He proceeded bypresent<strong>in</strong>g shortly the reasons that he was <strong>in</strong> PNG. The CODWAP project was presented to theattendees from UPNG <strong>and</strong> NCDC-WMD. Its goals <strong>and</strong> objectives were shortly analyzed <strong>and</strong> therole <strong>and</strong> <strong>in</strong>volvement of PNG <strong>and</strong> its current project partner (Unitech) was described <strong>and</strong>commented upon. Prof. Karagiannidis cont<strong>in</strong>ued by enquir<strong>in</strong>g on pend<strong>in</strong>g SWM issues for PNG.Prof. Griff<strong>in</strong> provided a concise overview of SWM development: PNG is just com<strong>in</strong>g out of astate of organic economy where throw-away of organic residues was considered a natural th<strong>in</strong>g.Cities <strong>and</strong> villages are serviced by wild dumps (19 prov<strong>in</strong>ces, 19 dumps); scaveng<strong>in</strong>g is be<strong>in</strong>gpracticed cont<strong>in</strong>uously <strong>and</strong> is often accompanied with open burn<strong>in</strong>g; municipal SWM has not yetreceived proper attention <strong>and</strong> is an issue to appear heavily <strong>in</strong> the near future, so the overalltim<strong>in</strong>g of CODWAP is very proper for PNG also <strong>in</strong> this context. Prof. Karagiannidis enquired <strong>in</strong>particular on e-waste issues, also related to the meet<strong>in</strong>gs <strong>in</strong> Brisbane 2 days ago <strong>and</strong> received the<strong>in</strong>formation that this was also <strong>in</strong> development but without any import of e-wastes (or secondh<strong>and</strong>related products near the end of their useful life). Abundant second-h<strong>and</strong> vehicles <strong>in</strong> PortMoresby <strong>and</strong> Lae (end-of life <strong>in</strong> Japan, still a market <strong>in</strong> PNG, but no spare parts, then idle, thencorrod<strong>in</strong>g). Also counterfit cloth<strong>in</strong>g seems pert<strong>in</strong>ent. In all it was made quite clear that m<strong>in</strong><strong>in</strong>gwaste management is by far the most important SWM-issue <strong>in</strong> the country. However, river <strong>and</strong>coast clean up of float<strong>in</strong>g wastes was mentioned as of ga<strong>in</strong><strong>in</strong>g importance due to touristimplications (also from Air Niug<strong>in</strong>i magaz<strong>in</strong>e where the issue of float<strong>in</strong>g wastes by touristiccoasts is explicitly mentioned!). Practiced collection <strong>and</strong> disposal practices: For residential areascompactors (3-6 t), for other: open trucks. Costs associated: Every 3 months, 38 K<strong>in</strong>a / house / 3months (domestic). The Baruni dump is the country’s biggest, servic<strong>in</strong>g 600000 people <strong>in</strong> PortMoresby. The present representatives from NCDC-WMD arranged for a site visit on this sameafternoon. Exisit<strong>in</strong>g SWM stakeholders <strong>in</strong> PNG were reported to still be very few (e.g. a veryfew for municipal wastes – cf. also PNG yellow pages). Then, the discussion was orientedtowards the MSc on SWM which is compiled <strong>in</strong> the frame of CODWAP <strong>and</strong> is to be piloted <strong>in</strong>UoM, probably as a 2-year part-time course for people already employed <strong>in</strong> the SWM <strong>in</strong>dustry.Prof. Karagiannidis posed the question of who needs to be tra<strong>in</strong>ed? Answers addressed municipal<strong>and</strong> healthcare (not much) staff, m<strong>in</strong><strong>in</strong>g wastes personnel, as well as staff <strong>in</strong>volved with shipderived (oils, waste ballast water) wastes, e-waste, batteries, tires, waste oils from vehicles <strong>and</strong>pesticides. Reference was made to a project at USP which seemed partly similar to CODWAP.Then, the rest of the UPNG staff present was <strong>in</strong>troduced, with Reg<strong>in</strong>a work<strong>in</strong>g on GIS <strong>and</strong>Georg<strong>in</strong>a on SWM as Environmental Scientist. July 23 (14:00-18:00)Visits to 2 disposal sites, 2 recycl<strong>in</strong>g plants <strong>and</strong> the Port Moresby Waste ManagementAuthority- 6-mile closed dump (14:00-15:00): Significant digg<strong>in</strong>g <strong>and</strong> scaveng<strong>in</strong>g was go<strong>in</strong>g on.This location was receiv<strong>in</strong>g waste until recently <strong>and</strong> the owners of the l<strong>and</strong> around itclaimed that the disposal area had exp<strong>and</strong>ed <strong>in</strong>to their own grounds. Despite it be<strong>in</strong>g aclosed dump, scaveng<strong>in</strong>g was go<strong>in</strong>g on via digg<strong>in</strong>g at the l<strong>and</strong>fill body <strong>and</strong> extract<strong>in</strong>gmetals, often after also practic<strong>in</strong>g open burn<strong>in</strong>g. The model of the urban m<strong>in</strong>e wasf<strong>in</strong>d<strong>in</strong>g its <strong>in</strong>formal application <strong>in</strong> this dump…- Baruni official Port Moresby dump (15:00-17:00): Cont<strong>in</strong>uous open burn<strong>in</strong>g <strong>and</strong>scaveng<strong>in</strong>g; site next to a LNG site under construction (beneficial synergiesexpected). JICA aid has been negotiated <strong>and</strong> had reached f<strong>in</strong>al approval stage forimplement<strong>in</strong>g <strong>in</strong>terventions to the Baruni dump, aim<strong>in</strong>g to transform it to a semiaerobicl<strong>and</strong>fill (accord<strong>in</strong>g to the so called Fukuoka-model). As it can also be clearlyseen from the various photos (cf. below), the situation at the site was not at all good.Despite that, NCDC-WMD ma<strong>in</strong>ta<strong>in</strong>ed an open policy, not try<strong>in</strong>g to conceal anyth<strong>in</strong>g<strong>and</strong> rather br<strong>in</strong>g<strong>in</strong>g every aspect of SWM at Port Moresby <strong>in</strong> the open. They werevery appreciat<strong>in</strong>g the fact that the CODWAP project (represented by its coord<strong>in</strong>ator)had expressed an <strong>in</strong>terest at their operations <strong>and</strong> were try<strong>in</strong>g to develop l<strong>in</strong>ks <strong>and</strong>synergies <strong>in</strong> order to improve them.