On Jan.2 at about 4:10 PM, Shri Narayan Bh.Thapa Rifleman <strong>of</strong> 58 th GTC, HappyValley, Shillong died while he was playing basketball, at GTC campus, Happy,Shillong.(U/D CASE NO 4/2010)3. On Jan. 2 around 3:30 AM, JC-C 361246 Naik Subedar (Clerk), K.D.Dani <strong>of</strong>DGAR, Shillong died in the MI Room, at Laitkor Garrison, Assam Rifle,Shillong.4. On Jan.9 around 10:30 AM, one unidentified male dead body was found lyingnear TB Hospital, Jhalupara, Shillong.Cadaver was sent to CH, Shillong forPM.5. On Jan. 14 around 7:30 AM, one unidentified male dead body (45/50 yrs) wasfound lying near Hanuman Mandir at Luckier Road, Shillong. Cadaver wassent to CH, Shillong for PM.6. On Jan. 19 around 3:30 AM, Nk. Subedar Kishore Giri <strong>of</strong> ARC Happy Valley,Shillong was removed to ARC Unit MI Room in an unconscious state where theUnit Regimental Medical <strong>of</strong>ficer declared him Dead.7. Shri M. Warjri, Superintendent, District Jail Jowai filed a report at Jowai PS thaton Dec,27 at around 3 AM, one MPDA detenue viz, Phalanger Kharbani suddenlyfell sick. Following this, he was shifted to CH, Jowai for treatment but theauthorities <strong>of</strong> the CH, Jowai declared him brought dead.8. On Jan. 4 around 2 PM, one unidentified male dead body (30/40 yrs) recoveredfrom Jorabad (RB). Necessary legal formalitied have been observed.9. Shri Rahul Ranjan, Dy.Comdt, 50 th Bn BSF Tura lodged an FIR at Dobasipara BHon Jan. 20 around 7 AM, Const. Potrak Handa Krishna Ram (33 yrs) was founddead on his bed at BSF camp, Dobasipara, Tura (WGH).10. Shri Baul A.Sangma lodged a complaint at Tura PS that on Jan. 8 circa 2:30 AM,Probar A. Sangma <strong>of</strong> Jatrakona village, Bangladesh along his accomplice stole hismotorcycle (ML-09-8059) from Akonggre village (WGH). However, thecomplainant along with the residents <strong>of</strong> Akonggre village apprehended Probar A.Sangma at 8 th mile, Tura (WGH)while his accomplice managed to escape. Laterpolice arrested the accused person and was admitted to CH, Tura for treatment.11. On Jan 24 night, unknown miscreants stole one motorcycle (ML-08A-7813)belonging to Shri Done D.Sangma from his residence at Chitoktak, Tura (WGH).Investigation is in progress.

2. Shri S. Ksih lodged a complaint at Khliehriat PS that on Dec. 31, 2009 nightunidentified miscreants hijacked his Sumo vehicle (ML-04A-4397) along with itsdriver Md. Luthur Rahman (24 yrs) and handyman Kubir Uddin (20 yrs) fromRymbai Road (JH). The miscreants murdered both <strong>of</strong> them and threw the deadbodies at Leshka Dam Site (JH) and drove away the Sumo vehicle. Later, thevehicle was recovered at Mawryngkneng village (EKH). This refers to KhliehriatPS Case No.1(01)2010 u/s 364/302/201/379/34 IPC.3. On Dec. 28 around 6 PM, unidentified miscreants stole one scooter (ML-05F-7130) belonging to Shri F. Lyngdoh at Malki Chinapatty, Shillong. This refersto Laitumkhrah PS Case No. 91(12)09 u/s 379 IPC.4. On Jan. 2, unidentified miscreants stole one Maruti car (ML-10-3138) belongingto Smti Annette Lyngdoh from near the English Service Church, <strong>Police</strong> Bazar,Shillong. On Dec. 25, 2009, unknown miscreants stole one Scooter (ML-05C-2548)belonging to Shri Swaphil Shermale, from Rhino Last Stop, Laban, Shillong. Thisrefers to Laban PS Case No. 2(01)10 u/s 379 IPC.9. On Jan. 4 night, unknown miscreants attempted to rob the Central Bank nearLaitumkhrah <strong>Police</strong> point, Shillong. This refers to Laitumkhrah PS Case No.1(01)10 u/s 457/380/511/427 IPC.


