Voluntary commitments - A draft article considered during <strong>the</strong> negotiation of <strong>the</strong> <strong>Kyoto</strong> <strong>Protocol</strong> that would have permitted developingcountries to voluntarily adhere to legally binding emissions targets. The proposed language was dropped in <strong>the</strong> final phase of <strong>the</strong>negotiations. The issue remains important for some delegations <strong>and</strong> may be discussed at upcoming sessions of <strong>the</strong> Conference of <strong>the</strong> Parties.Vulnerability - The degree to which a system is susceptible to, or unable to cope with, adverse effects of climate change, including climatevariability <strong>and</strong> extremes.
