Synchronized and ResponsiveOperationsThe <strong>DoD</strong> <strong>Information</strong> <strong>Enterprise</strong> infrastructure,critical assets, and capabilities are operated, secured,and defended in a synchronized manner by all <strong>DoD</strong>Components to support commanders in achievingmission success.The Synchronized and Responsive Operations goal <strong>of</strong> this strategic plan is for all <strong>DoD</strong> Components to operate, secure, anddefend the <strong>DoD</strong> <strong>Information</strong> <strong>Enterprise</strong> consistently. Operating in this coordinated manner will contribute significantly tomission success, help achieve and maintain cyberspace superiority within a contested environment, and support authorizedusers’ access to timely and trusted information when and where it is needed.This goal entails establishing GIG situational awareness from the tactical edge to the core, improving NetOps capabilities,enhancing C2 capabilities for allocating and managing <strong>DoD</strong> IE resources, and strengthening enforcement <strong>of</strong> <strong>DoD</strong> IEpolicies and standards. <strong>Information</strong> sharing across organizational boundaries and functional disciplines will be thenorm. <strong>DoD</strong> personnel will increasingly rely upon timely access to trusted, secure information that is shared to facilitatedecision-making processes at all levels <strong>of</strong> the command structure. Improving <strong>DoD</strong> IE customer satisfaction and confidencewill be essential to achieving the <strong>Department</strong>-wide culture changes necessary to overcome barriers to information sharing.Effective operations in cyberspace, in particular, must be assured through proactive operations management and unrelentingvigilance by the <strong>DoD</strong> IE support community. To achieve and maintain the dominant position in the militarily-relevantsectors <strong>of</strong> cyberspace, <strong>DoD</strong> must plan and execute its IE operations in a manner that leverages our technological advantageover potential adversaries and continually widens that gap.<strong>DoD</strong> IE operations must strive towards establishing and maintaining a balance amongmany competing priorities (including the need for increasing network security whilestill ensuring overall mission success) by understanding and proactively managingoperational risks to the <strong>DoD</strong> <strong>Information</strong> <strong>Enterprise</strong>. <strong>DoD</strong> IE operations must enablea persistent, dominant information environment that supports broader national, <strong>DoD</strong>,and IC objectives that assure U.S. and Allied freedom <strong>of</strong> action in cyberspace andsupported domains.Four objectives will need to be accomplished to realize this goal. First, <strong>DoD</strong> IEoperations will assure the availability, protection, and integrity <strong>of</strong> the <strong>DoD</strong> <strong>Information</strong><strong>Enterprise</strong>, which encompasses <strong>DoD</strong> and IC networks, systems, enterprise services,13
