DXers in those areas of NorthAmerica were blessed with some very goodskip openings, with some MUFs even headingup to the 144mhz range. Then on June 17 ththe Es FINALLY arrived on the east coastbringing a few hours of FM Es for severalDXers. So finally everybody has had a tasteof summer Es. Some are excellent (Powerlinecomes to mind) and some just plain stink. Myreason for mentioning blogs is that our ownHarry Helms has created one of the finestradio-related blogs on the internet. He’s gothis finger on the pulse of DTV, IBOC, WI-FI,and a bunch of other cutting-edge inventions Istill can’t figure out. If you want to keep upwith technology, check out The Future ofRadio at http://futureofradio.typepad.com/.Ken Onyschuk sent in an article from hislocal paper about his old high school and itsradio station, WHFH 88.5. WHFH, started asa radio club, now reaches as many as 2.5million people and just marked its 40 thanniversary! The station is managed bystudents and supervised by teachers andmany decisions are made by students, a truehands-on learning experience. When Scot Fybushwas here two years ago to take pictures anddo interviews for his four-part tour of DFWstations, we visited a surprisingly neat FMoutfit, operated by Mesquite High School. I'm also angling for atour of WFAA Channel 8, with DX'er WallyWawro, but haven't finalized that yet.I will take out my own hotel room forThursday night and be on hand for any kindof informal gathering, ad lib, of early arrivals... there are a couple of potential attendeeswho've talked about coming in on Thursday.I have drawn a map of the Cedar Hilltower site, but having had no enthusiasmraised about an <strong>org</strong>anized drive in thatdirection, I'll leave it to individual visitors tomeander that way on their own time, ifinterested.I have confirmed a second tour for the<strong>WTFDA</strong> convention with Dr. James Griffin,who oversees operations at KEOM-88.5. The FCC is moving up thedeadline for installing DTV tuners in TV sets.All TVs 36" or larger are to have DTV tuners by <strong>Jul</strong>y1 st . By the same date, half of sets between 25 and36" are to be DTV-capable. In a year, all sets largerthan 25" will require DTV tuners, and in two years allsets larger than 13", and all VCRs and other "nondisplay"TV receiving devices, must receive DTVsignals.Setmakers had requested two changes in the rules:an elimination of the 7/1/2005 requirement for half of25-36" sets to be DTV-capable, and a move of thedate for all such sets from <strong>Jul</strong>y 2006 to March.The FCC granted the latter request but denied theformer. They have also proposed to move up thedate for all 13" or larger sets from <strong>Jul</strong>y 2007 to theend of 2006. Richard says WNED only has fivetranslators left in Allegany County; all the translatorsthey "inherited" in Cattaraugus County in the early1980s are now gone. One of themost significant changes would classify achange of community of license as a minorchange in an application filing.Susquehanna Radio Corp. supports themove; it told the FCC that such changes takean inordinate amount of time to process, up to6 years in one case for Susquehanna.The commission votes on these and otherproposals, including streamlining the processof downgrading a Class C station to a ClassC0, on Thursday. InNovember, 2003 I earned 6 meter DXCC certificate#699.Due to a heavy workload during the 2004 Esseason, I couldn't be in front of TVs all the time, soabout 50% of DX was recorded on a JVCcamcorder set in front of the 5 skip TVs during hotopenings. I've only gone through 1 of the 5cassettes so far, so there still may be somegoodies on them. All the tapes have a date andtime stamp so it's easy to know when what wasrecorded. I play the tapes back on a 60" HDTVmonitor, so they are almost the original size whenviewed, but a bit blurrier than the originals.This is what has been reconstructed from 2004 sofar from the tapes, and also from submissions tohttp://dxworld.com/tvfmlog.html. All 2004 times areUTC. May 26 and May 31 stole the show, especially the latter. The latemorning session I heard in the car in the parking lot at work, but was fortunate enough to be home for the evening event,which was hampered by thunderstorms rolling overhead. FM was open for 4 hours on the evening of the 31st! Log totalhas really jumped, now up to 1,070.I have a new tuner, the Denon TU-1500RD, and a new FM antenna to go with it. I mounted the APS-9B on the backporch atop a 10-foot mast. It's only about half as high as the TV antennas on the roof but does a great job. Thedirectionality of the APS-9B has really opened up some frequencies. This 48 watter wasthere for almost 15 minutes! No calls listed in the FM Atlas. I found these calls on the net.(3) “Fox Forecast” giving a high of 24 degrees on HD radio. Interesting that I had another shot a this one less than afortnight after blowing it the first time. I called them and played the tape and they were pretty surprised when Itold them where this faint taping was made. They confirmed it was them. As far as any more U.S. or Canadianstates and territories for me to log “Stick a fork in me…I’m done.” With only AK, HI, NF and the other territoriesunlogged, I don’t expect to add to that total.