Some estimatesplace the current municipal infrastructuregap at $60 billion and growingby $2 billion a year. This gap will continueto grow, because municipal governmentsdo not have access to growth taxes. Inaddition, our infrastructure is aging—most of it has reached 80 per cent of itsservice life. This now threatens our economicgrowth and with it our quality oflife.BackgroundOver the past 15 years, successive federaland provincial governments haveoffloaded responsibilities and cut transferpayments, producing a national municipalinfrastructure deficit that todaystands at some $60 billion.The Government of Canada has respondedto this challenge by committing some$11 billion to infrastructure through avariety of programs since 1993, or $1.1billion annually. However, as of April 1,2006, all the infrastructure programs willbe fully committed, except the MunicipalRural Infrastructure Fund. These infrastructureprograms must be replenished.Other problems with the infrastructureprograms are:• They generally involve matching dollarsfrom the provincial/territorial andmunicipal governments. Many smaller,rural and remote communities do nothave large enough tax bases to accessinfrastructure program funds.• Infrastructure is planned over decades,but infrastructure programs typicallyrun for five-year periods. The inability toplan based on longer term funding isforcing short-term solutions. This hampersgood planning and the programs’effectiveness.The Conservative Party committed toreplenishing Canada’s infrastructure programsduring the election. In an open letterto FCM on January 17, Prime MinisterHarper said, “we will also maintain orenhance current infrastructure funding,including the Border Infrastructure Fund,the Canada Strategic Infrastructure Fund,the Municipal Rural Infrastructure Fund,and the Infrastructure Canada Program.”Since the election, Minister of FinanceFlaherty (speaking in Toronto, Whitbyand Surrey) said the federal governmentis committed to “maintaining existinginfrastructure agreements between thefederal government, the provinces andmunicipalities.”FCM Position1. Immediately renew the CanadaStrategic Infrastructure Fund (CSIF) atan annual allocation level of $1.1 billion.2. Limit matching fund requirements forsmall municipalities that lackeconomies of scale.3. Ensure funding for the new Highwaysand Borders Infrastructure Fund inaddition to the annual $1.1 billion forinfrastructure programs.4. Commit to a national plan to paydown the municipal infrastructuredeficit as part of national discussionson the fiscal imbalance.5. Service standards, developmentpriorities and regulatory objectivesmay be incongruent, the municipal taxbase may be compromised, and thesupply of specific services may affectmunicipal administration and finances.Improved collaboration among all ordersof government is required on all of theseissues.FCM urges intergovernmental cooperationto ensure:• An institutionalized agreement andclear process for the federal, provincialand territorial governments andAboriginal organizations to work withmunicipal governments to meet theneeds of urban Aboriginal people;• Consideration of municipal interests inthe development and implementationof initiatives implicating municipaloperations, such as the federal UrbanAboriginal Strategy;• Respect for the jurisdiction and territorialintegrity of municipal governments,and the applicability of territorial,provincial, municipal, and First Nationlaws, with respect to the municipal taxbase when land claims are negotiated;and

As firstresponders, they often provide theonly response and relief during localemergencies.The new security environment placesincreasing demands on all orders of government,making coordination acrossjurisdictions essential. This new environmentstrains municipal budgets andhuman resources. This is particularly truefor those municipal governments thathave power generation and distributionequipment, nuclear facilities, or othersensitive infrastructure near or withintheir boundaries. And all local publichealth authorities will be on the front linein the event of an outbreak of communicablediseases.• The agencies of the federal, provincial/territorial and municipal governmentsare coordinated, have clear responsibilitiesand are ready to respond; and• Appropriate resources are allocated toprotect critical infrastructure and toensure that municipal front-lineresponse capabilities are in place.ContactFor more information on this issue,please contact John Burrett, SeniorManager, Social Policy, at (613) 241-5221ext. 244, or at jburrett@fcm.ca. Clarification ofresponsibilities and integration of federal,provincial/territorial and municipal policingis becoming a more and more pressingimperative.Nevertheless, national security andemergency preparedness measures areimplemented largely by the federal government,working through the provincesand territories, with little input frommunicipalities.FCM urges intergovernmental cooperationto ensure that:• Municipal governments have a place atthe table in planning national emergencypreparedness and managementstrategies;

Rural areas are primarysources of food, water and energyfor rapidly growing urban centres, andthese communities sustain industriesthat contribute to Canada’s economicprosperity. National resource industriessupported by rural communities generate13 per cent of Canada’s gross domesticproduct. More than half of all tourists inCanada visit a rural community.Infrastructure investmentsDespite the critical importance of infrastructureto rural communities, manyrural and northern municipal governmentsface barriers to meeting theirinfrastructure needs. Traditional tripartitearrangements for funding infrastructurelimit participation by rural communities,which are unable to cover their share.Strictly per capita funding distributionsplace many rural communities, with theirlimited tax bases, at a disadvantage.Infrastructure investments should bebased on need and capacity to ensurethat communities with less than 10,000residents have full access to funding.By engaging municipal governments indeveloping infrastructure programs,other orders of government can ensuremaximum benefit for rural communities.For example, federal funding will be mostresponsive to the needs of rural communitiesif base allocations are incorporatedin current distribution methods.FCM is ready to work with theGovernment of Canada to ensure infrastructureinvestments are relevant to thecountry’s smallest communities. Bydrawing on the experience and expertiseof the municipal sector, federal investmentscan effectively reduce the infrastructuredeficit in rural communities.Economic developmentRural areas play a critical role in buildingnational wealth, but some of thesecommunities are losing their capacity tofoster economic activity and maintainquality of life. Programs and strategies toreverse this trend must avoid a one-sizefits-allsolution by recognizing the uniquechallenges and opportunities that exist inrural communities.The absence of broadband Internet significantlyimpedes rural economic development.Communities without broadbandaccess are denied competitiveadvantages, such as electronic delivery ofhealth and education services. Withoutthis technological infrastructure, the service-deliverycapacity of these communitiesis much weaker than in fully servicedurban areas.Inadequate infrastructure to supporthealth service delivery is another seriousimpediment to economic development inrural Canada. People in rural communitiesface major barriers to receivinghealth care because of their remote locationsand the shortage of health professionals.Although health care is not generallya municipal responsibility, it affectsmunicipal governments’ ability to attractbusinesses and individuals to theircommunities, which makes it a municipalconcern.Beyond traditional and technologicalinfrastructure, successful economicdevelopment also requires social and culturalinfrastructure, such as libraries,parks, post offices and community centres,to improve quality of life in ruralcommunities. Although roads andbridges will do much to get people torural communities, quality of life willencourage them to stay.


16FCM Policy PrioritiesIssue BriefingsRural and NorthernCommunities (cont’d.)Environmental SustainabilityRural, remote and northern communitiesunderstand the importance of environmentallysustainable community development.For example, the effects of Arcticclimate change and the exploitation ofresources threaten traditional ways of lifeand endanger wildlife habitats in theNorth. Threats to air quality throughlong-range transport of atmospheric pollutantsdemonstrate that communitiesare affected by activities in other parts ofthe country.Programs for rural, remote and northerncommunities must recognize that municipalgovernments require the capacity toplan for long-term sustainability. Theyneed revised legislative and regulatoryframeworks, new tools and training,development of best practices, and toolsto measure progress. This will allowthem to move toward more financiallyand environmentally sustainable infrastructuredecisions and to undertakelong-term regional planning.By building community capacity, municipalgovernments in rural, remote andnorthern communities will becomevaluable partners in contributing toenvironmental outcomes.