- NCDC-WMD (17:00-18:00):a. The NCDC-WMD was visited <strong>and</strong> some of its key members were<strong>in</strong>terviewed <strong>and</strong> <strong>in</strong>volved <strong>in</strong> a 2-way, mutual brief<strong>in</strong>g <strong>and</strong> tra<strong>in</strong><strong>in</strong>gexchange with Prof. Karagiannidis (concern<strong>in</strong>g SWM needs, trends <strong>and</strong>challenges <strong>in</strong> PNG, <strong>in</strong> concordance with available options) today. Selecteddiscussions <strong>and</strong> bilateral sessions were held dur<strong>in</strong>g the next days withNCDC-WMD staff-subgroups, dur<strong>in</strong>g the performed field trips.d. NCDC-WMD, via Mr. Simeon Ter<strong>in</strong>a, was crucial <strong>in</strong> arrang<strong>in</strong>g all sitevisits <strong>and</strong> field trips with<strong>in</strong> the next 2 days <strong>in</strong> Port Moresby for Prof.Karagiannidis; they proved very valuable <strong>in</strong> provid<strong>in</strong>g a holistic basicunderst<strong>and</strong><strong>in</strong>g of SWM <strong>in</strong> PNG.e. NCDC-WMD is outsourc<strong>in</strong>g SW collection <strong>in</strong> Port Moresby to privatecollectors. They are arrang<strong>in</strong>g all bids <strong>and</strong> tenders, whereas they alsomonitor <strong>and</strong> control the operation of the collectors.- Recycl<strong>in</strong>g facilities <strong>in</strong> Port Moresby are rather scarce. One is PNG recycl<strong>in</strong>g, of<strong>Australia</strong>n orig<strong>in</strong>, work<strong>in</strong>g ma<strong>in</strong>ly on metal recycl<strong>in</strong>g. Site visit at the 6-mile closed dump (cont<strong>in</strong>ued)Some closer snap-shots of the digg<strong>in</strong>g areas. The high presence of organic matter is clear to see,as a result of the traditional, partly still prevail<strong>in</strong>g, consumption patterns. Metals are the ma<strong>in</strong>scaveng<strong>in</strong>g objective. Scaveng<strong>in</strong>g is be<strong>in</strong>g performed <strong>in</strong> this site under the music from a churchlocated closely uphill. Site visit at the Baruni operat<strong>in</strong>g dump (Port Moresby, July 23, 15:00-17:00)This site is currently serv<strong>in</strong>g the entire Port Moresby metro area of over 600000 people. Daily,some 300 tons of wastes are be<strong>in</strong>g dumped here. There is no weight<strong>in</strong>g scale, so the amounts areassessed approximately accord<strong>in</strong>g to the number <strong>and</strong> size of <strong>in</strong>com<strong>in</strong>g trucks. The site is <strong>in</strong> a bigmess, with cont<strong>in</strong>uous open burn<strong>in</strong>g been performed on a regular basis <strong>and</strong> a lot of people<strong>in</strong>volved <strong>in</strong> scaveng<strong>in</strong>g <strong>in</strong>clud<strong>in</strong>g many small children. Visibility <strong>in</strong> the site was often poordur<strong>in</strong>g the visit as a result of the emitted smoke. NCDC is ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a few coworkers there tomeasure the tracks <strong>and</strong> manage the site as best as they can. There is also a school for the childrenof the scavengers. Apart from that, it receives everyth<strong>in</strong>g<strong>in</strong>clud<strong>in</strong>g medical wastes. Many loads of specific waste streams were located to have beendumped, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ks, e-waste, oil barrels <strong>and</strong> a lot of metals. Open fires were often observed.Next to the site, an LNG transfer depot was seen under construction, which was related to thelarge LNG project currently under way <strong>in</strong> the PNG highl<strong>and</strong>s, from where LNG is to be piped toPort Moresby <strong>and</strong> this was one of the f<strong>in</strong>al term<strong>in</strong>als, located right next to the Baruni dump. July 24 (10:00-14:00)Site visits <strong>and</strong> field surveys of:- Down-town Port Moresby (waste collection practices).- 2 diesel-fired power plants around Port Moresby <strong>and</strong> a Port Moresby brewery.- 3 waste water ponds (Moitaka site) servic<strong>in</strong>g almost half of Port Moresby’s wastewater.En route, a needs analysis of an eventual future tra<strong>in</strong><strong>in</strong>g course <strong>in</strong> PNG on solid wastemanagement (either Lae or Port Moresby) was performed by Prof. Karagiannidis on the basis ofan Interview of Mr. Simeon Ter<strong>in</strong>a. Ma<strong>in</strong> determ<strong>in</strong>ed areas:- Tackl<strong>in</strong>g the power shortage of PNG (despite available oil <strong>and</strong> gas resources, almostall is exported!) by <strong>in</strong>corporat<strong>in</strong>g Waste-to-Energy concepts (biomas combustion, useof l<strong>and</strong>fill gas, anaerobic digestion <strong>and</strong> use of biogas) <strong>in</strong> or next to exist<strong>in</strong>g powerplants.