ForewordThrough 2010/2011 all sectors of theeconomy were affected by the downturnin the global economy and the spendingcuts across the public sector. Despitethese challenges environmentalsustainability has remained at the core ofour decision making at <strong>Merseytravel</strong> andis a key element of our decision-makingprocess for everything we do. Indeed thecase for efficiency and sustainability hasnever been stronger in these times oftight financial constraints and continuingpressure on our global natural resources.This year saw the final year of our third<strong>Environmental</strong> <strong>Sustainability</strong> Strategy(ESS) which covered the period from2006-2011. As a result this annual reportnot only outlines the progress we havemade in the last year but also provides asummary of the last 5 years against ourkey indicators. We set 66 ‘targets’ in2006 and have either fully achieved orprogressed 64 of those. Of the remaining2 these were unachievable due tocompeting external demands. <strong>Merseytravel</strong> - Who We Are<strong>Merseytravel</strong> is the operating name fortwo statutory organisations:1. <strong>Merseytravel</strong> Integrated TransportAuthority (ITA).2. Merseyside Passenger TransportExecutive (PTE).<strong>Merseytravel</strong> covers the 5 Merseysidedistricts of Knowsley, Liverpool, Sefton,St Helens and Wirral. <strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/2011In April 2011 the ITA became responsiblefor the third LTP (LTP3) which will still bedeveloped and delivered in collaborationwith the five Merseyside local authorities.LTP3 runs from 2011 to 2024 andcontains both short and longer termactions to provide Merseyside with a safe,sustainable, efficient and integratedtransport network, accessible to all.The current published LTP is available todownload on the Merseyside LocalTransport Plan websitewww.transportmerseyside.org<strong>Environmental</strong> <strong>Sustainability</strong> Strategy<strong>Merseytravel</strong> published its third<strong>Environmental</strong> <strong>Sustainability</strong> Strategy in2006 which ran until 2011.During that time <strong>Merseytravel</strong>’s overallstrategic goal was: ‘To play a leading rolein partnership with key stakeholders todevelop environmental and transportpolicies for Merseyside, that seek toincrease investment for the maintenanceand development of a high qualitytransport system, that will help to reducecar usage, be efficient andenvironmentally sustainable’.To achieve this <strong>Merseytravel</strong> adopted thefollowing key principles to guide thedevelopment of the policies contained inthe strategy to ensure they fit within theUK Government principles to achievesustainability:• Corporate social responsibility;• <strong>Environmental</strong> probity;• Public accountability;• Participation and ownership;• Raising awareness and education.This is the final annual environmentalsustainability report for the 2006-2011strategy which gives a summary accountof <strong>Merseytravel</strong>’s progress in itsimplementation as well as for this finalyear 2010/2011. <strong>Environmental</strong> Policy Statement of Intent<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/2011<strong>Merseytravel</strong> comprising the MerseysideIntegrated Transport Authority (ITA) andPassenger Transport Executive (PTE) iscommitted to the implementation of asingle, integrated sustainable transportnetwork for the city region that isaccessible to everyone. The organisationissued its <strong>Environmental</strong> <strong>Sustainability</strong>Strategy in 2006 that sets out the policiesto be adopted by all its business areas insupport of this commitment.<strong>Merseytravel</strong> has implemented an<strong>Environmental</strong> Management System(EMS), which was first certified to ISO14001 in June 2003. As part of thisimplementation, <strong>Merseytravel</strong> hasundertaken an environmental review of itscurrent activities and examined theimpact on the environment of all sites andpremises under its control. Through thissystem, <strong>Merseytravel</strong> understands theenvironmental implications of its day-todayactions, allowing it to set appropriateobjectives and targets as well asestablishing the appropriate proceduresfor their measurement, audit and control.