The formal public commentperiod concludes at the <strong>General</strong> <strong>Assembly</strong>.Overview of Public CommentsOver the last year, staff has been unfolding parts of the plan as they have been developed.Presentations have been made to the <strong>General</strong> <strong>Assembly</strong>, the Executive Committee, otherSEMCOG committees, and various other stakeholder groups. In November 2012, the <strong>General</strong><strong>Assembly</strong> took action adopting interim policies, key findings, and principles to guidedevelopment of the plan. These early actions and discussions were designed to make our localmember governments and the public aware of the direction being set for the 2040 RTP as earlyas possible.The formal public comment period for both the RTP and the TIP began on May 9 th and willconclude at the <strong>General</strong> <strong>Assembly</strong> on June 20 th . In addition to comments received at four publicmeetings, the public was also able to submit comments at other meetings and by e-mail andtraditional mail.The major points in comments received are summarized below: While unintended, some of the language in the draft plan casts rail transit as anunfavorable option under any circumstances.Rail is not needed and lower cost options like carpooling are much better.


Summary of Issues Related to Action on the 2040 Regional Transportation Plan and 2014-2017Transportation Improvement ProgramThe hidden cost of winter road salt use (road and underground utility corrosion,vegetation damage, etc.) needs to be documented and communicated to the public.Pleased to see that transit projects are being shown, even for those where funding is notyet available for implementation.We need to look at the future and identify needed projects even when the dollars aren’tcurrently identified to undertake them.Any money spent on public transit is a waste. Investing in transit harms the auto industry.More should be spent on transit. Nothing should be spent on widening roads.One meeting is not enough to absorb all the information being presented.Meetings need to be better publicized.We should focus on timing traffic lights and long-term road repairs.A fix it first policy is more responsive to the needs of the region so road widening shouldbe prohibited.Local governments should not be allowed to opt out of SMART.The gas tax is the fairest way to raise funds for roads. If more money is needed for roads,we should just raise this tax. Changing to a different funding mechanism, like number ofmiles driven, will require more resources to implement.Frustration was expressed at understanding who owns which roads and how funding isallocated to them.There is concern about the accountability of the transportation decision-making process.In particular, the need for certain road reconstruction projects that are planned orunderway is not clearly understood.Many questioned why so much money (referring to the total costs of the projects) wouldbe spent on capacity expansion when there were so many other pressing transportationneeds, especially transit.Many requested the money for capacity expansion and or whole projects be shifted totransit.


Summary of Issues Related to Action on the 2040 Regional Transportation Plan and 2014-2017Transportation Improvement ProgramConcerns were expressed about neighborhood impacts, social impacts, and air qualityimpacts of the Interstate expansions.Concerns were expressed that the I-94 widening was to facilitate truck traffic movingthrough the region with no benefit to us.The I-75 and I-94 reconstruction/widening projects should be removed from the RTP andthe TIP.The widening element of the I-75 and I-94 projects should be removed from the plan.In view of the location of the State Fairgrounds site along three major publictransportation corridors (Woodward, Eight Mile, and the Pontiac-to-Chicago Amtrakline), the Michigan Land Bank and the Regional Transit Authority should:o Consider using part of the site for transit facilities;o Use these considerations in selecting a developer of the site;o Work with the chosen developer in the future to pursue the integration of thedevelopment into the region’s transit system.During the Executive Committee’s discussion, some members raised concerns similar tothose delivered in public testimony. Other Executive Committee members noted theyshared some of the public’s concerns about spending more on transit, but recognized thatthe structure of funding restricts moving revenues from roads to transit.Several comments that included criticisms or concerns followed up with praise for the bigpicture, broad-based approach taken in the plan.Summary of responses to public commentsSEMCOG will maintain a record of all comments received. Following is a synopsis of responsesto some specific comments, and numerous other comments grouped because of their commonthemes. Where appropriate, changes to the text in the draft plan are noted. None of the changesalter the substance of the plan.Rail: Staff agrees that some language in the draft plan insinuates that rail is not a viabletransportation alternative. In response, the ambiguous language has been removed.Using the state fairgrounds as a transit site: Staff agrees the location of the state fairgroundsas a transit site merits consideration. The suggested language recommended during publiccomment is very specific and incongruous with the level of detail in the rest of the plan.In response, staff suggested, and the Executive Committee concurred, this issue is best put to theSteering Committee now working on the Woodward Alternatives analysis for their considerationbefore they issue a final report.