10. Smti. Pinky R.Vaiphei lodged a complaint at Madanriting PS that on Dec. 17,2009, her husband, viz., Shri Namti Tariang along with K.L Tariang and SmtiPatricia Pariat forcibly entered inside her house at Laitkor, Lumshnong, Shillong.Her jewelry valued around Rs. 80,000/- and cash Rs. 15,000/- were also foundmissing from the house. This refers to Madanriting PS Case No. 5(01)10 u/s 380IPC.11. Shri Simison Ch. Marak lodged a complaint at Rongram OP that on Jan. 5,unknown miscreants stole twelve bicycles valued around Rs. 40,800/-from the temporary godown, at Asanang Upper Primary School (WGH). Thebicycles were purchased under MLA scheme 2009-10 for distribution to thestudents <strong>of</strong> 51-Rongram Constituency. This refers to Tura PS Case No. 5(01)10u/s 380 IPC.12. Shri Gopal Damai lodged a complaint at Tura PS that on Jan. 5, his son viz,Kale Damai along with his accomplices (2) forcibly took away cash Rs.14,000/- from his house, at Lower Nakham Bazaar, Tura (WGH) and alsoassaulted him and his elder son. As a result, the victims sustained injuries.This refers to Tura PS Case No. 4(01)10 u/s 380/323 IPC.13. On Jan. 6 at about 6:30 PM, Donboklang Sungoh was apprehended while hewas attempting to commit burglary in the house <strong>of</strong> Smti. Lumlang Snieh, atWahingdoh, Shillong. This refers to Lumdiengjri PS Case No. 3(01)10 u/s457/380/511 IPC.14. Shri Baul A. Sangma lodged a complaint at Tura PS that on Jan. 8 circa 2:30AM, Probar A. 16 On Jan. 10, unidentified miscreants stole one motor cycle (ML-05F-2733)belonging to Shri Desmond Neil Nongkhlaw from his residence at MalkiDhankheti, Shillong. This refers to Laitumkhrah PS Case No. 6(1)10 u/s 379 IPC.17. On Jan. 6 night, unidentified miscreants stole one motorcycle (ML-08B-2507)belonging to Shri Prabin Mann from Haldibari village (WGH). This refers to TuraPS Case No. 8(1)10 u/s 379 IPC.18. On Jan. 8 around 2 AM, unidentified miscreants stole one motorcycle (ML-07-8846) belonging to Shri Mothen M. Sangma from Chokpot (SGH). This refers toChokpot PS Case No. 1(1)10 u/s 379 IPC.19. On Jan. 7 around 3 AM, unidentified miscreants stole four motorcycles viz, (1)ML-05G-4136 belonging to Shri Albert Marwein, (2) ML-05G-3931 belonging toShri Sanjiv Lama, (3) AS-01-AL- 8824 belonging to Shri Mahavir Jain and (4) anew motorcycle (A/F) belonging to Shri Projiv Roy Dukua, from NonghyllamCoal Depot (WKH). On Jan. 13 at about 6:30 PM, unknown miscreants stole music system valuedaround Rs. 22,000/- from the Maruti car <strong>of</strong> Shri P.R. Vaiphei, at Pohkseh,Shillong. This refers to Rynjah PS Case No. 7(1)10 u/s 379 IPC.21. Smti. J.A. Sangma, President Mothers’ Union (MU), Tura lodged a complaint atTura PS that on Jan. 12 night, unknown miscreants stole thirteen solar light plates,from Ganol Eco Park (WGH). This refers to Tura PS Case No. 12(1)10 u/s 379IPC.22. Smti. Clara Pala lodged a complaint at Rynjah PS that on Jan. 16, in between Jan.14 and 16, 2010 unidentified miscreants stole (1) gold ornaments valued aroundRs.1,20,000/- and (2) cash Rs. 2,50,000/- from her house at Lumshngain, Rynjah,Shillong. This refers to Rynjah PS Case No. 8(1)10 u/s 380 IPOC.23. On Jan. 17, unknown miscreants stole sixty-five pieces <strong>of</strong> GI pipes belonging tothe PHE department from Panda Water Lake (SGH). This refers to Rongara PSCase No. 1(1)10 u/s 379 IPC.24. On Jan. 19, Phulbari police seized nineteen heads <strong>of</strong> cattle from Jeyadur IslamSaikia at Charbatapara (WGH) and gave them in ‘Zimma’ to two persons viz., (1)Md. Abdul Bari Sarkar and (2) Md. Muksidur Ali, VDP Secy. <strong>of</strong> Charbatapravillage (WGH) with a direction to produce the cattle at Phulbari PS on Jan. 20,

