Welcome to Rio +20<br />

This one stop shop information pack prepared by the <strong>nrg4SD</strong> Secretariat contains<br />

important material for delegates attending the UN Conference on Sustainable<br />

Development Rio +20 via <strong>nrg4SD</strong>.<br />

We encourage you to take some time to read the information regarding the activities<br />

of <strong>nrg4SD</strong> at Rio +20 on our website (including the 2012 General Assembly and the<br />

World Summit of Federated States and Regions) and information on logistics -<br />

venues, maps, shuttle bus service, registration and personal safety. This information<br />

is updated in real time as we receive it and you will probably find answers to most of<br />

your questions here. Please take some time to also visit the official UN website<br />

dedicated to Rio +20 for more information.<br />

Background information<br />

UN Conference on Sustainable Development Rio +20<br />

The UN CSD Rio+20 will take place from 20 - 22 June 2012. The Conference is<br />

concerned with two major themes (I) a green economy in the context of sustainable<br />

development and poverty eradication, and (II) an Institutional Framework for<br />

Sustainable Development. It also includes three objectives: (1) secure renewed<br />

political commitment for sustainable development, (2) assess the progress to date<br />

and the remaining gaps in the implementation of the outcomes of the major summits<br />

on sustainable development, and (3) address new and emerging challenges. These<br />

themes and objectives were defined in the resolution of the UN General Assembly of<br />

December 2009 which called for Rio+20.<br />

In the words of the UN Secretary General Ban Ki-moon himself, "Rio +20 is one of<br />

the most important conferences in the history of the United Nations” and a once-in-ageneration<br />

opportunity to gear the world on sustainable development path.". More<br />

than 18,000 of you have grasped the importance of the UN Conference on<br />

Sustainable Development and registered for the Conference. More than 100 heads of<br />

state or government have already confirmed their attendance and the Brazilian host<br />

government is expecting fifty thousand people.<br />

Agenda 21 and the 9 Major Groups<br />

Various actors have a direct involvement in Rio +20. Besides UN Member States and<br />

multiple UN bodies, there are nine Major Groups representing the voices of nonstake<br />

actors. Agenda 21, the outcome of the first Rio Conference in 1992 (also<br />

known as UNCED) established the concept of these Major Groups defining them as:<br />

Women, Children and Youth, Farmers, Indigenous Peoples, NGOs, Trade Unions,<br />

Local Authorities, Science and Technology, Business and Industry. Familiarising<br />

yourself with the concept of Major Groups is important because the UN General<br />

Assembly decision to organise the Rio+20 Conference states participation of civil<br />

society in the Conference will be guided by the Major Groups participation process of<br />

the Commission on Sustainable Development also established in Rio, 20 years ago.<br />

partners of the Local Authorities Major Group LAMG alongside ICLEI and UCLG.<br />

<strong>nrg4SD</strong> Rio +20 preparations and advocacy<br />

<strong>nrg4SD</strong> has actively engaged in the Rio +20 process over the last 2 years,<br />

establishing an internal working group, monitoring developments and position the<br />

Network in the process.<br />

Input to UN’s compilation document for the zero draft of Rio +20 - Following an<br />

invitation from the Rio +20 Bureau to all relevant stakeholders to provide their inputs<br />

and contributions by 1st November 2011, and the 65th UNGA encouragement to<br />

support preparations in the run-up to Rio +20, <strong>nrg4SD</strong> prepared and submitted a<br />

contribution to the compilation document to serve as a basis for preparing the zero<br />

draft of the outcome document of Rio+20. The submission by <strong>nrg4SD</strong> was updated in<br />

April 2012 – available here.<br />

The Zero Draft has been under discussion since January 2012 at the ‘first initial<br />

discussions’ on the Draft document (25-27 January 2012), followed by a first round of<br />

‘informal informals’ (19-23 March 2012), third intersessional meeting (26-27 March<br />

2012), second round of ‘informal informals’ (23 April to 4 May 2012) and an additional<br />

week of negotiations from 29 May to 2 June 2012.<br />

State of negotiations<br />

Local Authorities Major Group Report from Rio +20 negotiations – New York 29<br />

