WHAT YOU NEED TO KNOWWHAT YOU NEED TO KNOWBACKGROUNDBy joining the Young Adult (<strong>YA</strong>) Branch of <strong>Girl</strong> <strong>Guides</strong> <strong>Singapore</strong> (GGS)you join an organisation that has a history of almost 95 years of serviceto girls and young women and is affiliated with the World Association of<strong>Girl</strong> <strong>Guides</strong> and <strong>Girl</strong> Scouts (WAGGGS), a ten million strong umbrellaassociation from 145 countries and the largest voluntary movement inthe world dedicated to girls and young women.<strong>Girl</strong> Guiding/<strong>Girl</strong> Scouting is open to all girls and young womenwhatever their religion, ethnic group or background. A <strong>Girl</strong> Guide or<strong>Girl</strong> Scout accepts the Fundamental Principles as expressed in theoriginal Promise and Law based on spiritual values, personaldevelopment and commitment to helping others. It gives a purpose andmeaning to life and provides <strong>Girl</strong> <strong>Guides</strong>/ <strong>Girl</strong> Scouts with a set ofvalues such as honesty, responsibility, integrity, loyalty, respect,tolerance, self-awareness and a moral framework. In the years sincethe founding of Guiding, tens of millions of girls and women have madethe Promise each in her own language. Although the words and theemphasis vary from nation to nation, the essential meaning is as Baden-Powell originally intended.There is a unique bond of friendship that stretches around the worldwhen you participate in the international activities of GGS andWAGGGS, either with Guiders if you are girls, or on your own or withfriends as young women.In the younger age groups the girls are led by capable women, Guiders,who allow the girls to develop and manage themselves through thePatrol System, the forming of groups and self government appropriateto age. WHAT YOU NEED TO KNOWYoung Adult Branch <strong>Singapore</strong>The Young Adult Branch offers youflexibility, self direction and choice asmembers of the senior Branch of GGS.Young women aged 17-25 who have beeninvolved in the younger Branches joinbecause they wish to extend theirrelationship with GGS; other young women join to commit to the valuesof GGS and form friendships amongst peers.The Branch is run by <strong>YA</strong>s for <strong>YA</strong>s through a Young Adult Branch Council(<strong>YA</strong>BC) which meets the needs of the members and the policies of GGS.The Executive Committee (ExCo) of GGS appoints a <strong>YA</strong> BranchCommissioner to be the link between it and the <strong>YA</strong>s and to ensure thesmooth conduct of the <strong>YA</strong> Branch. See <strong>YA</strong> Branch Ways of Work page 35this <strong>Handbook</strong>.<strong>YA</strong>s are grouped together in chapters in different parts of <strong>Singapore</strong> tocarry out the Programme, forming relationships within and acrosschapters and coming together as a Branch when required. WHAT YOU NEED TO KNOWTHE DEVELOPMENTAL PROGRAMMEThe Developmental Programme, the whole experience you have in <strong>YA</strong>s,follows the tradition of other member organisations of WAGGGS for thisage group of focusing on engagement with the wider world.You concentrate on developing your ability to take a confident place inthe adult world whilst still carrying on your responsibilities as amember of GGS. WHAT YOU NEED TO KNOWAs soon as possible after joining a <strong>YA</strong> Chapter you will complete theIntroductory Course to give you a general understanding of the <strong>YA</strong>Branch and Guiding fundamentals from the point of view of your agegroup, then make the <strong>YA</strong> Promise. After that you will self direct yourown personal growth and participate in the activities of your chapterand the <strong>YA</strong> Branch. See Induction Programme page 10 this <strong>Handbook</strong>.<strong>YA</strong> UNIFORMGGS, like members of all WAGGGS member organisations, is auniformed group and the <strong>YA</strong> Branch has both an official and workinguniform. WHAT YOU NEED TO KNOWPARTICIPATIONThe Young Adult Branch members know that today’s 17-25 year oldyoung women have demanding, competing and at times conflicting callson their time and the manner of participation in the Programme takesthis into account.You will join the chapter of your wish that may have been formed for aparticular reason such as exploring the outdoors or because <strong>YA</strong>s preferto meet at a location of their choosing. The chapter will have at least 6members but you will take responsibility for