<strong>Merseytravel</strong> is achieving this by:-Continually improving environmentalperformance and controlling pollutionfrom all its activities, products andservices.<strong>Environmental</strong> performance will bemeasured and monitored via proceduresdocumented in the EMS and the EMSaction plan.Publishing an <strong>Environmental</strong><strong>Sustainability</strong> <strong>Report</strong> on an annualbasis.This report will record progress madetowards the objectives and actions of the<strong>Environmental</strong> <strong>Sustainability</strong> Strategy,providing results of all environmentalperformance monitoring. This group will beresponsible for agreeing action plans forall business areas as well as devising aprogramme of objectives and targetsconsistent with this policy and the EMS.This group will report to the PTE or theITA’s Environment Committee. Environment2010/2011 Achievements:Developeda 6 year CarbonManagement PlanSet a CO 2 ereduction target of24% by 2016<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/201110<strong>Merseytravel</strong> recognises that the sites wemanage, the services we supply and thedecisions of our staff have an effect onthe environment. We are committed tointegrating the environment into the coreof our work to minimise the impact of ouroperations on the environment.2010/2011 AchievementsTo manage its operational impact,<strong>Merseytravel</strong> has implemented an<strong>Environmental</strong> Management System(EMS) to ISO 14001 standard and hasretained its certification every year since2003. The organisation continues tomeasure itself against <strong>Environmental</strong>Performance Indicators and the resultsare shared within this section.Carbon reduction and energy efficiencycontinues to be a major focus of our workand in 2010.This year <strong>Merseytravel</strong> joined the CarbonTrust’s Local Authority CarbonManagement Programme with the aim ofreducing its greenhouse gas footprint.Through the programme <strong>Merseytravel</strong>calculated a new greenhouse gasfootprint of 11,020,211 kg of CO2e for2009/2010 and developed a 6-yearCarbon Management Plan (CMP) to guideits ambition to cut its CO2e emissions by24% by March 2016.To achieve the 24% reduction target theplan is based on two work strands:1. Change management - to embedcarbon into the organisation’s workingculture and2. Technical improvements – to lowercarbon emissions through invest tosave projects and investmentprogramme projects. Current identifiedprojects make up 23.9% of thebaseline, equating to a potential CO2ereduction of 2,635,157 kgs in one year.The Carbon Management Team meetsregularly to review and monitor theprogress of the actions and projects,against the target. While also developingnew opportunities that also meet therequirements of the Carbon ReductionCommitment Regulations. The CMP isoverseen at a senior level by the CarbonManagement Board which is chaired bythe Chief Executive who has ultimateresponsibility for <strong>Merseytravel</strong>’s carbonemissions. The board meets quarterly toreview the progress of the plan and helpaddress any challenges.

However,energy use has reduced at theheadquarter buildings but increased atthe bus stations due to staff relocatingbetween the sites and extended travelcentre opening hours.Tun1 Mersey Tunnels will improvethe energy efficiency of plant,fixtures and fittings duringplanned maintenance.Solar thermal, solar photovoltaic’s andrainwater harvesting are some of thetechnologies <strong>Merseytravel</strong> have installedin the last 5 years.Solar photovoltaic bus stops have beenparticularly successful economically andenvironmentally and will be installed aspart of an investment programme.Three sites now have solar thermal panelsto produce or supplement the hot waterfor the kitchens and wash rooms. In the last year the Mersey Ferryvessels have increased the amount of fuelpurchased and consequently their CO2eemissions due to expanding the cruises(see the <strong>Environmental</strong> <strong>Sustainability</strong>Strategy section for the 5 year progress).