Shri Kumar Gurung, SDE (Phones), BSNL, lodged a complaint at Shillong SadarPS that on Jan. 23 around 1.55 PM, unknown miscreants stole eight hundred pairs<strong>of</strong> Jelly field telephone cables from Shillong Telephone Exchange, Shillong. Thisrefers to Shilong Sadar PS Case No. 10(1)10 u/s 379 IPC.26. On Jan. 22 night, Md. Jamal Uddin stole one Maruti van (ML-05D-9395)belonging to Shri Ladmon Nongtdu from M/s Jaintia Cements Compound, Lad-Tyrke (JH). This refers to Khliehriat PS Case No. 6(1)10 u/s 379/34 IPC. <strong>Police</strong>arrested the accused person and recovered the stolen vehicle at Bodarpur (Assam).27. Shri H.L Nongsiang, ex-MLA lodged a complaint at Nongstoin PS that on Dec.17, 2009 his ATM card was found missing and had reported the matter to theauthorities <strong>of</strong> State Bank <strong>of</strong> India (SBI) Nongstoin Branch. However, on Jan. 25,he found that unknown miscreants fraudulently withdrew Rs. 2 lakh using hismissing ATM card, from his Account. This refers to Nongstoin PS Case No.16(1)10 u/s 380 IPC.Theft, Lost or Recovery <strong>of</strong> Fire Arms, Ammunition and Explosives:-Explosive Substance:-1. Shri Estarlet Ramsiej (19 yrs) lodged a complaint at Nongstoin PS that on Jan.5, at about 11:15 AM, he along with members <strong>of</strong> Khasi Students Union (KSU)Upper New Nongstoin unit, apprehended one person, viz., Mohansingh Rai, whilehe was traveling in a bus at Nongstoin (WKH) and also recovered (1) 10 gelatinesticks and (2) 12 numbers <strong>of</strong> detonators from his possession. <strong>Police</strong> arrestedMohansingh Rai. This refers to Nongstoin PS Case No. 1(01)10 u/s 5 ExplosiveSubstances Act.2. Shri B.B.P. Singh, Asst. C/O, 175 Bn CRPF filed a report (Jan. 8) at KhanaparaPS that while conducting raid at Killing village (RB) they apprehended fourpersons and recovered from their possession the following explosive materials:(1) ten cortex wires, (2) fifty electric detonators along with fifty pieces <strong>of</strong> flexiblewires (six feet each) and (3) seven gelatin sticks weighing 125 gram each. Theywere handed over to Khanapara PS. After proper verification police arrested two<strong>of</strong> them viz., (1) Md. Shah Jahan Ali and (2) Md. Amir Ali. This refers toKhanapara PS Case No. 3(1)10 u/s 5 Explosive Substances Act


1. On Jan.1 at about 4 PM, personnel <strong>of</strong> 3 rd Sikh Regiment conducted operation inBhanangre village (WGH) and apprehended Wimpal Marak. They also recoveredone SBML gun from his possession. This refers to Tikrikilla PS Case No. 1(01)10u/s 25(1B)(A) Arms Act.2. Today (Jan. 8) circa 5 AM, while <strong>Police</strong> from Rongmil Anti-Dacoity camp wereexecuting mobile patrolling duty between Rongmil and Rongjeng (EGH), onreaching at Rongjeng Reserve Forest, they intercepted a group (7/8) <strong>of</strong> dacoits.On seeing the <strong>Police</strong>, they opened fire. <strong>Police</strong> also retaliated in self-defence.During the encounter, two <strong>of</strong> the dacoits were killed, while others managed toescape. Later, the slain dacoits were identified as (1) Walseng Momin and (2)Habel Sangma. <strong>Police</strong> recovered (1) two SBML guns, (2) two dummy AK riflesand (3) one dummy SLR, from the PO. This refers to Rongjeng PS Case No.1(01)10 u/s 353/307/395/397 IPC r/w Sec. 25(1-A)(1-B) Arms Act.Part IV(a)Recovery <strong>of</strong> Fire Arms:-Dacoity:-1. On Dec.20 around 12.30 PM, unidentified miscreants looted (1) one cell phoneset and (2) cash Rs. 1000/- from Dr. Arnest Marbaniang in between Demseiniongand MES Rynjah, Shillong. The miscreants also attempted to murder him. Thisrefers to Rynjah PS Case No. 88(12)09 u/s 392/307 IPC.2. On Jan. 6 evening, <strong>Police</strong> arrested two persons, viz., (1) Rajen Chettri and (2)Sunil Chettri from Nongmynsong, Shillong. This is in connection with Rynjah PSCase No. 88(12)09 u/s 392/307 IPC.3. Md. Tomis Ali lodged a complaint at Jowai PS that on Jan. 11 around 3:30 PM,unidentified miscreants forcibly took him inside a Maruti car and robbed Rs.22,000/- from him, at Iawmusiang, Jowai (JH). This refers to Jowai PS Case No.7(1)10 u/s 392 IPC.(b)Cases <strong>of</strong> Cheating:-1. Shri Kishor Lyngdoh, Asstt. General Manager, SBI Dhankheti, Shillong lodged acomplaint (Jan. 18) at CID <strong>Police</strong> Station that Smti. Rosalyn Nongrum, at the


time <strong>of</strong> her posting as Asstt. Manager, SBI Evening Branch, GS Road, <strong>Police</strong>Bazar, Shillong in 2007, she has forged the signature <strong>of</strong> the Branch Manager andmisappropriated the bank’s money amounting Rs.10,08,708/-. This refers to CIDPS Case No. 1(1)10 u/s 409/420/468/471/477(A) IPC r/w Sec.13(1)(c)(d) P.C. Act2. Shri Clifford C. Dkhar, Executive Secretary, North East India Union <strong>of</strong> SeventhDay Adventist Church, lodged a complaint at Laitumkhrah PS that in the month <strong>of</strong>December 2009, Bireswas Rabha stole cheques from the <strong>of</strong>fice <strong>of</strong> the North EastIndia Union <strong>of</strong> Seventh Day Adventist Church, at Fire Brigade, Laitumkhrah,Shillong and fraudulently withdrew (1) Rs. 3,74,000/- from the Bank <strong>of</strong> India,Motinagar Branch and (2) Rs. 3,73,000/- from UCO Bank, Shillong Branch. Thisrefers to Laitumkhrah PS Case No. 8(1)10 u/s 420/468 IPC.(c)Other important cases <strong>of</strong> inter-state or inter-district ramification such as those <strong>of</strong>kidnapping, pr<strong>of</strong>essional poisoning etc:-Kidnapping:-1. Shri Greaterson A. Sangma lodged a complaint at Mendipathar PS that on Jan. 1circa 1 AM two persons, viz., (1) Kapil Momin and (2) Sonjith Marak kidnappedhis minor daughter, viz., Miss Rimbe R. Marak (13 yrs) from Matchadu villageand handed her over to one Ramke R. Sangma. Later, Ramke R. Sangmacommitted rape on her near Matchadu village (EGH). <strong>Police</strong> arrested all thenamed accused persons. This refers to Mendipathar PS Case No. 1(01)10 u/s366(A)/376 IPC.2. Smti. Ioobi Lamare lodged a complaint at Jowai PS that on Jan. 2, unidentifiedmiscreants kidnapped her in a Maruti car (number not mentioned) while she wason the way from Kongong to Nongbah village (JH). However, on reaching at WahMynso (JH) the complainant managed to escape. This refers to Jowai PS Case No.4(01)10 u/s 365/34 IPC3. Smti. Lakshmi Gupta lodged a complaint at Tura PS that on Jan. 7 night, Md.Nazrul Akind kidnapped her daughter viz., Miss Silpi Gupta (17 yrs) from LowerBabupara, Tura (WGH). This refers to Tura PS Case No. 7(1)10 u/s 366(A) IPC.4. Shri Boni Prince D. Marak lodged a complaint at Tura PS that on Jan. 26 at about7:30 PM, three persons, viz., (1) Dilseng T. Sangma, (2) Sengran N. Sangma and(3) Shanseng kidnapped Miss Lekhina M. Sangma (15 yrs) in an Auto-Rickshawfrom Chitoktakgiri village (WGH) and attempted to commit rape on her. <strong>Police</strong>


arrested Dilseng T. Sangma.
