06Govt. College of ArtABOUT THE COLLEGEThe college is one of the leading colleges of Fine Art in India and the only one in North Indiabeyond Delhi. It has history and heritage of 131 years and has been in existence over 50thyears in this building. It came up on 16 August, 1951 as a splinter of Mayo School of Art,Lahore in Pakistan after partition. It was first established as Govt. School of Art and Crafts atShimla, the then capital of Punjab and subsequently Govt. College of Art and Craft,<strong>Chandigarh</strong>. On re-organization of Punjab, the control came under <strong>Chandigarh</strong>Administration. Govt. College ofArt is an institute for advance training in VisualArts (CreativeandApplied) leading to the Degree of Bachelor of FineArts & Master of FineArts from PanjabUniversity. The objective of the teaching programme and training in the college is to achieveoverall refinement of the students' perception not confined to the skills of the professionalone but also to create the right kind of intellect, as well as emotional cultivation to arrive at alevel of composite creativity and thought.The institution is situated in Sector 10-C, adjoining the Government Museum andArt Gallery,<strong>Chandigarh</strong>, at a distance of nearly 2 kms from the Inter State local Bus Stand in Sector 17and 10 kms from railway station. College of Art 09COURSES OF STUDYThose who graduate may become freelance artists, designers and visualizers orthey would be qualified for employment in advertising agencies, Publishing houses asnewspaper designers, newspaper reporters, government or private establishments,lecturers, teachers, curators, art appreciators or critics, administrators of art programmesetc. The pass outs are absorbed even before the completion of their course and get regularpaid work even during their studies. Our students have worked for CITCO, Haryana Tourism,Delhi Metro etc.The four-years full-time Degree Course is divided into two parts :(a) Foundation Course : This course is of one year duration and is commonto all the students. This course provides basic instructions to lay thefoundation for the specialization courses.(b) Specialization Course : The college offers Specialization in :AppliedArt, Painting, Graphics (Print-making) and SculptureAPPLIED ART- Applied Art is a means of communication, that may be considered to beany illustrative or design function applied to the publishing, advertising, display, visualeducation, mass media and manufacturing fields. The department reflects the multidisciplinary nature of modern communication design. Today we live in the world ofInformation and Technology, where boundaries separating various media are getting rapidlydistorted. For the students of Applied Arts today an integrated approach is essential. Thisincludes the understanding of the basic visual forms for communication, the various media ofadvertising and accepting various tools for execution like photography, films, print and fastdeveloping field of computer applications. Our graduates learn the basics of typography andlettering (often said to be one of the most powerful tool of designers), color composition anddesign essentials in their first two years of college and thus bolstered by a sound foundationmake their forays into graphic design, illustration, packaging design,press layout and posterdesign in the last two years of their study.PAINTING-The objective of the painting course is to provide the student with training in theskills for original and creative visual expression. The faculty views painting as an activity inwhich one's primary mode of expression is realized with in the domain of two dimensionalspace and plane. However the department consciously strives to give its students theopportunity to extend and give shape to their ideas and abilities and to gain confidence anddevelop their powers of self criticism. The course is designed and structured to takestudents through all the aspects of Art covering the most essential and crucial subjects.

Beyond that we like to define no limits in the yours years that they are with us,students can imaginatively soar as much as they please and whenever they need it they willalways find a critical, experienced and reassuring voice goading them on. By the time theyare ready to leave us our students have matured into the forward thinking creative artists oftomorrow.GRAPHICS (PRINT-MAKING)- We at the college think of print-making as a majormeans of expression within the fine art Diaspora of today. The term 'print-making' refers totechniques and processes of producing prints, when applied to original images created byartists such as engraving, lithography, serigraphy, woodcut and wood engraving etc. print-making processes have been considered as central to the work and expression of many ofthe greatest artists. Especially in the last century the impact of print in all its manifestations inour society has been immense. The last decade has seen the definition of print-makingundergo a radical change. Keeping this heritage in mind the department instructs itsstudents in all print-making processes and at the same time encourages them to find theirown niche in this fascinating form of creative expression.SCULPTURE-The techniques and processes of creating three-dimensional forms andimages by modeling,carving, construction, casting etc. The department believes thatmodern sculpture by its very definition seeks to break traditional barriers imposed upon thedimensional visual expression. It encourages students to bridge the boundaries to developa strong methodology and deeper understanding for the production of the work betweentraditional sculpture and other new trends like environmental sculpture and installation. Webelieve in not limiting the methods or materials we use by what has traditionally been used.The students are encouraged to give form to their ideas and concepts and special care istaken to awaken in them a feel for the three dimensional medium. Carving in stone, bronzecasting, wood carving and plaster, assembling of scrap iron and other miscellaneous object,form the backbone of our curriculum. We wish our sculptors to have the creativity and verveof the artist, the ingenuity of the structural engineer and the soul of the poet.