- Susta<strong>in</strong>able l<strong>and</strong>fill<strong>in</strong>g concepts, properly adapted to PNG conditions. Waste collection at Port Moresby is performed every day from the curbsidevia either barrels or elevated baskets. Open burn<strong>in</strong>g is frequently been practiced, especially ofbiomass. JICA is to help build a WWTP. The <strong>in</strong>troduction of packag<strong>in</strong>ghas started recently. Society still has a throw-away mentality.- There are no wastes imported.- The only active waste <strong>in</strong>dustry is that of scrap, as there is plenty of that around; it wasclearly <strong>and</strong> repeatedly observed dur<strong>in</strong>g all site visits, that ab<strong>and</strong>oned vehicles were afrequent sight, whereas even old dumps (much more <strong>in</strong>tensely, still operat<strong>in</strong>g ones)were dug up <strong>and</strong> scavenged for scrap metals.- PET-bottles were often observed to be collected by peddlers. From the 2 oil power plants visited the day before:i. the west one (larger, close to PM near the Hanuabada village / l<strong>and</strong>mark) israther new (build around 2000) <strong>and</strong> is operated by a Korean company who sellsthe electricity to the grid.ii. The east one (smaller, only diesel eng<strong>in</strong>e-fired, with remarkably short exhaustpipes <strong>and</strong> rather far from PM, at the Moitaka location) is a backup, stateoperatedone.g. The bill<strong>in</strong>g of the electricity is done on the basis of pre-paid units. The usual method ofconventional electricity meters was ab<strong>and</strong>oned some years ago due to extensivetamper<strong>in</strong>g with the meters, mak<strong>in</strong>g them run slower. En route to the university guest house (~ 1 hour drive),where Prof. Karagiannidis was booked for his 3-day Lae accommodation, <strong>in</strong>terest<strong>in</strong>g<strong>in</strong>troductory discussions were held as to the next days’ events, with many of them to be f<strong>in</strong>alized<strong>and</strong> fully confirmed on the day before or even on the same day. It was confirmed that thepotential <strong>and</strong> plann<strong>in</strong>g exists <strong>and</strong> has been prepared for a set of tra<strong>in</strong><strong>in</strong>g sessions <strong>and</strong>dissem<strong>in</strong>ation activities to students, faculty members <strong>and</strong> solid waste management stakeholdersfrom the broader Lae area with<strong>in</strong> the next 3 days.- Chicken abattoir (slaughterhouse).- St<strong>and</strong>-by diesel-fired power plants (next to the university).An early appo<strong>in</strong>tment was set up for 07:30 of the follow<strong>in</strong>g day (Monday), <strong>in</strong> order to <strong>in</strong>itiate thepreparations, especially <strong>in</strong> view of the arranged first faculty meet<strong>in</strong>gs (to start at 09:00).July 26, 07:30-13:00Bilateral meet<strong>in</strong>gs at Unitech with various university officials regard<strong>in</strong>g CODWAPProf. Karagiannidis was picked up by Chris Kobal from Unitech Guest House at 07:30 <strong>and</strong> theyproceeded to the Civil Eng<strong>in</strong>eer<strong>in</strong>g Department of Unitech. An office was provided for him<strong>in</strong>clud<strong>in</strong>g a desk, <strong>in</strong>ternet access <strong>and</strong> secretary support. Wired <strong>in</strong>ternet connection at the campusis available at exist<strong>in</strong>g PCs, although generally slow <strong>and</strong> often affected by power failures if noUPS is <strong>in</strong> l<strong>in</strong>e. Between 9:00 <strong>and</strong> 11:30 a set of meet<strong>in</strong>gs was conducted by the 2 of themregard<strong>in</strong>g CODWAP <strong>and</strong> the achievement of higher awareness on it <strong>and</strong> dissem<strong>in</strong>ation of itsgoals <strong>and</strong> achievements, with the follow<strong>in</strong>g university officials:1. Professor Muhammed A. Satter, Pro Vice-Chancellor (academic affairs).2. Allan J.Q. Sako, Registrar.3. Professor Wilson F. Tovirika Tsikari, Pro Vice-Chancellor (adm<strong>in</strong>istration).4. Professor Yaip K. Telue, Head of the Civil Eng<strong>in</strong>eer<strong>in</strong>g Department.Some ma<strong>in</strong> po<strong>in</strong>ts from these meet<strong>in</strong>gs are summarized below:Follow<strong>in</strong>g a brief yet concise <strong>in</strong>troduction by Prof. Karagiannidis on CODWAP <strong>and</strong> its progressso far, especially <strong>in</strong> Mauritius, as well as its acceptance <strong>in</strong> Sierra Leone, it was proposed by Prof.M.A. Satter (after also check<strong>in</strong>g the CODWAP website <strong>and</strong> the <strong>in</strong>cluded MSc syllabus) to<strong>in</strong>itiate at Unitech an MSc on SWM on the basis of the implemented CODWAP curriculumdevelopment. This was a major breakthrough from this particular discussion <strong>in</strong> relation to thesituation so far, given that so far, Unitech was reported to be solely <strong>in</strong>terested <strong>in</strong> adopt<strong>in</strong>g<strong>in</strong>dividual MSc course modules only to his exist<strong>in</strong>g pre-graduate courses at its Civil Eng<strong>in</strong>eer<strong>in</strong>gDepartment. It was