your growth. WHAT YOU NEED TO KNOWChaptersYour chapter manages itself, deciding the yearly calendar of activitiesand how often the members meet. Chapters may, and are encouragedto, invite members of other chapters to participate in activities.Your chapter members decide how the Developmental Programme willbe followed. If it has been formed for a particular reason the chaptermembers do not have to participate in more of the Programme otherthan to fulfill the obligations of membership of the Young Adult Branchfound in the ‘musts’ and on page 5, Maintenance of Membership.Your chapter will ensure that the Promise to serve in the widercommunity is represented in the chapter. The service may range fromfundraising for a particular purpose in the community to actuallyparticipating in service projects arranged by other <strong>YA</strong>s and orrequested by GGS. See CHAPTERS page 27 this <strong>Handbook</strong>.Individual MembersYou will take responsibility and self direct your own personal growthregardless of how your chapter chooses to follow the DevelopmentalProgramme and you will decide for yourself if you wish to participatemore broadly in the Programme than your chapter offers.You will form small groups to achieve your own goals and help other<strong>YA</strong>s to achieve their goals without the direction of a Guider. You willdecide your involvement, your activity, make your own plans and findyour own money. These groups may be formed from within your ownchapter or from other chapters or the wider community. WHAT YOU NEED TO KNOWMOVING ONIt will be time to move on after your involvement with the <strong>YA</strong> Branchwhen you turn 25. You will have gained many skills and made manyfriends. Ask yourself what you would like to do with all you havegained.Positions on GGS ExCo and its sub-committees are available; you canhelp in particular events being organised; continue your training as aPeer Educator and become a certificated trainer of adults and orchildren. The Trefoil Guild is there offering to continue the fun,friendship and service that you have experienced with <strong>YA</strong>s.What do you think GGS could expand into? PROGRAMME FOCUS AREASPROGRAMME FOCUS AREASThe Programme Focus Areas are a collection of activities that can beused by chapters and individual <strong>YA</strong>s after completing the InductionProgramme and whilst participating in the core Programme.The 6 Focus Areas are designed to give choice of involvement allowingchapters and <strong>YA</strong>s to opt in and out with the option to choose as manyFocus Areas in which they wish to play a part. It is also possible to do aparticular section of a Focus Area for interest and development but notseek an Award.The Head of Programme Development of the <strong>YA</strong>BC will co-ordinate the6 Focus Areas for individual <strong>YA</strong>s. Chapters may be formed for specificpurposes under each Area or chapters may include more than one Areawithin its management of the Developmental Programme.Objectives of Focus AreasOverallTo offer a multi faceted programme of flexibility and choice for selfdirection and progression to young women exploring their potential.Social NetworksTo provide opportunities for fun, friendship and social contact, indoorand outdoor, forming small groups to follow a common interest.ServiceTo provide opportunities to give service yet with learning and as part ofthe young woman’s growing commitment to WAGGGS’ FundamentalPrinciples.Leadership in GGSTo continue to provide opportunities to develop leadership skills that isa core element of GGS training of girls and young women.Working document. PROGRAMME FOCUS AREASFOCUS AREA – 5-POINT PROGRAMMEThe GGS 5-Point Programme has a progressive framework and some ofthe above Focus Areas will fit some of the modules. If you wish to takeup this Area you will do so in a self directed manner, completing inyour own way in your own time, forming small groups as necessary.The 5-Point Programme is coordinated by the Head of ProgrammeDevelopment of the <strong>YA</strong>BC who continually seeks out ideas andopportunities, recording them on the <strong>YA</strong> Resource website. TheProgramme Development Committee processes the submitted planswithin 2 weeks of receipt.The structure has 1 level, with the progression within each activity;completing each activity will involve 3 segments:1. Learning and or Self Improvement2. Performing3. Application and AssessmentAwardsAt the completion of each Point a badge is awarded; when all Pointsare completed a badge representing all Points is awarded.To