A PRIVATE NONPROFIT ORGANIZATION
“I love taking our Parenting Mobile
directly into the neighborhoods we serve.
We meet families from very diverse cultures
and it’s a privilege to learn about the goals they
have for their children within the context of
their own cultural values.”
Meet The People Who Help
Us Make a Difference
We meet a lot of people through our work at
CYFS—children and parents, community members,
service providers. They come from different
neighborhoods, cultures, and experiences. They
offer different perspectives, provide new solutions,
and partner with us for success. Our work would
not be possible without them. In these pages, we
are honored to introduce you to the folks who touch
our lives with their time, talent, and resources.
Meet Members of Our Board
Rich Schragger
Rich is the father of two bright and lively
children, Ellie, age 7 and Solly, age 5. He and
his wife, Risa Goluboff, are both professors at
the UVa Law School. Rich, the Treasurer of our
Board, chose to serve on the CYFS Board
because it is a great organization that helps kids.
“We were looking for an organization “to
adopt” and we discovered CYFS--an institution with a committed
staff, a terrific executive director, and a long history of helping the
most vulnerable kids in our community. It couldn't be a better fit.”
Byron Brown
Byron, a former City School Board member,
is new to our Board of Directors this year.
Byron and his wife, Pam, are the parents of
active children, ages 24, 19, 17 and 14. Byron
decided to join the CYFS Board because,
“I have a passion for helping people, particularly
children, improve their quality of life.”
Cynthia “Cynnie” Davis
Cynnie recently completed her second term
on the CYFS Board of Directors. A licensed
clinical social worker, Cynnie has a particular
interest in the numerous counseling programs
offered by CYFS. Cynnie says “I chose to serve
on the board because I am committed to the
provision of clinical services to those who may
not have access to health insurance and I feel that CYFS’ programs,
both those described as clinical and others which are not strictlyspeaking
“clinical,” support the emotional, cognitive and psychic
development of children in our community.”
Meet Some of the Kids and Families We Serve
100% of mothers and
children enrolled in
Healthy Families Home
Visiting demonstrated
healthy bonding and
parent-child interaction.
For the past six years,
none of these high-risk
families have received
founded child
abuse/neglect reports.
Over 95% of youth
served by the
Runaway Emergency
Services Program
(RESP) demonstrated
better decisionmaking
to keep
themselves safe and
healthy and pursue
positive life
achievements.
Meet Masoud and his Mom
Masoud came from a refugee family fairly new
to the country and to our area. Mom was eager
for her children to be successful, but did not
know how to make sure Masoud was ready for
school. Their Home Visitor conducted a
developmental screen, and noted that the three
year old was behind in his language skills. The
Home Visitor discussed the results with
Masoud’s mother, and what language
development would normally look like at his age.
Masoud was connected with weekly speech therapy and
enrolled in early childhood special education classes. The
speech therapist and home visitor found creative ways to
increase language skills even though no one in the home
spoke English as a first language. The Home Visitor
worked with Masoud’s mother to help her encourage
Masoud to talk. Using picture books that were accessible
to both, Masoud and his mother sat together each day
pointing to pictures and naming them in both English and
Farsi. Mother and son were learning English together and
spending crucial one-on-one bonding time.
Meet Lucy
When 16 year old Lucy learned
that her parents were getting
divorced, it hit her hard. Never
thinking that this could happen
to her family, Lucy struggled to
cope with the separation of her
parents and often felt like she
didn’t have a home. Lucy had
thoughts of running away and
was spending a lot of time out
of the home. Her grades at
school began to drop and so did
her motivation.
Lucy began working with a RESP counselor to help her cope with the changes in her life.
Counseling sessions gave her a safe place to talk about feelings of grief, loss and loneliness
that she couldn’t share with friends or family. Over time, Lucy began to see a new type of
family emerge, and to understand her role and responsibility. She regained her confidence
and motivation, and started doing better in school. Lucy’s grades have improved and she is
looking forward to her future.
Meet Joe
Joe is a 12 year-old boy who lives at home with his
mother. He was referred to the VOCA program by
his School Resource Officer (SRO) after he was
caught stealing money from his teacher, and the
SRO learned that Joe had witnessed chronic
domestic violence at home. Prior to counseling,
Joe got in trouble frequently at school and at home.
His relationship with his mother was characterized
by frequent arguments and few quality interactions.
He had a history of depression, and attempted
suicide when he was 8 years old. The counselor
worked with Joe and his mother to help them
understand how the trauma had impacted him. They set
goals to increase his positive behaviors, increase family
quality time, and help Joe find healthier ways to cope
with his emotions. After 6 months, he was successfully
discharged from VOCA. Joe had not received a single
school disciplinary referral since counseling began. In
school he had improved academically and socially, and
joined two sports teams. Joe and his mother have
developed a healthier relationship, and she now attends
all of his sports games.
