Type of business or sector The Centre for Science, Society and Citizenship (<strong>CSSC</strong>) is an independent, non-partisan, research<br />
centre based in Rome (IT). <strong>CSSC</strong>’ overall aim is to contribute to a better understanding of the<br />
contemporary world by clarifying the human (social, cultural and ethical) factors which shape<br />
technological innovation. <strong>CSSC</strong> was incorporated as an Ltd on 12 March 2002 and was further<br />
registered as a private research centre by the Italian Ministry of University and Research. <strong>CSSC</strong> is<br />
accredited by the Faculties of Psychology of the La Sapienza University of Rome to provide<br />
internship programs in socio-psychological research for undergraduate, graduate and PhD students.<br />
<strong>CSSC</strong> participates in the Fundamental Rights Platform of the Fundamental Rights Agency of the EU<br />
(FRA). The Centre is member of the European Association of Centers of Medical Ethics (EACME)<br />
and of the International Association of Bioethics (IAB). <strong>CSSC</strong> is member of the Italian Confederation<br />
of Education and Knowledge Companies (Assoknowledge). By taking an interdisciplinary approach,<br />
<strong>CSSC</strong> explores social, cultural and ethical implications of emerging technologies (e.g., biometrics,<br />
cloud computer, assitive technologies) in various fields (e.g.,homeland security, disaster<br />
preparedness, e-health, e-Inclusion). <strong>CSSC</strong> focuses on the needs of policy makers and those who<br />
advise them. <strong>CSSC</strong> believes in the values of dialogue, responsibility, integrity and care. The centre<br />
promotes open conversation between individuals, communities and institutions by encouraging trust<br />

SCIENTIFIC CAREER: <strong>Emilio</strong> <strong>Mordini</strong> has pioneered research in psychiatric ethics, ethics of globalization<br />
and emerging global risks, privacy and societal impact of security and identification technologies. In all<br />
scientific areas in which <strong>Emilio</strong> has given his contribution, he has been an inspiring leader and has produced<br />
a major impact. Since the 1990s, <strong>Emilio</strong> has developed an original approach to ethical and societal impact<br />
analysis by exploring the role of collective imaginary. <strong>Emilio</strong>’s major scientific contributions concern to the<br />
notion of social unconscious - which derives from scholars such as Castoriadis1 , Hopper2 , and Taylor3 -<br />
applied to ethical and societal impact4 . According to <strong>Emilio</strong>, understanding the implicit assumptions, values<br />
and vision which underlie the emerging of a technology is vital for technology governance and policy.<br />
Imaginaries and unconscious social drives are materially powerful; they do shape practices, relationships,<br />
and commitments, and as such, they demand reflective, accountable attention and analysis. The whole<br />
<strong>Emilio</strong>’s scientific career witnesses his ability to productively change research fields and establish new<br />
interdisciplinary approaches.<br />
Psychiatric Ethics: <strong>Emilio</strong> was partner at the Psychoanalytic Institute for Social Research where he<br />
pioneered research on the ethics of psychiatry and neuroscience. In 1993 he organized with the Italian<br />
National Research Council the first European Multidisciplinary Congress on Psychiatric Ethics. In 1994 he<br />
gave a series of lectures in Paris under invitation of the French Ministry of Research and served in the<br />
committee of the First International Congress on Philosophy and Medicine in Paris. <strong>Emilio</strong> was also<br />
contractor in the FP4 funded project Ethical Aspects of Coercive Supervision and Treatment of<br />
Uncooperative Psychiatric Patients in the Community. Still in 1994, <strong>Emilio</strong> was awarded with a grant by the<br />
ELSA program of DG XII for organizing the workshop “Ethical Aspects of Brain Research” (Rome). In 1995<br />
<strong>Emilio</strong> served in the committee of the Conference “Ethique et Recherche sur le Cerveu” (French Ministry of<br />
Research), and was keynote speaker in the XVI World Congress of Social Psychiatry (Rome), in the Annual<br />
Conference of the European Brain Bank Network (Barcelona), and in the Conference “Informed Consent in<br />