further proposed by Prof. Satter to structure this MSc on a multidiscipl<strong>in</strong>arybasis, <strong>in</strong>clud<strong>in</strong>g Unitech’s Departments on Civil, Mechanical <strong>and</strong> M<strong>in</strong><strong>in</strong>g Eng<strong>in</strong>eer<strong>in</strong>g.Therefore, Chris Kobal was asked by Prof. Satter to <strong>in</strong>itiate <strong>and</strong> coord<strong>in</strong>ate this overall activity.Some more detailed discussions on CODWAP <strong>and</strong> its implications for Unitech were pursuedwith Professor Yaip K. Telue, follow<strong>in</strong>g the above proposal <strong>and</strong> <strong>in</strong>structions by Prof. Satter. His<strong>in</strong>terest was expressed also regard<strong>in</strong>g the synergies of the proposed (hence <strong>in</strong>ter-discipl<strong>in</strong>ary)MSc course with CODWAP, also give the general lack of resources at Unitech to supportCODWAP, M<strong>in</strong>utes of coord<strong>in</strong>ator’s mission to <strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>ea & <strong>Australia</strong>, 19-30/7/10 26

Prof. Karagiannidis replied by po<strong>in</strong>t<strong>in</strong>g out that the CODWAP projectbasically compiles the Curriculum (Syllabus plus detailed Module material); furthermore, somelimited travel budget is available which may be used by CODWAP partners to attend a projectmeet<strong>in</strong>g <strong>in</strong> Lae <strong>and</strong> comb<strong>in</strong>e this with a tra<strong>in</strong><strong>in</strong>g session for the students, which if the MSc is fastapproved <strong>and</strong> runn<strong>in</strong>g by early next year (an objective set by Prof. Satter dur<strong>in</strong>g an earlieraforementioned discussion), could also be <strong>in</strong>tegrated <strong>in</strong> it <strong>in</strong> the form of a compact course. At theend of this very constructive discussion, Prof. Telue expressed his full support to the project <strong>and</strong>committed himself to <strong>in</strong>itiate together with Chris Kobal the <strong>in</strong>troduction procedures of this MSc<strong>in</strong> the Unitech system (i.e. formulation of an advisory board, submission to the Unitech’s postgraduatecommittee, formulation of an academic board, etc)July 26, 13:00-16:00CODWAP tra<strong>in</strong><strong>in</strong>g session <strong>and</strong> <strong>in</strong>fo kiosk at Unitech (Civil Eng<strong>in</strong>eer<strong>in</strong>g Department)Chris Kobal had arranged for the <strong>in</strong>vitations. Approximately 50 students <strong>and</strong> faculty membersattended the session. Lectur<strong>in</strong>g by Prof. Karagiannidis, after proper <strong>in</strong>troduction by Chris Kobal,lasted for a good 2 hours, followed by questions <strong>and</strong> discussion. The presentation of this lecture(powerpo<strong>in</strong>t) is attached to these m<strong>in</strong>utes.July 26, 18:00-21:00Bus<strong>in</strong>ess d<strong>in</strong>ner of Prof. Karagiannidis <strong>and</strong> Chris Kobal at the Lae Golf ClubF<strong>in</strong>ancial <strong>and</strong> managerial project issues were mostly discussed. It was repeatedly <strong>and</strong> clearlyemphasized by Prof. Karagiannidis that the (still cont<strong>in</strong>u<strong>in</strong>g) delay <strong>in</strong> the 2 nd project <strong>in</strong>stallmentis largely (if not only) due to the 2 month delay of Unitech <strong>in</strong> deliver<strong>in</strong>g its 1 st year’s overallf<strong>in</strong>ancial report, as a result of which the overall CODWAP report was put beh<strong>in</strong>d schedule <strong>and</strong>f<strong>in</strong>ally qeued back <strong>in</strong> the evaluation. It was agreed to try <strong>and</strong> meet Unitech’s f<strong>in</strong>ancial officer(Bursar) tomorrow, <strong>in</strong> order to discuss on the project’s f<strong>in</strong>ancial management. Prof.Karagiannidis briefed Chris Kobal on various local arrangements that are usually be<strong>in</strong>gundertaken by local hosts <strong>in</strong> the event of host<strong>in</strong>g project meet<strong>in</strong>gs.Near the end of the d<strong>in</strong>ner, Chris Kobal observed that, <strong>in</strong> a table nearby at the particular samerestaurant, PNG’s M<strong>in</strong>ister of Health, Hon. Sasa Zibe was seated <strong>and</strong> seemed to be engaged <strong>in</strong>various professional discussions. Prof. Karagiannidis proposed to approach him <strong>and</strong> <strong>in</strong>form himon CODWAP; this was done <strong>and</strong> the 3 gentlemen then engaged <strong>in</strong> a constructive <strong>in</strong>troductorydiscussion over waste management <strong>and</strong> environmental issues <strong>in</strong> PNG. It was declared thataddress<strong>in</strong>g the health impacts from improper waste management is a political priority at higherlevels as well <strong>in</strong> PNG, hav<strong>in</strong>g m<strong>in</strong><strong>in</strong>g wastes as a strong <strong>and</strong> currently ma<strong>in</strong> entry po<strong>in</strong>t. Them<strong>in</strong>ister said that he always told eng<strong>in</strong>eers, environmentalists <strong>and</strong> m<strong>in</strong><strong>in</strong>g people to f<strong>in</strong>d tosolutions <strong>and</strong> not dump the wastes <strong>and</strong> tail<strong>in</strong>gs <strong>in</strong>to the sea. This (currently) M<strong>in</strong>ister of Healthwas former M<strong>in</strong>ister for the Environment <strong>in</strong> PNG, so