participateTopics for activities are suggested in each module under each point andyou may choose your own topic. It is up to you to expand the topic ofyour choice into an activity that will fit with the 3 segments ofprogression outlined above.You will choose and complete one activity from each module undereach 5-Point to gain the full badge.Activities under one module may gain credit under another, subject tothe <strong>YA</strong>BC’s approval and on the recommendation of the Head ofProgramme Development. Activities do not have to be attempted inany order and you may do multiple activities in multiple modules butthe completion of one from each module is necessary to gain thebadge.Working document. PROGRAMME FOCUS AREASYou may work on your own, in pairs or with a small group of 3-4people. If other <strong>YA</strong>s wish to work with a <strong>YA</strong> to complete that activityunder the module for their own achievement the Performing,Application and Assessment must be carried out so that the assessor or<strong>YA</strong>BC, whichever is appropriate, can ensure each <strong>YA</strong> has adequatelylearned and is able to apply the topic.After choosing your activity from within a module, gather your smallgroup if you are working with a group, prepare and submit a plan tocomplete the activity, with suggestion for assessment, on the relevantform to the <strong>YA</strong> Programme Development Committee for immediateaction. See <strong>YA</strong> website RESOURCES: FORM – 5-Point Programme Plan.If you attempt the clauses for N<strong>YA</strong>A under this Focus Area the clausesmust be carried out in the same manner as any 5-Point activity andwithin the 3 segments as described below.1. Learning and or Self Improvement will be chosen by yourself2. Performing can be achieving the certificate if offered, eg first aid,or meeting the skill level demanded, eg a sport3. Application is by sharing with members of a chapter, Brownies,<strong>Guides</strong>, or others. Sharing can take the form of service, PeerEducation, advocacy, games / activities that shows that you canapply what has been learned, and will be the place you areassessed.Part of the assessment will include a reflection on what has beenlearned, what GGS values have deepened and what you intend to dowith the learning to further deepen your understanding of the value.To complete the ‘Application’ section for Service you will produce aportfolio of the service given and share the contents of theportfolio. Service 2 - as service learningPROGRAMME FOCUS AREAS- to GGS or another NGO or GO focused on the assignment anddeveloping the <strong>YA</strong>s involved especially in leadership and projectmanagement. The expectations is that when there is a special eventand <strong>YA</strong>s are needed to help they will be given overall control of theproject they are assigned be it stand alone or part of a big event.Overall control means once the project is assigned with appropriateand agreed objectives and outcome expectations the <strong>YA</strong> is responsiblefor the planning and executing of the project through to its conclusion.It can also mean being mentored or supervised but changes will not bemade without the complete consent and input of the <strong>YA</strong>.If this service is being carried out to comply with the 5-Point syllabusthen the three segments of the activity will need to be completed andthe Form 5-Point Programme Plan will need to be submitted to the<strong>YA</strong>BC Programme Development Committee.If the service is being carried out as part of this Focus Area you decidethe event in which you wish to participate to carry out this serviceproject or contacts the <strong>YA</strong> Head of Programme Development toascertain events coming up that would involve such service. You submita plan of action, with budget if appropriate, to carry out the serviceproject to the <strong>YA</strong>BC Programme Development Committee and the GGSor NGO person involved. Service 3 –to the wider worldPROGRAMME FOCUS AREAS- will be a sustained service within the community chosen by you andapproved by the <strong>YA</strong>BC. You will decide the service focus and theorganisations you wish to work with. The service will start with thebronze and if all three are completed a total of 270 hours over 54months will be served earning all 3 badges60 hours over 12 months (bronze)90 hours over 18 months (silver)120 hours over 24 months (gold)You may change the type of service and the organisation after the first6 months but may only work with up to 3 organisations