4- The US EPA Releases 2012 Chemical Data Reporting InformationOn February 11, 2013 EPA released its 2012 Chemical Data Reporting ("CDR") on chemical productionand use in the United States. The 2012 CDR includes use and exposure data for calendar year 2011 collected frommanufacturers and importers for more than 7,600 widely-used chemicals on the TSCA Chemical SubstanceInventory. The CDR provides information on chemicals contained in consumer products, children's products such astoys and sporting equipment, and industrial processes. Minister of State for Environment and Energy, Mr. Abdul Matheen Mohamed, announced this at theclosing ceremony of a national media training workshop on ozone and climate held in Maldivian capital Malé today.The Minister emphasized the need to raise awareness among both consumers and industry about these regulations,and sought the media‘s cooperation.The workshop, titled ‗Ozone, Climate and Media: Communicating for Survival‘ was held on 27 and 28 February 2013at Sineco Radio Maalam, Voice of Maldives. It was attended by 22 journalists and broadcasters drawn from thecountry‘s print, broadcast and web media.The workshop was aimed at sensitizing the media about climate and energy efficiency benefits of HCFC phase-outfor the industry and households in the Maldives. Asian countries are the main producers and consumers of HCFCs, whichgovernments have agreed to freeze at current levels in 2013, and phase outcompletely by 2030.The workshop was facilitated by the UNEP OzonAction Team, and regional mediaexperts Nalaka Gunawardene, Director of TVE Asia Pacific, and Moneeza Hashmi,President, Commonwealth Broadcasting Association (CBA) and General Manager,HUM-TV of Pakistan. Ms Mashitah Darus, Principal Assistant Director, AirDivision/National Ozone Unit, Department of Environment in Malaysia served as aresource person and shared the host country‘s experience in phasing out ozonedepletingsubstances (ODS).Experts from UNEP talked the participants through the technical aspects of thecomplex relationships between ozone-depleting substances, the greenhouse potential of their alternatives, as well asthe future options for the refrigeration and air-conditioning industries.They also summarized the negotiations under the Montreal Protocol and its amendments, as they relate togreenhouse gas targets under the Kyoto Protocol. It was highlighted the ways to simplify the message in TV newsand current affairs broadcasts, in documentaries and through infotainment and tailor it to different target groups.The participants learnt about how ozone-friendly chemicals are potent greenhouse gases and the need tocommunicating this to the mass audience and policy makers in the Asia-Pacific region.The workshop content was non-technical and focused on journalists‘ practical needs. The schedule provided manyopportunities for discussion, small group work and other interaction. Several videos and documentaries on ozonedepletion and climate change were screened.


Participants made a field visit to an air-conditioning manufacturing plant of OYL Manufacturing Company Sdn Bhd inSungai Buloh. With assistance from the Montreal Protocol‘s Multilateral Fund, OYL Manufacturing is shifting to usingcoolants that do not contain HCFC.After two days of briefings and field visit, participants formed three groups to work on an ozone/climate related TVproduct using different formats in TV: news and current affairs, documentary and infotainment. As part of these efforts in the Asia Pacific region, sixteen participants representing industry andgovernments from Bangladesh, Malaysia, Pakistan, Philippines, Sri Lanka, and Timor Leste undertook a three-daystudy tour of the Holcim ODS Destruction Facility in Jakarta, Indonesia from 18 to 20 February 2013.The study tour, facilitated by UNEP OzonAction Compliance Action Programme (CAP) in Asia Pacific with technicalsupport of the Government of Japan, and hosted by the National Ozone Unit of the Ministry of Environment,Indonesia, is aimed at addressing concerns over the management and safe disposal of ozone depleting chemicals.The activity is a result of network countries‘ request during the Joint Network Meeting of South Asia and SoutheastAsia and the Pacific Ozone Officers held in October 2012, in Pattaya, Thailand.―Currently, Holcim Indonesia is the only existing facility that is able to destroy ODS among all developing countries inthe Asia Pacific region. As of now, Holcim has destroyed 19,000 kg of unwanted ODS from various sources. HolcimIndonesia is assisting the Ministry of Environment to promote replacement of old ODS-based chiller and refrigeration