Govt. College of Art 13TUITION FEE WAIVER SCHEME:The <strong>Chandigarh</strong> Administration vide letter bearing No.1304-IH(3)-2009/20434 dated26.10.2009 has decided to implement the Tuition Fee Waiver Scheme for women,economically weaker section of the Society and physical handicapped candidates to theextent of 10% from the academic session 2010-2011. The waiver is limited to the TuitionFee. All other fee except tuition fee have to be paid by the beneficiary. Tuition Fee Waivershall be given to 02(two) woman candidates, 03 (three) economically weaker students(Annual Income of Parents/Guardian less than Rs. 2,50,000/- ) from all sources and 01 (one)Physically Handicapped students based on merit. An eligible candidate shall have an optionto exercise his/her choice of discipline of study during counseling for availing benefits of thescheme.Decision of <strong>Chandigarh</strong> Administration contained in Memo No. 16/1/53-IH(2)-2013/7928dated 30.4.2013 is reproduced here below:“The matter has again been considered by this Administration and observed that we havebeen giving upto 10% optional waiver in all institutions which are a part of Joint AdmissionCommittee of <strong>Chandigarh</strong>. The AICTE at some point of time might object to increase insanctioned number of seats beyond 5% plus supernumerary, so we may follow optional upto10% tuition fee waiver. You are, therefore, advised to stick to the existing number of seatsplus 5% supernumerary only which will imply while giving 10% tuition fee waiver to theneedy, the total numbers of seats does not exceed 5% of the sanctioned strength.”NRI SEATS:Decision of Panjab University contained in letter No. Misc./A-6/11405-604 dated 24.8.2011is reproduced below:The Vice Chancellor has directed to all the Principals not to admit the students against theNRI seats after converting the same into General Category. The seats allotted in variouscourses be filled in strict compliance of the University Rules.Reservation of seats for various categories of the students in each pool is asunder:-(As per the policy of <strong>Chandigarh</strong> Administration conveyed vide No.19/1/3/93/IH(3)/8019 dated 7.5.93)

College of Art 15NOTE: For the purpose of reservation to the category “ Paramilitary forces”, whereverapplicable, this category shall include wards of personnel serving in the intelligence Bureau,National Security Guards, and Special Services Bureau, at par with the wards of employeesof other Para Military Forces, in consonance with the circular issued by Government of India,Ministry of Home Affairs, No. 27011/9/98-PF-I dated 26.5.1998 (incorporated vide<strong>Chandigarh</strong>Administration letter No. 16/2/103-IH(3)-2003/12033A/13052 dated 19.7.2003)(C) RESERVATION FOR PHYSICALLY HANDICAPPED (3%):Three per cent seats in each pool would be filled from amongst the physically handicappedcandidates. The physically handicapped student will furnish a medical certificate issued bythe Principal Medical Officer/Civil Surgeon of <strong>Chandigarh</strong> or his/her concerned district,indicating percentage of disability whether he/she is otherwise able to carry on the studiesand perform the duties in the respective course, name of the disease causing handicap,whether handicap is temporary or permanent, whether handicap is progressive or nonprogressive.The students having temporary handicap would not be considered against thereserved seats for physically handicapped where the certificates are issued by any authorityother than the Principal Medical Officer of <strong>Chandigarh</strong> and the candidate's turn comes foradmission against reserve seat for physically handicapped, the concerned head ofInstitution shall refer the candidate to the Principal Medical Officer, <strong>Chandigarh</strong> and shalladmit the candidate only after confirmations from the P.M.O., <strong>Chandigarh</strong>.(D) RESERVATION FOR CHILDREN AND GRAND CHILDREN OFFREEDOM FIGHTERS (2%):Two per cent seats in each pool would be filled from amongst the children and grand childrenof Freedom Fighters. The wards of freedom fighter who have been sanctioned pensionawarded 'Tamra Patra' by the Government of India would be eligible for reservation underthis category. In the case of such freedom fighter, it would be a necessary condition for themto obtain certificate from the D.C. of the concerned district. Grand children means son'ssons/daughters or daughter's sons/daughters.(E) RESERVATION FOR SPORTS-PERSONS (2%) AS PERCHANDIGARH ADMINISTRATION LETTER NO.19/1/3/93/IH(3)/2003/8493 DATED 5.5.2003Two percent seats will be filled up as per policy of the U.T. administration on the subject.Gradation is done by Sports Department, U.T. and the candidates have to get their GradationCertificate from the Department at their level.