May to 2 June 2012<br />

The additional week of negotiations in New York from Tuesday 29 May to Saturday 2<br />

June was focused on advancing on the text that is on the table and did indeed bring<br />

some limited progress on that front. On the first two days deliberations continued<br />

mainly in the two working groups:<br />

- Working Group 1 chaired by Ambassador Ashe on sections V Framework for Action<br />

and Follow-up (which includes all the thematic sections) and VI means of<br />

implementation.<br />

- Working Group 2 chaired by Ambassador Kim on sections I Our Common Vision, II<br />

Renewing Political Commitment, III Green Economy in the context of sustainable<br />

development and poverty eradication and section IV Institutional Framework for<br />

Sustainable Development. There were no side events and fewer side meetings this<br />

time, with all attention focused on the actual negotiations and making progress on the<br />

text. The UN Secretary General Ban Ki-moon addressed the plenary on day 1 with a<br />

strong and assertive intervention reminding delegates that "The world is watching<br />

with anticipation and great concern " and "is relying on you to provide us with a<br />

roadmap for sustainable development", to step up pressure to get to a text worthy of<br />

the attention of Heads of State and Government come 20 June. Secretary General<br />

Ban Ki-moon indicated that he was there to "interject a note of urgency", that “it is<br />

time to leave individual interests behind”. For the main part of the working hours<br />

deliberations continued mainly in smaller contact groups focusing on particular<br />

issues. On different days in total over dozens such groups met, some only once<br />

briefly, other repeatedly and longer. Attached to this email you can find a list of<br />

contact groups to get an idea of the themes covered. <strong>One</strong> contact group covered the<br />

subsequent (in the text) thematic sections Transport, Health and Cities, after an initial<br />

discussion in Working Group 1. The paragraphs on cities seem to gather a fair<br />

consensus from all delegations and are fairly well reflecting the aspirations of the<br />

LAMG. Delegations particularly active on these topics are the EU, the G77/China,<br />

Mexico and US. At of the close of this session, there are about 329 paragraphs, of<br />

which about 70 are agreed ad ref (which means they are agreed once everything is<br />

agreed, but there are no further pending issues on this paragraph) At the close of the<br />

last session, 21 had been agreed ad ref out of 422 paragraphs at the time. The bulk<br />

of paragraphs not agreed are in section V Framework for Action and Follow-up.<br />

It is worth noticing that thanks to the intense work carried out by the contact groups,<br />

many other paragraphs – for instance on the issue of Sustainable Development<br />

Goals - contain now language “providing a better ground for common understanding”,<br />

as pointed out by the co-chairs at the concluding session. An agreement on these<br />

during the last Prep Com of 13-15 June is therefore to be expected. The bulk of the<br />

controversial issues remain, not surprisingly, around Section III on Green Economy,<br />

Section IV on IFSD and Section V on Means of Implementation. Among the nine<br />

Major Groups, discussions went on about the possible joint statement of all nine<br />

groups on which Major Groups have been sending comments over the past weeks.<br />

During this last week 3 Major Groups have rejected the current draft. A new draft with<br />

a different approach will be produced, and as annex each Major Group is asked to<br />

outline its key priorities for Rio+20 in maximum 400 words. We will share drafts with<br />

you as soon as possible. Media arrangements for Major Groups in Rio will be in the<br />

media pavilion of Rio Centro, right by the Member States Pavilion. Press conferences<br />

involving Major Groups will take place once a day at 15.30 on time for press in EU<br />

and in Americas and on time for Asian press the following day. DESA is currently<br />

exploring the possibility of having a second venue to increase the number of possible<br />

press conferences per day. Besides, arrangements are underway to mobilise two film<br />

crews which will be moving around in Rio in order to conduct side interviews and<br />

cover events in detail. DESA has requested each Major Group to send a list of<br />

experts indicating the key projects and areas of expertise of each of them in order to<br />

constitute a pool of experts ready to be contacted by media. Please pass on to us the<br />

full details of the experts from your organisations that you would like to be listed in<br />

this pool full name – including title, position, field of expertise and language in which<br />

they can be interviewed. Please do so ASAP and elert us in advance to expect your<br />

input. Finally, let us mention that The Earth Negotiations Bulletin summary and<br />

reading.<br />

Only 5 cluster groups at a time. The cluster groups will continue until 8 or 9 PM.<br />