Psychiatry” (Berlin). In 1996 <strong>Emilio</strong> co-chaired the First International Conference on Philosophy and<br />
Psychiatry (Malaga), and was co-founder of the International Network on Philosophy and Psychiatry and the<br />
Association for the Advancement of Philosophy and Psychiatry. In 1997 <strong>Emilio</strong> was invited by the Italian<br />
Psychiatric Association (IPA) to deliver a key note on psychiatric ethics in the 40th Congress of the Italian<br />
Psychiatric Association (Palermo). Subsequently he was invited by the IPA to organise the first Italian course<br />
on psychiatric ethics. <strong>Emilio</strong> was section editor of the psychiatric section of the Encyclopaedia of Applied<br />
Ethics. In 1997 <strong>Emilio</strong> was awarded by the EC with an FP5 research contract on Ethical, Legal, and Social<br />
Aspects of Brain Research. In 2002 <strong>Emilio</strong> was invited to give one of the opening lectures in the World<br />
Congress of Psychiatric Genetics (Brussels).<br />
Ethics of Globalisation and Emerging Global Risks: In the late 1990s - through his interest in ethics<br />
and fundamental rights - <strong>Emilio</strong>’s was challenged by the ethics of globalisation. In 1996 he was awarded by<br />
the EC with a grant for organising a workshop on Ethical, Legal and Social Aspects of Vaccination and in<br />
1998 he was appointed coordinator of a 3 year FP5 research project on Ethical, Legal, and Social Aspects of<br />
Vaccine Research. In the same year <strong>Emilio</strong> was invited by the Council of Europe to deliver a keynote on<br />
ethics of vaccine research in the International Conference “Ethical issues arising from the application of<br />
biotechnology” (Oviedo, May 16-19). In the following years <strong>Emilio</strong> participated as a main contractor in two EC<br />
funded projects on ethics of HIV research in developing countries, and in 2002 he was awarded with a new<br />
research contract for coordinating a 4 year research on Bioethical Implications of Globalization Processes. In<br />
this period <strong>Emilio</strong> published extensively on ethics, ethnicity, and global risks, and he was invited to serve as a<br />
member of the editorial committee of the Dictionary of Race and Ethnicity published by Sage in 2001.<br />
Focusing his efforts on creating an international research centre devoted to ethical, political and social<br />
implications of emerging technologies, in 2002 <strong>Emilio</strong> founded the Centre for Science, Society and<br />
Citizenship (<strong>CSSC</strong>), an independent, non-partisan, research centre, whose aim is to contribute to a better<br />
understanding of the contemporary world by clarifying the human factors which shape technological<br />
innovation. <strong>Emilio</strong> was then invited by the Chinese Centre for Disease Control as a keynote speaker in the<br />
“International Workshop on Influenza Pandemic Preparedness and Control” (International Risk Governance<br />
Council, Beijing, 2006). He served in the Advisory Board of the International Conference on Ethics, Research<br />
and Globalisation (European Commission, Brussels, 2006). In 2008 <strong>Emilio</strong> was invited to deliver a key note<br />
in the Interministerial conference “e-Health without frontiers” organised by the Slovenian Presidency of the EU<br />
(Portoroz, 6-8 May); in the same year he was also invited to deliver a key note in Paris, in the international<br />
conference “Ethical Issues in European National Preparedness for Pandemic Influenza” (Paris, 20-21<br />
November). Since 2008 he has also been serving in the International Advisory Board of Center for Public<br />
Health Security at the Haifa University (IL). In 2009 <strong>Emilio</strong> was awarded by the NATO Science for Peace<br />
Program with a grant for organising a NATO ARW on Internet-based intelligence for public health<br />
emergencies and disease outbreak: technical, medical, and regulatory issues. In 2012 <strong>Emilio</strong> has started<br />
as a scientific coordinator a FP7 project devoted to “Transparent communication in Epidemics: Learning<br />
Lessons from experience, delivering effective Messages, providing Evidence”.<br />
Privacy and Societal Implications of Security and Identification Technologies: Research on<br />
emerging global threats, led <strong>Emilio</strong> to the vast area of security and identification technologies and their wider<br />
societal, policy and privacy implications. He pioneered research in the field of ethics of biometrics and in<br />
2004 he launched the EC funded project Biometric Identification Ethics. <strong>Emilio</strong> initiated two seminal<br />
international conferences (in Brussels and Washington DC) on ethics and biometrics convened by the<br />
European Commission and the US Dept of Homeland Security. In 2006 <strong>Emilio</strong> chaired a NATO Advanced<br />
Workshop on Identity, Security and Democracy (Jerusalem) and in 2008 he was awarded with a FP7 grant<br />
to coordinate a 3 year research project on Homeland security, biometric identification & personal detection<br />
ethics. In 2009 he was also appointed as a coordinator of the FP7 project Rising pan-European and<br />
international Awareness of Biometrics and Security Ethics. In the scope of this project <strong>Emilio</strong> supported the<br />
organization of the Third International Conference of Ethics and Policy of Biometrics (Hong Kong, Jan 4-5,<br />
2010). <strong>Emilio</strong> chaired the ethical and legal WG of the Biometric European Stakeholder Network, funded by<br />
the EC in the scope of the ICT PSP programme. <strong>Emilio</strong> has been also invited to serve as a member of the<br />
ENISA Stakeholder Forum on Emerging and Future Risks; as a member of the EC expert group on Social<br />
Aspects of Security Research; as a member of the EC expert group on the ethical and regulatory challenges<br />
to science and research policy at the global level. Since 2009 he has been chairing the biometric sector of<br />
the Italian Association of Knowledge Companies (Assoknowledge) and since 2011 he has been elected<br />
scientific secretary of the Biometric Technological Alliance established by the Italian Ministry of Research.<br />
<strong>Emilio</strong> sits in the European Committee for Standardization (CEN) WG18 on Biometrics, chairs the ethics<br />
and privacy committee of the European Association for Biometric, chairs the WG6 (ethics and society) of<br />
the COST ACTION IC1106 Integrating Biometrics and Forensics for the Digital Age. In 2012 <strong>Emilio</strong> has<br />
started as a scientific coordinator a FP7 research project devoted to Public perception of security and<br />
privacy: Assessing knowledge, Collecting evidence, Translating research into action.<br />

CONTRACTS AWARDED Since 1993 <strong>Emilio</strong> <strong>Mordini</strong> has maturated an extensive experience in coordinating and leading<br />
international and multidisciplinary teams. The context of working in large European framework programs,<br />
gave him the chance to develop the suitable sensitivity to innovate without neglecting already existing<br />
