International Teams - <strong>Phoenix</strong> <strong>Meeting</strong>International team events are open to teams of five shooters nominated by arecognised national shooting organisation in their own country. ‘Scratch’ teamswith members from different nations are specifically not permitted. Eachshooter must enter the appropriate individual event; the score will carry forwardto contribute to the overall team score (i.e. the event is not shot separately for ateam score). There are two international team events in the<strong>Phoenix</strong> <strong>Meeting</strong>. One is an aggregate of Timed & Precision 1 GRSB (0701) andMulti-Target GRSB (1101); the other is an aggregate of the two equivalent GRCFevents (0702 & 1102).Event DescriptionsA description is provided later in this booklet for each event being shot at meetingsin 2012. For those events which appear in the GR&P Handbook, the courses of fireare not duplicated in this booklet.Firearm ControlAll firearms are required to conform to the conditions specified for each event. Forthese conditions, please refer to the details given in the NRA GR&P Handbook andin this booklet or to general rules published for specific disciplines. If there are anyapparent conflicts between conditions, this booklet will take precedence.Firearm DefinitionsThe standard definitions of Light Sport <strong>Rifle</strong>, Long Barrelled Revolver, LongBarrelled Pistol, Gallery <strong>Rifle</strong> Centrefire and Gallery <strong>Rifle</strong> Smallbore, as laid downby the NRA in the 2012 GR&P Handbook and in the 2012 edition of the NRA Rulesof Shooting (the Bisley Bible), apply at these meetings.All shotgun events at the meetings require the use of a Section 1 shotgun and solidslug ammunition (only). A magazine capacity of at least 6 rounds is recommended.If you are in any doubt as to the eligibility of a particular firearm, you are stronglyadvised to contact the NRA before the meeting. Areas which may need clarificationinclude types of sights, artificial aids to shooting, types of action, eligible calibresetc.Firearm SafetyThe NRA firearm safety rules, as published in the 2012 GR&P Handbook and the2012 Bisley Bible apply at these meetings. Anyone breaching these rules will besubject to the disciplinary procedures laid down in the 2012 GR&P Handbook.84


First AidAn ambulance and first aid facilities will be provided in the central area of <strong>National</strong>Shooting Centre and can be contacted through any Chief Range Officer or NRAControl.Muzzle Loading - PropellantsSome events are open to firearms using any propellant for which the firearm isappropriately proofed. If your firearm is proofed for black powder only and is amodern reproduction or is of modern design, you may only use ‘Pyrodex’ if this isin accordance with the guidance given by the manufacturer of the firearm. If youare using an original firearm then black powder must be used unless the firearmbeen re-proofed for modern nitro powders. You may be prevented from using anyfirearm or load if either is, in the opinion of the Chief Range Officer, unsafe.You may only use smokeless propellants if your firearm is nitro proofed.<strong>Phoenix</strong> International MatchOn Melville on the Monday, teams of five from the UK, Germany, the Republic ofIreland and the Republic of South Africa will compete in the <strong>Phoenix</strong> InternationalMatch. The competition will consist of a full 1500 GRCF preceded by a Match 5warm-up. Those of you selected for the teams will know you have been selectedby the time you read this booklet, as will those who are to be range crew for theevent. Anyone else who wants to come along and support their team is more thanwelcome. The competition starts at 0915 and finishes at about 1200, followingwhich there will be a prizegiving in the Army Clubhouse.Photography PermitsYou must obtain a permit before taking photographs or videos at the <strong>National</strong>Shooting Centre. The permit should be clearly displayed and produced if requested.Please do not take photographs on the ranges without first asking permission ofthe Chief Range Officer.Practice and ZeroingThere will not be any ranges specifically available for practice purposes but zeroingfacilities will be made available on Melville Bay A at 50 metres. A target faceprovided by the competitor may be used so long as it is not of a design used in anyof the events at that meeting. A session will allow ten minutes for a competitor tozero a gun and cost £1. Pay on the range and sign in and out with your name andtimes. You may not case your gun(s) or leave the range without the permission ofa Range Officer.85