It is positive to notethat taxi use has decreased following theintroduction of a new business travelpolicy. The policy ensures the mostefficient means of travel, in order tominimise costs, are used. It is now arequirement for taxis to be used inexceptional circumstances and formanagers to approve these journeys. Railand air travel increased due to additionalmeetings with contractors and partners tohelp introduce SMART ticketing toMerseyside and to progress Europeanprojects. The rail and air emissions arelower than 2008/2009 showing the overalllong term trend is decreasing (see the<strong>Environmental</strong> <strong>Sustainability</strong> Strategysection for the 5 year progress).<strong>Merseytravel</strong> has an adopted Travel Planwhich is a package of mechanisms,initiatives and targets aimed at promotinggreener, cleaner, more sustainable travelchoices and reducing the reliance on theprivate car, thus reducing the impact ofstaff travel and transport on theenvironment.2010 saw the release of the revised StaffTravel Plan, reviewing the success ofGiant Steps, the previous plan that beganin June 2003. The new travel plan setfurther targets for the increase of cyclingand walking as modes of travel for<strong>Merseytravel</strong> employee. The targets areavailable to view in the 2009/2010<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong>; thedocument can be accessed atwww.merseytravel.gov.uk/information_environment.aspThe Travel Plan uses the SustainableTransport Hierarchy, a method ofmeasuring the suitability of a mode oftransport for employees travelling forbusiness purposes and also included forthe first time alternatives to travel such astele- and video-conferencing.<strong>Merseytravel</strong> also signed up to theGovernment sponsored Cycle to WorkScheme in March 2011, allowingemployees to buy a bike using salarysacrifice. In its first month, 15 employeeshad already taken up the offer and wereusing their bike to cycle to work.<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/201115

Thesuccessful company will be required toreport monthly the quantity of waste sentto landfill and for recycling thereforeimproving <strong>Merseytravel</strong>’s data andevaluation processes.<strong>Merseytravel</strong> expects the quantity ofwaste sent to landfill and for recycling totemporarily increase next year as nearlyone-third of its staff prepare to move tothe new headquarter building in 2012.Use of information technology will be atthe heart of the organisation which willhelp staff to move to a paper-reducedsystem of working.In 2010/2011, the Mersey Tunnelsreduced the potential for fuel or oil to bewasted and lowered the risk of a pollutionincident by replacing the fuel storagetanks at the Wallasey Works Unit,installing an interceptor at the surfacewater drain outside the fuel tank/pumpsand by replacing the waste oil storagetank. All of the equipment has integratedsafety systems. OnMerseyside this is done throughTravelSafe, a cross-sector partnership toaddress crime and the fear of crimeassociated with the transport sector.TravelSafe sees <strong>Merseytravel</strong>, MerseysidePolice and private operators workingtogether by sharing intelligence,information and resources.This year saw a 34% reduction inincidents of smashed windows (269 fewerincidents) in 2010/2011 when comparedto 2009/2010. Over the life time of thestrategy all 66 Merseyrail stations havebeen awarded the coveted “securestation” status after visits by the BritishTransport Police on behalf of theDepartment for Transport in associationwith Crime Concern. Merseyrail havebecome the first rail network in the UKthat is deemed as ‘fully secure’.The <strong>Merseytravel</strong>’s Public Arts Strategyobjective is to improve the journeyexperience for the travelling public bycreating a safe and stimulatingenvironment in which to travel. Public artalso contributes towards the regenerationof the City whilst supporting<strong>Merseytravel</strong>’s Tourism Strategy byenhancing our facilities and infrastructure.This will give Merseyside a unique qualityand edge over other competing visitordestinations.This year public art installations included:• One Love One Life One Liverpool atLiverpool James Street Station,designed by self taught artist GrantSearl, is the first of a 5 piececommission called ‘Animate theUnderground’. One Love One LifeOne Liverpool’ is an oil on canvasreproduction image bearingreferences to local landmarks and theintense loyalty that Merseyside peoplefeel for their area and their footballclubs. Each piece of art will beaccompanied by its very own riddle,which leads to a hidden word; whenall five riddles have been solved theywill form the basis of an answer to acompetition.• The Madness of King John atLiverpool Lime Street Underpass isthe second instalment of<strong>Merseytravel</strong>’s ‘Animate theUnderground’ commissioned to GarntSearl who said it was, “inspired by thelyrics, words and thoughts of JohnLennon.”• Old Roan Station communityproject saw the transformation of anold derelict piece of land, which usedto house the old booking office, into apeaceful community plot thatremembers the men and women thatdied during the two World Wars aswell as embracing the creative spirit ofthe present community.<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/201119


