PVAO BulletinP A G E 14VOLUME 5 ISSUE 1 ▪ March 2012MATTERS THAT MATTER TO VETERANSConcerns on Suspension and Resumption of PensionConsistent with the government’s reform agenda to promotetransparency, accountability, and good governance in public service, the cleansing of pension list is now on its full swing at the PhilippineVeterans Affairs Office (PVAO).The cleansing of the pension list is a continuing process and involvesthree components: (1) the Revalidation Program, (2) the issuanceof PVAO Pensioner’s ID, and (3) the Direct Remittance PensionServicing System (DRPSS). Although it has been implemented since2008, a lot of our pensioners are still unaware of the positive developmentthat is ongoing in PVAO and are therefore unable to complywith the program. As a consequence, their pensions were suspendeddue to the following reasons:1. Change of AddressPVAO’s primary means of communicating with our pensioners is through mail. This is how we send the Pensioner’sUpdate Form and the Revalidation Form to our pensioners. However, if the pensioner has changedaddress and thus unable to receive the forms, this causes the delay (if not, failure) of submission on the part ofthe pensioner. Make sure to update PVAO by simply writing a letter informing us of any change in address.2. Direct Remittance Pension Servicing SystemThe Direct Remittance Pension Servicing System (DRPSS) does away with the mailing of checks and instead, pays the pension through bank remittance. It does not only allow a faster and safer delivery of pension, it alsonotifies PVAO of inactive bank accounts (or non-withdrawal of pension) for at least three (3) consecutivemonths. The servicing banks include the Philippine Veterans Bank, Land Bank of the Philippines, DevelopmentBank of the Philippines, United Coconut Planters Bank, Asia United Bank, Maybank, AFPSLAI, AMWSLAI, andCWSLAI. The DRPSS has been fully implemented since 2008.3. Returned Notice of Revalidation and/or Pensioner’s Update Form (PUF)The revalidation program is the agency’s way to determine the status and update the records of its pensioners. It is done through accomplishing a Revalidation Form and/or Pensioner’s Update Form (PUF). The accomplishedforms should be returned to PVAO. If PVAO does not receive an accomplished form from the pensioner,PVAO will mail another to the address indicated in the pensioner’s bank account. However, if the pensionerstill fails to accomplish and return the PUF, his/her pension will be suspended. Revalidation and mailingof PUF is done on the birth month of the pensioner. If you have not received any on your birth month, pleasecall the Veterans Records and Management Division at 986-1983 or download a PUF at www.pvao.mil.ph.5. Report of Re-marriageThe pensions granted to the surviving spouse of a veteran is valid until he/she remarries or dies. PVAO willimmediately suspend the pension of a veteran’s spouse after verification of a report of re-marriage.

PVAO BulletinP A G E 15VOLUME 5 ISSUE 1 ▪ March 20126. Report of DeathAll the pensions granted to a veteran is valid until his/her death. PVAO will immediately suspend the pensionof a veteran after verification of a report of his/her death.7. Stop Payment (due to verification of identity, determination of legal heir, and other legal inconsistencies)Pensions can also be suspended if there are perceived irregularities in the pensioner’s identity, legal status, and other information that may question the pensioner’s rightful claim. If your pension was suspended due to any of these reasons, you just simply have to apply for a resumptionof pension by accomplishing a Resumption Form (which can be secured from the Resumption Section, ClaimsDivision or any PVAO Field Service Extension Office) along with submitting the following requirements:Type of SuspensionChange of AddressReturned Notice of RevalidationReturned Pensioner’s Update Form (PUF)Direct Remittance Pension Servicing SystemReport of Re-marriageReport of DeathStop Payment (due to verification of identity, determinationof legal heir, and other legal inconsistencies)1. However,if the spouse indeed contracted subsequent marriage, her pensionwill be terminated with finality.1. Personal appearance of the pensioner(If the pensioner cannot appear personally due to poor physicalor health conditions, a spot investigation by PVAO will be conducted)2. Identity Form3. Thumbprint Form1. Personal appearance of the pensionerIf the pensioner cannot come personally to PVAO, an authorized representative may get the ResumptionForm from PVAO and have the pensioner accomplish the form at his/her current location. However, thethumbprints should be affixed in the presence of a PNP/AFP/NBI or barangay official. Why is it important to have your thumbprints done inthe presence of a PNP/AFP/NBI officer or barangayofficial?PVAO employs dactyloscopy to verify the identity of its pensionersand consequently cleanse its masterlist. These officersknow the right or sufficient marks needed by the fingerprintexaminers to perform dactyloscopy.Dactyloscopy /dak′ti/dak′ti-los′kŏlos′kŏ-pē/An examination of the markings in printsmade from the fingertips; employed as amethod of personal identification.