Summary of Issues Related to Action on the 2040 Regional Transportation Plan and 2014-2017Transportation Improvement ProgramWhere is money allocated and/or why not move it to other needs? Staff appreciates that thesystem for funding the transportation system is enormously complex and confusing. As a result,in cases such as this, our desire to fully disclose all information conflicts with our other desire toclearly communicate in understandable language.In response, staff has made numerous changes to the plan’s language without causing furtherconfusion by detailing all the minor exceptions to the rules governing the use of revenues. Noneof the changes alter the substance of the plan. Changes include adding information identifyingvarious funding sources from all levels of government. Information has also been addedsummarizing what each category of funding can and cannot be used for and the amount ofmoney in each category for both the plan and the TIP.Much more should be invested in transit: Staff agrees. In response, the plan was reviewed andthis need is reflected in several places. The responsibilities of the newly formed Regional TransitAuthority are also described, including their authority to put a funding option on the ballot. Theplan identifies the various ways transit will contribute to the region’s success and offers specificadvice on initial steps for the RTA in order to improve the chances for a successful ballotproposal.To further clarify, until a ballot proposal to secure needed revenue is put forth and agreed to by amajority of voters, the quality and extent of transit service in the region will not improve tomatch the identified need. But the law only allows SEMCOG to include projects in the plan thathave an identifiable funding source. Just as important, the numerous requirements currentlygoverning the uses of various transportation revenues almost entirely preclude the use of roadfunds for either transit operations or transit capital projects.Expanding Capacity, especially on I-94 and I-95By far, the greatest number of comments and the most controversial issue raised centers oncapacity expansion in general and, in particular, on I-75 and I-94. As with most controversialissues, there are differing, yet legitimate points of view. Staff developed the following summarypoints to assure the <strong>General</strong> <strong>Assembly</strong>’s collective point of view is fully informed prior tovoting.Capacity expansion in generalIn response, staff notes that a key measure in the Creating Success program is the“infrastructure utilization rate.” This measure was specifically chosen to emphasize theneed for actions that maximize the amount of service we can extract from what wealready have. These actions apply to any form of infrastructure under discussion.Staff reviewed the proposed plan to confirm it is replete with language, policies, andactions emphasizing use of the existing system. Part of that increased emphasis on theexisting system is a more modest approach to congestion. However, recognizing there are some places where congestion is persistent orcircumstances warrant, the plan does not unilaterally exclude any capacity expansion.Capacity expansion on I-75 and I-94In response to the many questions raised, staff developed the following clarifying information.These items were prepared either in direct response to a question and/or in response to a factualmisunderstanding surmised from a comment or question.The Michigan Department of Transportation (MDOT) estimates approximately 20% ofthe I-94 project can be attributed to adding capacity between I-96 and Conner.MDOT estimates about 2% of the I-75 project can be attributed to adding capacity.In total for both projects, the costs associated with capacity expansion represents about1% of all funding available for the transportation system (including transit) out to theyear 2040.MDOT has indicated that part of the I-94 project would include construction of additionallanes that would otherwise be considered temporary. We would pay for their removal.Instead, the project is designed to build those lanes to standards so they can remain onceconstruction is complete.The additional lane in each direction on I-75 would be operated as a High OccupancyVehicle lane in peak hours of travel thereby encouraging car pooling, vanpooling, andtransit.The major purpose of both projects is associated with fixing roads built decades agousing design and safety standards that are now out of date. Each project includes featuresspecifically designed to improve safety and access.Funding for these projects cannot be diverted to transit.There is also no guarantee that the funding for these two projects, if they were dropped,would remain in the region.Both projects are is located on highly important regional corridors for freight and trade.Truck traffic will not just be passing through without any benefit to the region.These projects are not new. They are in the currently approved 2035 Plan.A key regional outcome of Creating Success is Access to Jobs and Markets, chosen inrecognition of the new reality that we are competing in a global economy. In order to compete ina global market, the region’s transportation system must be able to move goods efficiently to andfrom points across the world. These projects are our region’s most critical paths to accessingglobal markets.Located north of the Detroit/Windsor border crossings, the I-94 and I-75 reconstruction andexpansion will provide the region’s business and industry with safer, more reliable access to two

SEMCOG distributed estimates of available federal funds to the federal-aidcommittees to financially constrain their recommendations. Transit agencies were to useestimates of federal funds based on historical trends in federal revenue distributed to theiragencies by SEMCOG.Project list/descriptionsAttachment A is the complete project list being submitted for approval. Also attached(Attachment B) is a list of common TIP abbreviations.Project investmentThe FY 2014-2017 TIP presents an increase in the total dollars programmed when compared tothe current FY 2011-2014 TIP. The FY 2011-2014 TIP, as amended in April 2013, totaled nearly$3 billion. The FY 2014-2017 TIP is $3.8 billion. This is mainly due to the addition of theapproach work for the New International Trade Crossing (NITC). The TIP currently contains$500 million for this project. The NITC project’s total cost is $1.747 billion; it is being fundedmostly with resources not available to typical transportation projects. These resources includebonds, the Canadian federal government, and the U. S. Government Accountability Office.

The Bylaws also specify that each Bloc shall have at least oneprincipal officer, and no more than two principal officers shall represent the same Bloc, i.e.,County Bloc, City & Village Bloc, Township Bloc, and Education Bloc. In developing this slateof officers, the Nominating Committee also considered level of involvement, geographicdistribution, race, gender, community size, and party affiliation diversity. The goal in developingthe slate is to have officers representing the broad range of interests in the region.Delegates At-LargeThe Nominating Committee also nominated a slate of candidates for Delegates At-Large. Theseindividuals are ex-officio, non-voting members with regional interest and influence whocontribute to the quality of life in Southeast Michigan.