Promoting sustainable transport choicescontinued to be delivered throughTravelWise, the campaign to promotesustainable transport in Merseyside.The brand is used by <strong>Merseytravel</strong> and the5 Local Authorities and can be applied toany Smarter Choices activity. In 2010/11the campaign achievements included:• Joint project with Liverpool ActiveCities that saw 39 people in healthdeprivation areas receive free bikeand training package.• Personalised Travel Planning inWest Derby saw a modal shift to bususe of 12% from those interviewedbefore and after the project.<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/2011• Support to 51 organisations topromote sustainable travel to tourismdestinations and development of atool that sits on tourism websitesshowing ‘how to find us’ bysustainable modes. This was 50%funded by the European RegionalDevelopment Fund.• Development of new cycle andwalking routes in Sefton and Wirral aspart of the ERDF project.• Walk to School campaign in Octoberand May seeing 280 of schoolsparticipating and promoting the “Walkto School” message to parents, staffand pupils.• Joint project with Liverpool PrimaryCare Trust, as part of the Year ofHealth and Wellbeing, in which over250 people received adult cycletraining and maintenance skills, aswell as hundreds of people attendedevents where Dr Bike was presentfixing bikes.• National Standard Bikeability trainingcontinued to be delivered. Since2006, 53,000 pupils have receivedtraining in school.• Delivered stakeholder LTPcommunications via newsletters,breakfast briefings and an annualconference ensuring engagement andaction in the debate around transport,mobility and health.• Continued to provide support andtools to organisations and schools toimplement travel plans that encouragestaff, pupils, visitors, patients andstudents to travel on foot, by bike,bus, train, ferry and car share.20


ESS 2006 - 2011 ProgressMer7 <strong>Merseytravel</strong> will ensure that allnew and redeveloped facilitieshave adequate provision forinterchange between modeswhere the land is available andthe provision is justified, toreduce car journeys in to urbanareas and facilitate integration ofthe public transport network.Mer10 <strong>Merseytravel</strong> will ensure that allnew and redeveloped stationshave safe, convenient andsecure cycle storage facilitieswhere practicable and inconsultation with other cyclegroups.During 2010/2011 Merseyrail inconjunction with <strong>Merseytravel</strong>, WirralCouncil and Sefton Council introducednew and secure cycle parking at 18stations. The scheme was part of CycleEngland’s Cycling Demonstration TrainOperator scheme and saw the creation of750 secure cycle parking spaces withSmart Card access which are used by400 members of the scheme. This takesthe total on the network to nearly 1,500spaces all of which are protected byCCTV.<strong>Merseytravel</strong> are committed to investingin the learning and development of allemployees and will continue to improveways of helping people realise their fullpotential. To assist the development ofemployees <strong>Merseytravel</strong> has developed aLeadership Programme for all managersand supervisors.The Leadership Programme is focussedon managers and supervisorsunderstanding the importance of their rolewithin the organisation. The programmewill enable managers and supervisors tohave a consistent approach in driving<strong>Merseytravel</strong> forward. This has allowedmanagers to support <strong>Merseytravel</strong> as itstrives to meet its ‘world class’ vision. Inthe last 12 months, 145 managers haveundertaken the leadership programme,which has led to a direct change in theway they manage their sections and theirstaff. In April, Action <strong>Sustainability</strong>,funded by Envirolink Northwest, assisted<strong>Merseytravel</strong> to train its new procurementteam about sustainability issues and todevelop an action plan to work through“Procuring the Future’s flexibleframework”. A year later the team hascompleted 24% of the flexible frameworkand plans to complete the framework by2016.This year <strong>Merseytravel</strong> approved a newprocurement policy and strategy thatembeds sustainability, introduced a newICT system to manage the tender processand developed new contract awardcriteria. When tendering goods, works orservices a company is asked technical,financial, health and safety, equality anddiversity and environmental questions.The answers are scored and thecompanies with the highest scores moveonto the specification stage.ESS 2006 - 2011 ProgressMer14 <strong>Merseytravel</strong> will continue toresearch and trial the use ofnew technologies in vehicledesign and pollutionabatement to reduce fuelconsumption and improve localair quality.SBS3<strong>Merseytravel</strong> will activelysupport the introduction ofbuses using proven alternativetechnologies on selectedroutes.Through 2010/2011 <strong>Merseytravel</strong>continued to operate a full electric busservice in St Helens, began a sustainablebiofuel trial with bus operator Stagecoachand supported Cumfy Bus’s successfulapplication to the DfT Green Bus fund forlow emission vehicles on the LiverpoolCity Centre Supported Services.


