TMCA NEWS JUNE 20112President’s <strong>Message</strong>an opportunity to brag on the <strong>Texas</strong> clerks and our outstanding Association. Ifyou have not had the opportunity to attend an IIMC conference, I encourage youto try to find a way to do so. The educational opportunities are outstanding, andthe networking is incredible.There were many sessions at IIMC, including sessions on records management,budgeting, leadership, problem solving techniques, and management, just to namea few. You never know when you will hear something that really impacts you. Forexample: one <strong>of</strong> the sessions I attended was on having fun with public speaking.The speaker talked about using laughter as a connector. It was a great session.There were two things that really hit home for me – how your attitude affects yourday and the importance <strong>of</strong> celebrating something every day. One <strong>of</strong> the speaker’sexamples was what happens when you allow a negative incident that occurs onthe way to work impact the rest <strong>of</strong> your day. That really spoke to me since I have along drive into work, and the chances <strong>of</strong> traffic jams or rude drivers are pretty high.The speaker’s suggestion was to look for things to be grateful for during the dayand to remember them as the day goes on. Her point being that if we focus daily onSpecial messagefrom the presidentI know there are many, many questions about the passage<strong>of</strong> SB 100 and its impact on cities. Questions are stillbeing asked <strong>of</strong> <strong>Texas</strong> <strong>Municipal</strong> League and the Secretary<strong>of</strong> State about various provisions in the law, and moreinformation will be provided to you as soon as we have it.I encourage you to read the bill and to give a heads up toyour city attorney. A PDF <strong>of</strong> SB 100 can be downloadedhere.We will be discussing this bill and its impact at the TMCCPLegislative Update in August.In an email to <strong>Texas</strong> city <strong>of</strong>ficials, TML stated it is planninga one-hour seminar on June 29. If it is approved, the RFPprocess will be effective in 2014. In 2012 TML will celebrateits 100 th anniversary during the Annual Conference to beheld at the <strong>Texas</strong> Gaylord in Grapevine. TML is asking allaffiliates to plan a conference meeting or event for nextyear to commemorate the anniversary.In addition, TML provided legislative updates to the citiesthis year through webinars which were very successful. It was an honorto participate in the opening ceremonies and carrythe <strong>Texas</strong> flag in the Parade <strong>of</strong> Flags.At the annual meeting held on Thursday, themembers present approved the constitutionalamendment changing the Ethical StandardsCommittee from a standing committee <strong>of</strong> fivemembers appointed by the president to an ad hoccommittee <strong>of</strong> three members appointed by theboard (when needed). The line <strong>of</strong> credit has been paid <strong>of</strong>f early,and we now have reserves in place. Policiesare now in place to ensure that expenses <strong>of</strong>the executive committee and board are fiscallyresponsible. Mrs. Benitez then presented Mrs. Ybarra with a purplechrysanthemum and administered the oath <strong>of</strong> <strong>of</strong>fice to Mrs. Ybarra,who will serve as the 2010–2012 historian for the Alamo Chapter.President Jennifer Reyna introduced Mr. Robert Balli, payroll representative,Paychex Payroll Services. Cindy Crosby gave us a great presentation on Twitterquorums and social media pitfalls when dealing with open government.It was very enlightening, as social media is becoming more prevalentwith local governments. And while social media can be a great resourcefor getting information to your citizens, it’s important to remember theunintended consequences it can have when it comes to open government.Cindy also covered some legislative committee recommendations that havebeen made regarding social media and open government. For a list <strong>of</strong> thoserecommendations--or the entire presentation made to our chapter (and it’schock full <strong>of</strong> great information and links!)