PROCEDURES[41.3.7]The radio communications and messages sent via CAD/MDC aremonitored. Unprofessional use will not be tolerated.1. Limit messages to official police business2. Know what will be said before transmitting to avoid pauses andrepetition3. Pronounce words distinctly. Use the phonetic alphabet whenspelling; choose words with a clear message, leaving little room fordoubt.4. Use radio codes normally. If in an emergency or tactical situationand you need immediate assistance, use plain, clear language.5. Do not express emotions, irritation, or humor over the air (Emotionsor excitement in the voice tend to distort reception)6. Be impersonal. Use unit designator in all transmissions, includingcar to car.7. Be concise and to the point. Eliminate unnecessary words that takeup airtime. Show consideration and courtesy. Do not make nonessentialtransmissions.8. Never argue over the air. If there is a problem, advise a supervisor.9. Use Information Channel when requesting information (e.g., wantedchecks, vehicle registration checks, telephone calls made)10. Give your status by MDC if logged on, except when use of MDCmight jeopardize your safety11. Advise of traffic stops by giving the location and then platenumber, in that order. Officers may also give vehicle descriptionswhen stopping suspicious vehicles.12. Do not voice broadcast a citizen’s name when a citizen requestspolice action but no contact. If the officer requests complainantname and/or location, give the information by telephone or by MDC.C. FIELD RESPONSIBILITIES[41.3.7] [81.2.4] [81.2.5]1. UNIT AVAILABILITY: Continuously monitor your radio and MDC andrespond to transmissions for your unit, even when out of your vehicle2. RESPOND TO ALL RADIO AND/OR MDC-dispatched calls promptlyand return to service as soon as possible3. ADVISE DISPATCHER IF EN ROUTE to a dispatched call whenobserving on-view activity. Request reassignment if the situationdemands immediate attention. If the original call requires priority, theemployee will request that another unit be dispatched to handle theon-view situation.4. ADVISE DISPATCHER of work status and intention to leave yourvehicle for any activity (e.g., traffic stops, field interrogations, breaks,security checks, out of service, etc.) and provide specific location forsupervisory control and for safety reasons

TRAINING: All users will be properly trained on how to use theequipment prior to using the MDC, including the proper removal ofthe MDC for official business2. LOGGING ON: Employees will log onto their MDC, using theirappropriate call sign for regular duty and extra duty assignments3. DOCKING STATIONS: MDCs will remain locked in the policevehicle docking station at all times when the vehicle is in motiona) Officers may remove the MDC from the docking station forreport writing and investigationsb) Supervisors may remove the MDC from the docking station forreport writing, managing crimes scenes, and investigations4. MDC KEYS: Keys to unlock the MDC from the docking station willbe placed on the vehicle key ring of the corresponding vehicle. Aspare MDC key will be kept in the lock box with the correspondingspare vehicle key. Notify a supervisor immediately of any damageor loss to the MDC key.5. OFFICER SAFETY: Take into consideration the surroundings whenusing the MDC outside of the patrol vehicle6. SECURITY: Employees will not allow unauthorized view ofconfidential information on the MDCa) Access the MDC through dual authentication for securitypurposesb) Maintain proper security of the MDC i.e., the equipment andthe access to confidential informationc) Do not leave the MDC unsecured or unattended at any timed) An employee, who as a result of inattention or negligence, issubject to discipline for any breach in security or unauthorizedaccess of the MDC7. LOST, STOLEN, OR DAMAGED: Notify a supervisor immediately ofany breach of security, damage, or loss of an MDCa) If lost or stolen, notify Dispatch to conduct a GPS locate for theMDC. If unsuccessful, Dispatch will contact theCommunications or <strong>Police</strong> Technology Manager to restrictCJIS access.b) Employees shall not attempt to repair an MDC. Onlyauthorized personnel shall attempt to repair an MDC.8. Without exception, RETURN AND SECURE THE MDC in its patrolvehicle docking station at the end of each tour of duty