he really seemed to have a holistic pictureof the subject at h<strong>and</strong>. The CODWAP project was presented to him <strong>and</strong> he showed great <strong>in</strong>terest.Chris Kobal committed himself to send<strong>in</strong>g to the M<strong>in</strong>ister more material from the project. Zibe talked a bit about the related political issues <strong>in</strong> PNG <strong>in</strong> theframe of the boom<strong>in</strong>g extraction <strong>in</strong>dustry <strong>and</strong> the grow<strong>in</strong>g waste <strong>and</strong> broader environmentalpressures to a society just com<strong>in</strong>g out of a fully organic economy where throw-away of biodegrade-ablesto l<strong>and</strong> <strong>and</strong> sea was (<strong>and</strong> still is) a natural action.July 27 (09:00-10:00)<strong>Meet<strong>in</strong>g</strong> at Unitech with the f<strong>in</strong>ancial officer (Mr. Jimmy Imbok) regard<strong>in</strong>g CODWAPProf. Karagiannidis met Chris Kobal at the Civil Eng<strong>in</strong>eer<strong>in</strong>g department around 09:00 <strong>and</strong> theyboth first reviewed the agenda for this day <strong>and</strong> the next. Today’s agenda <strong>in</strong>volved:- a meet<strong>in</strong>g with Unitech’s f<strong>in</strong>ancial officer (Bursar),- a visit to the Lae dump (Second Seventh site) <strong>and</strong> the near-by st<strong>and</strong>-by power plant.Furthermore, the CODWAP meet<strong>in</strong>gs <strong>and</strong> short tra<strong>in</strong><strong>in</strong>g sessions at (a) the Lae City Council <strong>and</strong>(b) the Lae Chamber of Commerce <strong>and</strong> Industry were confirmed for the next day (Wednesday),<strong>in</strong> the morn<strong>in</strong>g (09:00 <strong>and</strong> 10:00 respectively), <strong>in</strong> time for Prof. Karagiannidis to catch hisdeparture return flight from Lae (with the correspond<strong>in</strong>g scheduled departure time be<strong>in</strong>g: 14:15).It was also mentioned, that follow<strong>in</strong>g yesterday’s successful tra<strong>in</strong><strong>in</strong>g sem<strong>in</strong>ar to the CivilEng<strong>in</strong>eer<strong>in</strong>g Department, some high <strong>in</strong>terest had been expressed by some of its attendants torepeat this session today to the Departments of Mechanical <strong>and</strong> M<strong>in</strong><strong>in</strong>g Eng<strong>in</strong>eer<strong>in</strong>g; <strong>in</strong> thiscontext, some arrangements would be underway this morn<strong>in</strong>g by that Department to organizethat for the same afternoon, despite the short-notice of the overall <strong>in</strong>itiative for this additionaltra<strong>in</strong><strong>in</strong>g; the Civil Eng<strong>in</strong>eer<strong>in</strong>g Department <strong>and</strong> Prof. Karagiannidis would be properly <strong>in</strong>formedon this to respond accord<strong>in</strong>gly.Assoc. Prof. Karagiannidis <strong>and</strong> Senior Lecturer Chris Kobal then went to see the Unitech’sf<strong>in</strong>ancial officer (Bursar), as identified the even<strong>in</strong>g before (cf. below). with<strong>in</strong> the 2 nd year, the 2 nd project <strong>in</strong>stallment is yet to be paid by the EU to the coord<strong>in</strong>ator,much less to be distributed to the partners.Explicit reference <strong>and</strong> analysis was made to the reasons that lead to the 1 st year’s delay on behalfof Unitech <strong>and</strong> both the Bursar <strong>and</strong> Mr. Kobal were committed not to let this happen aga<strong>in</strong> <strong>and</strong> toprepare the 2 nd year’s f<strong>in</strong>ancial (<strong>and</strong> technical) report well <strong>in</strong> time. The fact that Chris Kobal wasact<strong>in</strong>g department chairman for 2 years <strong>and</strong> 10 months until May 6, 2010 seemed to have loadedhim with much adm<strong>in</strong>istrative work. As he no longer is act<strong>in</strong>g department chairman, this wasagreed that it would allow him to devote more time to the project <strong>and</strong> ensure timely submissionof deliverables on behalf of Unitech.July 27 (10:00-11:00)Visit of Unitech laboratory <strong>and</strong> IT facilitiesAfter meet<strong>in</strong>g the Unitech’s Chief F<strong>in</strong>ancial Officer (Bursar), Prof. Karagiannidis visited someof the laboratories of Unitech’s civil eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> m<strong>in</strong><strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g departments. In thelater, samples from extraction sites <strong>and</strong> m<strong>in</strong>es from all over PNG are tested. At the time of thevisit, the first samples from the new Nickel-Cobalt m<strong>in</strong>e (Gurumbu site, at eastern highl<strong>and</strong>s,north-west of Lae, operated by Ch<strong>in</strong>ese) had just arrived. Then, the new Information Technology(IT) build<strong>in</strong>g of the campus was visited; it is called HAUS EUROPA <strong>and</strong> was recently built viaEU fund<strong>in</strong>g. At the time of the visit, it was full of students attend<strong>in</strong>g IT classes.July 27 (11:00-14:00)Site visit to the Lae dump<strong>in</strong>g site <strong>and</strong> the nearby st<strong>and</strong>-by power plantProf. Karagiannidis <strong>and</strong> Chris Kobal were driven to the Lae dump<strong>in</strong>g area (Second Seventh site),which was at relatively close distance to the university <strong>and</strong> is receiv<strong>in</strong>g all the waste of the cityof