New Study Shows Limited Use Of Electronic Medical RecordsLess than a third of the nation’s hospitalemergency and outpatient departments useelectronic medical records, and even fewer doctors’offices do, according to a report released today bythe Centers for Disease Control and Prevention(CDC).About 31 percent of hospital emergencydepartments, 29 percent of outpatient departments,and 17 percent of doctors’ offices have electronicmedical records to support patient care, as reportedin CDC’s ambulatory medical care surveys,conducted from 2001 to 2003.The use of electronic records in health care lagsfar behind the computerization of information inother sectors of the economy. In health care, billingapplications were the first to be computerized.Electronic billing systems are used in three-quartersof physician office practices, but computerizationof clinical records has been much slower.To help bring health care into the informationage, President Bush calledfor the majority ofAmericans to haveelectronic health recordswithin 10 years andestablished the role of aNational Coordinator forHealth InformationTechnology in order torealize this goal.“Electronic medical records and computerizedsystems offer opportunities to improve the qualityof medical care in all settings as health careproviders learn the potential of these systems andhow to use them,” said Catharine W. Burt, Ed.D.,lead author of the study. “The majority ofambulatory care in this country is provided inphysicians’ offices but less than one in five doctorsis using electronic medical records.”The survey measured the use of systems toimprove the accuracy and safety of prescriptiondrug use. About 8 percent of physicians use acomputerized physician order entry system(CPOE), in which orders for drugs and diagnostictests are entered electronically rather than onprescription pads. 10ULRICH MEDICAL CONCEPTSHHS Secretary Says Health Information Technology Should Be Urgent PriorityHHS Secretary says health informationtechnology should be urgent priorityHealth & Human Services Secretary MikeLeavitt recently issued a report citinginvestment in information technology (IT) as anessential, high priority for the American healthcare system and the U.S. economy.“Information technology is a pivotal part oftransforming our health care system,” SecretaryLeavitt said. “We are at a critical juncture.Working in close collaboration, the federalgovernment and private sector can drivechanges that will lead to fewer medical errors,lower costs, less hassle and better care.”The report, “Health Information TechnologyLeadership Panel: Final Report,” was releasedat the Business Rountable’s Chief ExecutiveOfficer (CEO) Health Care Summit whereSecretary Leavitt and Treasury Secretary JohnSnow discussed the burden of rising health carecosts on the U.S.economy and globalcompetitiveness and therole of health IT inmanaging these costs.The meeting was chairedby Michael B.McCallister, CEO ofHumana, Chairman ofthe Roundtable’s Healthand Retirement Task Force, and leader of theRoundtable’s efforts to improve the health caresystem.In April 2004, President Bush called forpersonal electronic health records for mostAmericans within 10 years and nationwideadoption of health IT. Answering this call, HHSissued the Framework for Strategic Action inJuly 2004. The Lewin Group, a health carepolicy consulting firm, which was the HHScontractor, convened the Health InformationTechnology Leadership Panel. The investment in health IT is urgentand vital to rising health care demands, businessinterests and the broader US economy. Despitethe initial costs, health IT will become anessential means — among others — formanaging health care costs.
