Current Awareness Bulletinfor Nursing & Allied Health StaffFrom: Bloomsbury Healthcare LibraryIssue 155Mar/ Apr 2012ONLINE LINKS (Recent News & publications from various websites and newsletter sources)~ Improving adult asthma care‘NHS Improvement – Lung’ has published 'Improving adult asthma care: emerging learning from the nationalimprovement projects', which summarises the first round of the NHS Improvement - Lung asthma projects. Theaim of the asthma work stream is to test which interventions have the biggest impact on patient outcomes andexperience. This will help to ensure that people with asthma are managed optimally in both primary care andsecondary care, to improve patient outcomeshttp://www.improvement.nhs.uk/lung/NationalImprovementProjects/Asthma/Casestudies.aspx~ Health and wellbeing boardsThe Kings Fund has published 'Health and wellbeing boards: System leaders or talking shops?' This paperassesses how local authorities have developed new arrangements with their partners, and ways of workingemerging from the shadow boards. Survey respondents were mostly positive about expectations of fourobjectives that reflect their core functions: delivering locally identified priorities; achieving closer integration, morepooled budgets, and improved planning of care pathways. Skills in influencing and relationship-building ratherthan formal managerial control were though important. There were concerns about budget constraints andnational imperatives over-riding locally agreed priorities, and about the extent to which boards can influencedecisions of the NHS Commissioning Board.http://www.kingsfund.org.uk/publications/hwbs.html~ Independent review team - Interim Report on Pseudomonas DeathsThe Regulation and Quality Improvement Authority have published the interim report on the circumstancescontributing to pseudomonas infection and colonisation within neonatal units in Northern IrelandThe report highlights learning needs for all organisations involved and makes 15 recommendations for action tothe Minister for Health, Social Services and Public Safety. The 2nd stage of the review will examine governancearrangements and effectiveness of communications in relation to the pseudomonas incidents. The final reportand recommendations will be presented to the Health Minister at the end of May 2012.http://www.rqia.org.uk/cms_resources/RQIA%20Independent%20Review%20of%20Pseudomonas%20Interim%20Report.pdf

~ Productivity of the NHS'Productivity of the English National Health Service 2003-4 to 2009-10', has been published by he Centre forHealth Economics, University of York. The report demonstrates that NHS productivity has grown constantly overthis period of time, by an average of 0.1% per year, but the amount does vary widely across England.http://www.york.ac.uk/media/che/documents/papers/researchpapers/RP76%20press%20release.pdf~ Reducing emergency hospital admissionsThe Kings Fund has published 'Data briefing: Emergency hospital admissions for ambulatory care-sensitiveconditions: Identifying the potential for reductions'. Ambulatory care-sensitive conditions (ACSCs) are conditionsfor which effective management and treatment should limit emergency admission to hospital. Nevertheless,ACSCs currently account for more than one in six emergency hospital admissions in England. This indicatespoor co-ordination between the different elements of the health care system, in particular between primary andsecondary care. This briefing considers patterns of admissions for ACSCs in terms of age, sex, condition, socioeconomic group and local authority area.http://www.kingsfund.org.uk/publications/data_briefing.html~ Role of the health workforce in tackling health inequalitiesThis draft report explores actions the health workforce can take to positively influence the social determinants ofhealth and tackle health inequalities.https://www.instituteofhealthequity.org/Content/FileManager/role-of-health-workforce-paper-ihe-consultationversion-and-questions-march-april-2012.pdf~ Chief Scientific Officer’s Bulletin: April 2012Contains information about the 10 cluster Scientific Directors and the projects they are working on to tacklecurrent issues in healthcare science. Also, you can also find out more about the IQIPS accreditation initiative forphysiology diagnostic services and the National Laboratory Medicine Cataloguehttp://www.dh.gov.uk/health/files/2012/04/CSO-Bulletin-April-2012.pdf~ Reducing prescribing errorsThe Health Foundation has published an evidence scan entitled 'Reducing prescribing errors'. This provides arapid collation of empirical research about initiatives to reduce prescribing errors. It examines what approacheshave been used to reduce errors and whether any approaches related to human factors have been researched. It finds that most studies about reducing prescribing errors have been undertaken in hospital. The three mostcommonly researched approaches are: computerised tools, training to improve prescribing and expandingprofessional roles to identify errors.http://www.health.org.uk/publications/reducing-prescribing-errors/~ Changes to the professional use of controlled drugs by pharmacists and nursesThe Royal Pharmaceutical Society announces its approval of legislation which introduces a number of changesto the professional use of controlled drugs by pharmacists and nurses was laid before parliament on the 30March 2012 and will be coming into force on 23 April 2012http://www.networks.nhs.uk/news/changes-to-the-professional-use-of-controlled-drugs-by-pharmacists-and-nurses~ New Maternity Services Pathway Payment System Guide'Maternity Services Pathway Payment System: A Simple Guide 2012-13', from the DoH provides a summary ofthe proposed 2013/14 Payment by Results (PbR) pathway funding system for maternity services. Under the newsystem, a commissioner will pay a provider for all the pregnancy-related care a woman may need for theduration of her pregnancy, birth and postnatal care. In general there will be no further payments for individualelements of activity, apart from a few clearly identified exceptions. This approach contrasts with the current PbRmechanism, where each intervention or hospital attendance triggers additional payments.http://www.dh.gov.uk/en/Publicationsandstatistics/Publications/PublicationsPolicyAndGuidance/DH_1334662

~ Additional five debilitating disorders in newborns to be tested in screening pilotCurrently every baby born in the UK – around 700,000 a year – is tested for one of five illnesses. The test –willnow be extended to include five more rare conditions in five pilot areas. The pilot scheme in Sheffield, Leeds,Manchester, Birmingham and London means 430,000 newborns a year will be also screened for: Maple syrup urine disease Homocystinuria Glutaric acidaemia type 1 Isovaleric acidaemia Long chain fatty acidaemiaAll affect about one in every 100,000 births - or about seven babies - a year. The trial, which will run for one year from July 2012, will be funded by the National Institute of Health Researchwhich is providing £600,000 to researchers based at Sheffield Children’s NHS Foundation Trust. The results ofthe trial will be evaluated after a year and results will be considered by the UK National Screening Committee.http://mediacentre.dh.gov.uk/2012/04/08/430000-babies-to-be-screened-for-five-extra-rare-conditions-in-newbornscreening-pilot/~ Guidance on direct access to diagnostic tests for cancer publishedGuidance on direct referral by GPs to specific diagnostic tests for the assessment of particular symptoms wherecancer may be suspected but the urgent GP referral (two week wait) process is not applicable, has beenpublished.Cancer survival rates in England are lower than the best outcomes in Europe and the Government has set alevel of ambition to save an additional 5,000 lives each year by in England by 2014/15 – equivalent to theEuropean average. In the majority of cases the GP is the first medical professional to see a patient with symptoms suspicious ofcancer and GPs need easy access to the right diagnostic tests to help them diagnose or exclude cancer earlier. The guidance aims to help GPs in determining which patients would be suitable for direct referral to localservices providing the diagnostic tests.http://www.dh.gov.uk/health/2012/04/access-cancer-tests~ Eyes on EvidenceThe April 2012 issue of Eyes on Evidence is available on the NHS Evidence website.