Plenary of both WGs will work consecutively – There is a debrief from the facilitators<br />

of the clusters from 20:00 pm for WG 2 and 21:00 WG 1<br />

‘Stakeholders are welcome, for inspiring a generational change we need to do it<br />

together. Very happy to have interaction with them and invite UN system and<br />

Member States’.<br />

Secretary General Sha Zukhang said ‘last week in NYC we saw real progress not<br />

necessarily in the number of paragraph agreed but in the attitude of negotiators to<br />

clarify issues and find a way forward. Most importantly we saw a shared commitment<br />

to make this a success. We must accelerate the pace. We are in a make it or break it<br />

phase. Time to look at the bigger picture and focus on key deliverables. We simply<br />

cannot afford to fail. This Planet is our most important common denominator.<br />

We need a steps change on the SDGs, IFSD, sharing experiences and knowledge to<br />

deliver, action oriented outcomes on cities, energy, women, empowerment, oceans,<br />

etc, improve means of implementations, reaffirm past commitments, streamline<br />

financing tools and capacity building action, importance of engagement of CSO and<br />

private sector. Governments cannot do it alone. Our commitments define who we<br />

are. They are symbols of our integrity. That is why at the end we will announce<br />

ambitious and historic outcomes. Let us deliver a vision, an action framework that<br />

honours all people and our Planet, our most profound common denominator’.<br />

<strong>nrg4SD</strong> at Rio +20<br />

Out of 1,394 organisations accredited, <strong>nrg4SD</strong> reached the top ten with 229<br />

participants pre-registered. This figure is increased with members accredited via their<br />

national delegations including from Buenos Aires, Basque Country, Brittany,<br />

Catalonia, Flanders, PACA, Rhone Alpes, Québec, Rio de Janeiro, Sao Paulo,<br />

Wallonia and Wales, therefore bringing the figure far above 250 participants<br />

registered as part of the <strong>nrg4SD</strong> delegation.<br />

The local government delegation ICLEI is the second biggest of all Major Group<br />

organisations following the Foundation for the Global Compact for business.<br />

Some characteristics of the Major Group delegations as provided to us by UNDESA:<br />

� There are 18,741 participants from 1,394 organisations<br />

� The 20 largest delegations have one-third of all participants.<br />

� There are 5,321 participants from Brazil.<br />

� The gender balance is 55% male and 45% female.<br />

� We have participants from 170 countries.<br />

� We estimate around 3,000 under 30 years of age.<br />

<strong>nrg4SD</strong> activities at Rio +20 in a nutshell:<br />

From 13 to 15 June, <strong>nrg4SD</strong> will take part in the last preparatory meeting as one of<br />

the organising partners of the Local Authorities Major Group for the UN Conference<br />

on Sustainable Development Rio +20.<br />

From 17 to 18 June, <strong>nrg4SD</strong> will convene its annual statutory meetings - Steering<br />

Committee and General Assembly - and hold sessions of its working groups. On the<br />

18 in the evening, a reception will be hosted by the Governor of Rio de Janeiro.<br />

On 19 June the World Summit of Federated States and Regions co-organised by<br />

the host State of Rio de Janeiro, <strong>nrg4SD</strong>, The Climate Group and Regions-<br />

United/FOGAR will take place. A specialised website has been created where you<br />

must register in order to enter the Rio Pavilion. You can also access the full<br />

programme of events organised by the State of Rio de Janeiro from 13 to 22 June.<br />

From 16 to 18 June <strong>nrg4SD</strong> members are encouraged to participate in the<br />