College of Art(F)CLARIFICATIONS: IN ORDER TO IMPLEMENT THE ABOVEPOLICY, IT IS CLARIFIED AS UNDER:The students belonging to above reserved category admitted on the basis of theirmerit in the general category shall not be accounted for towards the seats reservedfor the relevant categoriesThe students who applied for more than one reserved category will be considered ineach reserved category in which he/she applied for admission, maintaining his/herinternal-seniority in each reserved category on the basis of merit in each category.In such cases, the student will get the benefit in one category of his/her choice.However, no further reservation shall be allowed within the reserved categories.The student belonging to above category will also be considered in the generalcategory according to his/her merit.All candidates seeking admission will furnish an undertaking as under along-withhis/her application form.“I certify that I have no such physical handicap/disability which would hinderthe pursuit of studies in the courses in which I am seeking admission. If at alater stage it is found that I have a physical handicap/disability which hindersthe pursuit of studies in the courses in which I am seeking admission then myadmission will be liable to be cancelled.”In case he/she has doubts whether the physical handicap/disability is such as will hinder thepursuit of studies in the courses in which he/she is seeking admission, he/she should appearbefore the Principal Medical Officer, General Hospital, Sector-16,<strong>Chandigarh</strong> to get the doubtcleared on his/her admission, he/she will furnish a medical fitness certificate issued by thePrincipal Medical Officer, <strong>Chandigarh</strong> to the effect that he/she is in good mental and bodilyhealth and free from any physical defect likely to interfere with efficient performance in his/herstudies in the institution and possesses the standard of visual acuity with or without glasses. If the requisite number of students belonging to the category of defence/paramilitarypersonnel, physically handicapped, freedom fighters are not available, the seats willbe thrown open to the students of general category of the said pool. There would be no reservation for any category other than the categories mentionedabove.

These seats will betermed as 'U.T. Pool'. The remaining 40% seats will be filled from amongst thecandidates who pass their qualifying examination from the institutions other thanthose located in the Union Territory, <strong>Chandigarh</strong> or otherwise. These seats will betermed as 'General Pool'. The students, whether belonging to reserved category ornot, who have passed their qualifying examination from the institutions located in theUnion Territory, <strong>Chandigarh</strong> but are not eligible for admission under U.T. Pool quota,are eligible for admission in the GENERAL POOL quota.2. The <strong>Chandigarh</strong> Administration vide letter No.19/1/3-IH(3)-2007/18322 dated14.9.2007 has decided to waive off the domiciliary restriction of minimum stay inthe states/UT's and condition of passing 10th & 12th standard examination from thesame state/UT in respect of wards of serving defence personnel/ex-servicemenseeking admission in the institutions of Union Territory, <strong>Chandigarh</strong>.(I)Minimum qualifications for admission to all the courses is 10+2 (12th Pass)Examination with a minimum of 40 percent marks (35 percent in case of SC/STcandidates) or any other examination recognized by the Syndicate as equivalent towith a minimum of 40 percent marks.Candidates seeking admission to all the courses must apply on a prescribed formappended with the <strong>prospectus</strong>. The <strong>prospectus</strong> shall be available on payment of Rs.