(4) Very weird opening. Nothing very strong at all. A brief 96.7 audible only on the “tower”. Possible west coaster? Inoted that right around this time Ralph Strobel logged Henderson NV 94.1.(5) This opening was top-of-the-dial MUF most of the time but I got nailed by strong regional tropo even on the skipantenna.(6) I’m pretty sure I heard this station in March when I was in West Palm Beach. The cluster of digicipher channels onPan An Sat at 43 west - 750 to 760 appears to have had its beam redirected somewhat in thisdirection. On one of the channels, there has been a promo for a premium channel and is currentlycolor bars. The others are indicating a "subscription required" notice. Signal is great and hopefullywhen I get my MPEG2 DVB receiver back on line I will see a greatly improved signal from thosechannels as well. On AMC 10 at 135 west - channel 610 is the new home of History Channel West,A short column this month - which is better than no news and hopefully a much bigger column nextmonth. See you in 30 - Good DX and skip and Tropo to all and "73"sFCC Proposes to Streamline FM Allotment Rules; Adds a FreezeNoting that its FM allocation rules haven't changedmuch since their 1963 inception, the FCC isproposing significant changes to streamline theallotment rulemaking process and weed out arcanerules.At the same time, the commissioners announced afreeze on new FM allocations, saying the agencywould not accept applications for new FMs until thisprocedure is completed.Nearly 300 commercial FM allotment applicationsare pending; for them there will be a one-timesettlement window, with no limit on monetarysettlement amounts.By requiring applicants to file a completed technicalapplication (Form 301) and pay a filing fee at thesame time as the new FM allotment is sought, theagency hopes to ensure those who participate inthe auction process would be the same parties thatseek new FM allotments.It has also proposed changing AM mod rules. ROAD RAGE – A NEW LEVELAND PERHAPS A NEW SOURCE OF FM DX?Developed by a group of current and formermaster's students at the Human ComputerInteraction Institute, the Roadcasting projectwould allow drivers to stream their MP3 musiccollections by Wi-Fi or similar technology toany other vehicle within range that isequipped with compatible hardware andsoftware.The system -- still largely theoretical -- willalso feature a collaborative-filteringmechanism that compares music in arecipients' collection to that of thebroadcaster. The filter will pump out a mix ofsongs matching the listener's tastes."What's really cool about this is that whileyou're busy (driving), Roadcasting will justpick songs that you enjoy," said MathildePignol, one of the Roadcasting developers,"and then it will let you influence the songswith your music taste without you having to doanything."Roadcasting was commissioned by a "majorautomaker" looking for applications to makeuse of mobile ad hoc networks that will beincluded in production cars in the next fewyears. Pignol would not say which companythe team had worked for, but Carnegie Mellonresearchers have a history of working forGeneral Motors on so-called cars of thefuture.According to Dan Benjamin, senior analystwith ABI Research , several automakers andthe Department of Transportation mayimplement mobile ad hoc networks as earlyas 2007.Using 802.11p technology, a Wi-Fi variantdesigned for vehicles, mobile ad hocnetworks would serve two importantpurposes, Benjamin said. First, vehicles withbuilt-in 802.11p could serve as nodes in meshnetworks and send each other safetynotifications in case of accidents, or potentialaccidents. Acting as nodes in a mesh, eachcar would extend the network's signal a mileat a time.Secondly, Benjamin said, vehicles with suchtechnology could serve as nodes and pass ontraffic information that would help driverschoose the most efficient routes to theirdestinations."It definitely has a societal benefit," Benjaminsaid.Some auto industry experts think that whilethe technology is a ways off, car companieswill be eager to adopt projects likeRoadcasting."I definitely can see a carmaker jump in, justlike General Motors jumped in with XMRadio," said Walter Keegan, the author ofAutoblog . It's yourown music that you're broadcasting."Jason Schultz, a staff attorney at theElectronic Frontier Foundation , agreed, butsaid the Roadcasting team might want toprepare itself for being contacted by therecording industry's lawyers."I'm sure the RIAA is going to have problemswith this," Schultz said. "But that doesn'tmean it's illegal."In fact, he explained, because Roadcastinguses streaming technology to broadcastsongs and doesn't result in the permanenttransfer of music files, it is probably safe frominfringing behavior."It's quite similar to how (Apple Computer's)iTunes works, with its subnet sharing,"Schultz explained, "in that they can streamthe music and listen to it, but as soon as theylog off, it all disappears. Many peopleconsider that to be fair use, because of theephemeral nature of the music."In fact, he said, Roadcasting is at theforefront of what he called "me-to-me"technology, in which small networks ofdozens of users utilize new broadcastingmedia instead of massive networks of millionsof users."This is the next big challenge for the RIAA,"said Schultz.