Meet Becky
At a local child care center serving
low-income families, child care provider
Becky has been participating in Child Care
Quality (CCQ) mentoring services for 6
months. Each week she incorporates
improvements into her routine to make
progress on the center’s Quality Improvement
Plan. Over time, Becky has increased
children’s freedom to explore hands-on
learning by opening up the rooms in the
center for “free choice time” two hours a day.
Additionally, Becky has rearranged the center
to create more space for the children to move around,
and has begun reading to the children daily and
encouraging their active participation in the stories. Last
year CYFS training for child care providers in our area
doubled, and Play Partners and STAR Kids provided
enrichment services that promote social, emotional
development as well as literacy skills.
The photographs used on this page are for illustrative purposes only.
Over 80% of children
receiving Victims
of Child Abuse
(VOCA) counseling
demonstrate recovery
from the trauma, and
improved family and
social relations and
school performance.
Over 2,150 children
received better
child care from
providers participating
in Child Care Quality,
Play Partners and
STAR Kids services.
Meet Our Community Partners & Volunteers
Children, Youth & Family Services is fortunate to have the
support of a great many individuals and local organizations.
Some give of their time and expertise, some donate funds,
most do both! Their contributions make a difference for our
programs and that makes a difference for kids.
Parenting Mobile Partners
The CYFS Parenting Mobile provides an array of support to
families in their own neighborhoods. Many local public and
private organizations partner with CYFS in this program.
Among them are: The Infant Development program of
ARC of the Piedmont, Bright Stars, Jefferson Area CHIP,
the City Preschool program, PB&J Fund, Martha
Jefferson Hospital health outreach, the Women’s Initiative,
Junior League,
Habitat for
Humanity,
Church of the
Incarnation
and UVa’s
Madison House.
Over 90% of children participating in our school readiness
programs increased their positive social/ emotional behavior
and early literacy skills, sending them to school with the skills
they need to succeed. This initiative is successful because of
our strong community partners who work closely with CYFS
staff to help these families.
Child Care Quality Program Partners
Last year, State Farm partnered with our Child Care Quality
program to fund professional
mentoring to child care
providers in Charlottesville/
Albemarle who are serving
at-risk preschool children.
Their support provided for
a year's worth of services
for one child care center
immediately impacting the
lives of about 56 children by
improving the care they are
receiving. The effects are long-lasting, though, and will
impact future children as well. The overall goal of the Child
Care Quality program is to improve access to and the quality
of child care for young children so they receive enrichment in
the early years and arrive at kindergarten with the skills they
need to succeed in school.
6
Spotlight on:
Play Partners
CYFS’ Play Partners
program depends on
community volunteers to
deliver its early literacy
activities in child care
settings around the
community. The program
promotes the importance of
reading in a child’s early
years and helps prepare the
children for their entry into
kindergarten. These
dedicated volunteers, many
with over ten years of
experience in the program,
work in pairs visiting their
assigned child care settings
for an hour each week. After
reading the “book of the
month”, the volunteers
engage the children in
activities that emphasize and
extend the concepts and
vocabulary in the story.
“My daughters always said
that they were “going to
school” on the days that Play
Partners ‘teachers’ were
coming. They are both doing
great in school!”, said one
parent. This year 17 regular
and 6 substitute volunteers
served as Play Partners in 11
child care locations. They
gave over 1,400 hours of
their time and distributed 900
new books to participating
children and their caregivers.

Capital Campaign Donors
CYFS is at a special moment in our 90 year history.
After more than 40 years in a beautiful old house
downtown, we have completed our move to
professional offices fully renovated to expand
and enhance our counseling and education services.
The Charlottesville community was very supportive
during the campaign to purchase the facility,
and earlier this year we successfully raised
the $2 million to complete the campaign.
Meet Al and His Pals
and the Kids Who Are His Friends
STAR Kids stands for Super Thinking and
Responsible Kids. Adults and kids alike praise
this innovative program. Using the puppets—
Al and His Pals—music, movement, dramatic
play, brainstorming and creative learning
activities, young children learn to get along
with others, manage their feelings, think
independently, control their own behavior,
cope with difficulties, solve problems, and
make safe and healthy choices. Regular
communication is sent home to parents to
engage the whole family in making healthy
choices. One parent said, “My son now seems
to understand that he needs to stop and think
before acting on his feelings. It’s made a big
difference at our house!”
STAR Kids provides prevention services to
approximately 230 children in Head Start
classes in Charlottesville and the counties of
Al’s Pals curriculum is delivered by trained
CYFS educators twice a week from October
through May of each year for a total of 46
lessons. The Head Start Teachers assist during
the lessons and then reinforce and model the
key Al’s Pals concepts during interactions with
the children throughout each day.