--contact Sara White at swhite@round-rock.tx.us.Betty Brown also updated us on newly filed legislative bills and reportedthat over 2000 bills had been filed the previous three days before our meeting!WOW—can you imagine?! Betty also highlighted some bills that weneed to keep an eye on, mostly related to elections and open government.We also started discussing our annual Salado Seminar that takes place everyJuly. If you don’t have your room booked yet, you’d better hurry! Roomsalways fill up quickly at the Stagecoach Inn, and the Salado seminar is alwaysa fun one to attend. There are great speakers and an even better silentauction. Get your pens ready to bid on some great items this year!! TMCA NEWS JUNE 2011Capital Chapter17On April 8 Bryan City Secretary Mary Lynne Stratta, TRMC, and theCity <strong>of</strong> Bryan hosted an Athenian Dialogue, held at the TraditionsGolf and Country Club in Bryan, over the book The Junction Boys.Twenty-two people attended the event from seven different states. Inaddition, six <strong>of</strong> the Junction Boys—Jack Pardee,Billy Pete Huddleston, Lloyd Hale, Dennis Goehring,Marvin Tate, and Dutch Ohlendorf—attendedand participated in the dialogue. What aneat thing to be able to see and talk to the actualpeople from a book you are studying. Atheniandialogues are extraordinary events that can benot only a learning experience, but fun as well.Don’t forget that if you’re in your second TRMCcertification renewal, they can also count towardsyour recertification credit!Our always-popular city secretary/clerk t-shirtscontinue to be a great fundraiser for our scholarship fund. The proceedsfrom these sales allow us to send members to not only TMCAseminars, but also IIMC seminars and conferences. We hope youcontinue to enjoy them. San Juan City Secretary Bobby Rodriguez graciouslywelcomed members and treated everyone to a very delicious BBQ lunch.After the invocation was delivered by Chapter President Perla Zamora,TRMC, deputy city secretary, McAllen, nominations were sought to fillthe <strong>of</strong>fice <strong>of</strong> secretary/treasurer. San Juan City Secretary Bobby Rodriguezwas nominated, and after a unanimous vote, was sworn into <strong>of</strong>ficeby Vice President Hilda Pedraza, TRMC, city clerk, Pharr.Among the issues discussed and acted on were amendments to the bylaws,tuition assistance policy, and an election-related matter involvingvoting equipment. Earlier this year, the Hidalgo County EA receivedapproval from the County Elections Commission and CommissionersCourt to do away with the leasing option <strong>of</strong> voting equipment to citieswishing to conduct stand-alone elections, and alternatively would only<strong>of</strong>fer full service election contracts effective 2011. In doing so, they citedissues with budget cuts, employee reduction and time limitations. Afterconcerns were expressed to the county judge by local city secretaries whoconduct stand-alone elections, the Elections Commission reconsideredSan Juan City Secretary Bobby Rodriguez was sworn in as chapter secretary/treasurer by Vice President Hilda Pedraza, TRMC, city clerk, Pharr.

The Elections Commission instructed theEA to begin making presentations to the various political entitiesto seek “buy in” with respect to 1) moving the General Electionsfrom May to November and 2) contracting the election out to thecounty with a joint ballot.Further, in an effort to prepare for 2012 and beyond, McAllen ITDirector Belinda Mercado was asked to attend the meeting to talkabout the procurement process and state contracts as they relate tovarious voting systems. Ms. Mercado noted that state pricing wasdated, and she was waiting for a response to see if those contractsand pricing would be revised since they reflected 2005 pricing. Sarah Jacobsenwith the <strong>Texas</strong> State Library conducted a session on “Records Management.”Motivational speaker and trainer, Marti Miller, helpedus to derive more “Joy on the Job” and Ann Marks taught us howto better communicate through the art <strong>of</strong> “Face Reading.” It wasvery interesting. We also conducted our pr<strong>of</strong>essional meeting duringlunch where we received a short legislative update from JennyGravly with Taylor Olsen Sralla and Elam. It was a great day <strong>of</strong>learning and networking! Planning will begin soon for next year’sseminar. I hope to see you all there!We have a special meeting planned for June in Arlington. The meeting was hosted by the City <strong>of</strong> Littlefieldand City Secretary Janine Butler.President Toni Chrestman, TRMC, city secretary, Slaton, called themeeting to order.Littlefield City Secretary Janine Butler introduced Ashley Harder,Corporate Market Director for the American Heart Association.Ashley Harder gave a very informative presentation on heart diseasein women; the presentation included signs <strong>of</strong> a heart attack.Handouts and “Go Red” pins were distributed; April is “Go Redfor Women” month.President Chrestman welcomed members and our guest. She thenread her thank-you note to the group for flowers sent during theloss <strong>of</strong> her mother.President Chrestman congratulated <strong>Texas</strong> Registered <strong>Municipal</strong>Clerk certification graduates for 2010: Beth Walls, TRMC, citysecretary, Levelland; Murvat Musa, TRMC, city manager, RansomCanyon; and JoAnn Beard, TRMC, city secretary, Smyer.