over the 54months.If this service is being carried out to comply with the 5-Point syllabusthen the three segments of the activity will need to be completed andthe Form 5-Point Programme Plan submitted to the <strong>YA</strong>BC ProgrammeDevelopment Committee. PROGRAMME FOCUS AREAS1. Positions on the <strong>YA</strong>C are varied; the leadership requirement is for 2years and a number of meetings throughout the year. See <strong>YA</strong> BranchWays of Work page 35 of this handbook.2. Leader or committee member of a <strong>YA</strong> chapter is a commitment of12 months and a number of meetings per year. See Chapters page 27this <strong>Handbook</strong>.3. Leader of a small group in participation in a chosen activity is forthe length of the activity and meetings would be as necessary.4. Unit Helpers help at schools’ Guide or Brownie Meetings attending75% of those meetings each year and can do so until she turns 25.5. Voluntary Adult Leaders (VAL) help at school but are able to domore than Unit Helpers and choose their own time requirements. Atthe moment if a <strong>YA</strong> becomes a VAL and gains a Permanent Warrantshe relinquishes her <strong>YA</strong> membership.6. Camp Specialist are accredited to hold pack holidays or camps; actas camp first aiders, quartermasters and campfire leaders. The timerequirement would be as needed for preparation and the length ofthe camp.7. Serving on one of the GGS Standing Committees gives the <strong>YA</strong> aninsight into the ways of work of a big NGO like GGS; the timerequirement is according to committee meeting times.Training for LeadershipThere is particular training needed for some of the leadershipopportunities. The training for Unit Helpers, VALs, Camp Specialist, andGGS Committee Members are the responsibility of the GGS TrainingCommittee and outlined in the Training Scheme of GGS. CHAPTERSCHAPTERSEarly in the calendar year the Introductory Course is held followed bythe Induction of the new <strong>YA</strong>s and a renewal of the Promise by others.During this time the different <strong>YA</strong> chapters will have booths and givepresentations on their chapters to help the new <strong>YA</strong> decide whichchapter she will join. The new <strong>YA</strong>, particular chapter members and the<strong>YA</strong> Branch Commissioner will make the final decision.Chapters are conducted knowing that flexibility, self direction andchoice are the basic elements of belonging to the <strong>YA</strong> Branch but thereare a few important ways of work needed to act in accordance withmembership of GGS and the <strong>YA</strong> Branch. The <strong>YA</strong> Branch Commissionerand <strong>YA</strong>BC make sure that the chapter is conducted according to theGGS policies. Your chapter members decide the interest of the chapterand when, where, how often and for what purpose you meet.If you wish to form a new chapter please contact the <strong>YA</strong> BranchCommissioner for information on how to go about it.HOW A CHAPTER WORKSMemberschapters have at least 6 <strong>YA</strong> membersthe members are enrolled members or getting ready to be enrolledmembers and the responsibilities of <strong>YA</strong> membership is outlinedearlier in this <strong>Handbook</strong> on page 5chapters and chapter members are registered with GGS through the<strong>YA</strong>BC and responsible to the <strong>YA</strong>BCMeetings and GroupsYou meet together as a chapter for activities, fun and selfdevelopment. CHAPTERSYou will form small groups with like minded people to carry out yourown self development projects and help others to carry out theirsAs well as your own chapter and group meetings you attend at least 3activities that the <strong>YA</strong>BC holds throughout the year and the <strong>YA</strong> BranchYearly Meeting. These activities give you the chance to meet other<strong>YA</strong>s, to share what you are doing and to join and work together.ManagementManagement means running the chapter: having a chapter yearlymeeting; keeping records; having meetings; making and carrying outdecisions; finding money to do activities in accordance with GGSguidelines (see Finance below); setting the calendar of activities andgetting help to run the activities and keeping the <strong>YA</strong>BC up to date withthe status of the chapter.if there are less than 12 members, the members decide who takesresponsibility to carry out the management tasks, but there is alwaysan agreed Leader of the chapterif there are 12 or more members you elect a committee to managethe chapter