As we all close ano<strong>the</strong>r school year, it is a time<strong>of</strong> reflection on what was positive this year and howwe might improve our program next school year.As counselors we always encourage students toimprove and we try to role model improvement inall aspects <strong>of</strong> our life. Often I hear school counselorssay, “I want to do my best or be <strong>the</strong> best that I canbe.” I realize that sometimes we want to be <strong>the</strong> best,but we lose <strong>the</strong> spirit or energy along <strong>the</strong> way topush on. Isn’t it great when we can be encouragers to each o<strong>the</strong>r as we strive tomotivate our students?This has been an incredible year working with <strong>the</strong> amazing <strong>Texas</strong> <strong>School</strong><strong>Counselor</strong> <strong>Association</strong> board, committee chairs and <strong>the</strong> members. As wecome to <strong>the</strong> end <strong>of</strong> my year as president, I want to thank you for your support,listening ears and motivations to strive to make TSCA <strong>the</strong> organization to serveschool counselors. Many weekends have been dedicated to working on variousprojects this year.Pat Freberg led <strong>the</strong> CREST committee this year and we received CRESTdocuments from all over <strong>the</strong> state last November. All CREST documentswere scored in record time. The schools were notified before winter break, so<strong>the</strong>y could plan to attend our conference in February and participate in <strong>the</strong>celebration luncheon for <strong>the</strong> forty-three CREST winners. Next year your schoolcould be among those winners — begin preparing now to submit a document inNovember.In February we hosted a successful school counselor conference. We hadincreased attendance, excellent break-out sessions, impressive keynote speakersand members visited <strong>the</strong> capitol to talk to <strong>the</strong>ir legislators. I am grateful toeveryone who worked to make this conference a successful pr<strong>of</strong>essional growthopportunity for all who attended. Also I appreciate all who attended andprovided valuable feedback on how to improve <strong>the</strong> 2014 conference in Houston.On May 18, <strong>the</strong> board had a strategic planning meeting to determine whatgoals will be most important to TSCA for <strong>the</strong> next five years. We reviewed <strong>the</strong>organization’s past and present in order to plan for <strong>the</strong> future. Four new goalsemerged from that planning:• Support <strong>Texas</strong> school counselors in implementing data driven programs• Establish open communication with pr<strong>of</strong>essional school counselorsand <strong>the</strong>ir stakeholders• Advocate for <strong>the</strong> pr<strong>of</strong>essional school counselor to promote studentachievement• Provide pr<strong>of</strong>essional development for all school counselors as leaders,educators, and advocatesThe new <strong>of</strong>ficers will be highlighted in this issue, but <strong>the</strong>re are manypositions that you can volunteer for. It is critical to find key members to help usreach our vision. Please contact me, if you wish to get involved.In February, I appointed a task force to write <strong>the</strong> new <strong>Texas</strong> Model Guide.Our chair, Tammi Mackeben, has kept us on a very rapid well planned schedule.Dr. Charles Crews, Betty White, Dr. Sylvia Lopez, and Darlene Davenportjoined me to complete <strong>the</strong> committee. We will be asking for public comment at<strong>the</strong> Director <strong>of</strong> Guidance conference and TCA pr<strong>of</strong>essional growth conferencein November. 6Celebrating a Successful Legislative SessionJan Friese, TCA Executive Director and Robin Rumancik, TCA PublicRelations CoordinatorWhat an amazing session! More TCA members were engaged, more <strong>of</strong> ourbills passed, more <strong>of</strong> you testified at committee hearings and more money wasallocated for both education and mental health. In <strong>the</strong> hectic final hours <strong>of</strong> <strong>the</strong>session, many bills that were thought to have been beaten by <strong>the</strong> clock hitchedrides on moving legislation. TCA will be drilling into those bills and o<strong>the</strong>rs toproduce a final 83rd Regular Legislative Session Report for your review in lateJune. The Governor has until June 16th to veto bills.Because some bills are immediately effective and o<strong>the</strong>rs take effect as early asSeptember, many state agencies will be using expedited rule making provisionsto implement <strong>the</strong>se new laws. Our quick analysis <strong>of</strong> legislation and <strong>the</strong> proposedrules will be essential to ensure <strong>the</strong> adopted rules are favorable to pr<strong>of</strong>essionalcounselors. Please stay tuned-in and continue to advocate throughout <strong>the</strong> rulemakingprocess in <strong>the</strong> months ahead.In <strong>the</strong> meantime, here are a few highlights <strong>of</strong> <strong>the</strong> 83rd Regular LegislativeSession. Several bills that TCA actively supported were enacted this session:• SB 715 (Lucio/Farney) - amends <strong>the</strong> Education Code to provide consistentreference to “school counselor.” SB 715 was amended by <strong>the</strong> House to add<strong>the</strong> language <strong>of</strong>SB 925 and has been sent to <strong>the</strong> Governor.