Pandey welcomed theparticipants.Chairperson of the Commission, Shri G.S. Sandhu addressed thegathering. He said that management of urbanization has emerged as animportant issue at the national level. Looking to the significance ofurbanization, Government of Rajasthan has constituted scU to study allaspects of urbanization. He said that Mr. Sam Pitroda, Adviser toHon'ble Prime Minister was in Jaipur a couple of days back. Mr. pitrodaduring discussions emphasized growing role of emerging technorogies inevery walk of life. we should, therefore, factor these technologies whileplanning for urbanization and human settlementsaid the chairperson.He further said that "best practices" should be identified in differentareas and visits to other states/cities should be organised to benefit fromthe experience of others.Member secretary of the commission shri P.K. pandey informed that asper decisions taken in the last meeting, notification dated 10.2.2011 hasbeen uploaded on websites of Department of UDH & LSG, JDA andRHB to invite suggestions etc. from the public. Notice for invitingsuggestions would also be issued in newspapers in due course of time.He then. presented status Paper on urbanization and urbandevelopment in Rajasthan. The status paper, prepared as per decisiontaken in last meeting of the commission, highlighted salient features ofthe state relevanto urbanization, evolution of spatial planning in thestate, policy initiatives taken in last about two years, mega projects andother recent initiatives of the government. The paper also ldentifiedsome of the issues which need deeper examination and appropriateremedies.The status Paper was then discussed in the context of rerms ofReference of the commission. prof. The Working Groupswill be free to modify/amend this in accordance with TOR of theCommission.Research Studies/Papers1. lmpact of emerging technologies on form and structure of citiesand pattern of urbanization - Horizon year 2030.2. Socio-psychological impacts of prevailing pattern of urbanization& urban form - Horizon year 20303. Integration of Economic and Spatial Planning at all levels.4. Architectural and Town Planning Heritage of Rajasthan- Lessonsfor Present and Future.5. A study of advantages and disadvantages of high-rise/low-risedevelopment with specific reference to Rajasthan- Horizon year2030.10.Since these topics are of relevance for almost all other states also, it wasdecided to recommend to department of UDH, govt. of Rajasthan torequest MoUD, GOI to commission these studies/papers and extend alltechnical and financial support.With permission of the chair1. The issue of seeking views/comments of major departmentsdirectly related to urbanization in the state was discussed and itwas decided that letters may be written to concernedepartmentsto send their (memorandum) views/comments/papers in thecontext of TOR of the Commission.2. lt was decided that discussions should be orgnaised withThought Leaders of different branches concerning urbanization.3. lt was decided that recommendation may be sent to Departmentof UDH, GOR to write to Govt. of India to consider opening aSchool of Planning and Architecture in Rajasthan.4. Visits to other parts of the country particularly Gujarat,Maharashtra, Karnataka, Tamil Nadu, Kerala, etc. may beundertaken to study their policies on Urbanization and innovativemeasures, if any, being undertaken by them.t6 of24