that comprises of: Chairman; Vice Chairman if required;Treasurer; Secretary, and up to 3 other persons who may be co-optedto serveeach committee has a term of office of one year, whose membersare eligible for re-election for no more than 2 years eachChapter Yearly MeetingA Yearly Meeting will be held for the committee to report on theactivities of the chapter, elect committee members and discuss theplans for the future year.the chairman or Leader of the chapter will chair the meetingthe <strong>YA</strong> Branch Commissioner or another member of the <strong>YA</strong>BC will beinvited to attend and chair the election of the committeeOther <strong>YA</strong>BC members and members of other chapters may be invitedto attendWorking document. CHAPTERSRecordsProper records are kept, so the secretary or designated person recordsthe Minutes and sees that everyone involved get copiesshe keeps a record of the members, ensures the members are up todate with their membership and informs the <strong>YA</strong>BC Head ofMembership of current membersshe keeps records of individual <strong>YA</strong>’s participation, especially if theyneed verification of their service and CCA record and informs the<strong>YA</strong>BC Head of Membership of changesFinanceYou raise your own funds but there are strict rules about this becauseGGS is under the Charity Council and the way funds raised by GGSmembers is strictly controlled.you can raise funds amongst yourselves such as selling craft withinyour chapter or at a <strong>YA</strong> activity or even at a GGS event withpermission, such as the Guiders’ Conference. Permission must begained from the <strong>YA</strong> Branch Commissioner for any other fundraising,including asking for donations.You may apply for approval for funding from the <strong>YA</strong>BC if you openyour activity to all <strong>YA</strong>s and hold that activity at a time all mayattend if they wish.if you are going to seek funding from the <strong>YA</strong>BC you will need todraw up the plans and apply at least in September of the yearprevious to the projected date of the activity as the <strong>YA</strong>BC willneed to include your submission (if approved) in the budget for thenext year; the <strong>YA</strong> Branch Commissioner will put that budget toExCo for approval in October.However, if, in the course of the year there is a programme whichyou think is suitable for the <strong>YA</strong>s you may put it forward as aproposal at least 3 months in advance to the <strong>YA</strong>BC for approval.proper records are kept of financial proceedings and any moneycollected is accounted for and is kept with the GGS funds or theinstitution’s funds if appropriate; no chapter keeps its own funds.See <strong>YA</strong> Branch Commissioner for detailsthe accounts will be audited annually by the Treasurer of the <strong>YA</strong>BCWorking document. MentorCHAPTERSThe chapter decides if it would like to have a mentor; for details of amentor and how the system works with chapters see page 33 of this<strong>Handbook</strong>. If it is decided that there will be a mentor, the chaptermembers discuss with the <strong>YA</strong> Branch Commissioner the reason and therole of a mentor. Members choose the person, approach them and ifshe says ‘yes’ the <strong>YA</strong> Branch Commissioner is asked to conduct anintroductory talk so that the mentor understands her role.Conflict ResolutionConflict is part of life and how we manage it helps us grow withinourselves and becomes part of our values system. In a <strong>YA</strong> chapter themembers who are involved in the conflict try to manage it betweenthemselves. If this is not successful, if they have a mentor they will callon her, and if not they will call on the <strong>YA</strong> Branch Commissioner.It is vital to remember that all persons involved in the conflict areimportant so it is best that other members do not take sides or repeatstories. MENTORMENTORSEach chapter may ask a suitable person to become a mentor to thatchapter only. See <strong>YA</strong> websiteRESOURCES: TRAINING – How to run business meetings.Monitoring the Developmental ProgrammeYou will monitor the implementation of the Developmental Programmeat your regular meetings by having an item of the agenda for anyupdates and problems when the Head of Programme Development givesan update.Do not make this onerous but rather have an overview of what isgoing on and take a more in depth look when you are preparing yourreport for the Yearly Meeting.Conflict ResolutionConflict is part of life and how we manage