equipment with more energy efficient ones, and at the same time to collect the ODS for disposal,‖ stated Ms. EmmaRachmawaty, Assistant Deputy Minister for Mitigation and Atmospheric Function Preservation, Indonesia.Holcim Indonesia, the country's third largest cement maker that has beentreating waste in their cement production process, volunteered to undertakethe retrofitting in one of its two cement kilns at Narogong in West Java todevelop the capacity to destroy ODS. Under the cooperation frameworkbetween the Ministry of the Environment of Japan and the Ministry ofEnvironment of Indonesia, Engineering work on the ODS destruction facilitybegan in October 2006, supported by technical experts from SumitomoOsaka Cement in Japan.―Cement kiln is one of destruction processes to destroy ODS which havebeen approved by the Meeting of Parties to the Montreal Protocol. As mostdeveloping countries would have cement manufacturing facilities, the cementkiln may be a cost-effective option for the destruction of ODS,‖ said Mr. Shaofeng Hu, Regional Network Coordinator,UNEP CAP Asia Pacific. ―It will be useful for the National Ozone Units to explore the possibility of retrofitting acement kiln in their country for ODS disposal if there are large quantities of unwanted ODS to be destroyed,‖ Mr. Huadded.Modifications to the cement kiln for destruction of ODS may have three advantages: the costs involved are relativelysmall, the modification yielded a large destruction capacity, and the facility could be used on demand.During the three day study tour, the participants also brainstormed and discussed how to operate national ODSdestruction programmes, and identified the possible options and barriers to success.―Through this visit, our industry has a better understanding of the cement kiln option for the destruction of ODS. Wealso learnt the valuable experience of Indonesia in policy and best practices on how to tap in Public-PrivatePartnership for the management and promotion of the ODS destruction. Under theauspices of the Ministry of Natural Resources and Environment (MONRE) of Lao PDR and the Lao Customs, thethree-day training provided A to Z on ODS control and combating illegal trade to 55 officers. UNEP OzonAction alsofacilitated the participation of the Royal Thai Customs under south-south cooperation framework to share itsexperience and strengthen their cooperation. The training was followed by experts visits in Savannakhet (Laos PDR)and Mukdahan (Thailand) Customs checkpoints, which offered a unique opportunity between the two Mekongcountries to strengthen their cooperation on enforcement of ODS trade control.2-4 March 2013, Male, the Republic of the Maldives: The Ministry of Environment and Energy of the Maldives, withassistance from The UNEP OzonAction, Compliance Assistance Programme, Regional Office for Asia and thePacific, is currently conducting a workshop on the Montreal Protocol Enforcement in Male, the capital of this islandnation, as part of the national HCFC Phase-out Management Plan (HPMP). Maldives targets to phase-out ozonedamagingHCFCs - mostly used in their refrigeration and air-conditioning industry - 10 years ahead of the globalrequirement under the Montreal Protocol. EUROPE AND CENTRAL ASIA11- Turkey to Strengthen Legislation on Ozone-Depletion and Fluorinated GasesAnkara, 18 February 2013 - The Regional Ozone Network for Europe and Central Asia (ECA network) of UNEP‘sOzonAction Programme jointly with the Ministry of Environment and Urbanization of Turkey and in cooperation withUNIDO, Turkey, opened the Contact Group meeting on Ozone Depleting Substances (ODSs) and Fluorinated Gases(F-gas) legislation in Ankara, Turkey, 18-19 February 2013. The overall objective of the meeting is to facilitate theimplementation of the HCFC phase-out Management Plan (HPMP) in Turkey through the adoption of suitable policiesand legislation in line with European Union regulations.Turkey has ratified the Vienna Convention and the Montreal Protocol and its amendments and has phased out theconsumption of several ODSs well ahead of the Montreal Protocol schedule including chlorofluorocarbons (by 2008),halons (by 2008), carbon tetrachloride (by 2007) and methyl bromide (by 2007). Today‘s challenge is the phase-outof hydrofluorocarbons (HCFCs) in the refrigeration & air-conditioning and foam sectors from a baseline of 551.5 ODP(ozone depleting potential) tones. Although the Montreal Protocol allows the use of HCFCs in Article 5 countries until2030, Turkey aims to phase them out by 2015 (except for servicing needs). This is in line with policies in othercandidate countries to align with the European Union policies which have already banned the consumption of newHCFCs since 2010. Turkey is also planning to adopt an F-gas legislation in 2015.The meeting will review the existing and planned legislation on ODS and F-gases in Turkey and identify gaps andareas requiring strengthening in comparison with the European Union regulations. It will also provide a roadmaptowards harmonisation with the EU for which Turkey agreed to implement by 2015 when the Environment Chapterwas opened with the EU Commission in 2009 for the accession negotiations.UNIDO is the lead agency in Turkey for the implementation of the HCFC phase-out project and UNEP assists withthe training of customs and enforcement officers.
