Currently, <strong>the</strong> fees that arecharged <strong>and</strong> collected go to reduce <strong>the</strong> totalsports program costs, not to pay <strong>the</strong>m in full.If a District is under financial control of <strong>the</strong>State which <strong>Fairborn</strong> currently is not, ALLextra-curriculars (not just sports) must be selfsupportingin order to be operational of <strong>the</strong>General Fund. Following are <strong>the</strong> total fees <strong>and</strong>costs for our athletic programs for <strong>the</strong> 2011-2012school year of <strong>the</strong> General Fund:HS/MS Athletic Fees Collected:HS/MS Athletic Program Expenses:Athletic Expense of General Fund:$96,659.98$513,446.74$416,786.76Without additional revenue, participation feeswill be increased to $500 per student/per sport/per season with no family caps. Even with <strong>the</strong>increased fees <strong>the</strong> athletic programs will NOT beself- supporting <strong>and</strong> have to be raised OR worstyet, eliminated when <strong>Fairborn</strong> <strong>City</strong> <strong>Schools</strong> isplaced under State financial control.<strong>Fairborn</strong> <strong>City</strong> <strong>Schools</strong>Designated in Fiscal CautionAt <strong>the</strong> December 13, 2012, Board of Education meeting,a representative from <strong>the</strong> Ohio Department of Education(ODE) presented <strong>the</strong> results of <strong>the</strong> financial analysis thatwas performed based upon <strong>the</strong> current five-year forecast.The Board was told that ODE found no significantdiscrepancies <strong>and</strong> concurs with <strong>the</strong> financial projections by<strong>the</strong> Treasurer, which currently includes a projected deficitof $4.1 million dollars for <strong>the</strong> 2013-2014 school year.Roger Hardin, Assistant Director of Finance ProgramServices of ODE stated, “<strong>Fairborn</strong> <strong>City</strong> <strong>Schools</strong> currentlydoes not have adequate revenue to meet its budgetaryneeds <strong>and</strong> even if you are able to make any additionalstaffing reductions, you are in need of new revenue.”Consequently, <strong>Fairborn</strong> <strong>City</strong> <strong>Schools</strong> was placed in fiscalcaution by <strong>the</strong> State Superintendent, resulting in monthlyfinancial monitoring <strong>and</strong> <strong>the</strong> submission of a financialrecovery plan by March 14, 2013. The recovery plan wassubmitted on March 12, 2013 which included an additional$1.6 million in staffing reductions <strong>and</strong> new revenue asrecommended by ODE.Treasurer/CFO Eric Beavers states that “with a new sourceof revenue, it will put us on track to meet our budgetaryneeds <strong>and</strong> prevent fur<strong>the</strong>r disruption <strong>and</strong> devastation tostudent achievement <strong>and</strong> academic progress.”6