College of Art350/- in cash from the office of the college on all working days between 9.30 a.m.and 5.00 p.m., or can be had by registered post by sending a money order of Rs.400/- payable to the Principal, Government College ofArt, <strong>Chandigarh</strong>.(ii) The last date for submission of application in the prescribed form is 14.6.2013Applications with documents attached in order as specified in the sub clause (iii) ofthis para must reach the office of the Principal between 9 a.m. and 5 p.m. on anyworking day on or before 14.6.2013. Incomplete applications without relevantdocuments, not on prescribed form, or received after the expiry of the stipulated lastdate shall not be entertained and stand rejected. The college, however, accepts noresponsibility for loss or delay in transit by post.(iii) The application forms must be filled in by the candidates in their own handwritingwith two latest passport size photographs (one to be pasted on application form andthe other on Admit Card) should be accompanied by the photostat of self-attesteddocuments attached in the order as mentioned hereunder:(a) Certificate as proof of having passed 10+2 (12th class or its equivalent of10th for Special Diploma).(b) Detailed Marks Sheet of 10+2 or its equivalent;(c) Matriculation/equivalent examination certificate as proof of Date of birthcertificate;(d) Character Certificate from School/College last attended (In case of anygap period, the same must be accounted for by submitting an affidavitattested by the Notary Public/Oath Commissioner);(e) Documentary Proof in support of reservation claimed under SC/ST orany other reserved category; and(f) Registration Card (In case of only those candidates who are alreadyregistered with any University);(g) Self-addressed envelope appended with the Application form (fordispatchingAdmit Cards).(h) Certificate in respect of handicap for 'Special Diploma’


Govt. College of Art 19SELECTION PROCEDURE :APTITUDE TEST :(i) The list of eligible candidates shall be displayed on College Notice Board andCollege Website (www.artcollegechandigarh.org.in) on 20.6.2013. Admit Cards willbe dispatched by registered post to the eligible candidates only. No provisionaladmit cards shall be issued. The candidate shall be allowed to sit in the test only onthe production of admit card. However, it will be candidate's own responsibility tocheck the list of the eligible candidates displayed on the college Notice Board.Objection/discrepancies to the list, if any noticed by the candidate shall beconsidered latest by 21.6.2013.(ii) Candidates are required to reach the centre for Aptitude Test well before thecommencement of the test on 25.6.2013 (for General Pool candidates) and26.6.2013 (for U.T. Pool /Special Diploma candidates). If the admit card is notreceived by the candidates by 21.6.2013 it will be the responsibility of the candidateto contact the office for the issue of duplicate Admit Card. No admit Card will beissued on the spot on the day of theAptitude Test.(iii) Candidates fulfilling the prescribed qualification will have to appear for a commonAptitude Test for admission to be held in the college at 9.00 a.m. as per schedulegiven below :General Pool: 25.6.2013 (Tuesday)U.T. This institution awards Merit Scholarship and Merit-cum-Means Scholarshipto the value of Rs. 65 and Rs. 100 P.M. respectively to the eligible studentson the following terms and conditions:(A) Merit Scholarship: Merit Scholarship of the value of Rs. 65 pernd rd thmonth shall be awarded to the 2 , 3 & 4 Year students in eachspecialization upto 5% of the sanctioned strength of each class,subject to the minimum of one and shall be tenable for a period ofnot exceeding twelve months. The Merit Scholarship shall beawarded to the toppers of each class subject to securing 60%marks in the last qualifying examination. The students ofst1 yearclasses do not qualify for the Merit Scholarship because they are toprove their merit in the specialized course of studying thesubsequent year(B) Merit-cum-Means Scholarships will be awarded to the deserving candidateupto 10 percent to the sanctioned strength of each class and will be tenable for aperiod of not exceeding 12 months. The students eligible to apply for Meritcum-MeansScholarship should have obtained 60 percent marks in theirprevious examination. Income of Self/Parents should fall within the range of Rs.9000 per annum from all sources as per rules and regulations. First year classesdo not qualify for the Merit-cum-Means Scholarships because they have not yetproved their merit in the specialized course of study in the subsequent year.2. The scholarship holder shall have to execute an agreement bond before receivingthe payment3. These scholarships are subject to availability of funds.4. Govt. College of Art 29UNIVERSITY REGULATIONS FOR B.F.A COURSE.1.1. The duration of the course leading to the degree of B.F.A. (Painting), B.F.A. (AppliedArt), B.F.A. (Sculpture) and B.F.A.