it helps us grow withinourselves and becomes part of our values system. In the <strong>YA</strong>BC themembers who are involved in the conflict try to manage it betweenthemselves; if this is not successful, they will call on the ChiefCommissioner. In the last resort the Dispute clause 50 of the GGSConstitution may be activated under the Chief Commissioner’sdirection.It is vital to remember that all persons involved in the conflict areimportant so it is best that other members do not take sides or repeatstories. <strong>YA</strong> BRANCH WAY OF WORKPLANNINGIt is the business of the <strong>YA</strong>BC to develop the direction and plans for theBranch, including budget, in line with the GGS Strategic Plans and theneeds and aspirations of the <strong>YA</strong> members and present a plan to theYearly Meeting for adoption.Direction means deciding how you willmeet GGS policiesexpand the membership of the Branchmake sure that the Developmental Programme continues to meet theneeds of the membersA good idea is to have a few overall goals for three years, such asbelow, to include working towards those overall goals each year andstill meet <strong>YA</strong>BC’s responsibilities for the Branchopening one chapter per year and recruit 100 new <strong>YA</strong>s per yearas many <strong>YA</strong>s as possible to go to a World Centre in 3 years timereview the Developmental Programme 3 years from nowWhen you are working on the plans it helps to have an outside person,perhaps someone from the ExCo or GGS Council to facilitate theprocedure so that everyone can be involved in the creative process.Planning means that you have a schedule of what you want to do andyour plans are SMARTspecific – says exactly what you will domeasurable – says when, how much will happen, who will participateachievable – asks can it really happen, will ‘everyone participate’ orjust 50%realistic – considers personnel, funds etctime bound – states when it will be finished so you can decide itssuccessTo begin remember that your plan willshow how the <strong>YA</strong>BC will promote the <strong>YA</strong> Branch for the whole year toincrease the membershipgive members the opportunity to choose between 6 activities peryear to meet their membership requirementWorking document. <strong>YA</strong> BRANCH WAY OF WORKDEVELOPING THE BRANCHOpening new ChaptersIn your overall plans decide what and where you wish to open chapters.Make your decisions on plans that you have made for a three yearperiod and decide where the most suitable place to begin recruitment,given the current personnel and budget.Consider what your competition is and what you are ‘selling’ andapproach accordingly. Seek help from the Communications andMembership Committees of GGS.See section below for what is involved in forming a new chapter andpage 27 this <strong>Handbook</strong> for How a Chapter Works.Recruiting new membersMembers will mostly come from the secondary schools and recruitmentneeds to be ongoing to those girls. Consider the ways that you couldpromote the <strong>YA</strong> Branch to those girls rather than expect them to cometo headquarters. If resolution is not possible the chapterwill inform the <strong>YA</strong> Branch Commissioner through filling out theappropriate form. On receipt the <strong>YA</strong> Branch Commissioner will ensurethat all administrative procedures are implemented to note theclosure.If there are <strong>YA</strong>s who would like to continue appropriate steps will betaken to find another chapter for them to join. ACKNOWLEDGEMENTThis 2011 Developmental Programme for <strong>YA</strong>s owes its genesis to the concernof the ExCo of GGS for the development of the young women in its care.It was in 2000 that the <strong>YA</strong>s of GGS came into being and its trainingprogramme has served well the young women who have passed through.Nonetheless much has changed in that time and a programme that addressesthe trends of today is needed now.Research to ascertain the need was carried out through focus groups,interviews and literature reviews. Programmes for similar age groups inother member organisations of WAGGGS were researched. The findings wereshared with stakeholders and the idea of the Core Programme and the sixFocus Areas came into being. One can say that the <strong>YA</strong>s with the input ofmany others developed this Programme.Many people have generously given of their time and energy to theproduction of the Programme attending meetings, reviewing manuscripts andanswering constant questioning plus a great deal of creative input.