Sustainable Development dialogue aiming to bring together civil society, public and<br />

private sectors, the scientific community and academia to contribute ideas and<br />

suggestions on sustainable development. These dialogues which have already<br />

started online will culminate in a live event in Rio prior to the UN Conference. To<br />

What can you do in Rio?<br />

In order to play an active role at the Rio+20 Conference, there is a lot you can do.<br />

Once you have received your UN badge (see below for information on registration),<br />

you can attend the negotiation sessions as an observer, take the floor whenever<br />

possible (opportunities to speak during official UN events) strictly following <strong>nrg4SD</strong><br />

Secretariat indications, exchange with colleagues about what is currently going on<br />

and can be done, liaise with respective delegation, help build bridges between<br />

national delegations, civil society and other stakeholder actors, participate in<br />

Sustainable Development Dialogues and vote on the recommendations, attend side<br />

events and bring the voice of local governments into negotiations whenever possibly,<br />

social media, talk to the press, network and discuss with other delegates.<br />

How to stay informed<br />

- All civil society representatives and stakeholders are invited to the daily Major<br />

Group meetings taking place daily from 9:00 - 9:45 in Major Group Pavilion 3,<br />

room 3. This is followed by the specific daily briefing of the Local Authorities<br />

Major Group conducted by <strong>nrg4SD</strong>, ICLEI and UCLG taking place from 13:00<br />

– 14:00 in Room T-1 of the Major Groups’ (T) Pavilion - Schedule of daily<br />

- IISD daily reporting on negotiations<br />

- Major Groups and other Stakeholder Workshops - In the lead-up to the<br />

Rio+20 conference, UNDESA in cooperation with Stakeholder Forum will be<br />

hosting a series of capacity building workshops for Major Groups and other<br />

stakeholders that will help participants prepare for the work they will be<br />

engaging in at the Conference. If you are interested in attending any of these<br />

workshops, we kindly ask that you pre-register to confirm your anticipated<br />

attendance, as capacity for these workshops is very limited.<br />

- Social media - Modern communication technologies also allows you to<br />

support the Conference from a far. While not everyone is able to attend and<br />

participate in Rio+20 live in person, social media sites allow for remote<br />

Sustainable Development Dialogues<br />

The Government of Brazil is convening a Sustainable Development Dialogue series<br />

with the aim of bringing together civil society, public and private sectors, the scientific<br />

community and academia to contribute ideas and suggestions on sustainable<br />

development. Conclusions and recommendations from the Dialogues will be<br />

conveyed directly to the heads of State and Government gathering in Rio June 20-<br />

22. These dialogues which have already started online will culminate in a live event<br />

in Rio from 16 – 19 June prior to the UN Conference and take place in RioCentro.<br />

Local government and urban events at Rio +20<br />

Rio+20 Global Town Hall, 18-22 June, Rio State Pavilion, Athletes Park - More<br />

information here.<br />

Hosted by the Government of Rio de Janeiro State, the Global Town Hall allows<br />

participation by local government representatives who will be attending ICLEI’s World<br />

Congress in Belo Horizonte (14-17 June). The sessions will focus on:<br />

- key global sustainability issues in an increasingly urbanizing world,<br />

- sustainable urban development under global trends such as population<br />

growth, urbanization,<br />

- climate change, fossil fuel scarcity, biodiversity loss, etc.;<br />

- the Rio+20 themes: inclusive green urban economy and sustainable<br />

development governance<br />

- from the local to the global level<br />

The Sustainable and Just City: Rio +20 and beyond, 18 June, RioCentro,<br />

Plenary Room T-2.<br />

Co-organised by UCLG United Cities and Local Governments and UN-Habitat and<br />

the City of Rio de Janeiro with the support of Cities Alliance, after the successful<br />

meeting with the UN Secretary General in New York last April, the Urban Summit will<br />

confirmation letter (which shows the unique reference number assigned to your<br />

Rio+20 Shuttle Bus Schedule - The free shuttle bus service is available for all<br />

accredited participants to Rio +20 including delegates accredited via the <strong>nrg4SD</strong><br />