{Graphics-(print-making)} shall be four years. Allthe four annual examinations for the Bachelor of Fine Arts (B.F.A.) degree courseshall be conducted by the Panjab University. These examinations will be held once ayear ordinarily in the month of April or on such dates as may be fixed by theSyndicate.1.2. The last date for receipt of examination admission form and fee without late fee andwith late fee as fixed by the Syndicate shall be notified by the Controller ofExaminations.2.1. (a) A candidate who has passed one of the following examinations shall beeligible to join the Course :(i) +2 examination of the 10+2 system of education being conducted by thePunjab School Education Board or the Central Board of Secondary Educationor any Board/University recognized by the Panjab University.(ii) Any other examination recognized by the Syndicate as equivalent to (i) abovewith at least 40 percent marks in the aggregate.(b) In addition to the condition laid down in 2.1(a) a candidate must pass such testor tests, written and/or practical and/or oral as may be prescribed by thePrincipal.2.2. Each candidate shall also be required to qualify in the subjects of English and Hindior Punjabi (Elective subject) according to the syllabus of B.A. First Year Examinationof the University (New Scheme). The examination in these subjects will be held bythe College within the duration of the Course. A candidate who does not pass theexamination in any of these subjects may not be detained if otherwise eligible forpromotion to the next higher class. A successful candidate of the Bachelor of FineArts examination shall be awarded the Degree after he has qualified in the abovementioned subjects :Provided that a candidate who has passed the B.A. First Year, Second Year andThird Year Examination (New Scheme) or any other examination recognized by theSyndicate as equivalent thereto with English and Hindi or Punjabi or History of Indiawill be exempted from taking the college Examination in the subject/subjectsconcerned.In case of foreign students and students whose mother tongue is other than Hindi orPunjabi will be required to pass in the subjects of English and History of Indiaaccording to the syllabus of B.A. Part-I Examination (New Scheme).3.1. A candidate will be eligible to join the Final Year Class of the course onlyst nd rdafter he has passed I Year, 2 Year and 3 Year examinations.

All the Four Annual Examination shall be open to a candidate who possesses thequalifications as laid down in Regulations, 1.2 and 3.1 and produces a certificatesigned by the Principal of the College :(a) of having been on the rolls of the college affiliated for the course during theacademic year preceding the examination.(b) of having obtained not less than 50% marks of the total aggregate marks ofsessional work in all practical subjects.(c) of having attended not less than 75% of the lectures and practical in eachsubject delivered during each year of the course of study. EducationalTrips/Tours to historical and other places of Educational interest organized bythe college for each course of study shall count towards lectures/practical andexemptions from these trips will be given by the Principal only in exceptionalcircumstances to be recorded.4. A deficiency in lectures and practical may be condoned by the Principal of theaffiliated college upto 5%.5. The fee for the Bachelor of Fine Arts (B.F.A.) examination conducted by thePanjab University shall be fixed by the Syndicate from time to time.6. The examination shall be held in accordance with the syllabus approved by thesenate.7. The medium of examination shall be English/Hindi/Punjabi.8. In the case of all Four Annual Examinations, the sessional marks awarded shall beforwarded by the Principal of the College to the University on the prescribed format least 10 days before the commencement of the University Examination.9. The minimum marks required to pass each examination to be held at the end ofeach year shall separately be 35% in each written paper and 45% in practicalpaper consisting of sessional and examination marks taken together.10. The final result will be compiled on the aggregate marks obtained in the FirstYear, Second Year, Third Year and Final Year Examinations taken together.11. The successful candidates shall be classified as under : Those who obtain 75 percent or more of the aggregate marks, shall beplaced in the First Division with Distinction. Those who obtain 60 percent or more but less than 75 percent of theaggregate marks shall be placed in the First Division. Those who obtain 50 percent or more but less than 60 percent of theaggregate marks shall be placed in the Second Division. He/she has satisfactoryrecord of studies during the previous session and fulfils the other necessaryconditions and qualifications for such an admission.Students failing in the internal annual assessment examination are required tojoin in the classes within ten days of the declaration of the result or on the reopeningof the college after summer vacation, whichever is later.The studies at the institution require attention and diligence on the part of thestudent. A student neglecting his studies and showing unsatisfactory progresswill be given two warnings after which failure to improve will make him liable toexpulsion from the institution.Conduct of the students inconsistent with general good order or persistentneglect of work on his/her part or failure to respond promptly to official notices,shall be punishable with fine or expulsion from the institution as may be deemedproper.The 'sexual harassment', verbal abuses/vulgar talk in the presence of ladies staffor girl students in the college campus, shall be taken as serious misconduct.
