profile given to animal genetic resources in Strategic Objective B, Increasedsustainable livestock production, which has a particular emphasis on the implementation of the GlobalPlan of Action.32. The <strong>Working</strong> <strong>Group</strong> indicated their appreciation for the information provided. It emphasizedthe importance of the Global Plan of Action and the MYPOW in the context of the FAO reform. The<strong>Working</strong> <strong>Group</strong> recommended that the Commission consider how genetic resources and its MYPOWare being strategically addressed in the preparation of FAO’s new Strategic Framework and theMedium Term Plan.15 Resolution 1/2008 19 November 2008 35 th FAO Conference

CGRFA/WG-AnGR-5/09/REPORT 9development, and conservation of animal genetic resources, as part its efforts to achieve global foodsecurity and alleviate poverty.39. A number of representatives of the regional groups expressed the view that the current sessionhad been productive and conducted in positive spirit of collaboration. They expressed theirappreciation to the Chair for the way in which she had conducted the meeting, and to the Vice-Chair,Rapporteur, and the Secretariat for their dedicated work.40. A representative from the European Region noted that he believed that the Global Plan ofAction had enhanced “Global Thinking” about animal genetic resources – that awareness today of themany roles and values of animal genetic resources had been significantly improved as a result of thisnew global framework. He noted that the session had both established new friendships andstrengthened existing ones furthering global collaboration that is essential for the effectiveimplementation of the Global Plan of Action.41. A representative from the African Region noted that much had been achieved at the currentsession, and expressed appreciation for the financial support from a number of donors, which hadenabled participation of a number of developing countries.42. The Chair noted that it had a been a long process to produce the the Global Plan of Action, butthat the efforts had provided an important framework for global action on animal genetic resources.She stressed that the effective collaboration must continue, and expressed appreciation for the supportshe had received from members of the <strong>Working</strong> <strong>Group</strong>s, observers, and the Secretariat, during thecurrent session.

ObjectiveThe objective of the Funding Strategy is to enhance the availability, transparency, efficiency andeffectiveness of the provision of substantial and additional financial resources, and to strengtheninternational cooperation, to support and complement the efforts of developing countries and countrieswith economies in transition in the implementation of the Global Plan of Action for Animal GeneticResources (Global Plan of Action).2. Aims of the Funding StrategyThe Funding Strategy aims• To seek and further mobilize necessary financial resources from all possible sources, includingbilateral, regional and multilateral channels; voluntary contributions from countries;foundations, the private sector, non-governmental organizations and other sources; and tocontinue supporting the programme through the regular programme resources of FAO, toprovide [timely] support for developing countries and countries with economies in transition,to complement their [own] efforts to implement the Global Plan of Action.• To strengthen international cooperation to enhance the provision of capacity-building,including training and technology transfer for improved management of animal geneticresources, based on country identified needs, with FAO providing technical assistance andfacilitating collaboration and partnerships among countries and relevant internationalorganizations and institutions.The transparent, efficient and effective utilization of all resources made available under the FundingStrategy, noting that the financial resources provided shall not be used to ends inconsistent with theGlobal Plan of Action, or with other relevant international agreements.3.