Secretariat. You MUST have a copy of your confirmation letter as well as a valid<br />

photo ID to board the shuttle. Once registered, your grounds pass will allow you to<br />

board the shuttle. Shuttles will also be available from Galeão–Antonio Carlos Jobim<br />

International Airport to the main hotel areas starting 10 June until 23 June. See<br />

Medication and immunisations<br />

It is relevant that you check the status of your vaccinations for Brazil. Please see a<br />

doctor and decide if you need to refresh or even add vaccinations. Please also note<br />

that Brazil has Dengue fever and that there was an outbreak a couple weeks ago in<br />

some parts of Rio de Janeiro. The mosquitos bite also during the day, but one does<br />

not realize it. Vaccination is not possible, therefore protecting the body with clothes<br />

and sprays is necessary. Over-the-counter medication, such as anti-inflammatory<br />

drugs, antipyretics, and painkillers, does not require a doctor’s prescription, and may<br />

be purchased at any pharmacy in Brazil, often by telephone. The purchase of certain<br />

drugs, such as antibiotics and antidepressants, requires a prescription, which must<br />

be written by a Brazilian doctor accredited by the Regional Council of Medicine<br />

(Conselho Regional de Medicina - CRM) of the state where the medication is to be<br />

purchased. Travelers are advised to bring with them all medication that they use<br />

regularly, along with a document or doctor’s prescription verifying that the medication<br />

is for personal use (the document or prescription must be in Portuguese, English,<br />

French, or Spanish).<br />

Traveling to Brazil<br />

Most international flights land at airports in São Paulo, Rio de Janeiro, Recife or<br />

Salvador, from where you can get connecting flights to all other major Brazilian cities.<br />

Please be aware that São Paulo and Rio de Janeiro have international airports far<br />

outside the city and national airports close to the inner city. Transfers between these<br />

airports can take several hours.<br />

Visas<br />

We strongly advise you to check with the Brazilian consulate in your country before<br />

making travel arrangements. You are fully responsible for ensuring that you are able<br />

to enter Brazil with the correct documents. To find the consulate of your country, you<br />

can use this website (in Portuguese): http://www.portalconsular.mre.gov.br/.<br />

As a general rule, Brazil requests visas based on the principle of reciprocity of<br />

treatment given to Brazilian citizens. For an indicative list of countries which do not<br />

require a visa, you can check: http://www.brazilsf.org/ visa_eng.htm.<br />

Immigration advice<br />

It is important that you comply with Brazilian immigration laws on arrival in the<br />

country and satisfy the Federal Police (the Brazilian immigration authority) of your<br />

intended purpose of visit. It is important that you retain your immigration landing<br />

card—as that is required to leave the country – if you lose it you could be subject to a<br />

fine. It is also important that you have enough cash to pay the airport departure tax<br />

(R$65 payable in cash only), which is a requirement to leave the country.<br />

Very important: Keep the paper you had to fill on the plane and that customs returns<br />

to you. You will NEED it to leave the country!<br />

Personal safety<br />

The Brazilian security forces will provide security throughout town and support the<br />

UN security within Rio Centro. Security in Rio has improved tremendously over the<br />

last 20 years. Yet, like any big city, it is best not to bring anything that you would be<br />

sad not to go back home with and to be aware of your environment. More information<br />

organising partners of the Local Authorities Major Group for the UN Conference on<br />

� From 17 to 18 June, <strong>nrg4SD</strong> will convene its annual statutory meetings - Steering<br />

Committee and General Assembly - and hold sessions of its working groups. On the 18 in<br />

Sustainable Development dialogues<br />

Organised by the Government of Brazil<br />

The Government of Brazil is convening a Sustainable Development Dialogue series with the aim of<br />

bringing together civil society, public and private sectors, the scientific community and academia to<br />

contribute ideas and suggestions on sustainable development. Conclusions and<br />

recommendations from the Dialogues will be conveyed directly to the heads of State and<br />

Government gathering in Rio June 20-22. These dialogues which have already started online<br />

will culminate in a live event in Rio from 16 – 18 June prior to the UN Conference.<br />