SMART ticketinglaunched80% of supportedbus servicesare Euro 3 or betterIn 2010 <strong>Merseytravel</strong> successfullycompleted the 3 year BIONIC (BiofuelNetworks In the Community) sustainablebiofuels project of which <strong>Merseytravel</strong>were the co-ordinators. The project aimwas to examine the barriers to the use ofhigh blends of sustainable biofuels andestablish practical solutions to overcomethem. The outcomes included a trial witha commercial operator of a blend ofsustainable biodiesel made from locallysourced used cooking oil, a network forinterested organisations to engage with tosupport the wider uptake of sustainablebiofuels and a set of Best PractiseGuidelines to support potential users ingetting projects off the ground.For further information visithttp://www.bionic-project.eu/CLIMATLANTIC is a 2 year transnationalproject that started in 2010 looking atdeveloping strategies at regional and locallevel towards the reduction of the carbonfootprint in the Atlantic Area of Europe.The strategies are being developed under4 basic pillars – Mobility, Energy, TerritorialManagement and Social Behaviour.In Merseyside the actions beingimplemented include a trial Eco Cruise onthe Mersey Ferries for local schoolchildren. If successful then this willbecome a permanent resource for localschools. The new ClimAtlantic websiteaimed at schools, teachers andschoolchildren will be launched in July2011 and will provide information forpeople who want to find out more aboutthe environment and making smartertravel choices. ESS 2006-2011 Progress<strong>Merseytravel</strong> are co-ordinators of START,a European Commission project to aidSeamless Travel across the Atlantic arearegions using sustainable transport whichruns from 2009 - 2012.Through START a pilot smartcardticketing project is being developed whichwill be aimed at visitors to the LiverpoolCity Region. The smartcard (LiverpoolDay Tripper) will be unique as it will offerreturn travel to and from Liverpool JohnLennon Airport to the city centre alongwith entrance to two of the region’s topattractions – The Beatles Story and RiverExplorer cruise on the Mersey Ferries.Phase one of the smartcard will launch inJuly 2011, with a second phase, whichwill offer a greater variety of attraction andpurchasing options, will launch in autumn2011. The Liverpool City CentreServices had specific reference tooperators applying to the DfT Green BusFund in 2009. This is alongsidestipulations on other areas of servicequality including punctuality, cleanlinessand driver behaviour. The 2006-2011 strategy expandedupon its predecessors to include all threestrands of sustainable development –environment, social and economic issueswhich we aim to develop further into anadopted Corporate Social Responsibility(CSR) during the course of the nextstrategy.The 2006-2011 strategy contained 66policy statements identifying specificactions focused on individual operationalareas of <strong>Merseytravel</strong>. At the end of thestrategy time-frame <strong>Merseytravel</strong>recorded progress or full completion on atotal of 64 (97%), a successful outcomefrom <strong>Merseytravel</strong>’s point of view. Thosethat were not completed were subject towider competing demands includingeconomic or social aspects. Below is aselection of the key achievements and<strong>Merseytravel</strong>’s key performanceindicators (KPIs) during this period.• Retained certification to EMS ISO14001 having first achieved thestandard in 2003.• Gained the Carbon Trust Standard in2009 for reducing <strong>Merseytravel</strong>’scarbon footprint by 7% over 2 yearsby completing projects like theinstallation of variable speed drivesand motors at the Mersey Tunnelsventilation stations.• Developed a 6 year CarbonManagement Plan to 2016 to reduce<strong>Merseytravel</strong>’s greenhouse gasfootprint by 24% (CO2e). In particular the strategysupports actions in Goal 2 of LTP3, whichis to “Provide and promote a clean, lowemission transport system which isresilient to changes to climate and oilavailability”, reflecting the increasedresponsibility <strong>Merseytravel</strong> now has overLTP3.The strategy sets a new vision for<strong>Merseytravel</strong> to:“Be a UK exemplar of environmentalsustainability in local transportprovision”.The strategy focuses on environmentalissues but the intention is that it willbecome part of a wider Corporate SocialResponsibility Strategy, which theorganisation began to develop in 2011.The <strong>Environmental</strong> Strategy DeliveryGroup will ensure that environmentalconsiderations are thoroughly embeddedacross <strong>Merseytravel</strong> and will continue towork closely with public transportproviders, local authorities and otherstakeholders to deliver achieve joint aims.<strong>Merseytravel</strong> will also continue to reporton progress in delivering the strategy infuture annual <strong>Environmental</strong> <strong>Report</strong>s.The strategy takes a new approach toachieving this by identifying six Prioritiessupported by Goals, Indicators andTargets and Mechanisms to achieve them.These will be reviewed throughout the fiveyear period to ensure that they are stillrelevant and appropriate.<strong>Environmental</strong> <strong>Sustainability</strong> <strong>Report</strong> 2010/2011“New Head Quarter Building rated BREEAM “Excellent””34