Lae. Along the way, useful <strong>and</strong> <strong>in</strong>formative discussions were held regard<strong>in</strong>g wastemanagement <strong>in</strong> Lae, also <strong>in</strong> comparison to Port Moresby, which Prof. Karagiannidis was able toassess some days ago (cf. above). Although the disposal site seen later was more or less on thesame messy condition, some major differences were identified between waste management <strong>in</strong>Lae (<strong>in</strong>dustrial centre <strong>and</strong> 2 nd PNG city with 100,000 <strong>in</strong>habitants) <strong>and</strong> Port Moresby(adm<strong>in</strong>istrative centre <strong>and</strong> 1 st PNG city / capital with 600,000 <strong>in</strong>habitats):- In Port Moresby people pay 38 K<strong>in</strong>a per 3-months <strong>and</strong> per property; <strong>in</strong> Lae they pay just 5K<strong>in</strong>a (i.e. 1.5 euros) per year <strong>and</strong> per property, i.e. about 30 times less!- In Port Moresby, the entire collection is outsourced to private contractors us<strong>in</strong>g bothcompactors <strong>and</strong> open-top trucks for collection (with NCDC-WMD supervis<strong>in</strong>g – cf. above),whereas <strong>in</strong> Lae, the Lae City Council has its own collection (mostly open-top) trucks. Laeused to follow the same system as Port Moresby <strong>in</strong> the past, but was ab<strong>and</strong>oned years ago.The power plant is a gas-fired one <strong>and</strong> is on reserve <strong>in</strong> the event that the energy supply from theavailable hydroelectric power plants is not enough. The priority given <strong>in</strong> PNG to hydro-electricenergy was found to be really amaz<strong>in</strong>g. Beside the PNG ‘ma<strong>in</strong>l<strong>and</strong>’, also many isl<strong>and</strong>s (<strong>New</strong>Brita<strong>in</strong>, Bouga<strong>in</strong>ville) were reported to have major hydroelectric potential. July 27 (17:00-20:00)Farewell (Lae) d<strong>in</strong>ner of Prof. Karagiannidis <strong>and</strong> Chris Kobal at the Lae Golf ClubThe CODWAP activities <strong>in</strong> Lae over the last 2 days were summarized by Prof. Karagiannidis<strong>and</strong> Chris Kobal; they were found to have been very productive <strong>and</strong> corrective <strong>in</strong> terms ofprogress achieved, former failures <strong>and</strong> barriers reviewed <strong>and</strong> mitigated, as well as ambitious yetachievable decisions taken for the cont<strong>in</strong>uation of the project, structured around the additionalapproval <strong>and</strong> <strong>in</strong>itiation of an <strong>in</strong>ter-departmental MSc on waste management <strong>in</strong> Unitech, based onthe one already <strong>in</strong>itiated <strong>in</strong> Mauritius <strong>in</strong> the frame of CODWAP. The option of also <strong>in</strong>volv<strong>in</strong>gUPNG <strong>in</strong> this was also discussed <strong>and</strong> agreed upon, with <strong>in</strong>volved possibilities be<strong>in</strong>g eitherhav<strong>in</strong>g lectures both <strong>in</strong> Lae <strong>and</strong> Port Moresby, or hav<strong>in</strong>g lecturers from UPNG com<strong>in</strong>g to Lae.Chris Kobal asked for detailed guidance on his budgetary issues <strong>and</strong>, after d<strong>in</strong>ner, both menreturned to his office at Unitech, where they went <strong>in</strong> detail through the Unitech budget tables <strong>in</strong>CODWAP. Prof. Avraam Karagiannidis provided various guidel<strong>in</strong>es <strong>and</strong> explanations accord<strong>in</strong>gto AUT experience as project partner <strong>and</strong> coord<strong>in</strong>ator. The issue of own contribution wasexpla<strong>in</strong>ed <strong>and</strong> certa<strong>in</strong> surpluses were identified at the Unitech budget <strong>in</strong> CODWAP from nonattendedproject meet<strong>in</strong>gs (Bremen/Germany) <strong>and</strong> foreseen attended conferences(Mykonos/Greece) <strong>in</strong> the period 2009-2010. It clearly seemed that Chris would undertake hisrole as representative of Unitech as CODWAP project partner much more closely <strong>and</strong> eagerlyfrom now on, especially as he is relieved s<strong>in</strong>ce recently from some major adm<strong>in</strong>istrative duties(cf. above). It was made aga<strong>in</strong> very clear to Chris by Avraam, how important it is for CODWAPto obta<strong>in</strong> timely submission of deliverables by all partners. Chris was rem<strong>in</strong>der to provideAvraam <strong>and</strong> Mat<strong>in</strong>a (AUT) with the 3-monthly cost updates requested by all partners, <strong>in</strong> orderfor AUT to ma<strong>in</strong>ta<strong>in</strong> a closer overview of the rate of budget use by the partners (as also specified<strong>in</strong> the partnership agreement, dur<strong>in</strong>g the project;s kickoff meet<strong>in</strong>g 1,5 years back). Furthermore,the importance of provid<strong>in</strong>g the timely report<strong>in</strong>g of the 2 nd year’s technical <strong>and</strong> f<strong>in</strong>ancial reportby the end of 2010 was aga<strong>in</strong> highlighted ad stressed.July 28, 09:00-14:00<strong>Meet<strong>in</strong>g</strong>s with the Lae City Council <strong>and</strong> the Lae Chamber of Commerce <strong>and</strong> Industry, Laecity centre – departure from Lae to Port MoresbyProf. Karagiannidis <strong>and</strong> Chris Kobal arrived first to the headquarters of the Lae City Council.They first briefly met the Lord Mayor