We appreciatethe opportunity to contribute to this national scientific training program. <strong>Spartanburg</strong> Public Safety DepartmentPolice Services<strong>Spartanburg</strong> Public Safety DepartmentPolice ServicesLaw Enforcement Accreditation<strong>Spartanburg</strong> Public Safety Law Enforcement was awarded National Accreditationon March 20, 1999 by the Commission on Accreditation for Law EnforcementAgencies (CALEA). The Department is also recognized as an accredited agencywith the South Carolina Law Enforcement Accreditation Council (SCLEA) and isa member <strong>of</strong> the South Carolina Police Accreditation Coalition. Pro<strong>of</strong> that complianceto national standards has been maintained is required to CALEA every threeyears.Homeland SecuritySince December 2005, an agency representative has been appointed to the FBI’s Joint Terrorism Task Force(JTTF). In February <strong>of</strong> <strong>2012</strong>, the FBI along with our JTTF appointee executed search warrants at three locationsas part <strong>of</strong> a 14 month long investigation into the criminal enterprise <strong>of</strong> New Deals Market located within the citylimits <strong>of</strong> <strong>Spartanburg</strong>. Our appointee initiated this investigation which identified New Deals Market’s criminalenterprise partners as Fast Point Convenience Store in <strong>Spartanburg</strong>, SC; and PJ’s Wholesale Inc. located in ColumbusOhio. These three businesses were involved in EBT fraud and importing counterfeit goods such as “knock<strong>of</strong>f” Nike shoes, Ralph Lauren Polo shirts, and New Era 59/50 baseball caps, among others from the People’sRepublic <strong>of</strong> China.Criminal InvestigationCriminal Investigation Division personnel are required to perform a variety <strong>of</strong> tasks. In addition to the investigativefunction, employees are responsible for crime prevention, latent examinations, crime scene processing, ganginvestigations, and coordinating programs aimed at reducing youth involvement in crimes.Investigators are assigned to check all tips that are generated through Crime Stoppers as well as those tips thattexters provide through our Text-a-Tip service. These services allow citizens to share information without disclosingtheir identity.Fast Point Convenience Store<strong>Spartanburg</strong>, SCNew Deal’s Market<strong>Spartanburg</strong>, SCThe JTTF made six arrests and seized over three million dollars <strong>of</strong> counterfeit goods at these locations. All sixpersons have pleaded guilty to EBT and counterfeit goods charges in United States District Court.Combating Gangs for a Safer CommunityPJ’s Wholesale, IncColumbus, OHUnsolved HomicideOn April 14, <strong>2012</strong>, around 9:00 p.m., Tommy “TJ” Williams drove his vehicle into thedriveway and to the rear <strong>of</strong> a residence on Amherst Dr. in <strong>Spartanburg</strong>, SC. Mr. Williamswas shot and killed as he opened the door to exit the vehicle. We are still working to identifythe person(s) responsible for the killing <strong>of</strong> Mr. Williams. Anyone with information aboutMr. Williams’ death or any other crime can provide that information to law enforcementby calling Crime Stoppers at 1-888-CRIME-SC or text TIP649 with your tip to CRIMES(274637).Tommy (TJ) WilliamsYouth Violence ReductionIn 2011, our Department became one <strong>of</strong> the original participants in the UpstateGang Working Group. The Group works to reduce gang related violence by identifying,prioritizing and targeting the most violent gangs in the Upstate <strong>of</strong> SouthCarolina. The Upstate Gang Working Group is comprised <strong>of</strong> local, state and federallaw enforcement agencies.Officer participation in this multi-jurisdictional task force ensures coordination <strong>of</strong> investigative efforts eliminatesduplication <strong>of</strong> investigations and allows law enforcement to address all aspects <strong>of</strong> a particular gang. Because <strong>of</strong>the diversity and capacities <strong>of</strong> the partner agencies, The Upstate Gang Working Group is able to continually assessand develop actionable gang related intelligence for the benefit <strong>of</strong> the Upstate and the State <strong>of</strong> South Carolina.The Youth Violence Reduction Initiative focuses on reducing the likelihood<strong>of</strong> juvenile <strong>of</strong>fenders engaging in subsequent criminal or delinquent behavior.The program was started in September 2009. During <strong>2012</strong>, 79 juveniles wereenrolled in the initiative. Ninety-nine percent (99%) <strong>of</strong> the enrollees have successfullycompleted program requirements or are in compliance with programrequirements. <strong>Spartanburg</strong> Public Safety DepartmentPolice Services<strong>Spartanburg</strong> Public Safety DepartmentPolice ServicesOffice <strong>of</strong> Victim ServicesOur Victim Specialists provide support services to crime victimsand witnesses in the <strong>City</strong> <strong>of</strong> <strong>Spartanburg</strong>. They providemany services to include crisis counseling, referrals to partneringcommunity agencies for shelter and pr<strong>of</strong>essional counseling.They served over 960 victims in <strong>2012</strong>. They also coordinate our“Day <strong>of</strong> Prayer” and “Shop with a Cop” as a support to crimevictims.Our Victim Specialists work to protect and preserve the rights<strong>of</strong> victims as prescribed by law.Traffic EnforcementInjuries and property damages from traffic collisions cause significant economic losses to families and communities.Traffic collision related injuries and deaths are preventable. Enforcement <strong>of</strong> traffic violations and driversafety education are effective interventions for improving safety on our roadways. Information is exchanged to givestudents a better understanding <strong>of</strong> how they can bestutilize the services that are <strong>of</strong>fered by the <strong>Spartanburg</strong>Public Safety.The Public Safety Department implemented theCitizens Academy program in April <strong>of</strong> 2004, the mostrecent class ended December <strong>of</strong> <strong>2012</strong>. Since the inception<strong>of</strong> the Public Safety Academy, approximately380 people have graduated. Several graduates have made a career choice to seek employment with the <strong>City</strong> <strong>of</strong><strong>Spartanburg</strong> and are currently serving as police <strong>of</strong>ficers.Citizens who attend the Academy will receivetraining in the following areas: <strong>City</strong> Fire Divisionoperations, <strong>Spartanburg</strong> County E-911, <strong>Spartanburg</strong>County Detention, <strong>Spartanburg</strong> County Courthouse,Property and Evidence, Tactical Operations(SWAT), Narcotics Unit, K-9 demonstration, Traffic,and Forensics.Riding alongside a police <strong>of</strong>ficer, donning a firefighter’sprotective gear, and touring the facilitiesare intense experiences and is highly recommendedby past graduates.SPO Charles Moore made 52 DUI arrests in <strong>2012</strong>.Special EventsSpecial Event PermitApplications ReviewedDoes not reflect hours <strong>of</strong> <strong>of</strong>ficers working normal schedules or hours<strong>of</strong> fire personnel.Public Safety staff plays a vital role in safety planning and providing securityfor many <strong>of</strong> the Special Events that take place in our city.