• SB 925 (Lucio/Farney) - adds Licensed Pr<strong>of</strong>essional <strong>Counselor</strong>s to Section21.003(b) <strong>of</strong> <strong>the</strong> Education Code, along with o<strong>the</strong>r pr<strong>of</strong>essionals that schooldistricts may hire to enhance student support services. SB 925 passed <strong>the</strong>Senate and was amended onto SB 715 in <strong>the</strong> House.• SB 913 (Lucio/Naishtat) - changes from two to three <strong>the</strong> number <strong>of</strong> timescandidates for <strong>the</strong> LPC may take <strong>the</strong> licensing exam before having to takeadditional coursework or sit out for two years. SB 913 passed <strong>the</strong> House andhas been sent to <strong>the</strong> Governor.• HB 908 (Nevarez/Uresti) - adds LPCs to <strong>the</strong> providers authorized by statuteto conduct a protective order assessment for <strong>the</strong> elderly and disabled.• SB 1609 (Schwertner/Kolkhurst) - modifies <strong>the</strong> requirements for stafftraining by health care providers (including mental health providers).O<strong>the</strong>r bills we had hoped would pass stalled-out after hearings in <strong>the</strong> SenateEducation Committee. These include bills to lower student-to-counselor ratiosand administrative workloads for school counselors. SB 401 (Lucio/Allen) whichwould have required schools to post web notices if a full time school counseloris not assigned to a campus. This was our last bill in play this session. After beingdiscussed in at least three committee meetings and twice by both <strong>the</strong> Senateand <strong>the</strong> House, <strong>the</strong> conference committee report for SB 401 failed to pass <strong>the</strong>House. This is <strong>the</strong> far<strong>the</strong>st this bill has made it through <strong>the</strong> process. The debatewas constructive and provides <strong>the</strong> legislation with a better position for <strong>the</strong> nextsession.As has been widely reported, a complex puzzle <strong>of</strong> bills passed in <strong>the</strong> finalhours to form <strong>the</strong> state budget. Funding for mental health and public educationwas increased over last session - which saw devastating cuts in those areas.Our request to increase Medicaid reimbursement rates for LPCs, LMFTs andLCSWs was considered but did not, in <strong>the</strong> end, make <strong>the</strong> list <strong>of</strong> riders in <strong>the</strong>Appropriation Bill. A slew <strong>of</strong> bills were filed to better protect Medicaid providerswho work with Managed Care Organizations, but only a few passed.Education reform was primarily addressed in HB 5 which significantlyreduces testing requirements and increases graduation plan options, though <strong>the</strong>recontinued on page 7Ashley Alcala2nd Place Junoir High/Middle <strong>School</strong> DivisionFarewellJose Villasenor, Irving ISDI have enjoyed being yourTSCA Media Chair this year.Working on <strong>the</strong> newsletter hasbeen an outstanding experience. Recognizing <strong>the</strong> impact<strong>of</strong> students’ mental health on school climate and student success, legislatorsattached to SB 460 and HB 3793 bills that would expand <strong>the</strong> scope <strong>of</strong> <strong>School</strong>Health Advisory Councils to include mental health, add a mental healthcomponent to teacher training, and provide local communities and schools <strong>the</strong>option <strong>of</strong> receiving Mental Health First training.Campus security was ano<strong>the</strong>r hot topic this session. Although HB 972,which would allow university <strong>of</strong>ficials to set <strong>the</strong>ir own rules regarding gunson <strong>the</strong>ir campuses, did not pass, SB 1907 which allows those with a concealedhandgun license to have firearms in <strong>the</strong>ir vehicles on college campuses wasenacted.The <strong>Texas</strong> Higher Education Coordinating Board and <strong>the</strong> <strong>Texas</strong> EducationAgency went through sunset review this session. SB 215 to reauthorize <strong>the</strong>Coordinating Board was enacted. SB 218 which would have abolished <strong>the</strong> StateBoard for Educator Certification as part <strong>of</strong> <strong>the</strong> TEA reauthorization did notpass. Instead, TEA was added to HB 1675 which extended <strong>the</strong> agency through2015.By almost any measure, we had a very successful session. This outcomeis a direct result <strong>of</strong> your commitment and advocacy. Each week, more than1,000 members read and acted on our Action Alert emails. More than 150pr<strong>of</strong>essional counselors and students walked <strong>the</strong> halls <strong>of</strong> <strong>the</strong> <strong>Texas</strong> Capitol,making visits and testifying on key legislation.