of Lae, Hon. James Khay <strong>and</strong> Prof. Karagiannidis briefedhim shortly on CODWAP <strong>and</strong> the role of PNG <strong>and</strong> Unitech <strong>in</strong> it. Then, a 1-hour technicalmeet<strong>in</strong>g was held with the city manager Muruwe Zurenuoc <strong>and</strong> his associate, city eng<strong>in</strong>eer AlexGawi. CODWAP was of course aga<strong>in</strong> the entry po<strong>in</strong>t of the discussion, which however extended<strong>in</strong>to the challenges <strong>and</strong> pend<strong>in</strong>g issues regard<strong>in</strong>g waste management for the city of Lae. It wasreported that people <strong>in</strong> Lae paid 45 K<strong>in</strong>a per quarter per property, which however contradictedwith the figure mentioned by Chris Kobal regard<strong>in</strong>g his own charge (5 K<strong>in</strong>a / year), lead<strong>in</strong>g <strong>in</strong>tothe conclusion that Unitech might have some special arrangement (as Chris is leav<strong>in</strong>g <strong>in</strong>side theuniversity campus). It is quite amaz<strong>in</strong>g that only b<strong>in</strong>s with a sticker are serviced, the stickerbe<strong>in</strong>g the proof for payment. The council is contract<strong>in</strong>g the collection trucks at an <strong>in</strong>dicative rateof 350 K<strong>in</strong>a / day / truck. Furthermore, the Lae city council had a tw<strong>in</strong>n<strong>in</strong>g with the Cairns citycouncil from <strong>Australia</strong> <strong>and</strong> some years ago there had been an <strong>in</strong>itiat<strong>in</strong>g project on sett<strong>in</strong>g up awaste management master plan <strong>in</strong> Lae, which however was not put <strong>in</strong>to practice. Waste management pressures are build<strong>in</strong>g up <strong>in</strong> Lae, with the local dump (Second Seventh site,already visited by Prof. Karagiannidis – cf. above) reportedly reach<strong>in</strong>g saturation po<strong>in</strong>t.Numerous CODWAP fliers of all k<strong>in</strong>ds were given to them (with their content expla<strong>in</strong>ed), bothfor them as well as for other staff <strong>and</strong> executives of the Lae city council. The <strong>in</strong>terest toparticipate <strong>in</strong> the MSc <strong>in</strong> Unitech was enquired <strong>and</strong> it was confirmed that the Lae city councilwould be highly <strong>in</strong>terested to send some its waste management staff there to be tra<strong>in</strong>ed.Next, Prof. Karagiannidis <strong>and</strong> Chris Kobal visited the Lae Chamber of Commerce <strong>and</strong> Industry(LCCI), an association with over 250 members from Lae. They met its director Mr McLay; aftera presentation of CODWAP to him, the discussion cont<strong>in</strong>ued on the waste managementchallenges for the <strong>in</strong>dustrial <strong>and</strong> services sector <strong>in</strong> Lae. The <strong>in</strong>dustrial sector <strong>in</strong> Lae has been veryconcerned with waste management but some former efforts to support recycl<strong>in</strong>g <strong>and</strong>m<strong>in</strong>imization were not met very favorably by the city council at that time. In the past, a verysuccessful <strong>and</strong> promis<strong>in</strong>g compost<strong>in</strong>g program was <strong>in</strong>itiated just across the gates of the Unitechcampus, but when the <strong>in</strong>spirer of the program withdrew, it faded away. Inc<strong>in</strong>eration had alsobeen proposed <strong>in</strong> the past by an American group. Mr McLay promised to send to Prof.Karagiannidis the LCCI’s newsletter <strong>and</strong> member list, which he did, per e-mail, right on thesame day (as Prof. Karagiannidis found out <strong>and</strong> confirmed on the next day at the Sidney airport,en route back home). A number of CODWAP fliers of all k<strong>in</strong>ds (project flier, conference flier,AUT-LHTEE flier) were left by Mr. McLay from Prof. Karagiannidis <strong>and</strong> Chris Kobal at the LaeChamber offices <strong>and</strong> were agreed to be distributed to the 250 members of LCCI upon occassion.Follow<strong>in</strong>g the above very constructive meet<strong>in</strong>gs with the major (if not the only) Lae SWMstakeholders, Chris accompanied Avraam to the Lae airport (~1h drive from the city). Along theway <strong>and</strong> at the airport, the 2 summarized all major achievements, agreements, actions <strong>and</strong>progress made dur<strong>in</strong>g the last 3 days <strong>in</strong> Lae regard<strong>in</strong>g CODWAP, emphasiz<strong>in</strong>g aga<strong>in</strong> on timely<strong>and</strong> qualitative submission of deliverables, <strong>in</strong>itiation of the process of approv<strong>in</strong>g the<strong>in</strong>terdiscipl<strong>in</strong>ary MSc <strong>in</strong> Unitech (with eventual support from UPNG, due to the commonlyrecognized understaffness of Unitech) <strong>and</strong> pursu<strong>in</strong>g synergies <strong>and</strong> osmosis between CODWAP<strong>and</strong> SWM <strong>in</strong> the broader Lae area by develop<strong>in</strong>g <strong>and</strong> support<strong>in</strong>g capacity build<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g <strong>and</strong>awareness rais<strong>in</strong>g activities on SWM of both the general public <strong>and</strong> dedicated target groups.July 28, 18:00-21:00Farewell (Port Moresby) d<strong>in</strong>ner, hosted by UPNG <strong>and</strong> NCDC-WMDUpon arrival to Port Moresby from