Prizes and Trophies<strong>Meeting</strong> medals will be awarded to first, second and third places in each eventsubject to entries. If there are five or fewer entries only a gold medal will beawarded. If there are six to ten entries a silver medal will be awarded. If there aremore than ten entries a bronze medal will be awarded. Should there be only oneentry in any event or class no medal will be awardedMedals will be awarded by class for classified events (see CLASSIFICATIONSabove).There are also trophies to be awarded to the winners of some events.The prize giving will be held at 1800 on the Sunday of the <strong>Phoenix</strong> <strong>Meeting</strong> and theGR&P <strong>National</strong> Championships <strong>Meeting</strong>. Gold medals, trophies and prizes will beawarded; silver and bronze medals will be sent out by post.Range CommandsTo reduce potential confusion on range, range commands have been standardisedas far as is practical. The default range commands are as follows:1. ‘LOAD AND MAKE READY’2. ‘ARE YOU READY?’ Silence will be taken as agreement – any competitorwho is not ready should call ‘NOT READY’ and raise one arm, after whichthe Chief Range Officer will confirm ‘NOT READY CALLED’ and wait forthe competitor to sort things out before proceeding with another call of ‘AREYOU READY?’3. ‘STAND BY’4. A few seconds later, the event will start. This will be signalled by the facingof turning targets, a whistle, a hooter, or some other signal as briefed by theChief Range Officer.5. ‘STOP, STOP, STOP’ On hearing this command – at ANY point during theevent – the competitor must cease shooting immediately, continue to pointthe gun in a safe direction, and wait for further instructions.6. ‘UNLOAD AND SHOW CLEAR’Any variation to these range commands will be explained by the RO while briefingthe course of fire at the start of the detail.Range Reporting TimesFor squadded events, competitors must report to the range at least 10 minutesbefore the time indicated on their squadding notice. Details will start on timeand no competitor will be permitted to join a detail after the event has started.Competitors are expected to shoot on the detail on which they are squadded - ifyou miss this detail it will be up to the Chief Range Officer whether you are allowedto shoot at a later time.86


Records<strong>Phoenix</strong> <strong>Meeting</strong> Records are shown for all events, except where event conditionshave changed this year. British Records are also shown, though these are onlymaintained for the classified events.Re-EntriesSecond entries, re-entries, etc, may be permitted but only if there is available rangespace after having shot your match. The score on the first entry will be the only oneto count. Re-entry scorecards will be available from Reception. This does not applyto event 6580 (McQueen) where multiple re-entries may be made (in Reception oron the range) to achieve a higher score for the event.RefundsEntry fees will be refunded, less an administration fee of £5, if written notice ofcancellation is received at the NRA one week prior to the meeting for Spring ActionWeekend, GR <strong>National</strong> Championships and Autumn Action Weekend.<strong>Phoenix</strong> refund requests must be received three weeks prior to the meeting.Any requests for refunds after these dates are at the discretion of the <strong>Meeting</strong>Director.RegistrationWhether or not you have sent in an entry form before a meeting, please makeReception in the NRA main building your first point of call on arrival. There youwill be given your scorecards and competitor’s badge. No competitor will beallowed to take part in any event without a competitor’s badge and, in the caseof squadded events, a scorecard. If you have not sent in an entry form before themeeting, you will be required to sign a declaration before being issued with acompetitor’s badge. If you want to enter more events or enter on the day, an earlyvisit to Reception will increase your chances of getting a place.SafetyThere is no room for compromise on safety issues. All competitors are requiredto wear hearing and eye protection (unless otherwise stated in individual eventconditions). Spectators are strongly advised to do likewise and will be required towear them within certain clearly marked areas. The NRA will not be liable for anyinjury sustained through the lack of appropriate protection.Scorecards, Stats and ChallengesA scorecard will be issued for each event entered. The majority of scorecards requireonly that the number of hits of each value be recorded – calculation of actual scoreswill be carried out by Stats. The Stats portion of each card must be completed,signed by both the competitor and a witness, and handed to the RO for submission87


to Stats. When a competitor feels that a shot fired by themselves or by anothercompetitor has been improperly evaluated or scored, they may make a challenge.Such a challenge must be made immediately upon announcement of the score andresolved on the range.Interim results will be posted on the scoreboards adjacent to NRA HQ throughoutthe meetings. Challenges to scores in the Interim results can be made at any timethrough Reception. Provisional results will be posted for each event once it hasclosed and all scorecards have been input. A time limit will be shown for challengesto Provisional results, after which the Final results will be posted and no furtherchallenges will be accepted.NB All competitors MUST ensure that their name and competitor number areprinted clearly in the appropriate boxes on each scorecard – every year Stats isforced to throw away unidentifiable scorecards.All scorecards are colour-coded according to gun type. The aim of this is to makeit easier for you to pick out the correct scorecard when you are shooting the samecompetition with more than one gun type.Standard Medals - <strong>Phoenix</strong> <strong>Meeting</strong>Gold, silver and bronze standard scores are set for most events at the <strong>Phoenix</strong><strong>Meeting</strong>. A competitor will be eligible for a Grand Master standards medal onaccumulating a minimum of 20 points. (This increase of 5 points reflects the greateropportunities there are to earn points following the increase in events and thoseevents which have standard scores set.)Bronze standard:Silver standard:Gold standard:1 point3 points5 pointsGrand Master medals will be posted out to competitors after the meeting.A new McQueen eventwith Desert Tactical Arms from Bench Grade BrandsThis year we are introducing a new McQueen event alongside the existingone, following the example set in the Imperial <strong>Meeting</strong> there will be aMcQueen for issued sniper rifles.Ewen Campbell of Bench Grade Brands has kindly agreed to let us havesome of his Desert Tactical Arms rifles and they will be available on thefiring point as will issued ammunition for purchase.It’s the same for everyone with no advantage gained by bringing yourown kit so why not show what you can do with these very accurate rifles?88
