7.2 Vetting Policy and Background ChecksWhile undergoing training, the Guarantors presented by Cadets are vetted by ourinvestigators to ascertain their existence, suitability and capability. Should any guarantorbe rejected, the trainee is grounded until he supplies a replacement else would beexpelled from the Academy.In addition, all Cadets are subjected to background checks to weed out the dubiouscharacter among them. All information supplied by them is double-checked. We have ateam <strong>of</strong> experienced investigators who dig up relevant information on our employeesespecially by contacting their former schools, employers and neighbours. We also gothe extra mile to take their fingerprints and photographs <strong>of</strong> the guarantors and ourcadets in addition to other administrative details we obtain as their personal data. MANAGEMENT SUPPORTManagement logistic support for administration <strong>of</strong> all functions related to the contractwill be placed under a committee consisting <strong>of</strong> the ED, Halogen South, Senior FinanceController and AGM-Halogen North. They shall be responsible for the provision <strong>of</strong>contracted and unexpected requirement. They shall also ensure that qualified personnelare deployed and that the language pr<strong>of</strong>iciency is met.10. WELFARE10.1 Insurance PoliciesThe contractor shall comply with all the Company policies relating to insurance and weare pleased to state that we already have in place the following policies:-In Association with:


a. Pr<strong>of</strong>essional indemnity: - This covers all damages or losses arising out <strong>of</strong>negligence by contractor’s employees up to the tune <strong>of</strong> N40million.b. Fidelity Guarantee Insurance- This covers loss <strong>of</strong> money or other propertywhich the insured or any <strong>of</strong> its principal might sustain through any fraudulent ordishonest acts whether the perpetrator is acting alone or in collusion with others.c. Workmen compensation policy- This policy protects our operatives againstpermanent loss ie death/disability that may occur in the course <strong>of</strong> performingtheir dutiesd. Group personal accident policy- This goes beyond the limit <strong>of</strong> workmencompensation. It takes care <strong>of</strong> disability or death that arises outside theoperatives working hours.e. Public Liability Insurance- This covers compensation for damages in respect <strong>of</strong>judgments delivered or obtained in a court outside the geographical area or costsand expenses <strong>of</strong> all litigation recovered by any claimant from the insured whichare not incurred and recoverable in the geographical area.10.2 Medical CoverAll our operatives and staff are enrolled under the National Health Insurance Schemethrough the Health Maintenance Organisation (HMO). We have a list <strong>of</strong> severalHospitals in various parts <strong>of</strong> Nigeria that attends to the medical needs <strong>of</strong> our men. Incases <strong>of</strong> emergency, we accommodate treatment in any reputable Hospital andoperatives are usually reimbursed for such expenses. The HMO charges a premiumthat takes care <strong>of</strong> the medical bills in the course <strong>of</strong> the year while the balance is paid asrequired for any treatment not taken care <strong>of</strong> by the HMO or paid at end <strong>of</strong> the year if notutilized.10.3 Payment <strong>of</strong> Personnel EmolumentsIn recognition <strong>of</strong> the fact that money is the prime motivation for work, we place highpremium on adequate and timely payment <strong>of</strong> our Personnel wages and allowances:• Each staff assisted by the Company will open a Salary account with a designatedbank.• Salaries, allowances and all other payment accruing to staff shall be paid into therespective accounts <strong>of</strong> each staff on the last day <strong>of</strong> the month.• Currently some <strong>of</strong> our operatives have their salary accounts at Platinum Bankwhile others have been advised to do same with any Branch <strong>of</strong> Ecobank orEquity Bank.• Salaries are paid between the 25 th and 28 th <strong>of</strong> every month irrespective <strong>of</strong>whether we have received payment from the client. This practice has greatlymotivated the guards to put in their best efforts while on duty. Where guard hasno salary account, he is paid by cheque and can go to the bank to cash itwhenever he is <strong>of</strong>f duty.10.4 Leave EntitlementsOur employees are entitled to 12 working days (2 weeks) annual leave together with10% <strong>of</strong> their monthly salary as Leave Allowance. The Contractor will provide ReliefIn Association with:


guards during the leave period to ensure uninterrupted protection and security cover forthe Client.10.5 Reward SystemReward SystemRecognition, reward and performance related benefits provide both motivation anddetermination to succeed. This is why we honour personnel who exhibit a high level <strong>of</strong>measurable performance and display extra ordinary service to the company. This isaimed at constantly improving on our performance level.Such awards are categorised as follows:a) Bravery Awardb) Distinguished Service Awardc) Crime Prevention Awardd) Long Service Awarde) Certificate <strong>of</strong> CommendationNominations for presentation <strong>of</strong> awards follow a particular procedure and there is acommittee responsible for the overall awards and monitoring <strong>of</strong> the process. Below aresome <strong>of</strong> the criteria used in nominating staff for the awards.- Exercise <strong>of</strong> initiative and display <strong>of</strong> high level <strong>of</strong> intelligence in critical situations- Prompt response to situation <strong>of</strong> emergency or danger.- Report events accurately without fear <strong>of</strong> intimidation- Ability to frustrate and uncover Criminal or under cover activities- Ability to resist inducement or refusal to cooperate with criminally mindedpersonsMost <strong>of</strong> the awards attract bonus cash rewards while outstanding operatives are mostlikely to be considered for promotion to positions <strong>of</strong> higher responsibility.Three (3) letters <strong>of</strong> commendation within one calendar year will attract bonus cashaward. Outstanding operatives are most likely to be considered for promotion topositions <strong>of</strong> higher responsibility.10.6 Annual BonusWe endeavour to pay our guards a bonus equivalent to one month salary at the end <strong>of</strong>the year to further boost their morale. The cost <strong>of</strong> this welfare package is commonlyborne by the client and it is referred to as the “thirteenth month” and it is paid to theguards through the security service providers at the end <strong>of</strong> the year.11. PREVENTION OF PERSONNEL INDUSTRIAL ACTIONWe do not allow labour union activities in our organization because <strong>of</strong> the potential todisrupt the smooth running <strong>of</strong> operational activities and the potential for compromise <strong>of</strong>security thereby exposing the client to danger or harm. This however, does notcompletely rule out pockets <strong>of</strong> mutiny or unruly behaviour among the guard force. Thefollowing plan has been put in place to negate such occurrences:In Association with:


a. Security Personnel are taught from inception the negative consequences <strong>of</strong>collective union activities.b. Dissatisfied personnel are encouraged to express their grievances throughestablished channels <strong>of</strong> communication.c. Periodical monitoring <strong>of</strong> personnel <strong>of</strong>f-duty activities in relation to lifestyle, habits,close associates and family life.d. Periodic management/operatives discussion forum to address key issuesaffecting personnel.e. Supervisor/guard interaction and observation <strong>of</strong> indicators <strong>of</strong> disaffection,grievances or deviant behaviour.f. Morale-boosting welfare packages are regularly provided for guard forcepersonnel to encourage loyalty and proper motivation. For instance during thelast strike by the Nigeria Labour Congress, we provided logistic support for ouroperatives caught up in the crisis through financial incentives and provision <strong>of</strong>free transportation.These measures to a large extent inhibit the possibility <strong>of</strong> strike actions, labourunrest or planned disruption <strong>of</strong> operations within the guard force.12.