Lae, Prof. Karagiannidis was picked up at the airport by Mr.Simeon Tirena from NCDC-WMD, follow<strong>in</strong>g arrangements made before his earlier departurefrom Port Moresby to Lae, 3 days ago. He was then driven to the Palazzo restaurant (next to theNCDC-WMD headquarters), were an <strong>in</strong>formal farewell d<strong>in</strong>ner was organized by Prof. FrankGriff<strong>in</strong>. One of the Vice City-Managers of Port Moresby was there, as well as Dr. Peter Petsulfrom UPNG (cf. also July-23 meet<strong>in</strong>g at Hideway hotel). Avraam briefed everybody on theprogress achieved dur<strong>in</strong>g the last 3 days <strong>in</strong> Lae <strong>and</strong> especially on the warm acceptance byUnitech of his proposal to <strong>in</strong>clude UPNG <strong>in</strong> the MSc on waste management, which was proposed<strong>and</strong> decided to be implemented to Unitech on an <strong>in</strong>ter-discipl<strong>in</strong>ary basis <strong>and</strong> under ratherfavorable approval conditions (cf. July-24 meet<strong>in</strong>g with Unitech’s Act<strong>in</strong>g Pro Vice-ChancellorProf. M. Satter). Wrap-up <strong>and</strong> To-do listOn the basis of discussions performed, <strong>in</strong>itiatives undertaken, agreements reached, consensusobta<strong>in</strong>ed, clarifications provided <strong>and</strong> arrangements made dur<strong>in</strong>g this consolidated mission to<strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>ea <strong>and</strong> <strong>Australia</strong> <strong>in</strong> the frame of the CODWAP project, the follow<strong>in</strong>g nonexhaustiveto-do list was compiled:Unitech, coord<strong>in</strong>ated <strong>in</strong> its CODWAP-related efforts by Chris Kobal, will:- Make all arrangements to <strong>in</strong>itiate the CODWAP MSc <strong>in</strong> Unitech; this development isconstitutes a significant project breakthrough <strong>and</strong> <strong>in</strong>dividual achievement of thepresent mission, apart from all other achievements (tra<strong>in</strong><strong>in</strong>gs, <strong>in</strong>fo day, lecture,dissem<strong>in</strong>ation, field surveys <strong>and</strong> site visits).• The CODWAP-derived, Unitech MSc on SWM will be set <strong>in</strong> an<strong>in</strong>terdiscipl<strong>in</strong>ary mode <strong>and</strong> with the <strong>in</strong>clusion of external experts wherenecessary, especially from UPNG.• The curriculum for the PNG MSc will be largely based on the onedeveloped for UoM already dur<strong>in</strong>g CODWAP, but with suitableadjustments: (e.g. M<strong>in</strong><strong>in</strong>g Wastes will be for PNG a core rather than anelective module as <strong>in</strong> UoM).• The Unitech MSC will have an explicit <strong>in</strong>tr<strong>in</strong>sic multidiscipl<strong>in</strong>arycharacter, <strong>in</strong> the sense that it will be <strong>in</strong>itiated by Unitech’s 3 departments(i.e. the Civil Eng<strong>in</strong>eer<strong>in</strong>g –CODWAP participant- as well as theMechanical Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> M<strong>in</strong><strong>in</strong>g Eng<strong>in</strong>eer<strong>in</strong>g ones).- Perform a regular 3-month (both technical <strong>and</strong> -maily- f<strong>in</strong>ancial project) report<strong>in</strong>g tothe CODWAP coord<strong>in</strong>ator, as requested by the other partners to facilitate properproject management.- Emphasize strongly on provid<strong>in</strong>g a timely <strong>and</strong> proper annual report for the 2 nd projectyear, <strong>in</strong> order to avoid repeat<strong>in</strong>g the significant issues <strong>and</strong> delays raised dur<strong>in</strong>g theproject’s 1 st year, which have further resulted <strong>in</strong> the delayed process<strong>in</strong>g of the overall1 st year project report from the EU.- Susta<strong>in</strong> the contacts obta<strong>in</strong>ed with the Port Moresby’s NCDC-WMD, the Lae cityCouncil <strong>and</strong> LCCI for develop<strong>in</strong>g further synergies with CODWAP regard<strong>in</strong>gcapacity build<strong>in</strong>g <strong>and</strong> awareness rais<strong>in</strong>g on SWM <strong>in</strong> PNG.The location <strong>and</strong> date of the next CODWAP project meet<strong>in</strong>g (an issue left still open from the lastBremen project meet<strong>in</strong>g) will be shortly decided by AUT-LHTEE follow<strong>in</strong>g proper consultation<strong>and</strong> f<strong>in</strong>alization among all project partners; this decision will largely depend on the on-go<strong>in</strong>gf<strong>in</strong>al developments <strong>in</strong> UoM regard<strong>in</strong>g the <strong>in</strong>itiation of the implementation of the MSc on thebasis of <strong>in</strong>itially expressed <strong>in</strong>terest <strong>and</strong> currently performed re-advertis<strong>in</strong>g by UoM; this has beena result of the unavoidably short notice of the course advertisement follow<strong>in</strong>g f<strong>in</strong>al recentuniversity approval as a result of a long process with<strong>in</strong> UoM. The most probable venue right nowfor the next project meet<strong>in</strong>g is UoM <strong>and</strong> the date will have to be either <strong>in</strong> November orDecember 2010, as also discussed <strong>in</strong> Bremen <strong>and</strong> confirmed from the latest July-August 2010developments <strong>in</strong> UoM regard<strong>in</strong>g the MSc f<strong>in</strong>al <strong>in</strong>itiation stages.
