• THE FRANKLIN COVER·UPnot pursue. Documentary evidence presented in this book, never before made public, makes it possible to contrast theassurances of local and state officials that there was little orno Franklin-related abuse, with what those agencies had intheir own files. The chapters of this book dealing with Franklin are based, apart from my direct experience, strictly on documents availableand documented facts. I do not claim to know the accuracyor veracity of every statement made by every witness or otherperson, recorded in these documents. I do claim, however, that the statements and the evidence were officially presentedexactly as described. Readers can draw their own conclusions,as to what is or is not believable.I have been very careful to present only material and documentswhich I can legally and properly, in my opinion, make available.I also must state, that I received none of the Franklin committeedocumentation from the committee's chairman, SenatorLoran Schmit, other than what I was entitled to as attorney forPaul Bonacci. Some people inevitably will claim, as they didwhen I issued the DeCamp memo in January 1990, that SenatorSchmit, whose private attorney I am, "leaked" everything tome. I said then, and I say now, that nothing could be furtherfrom the truth.Neither is anything whatsoever from grand jury documents-someof which I had access to-presented here, becauseI am not allowed to disclose this information. I wish Icould. I wish everything about Franklin could be made public. Then, the public could judge even more thoroughly about whatis true and what is false. I believe that sunshine and exposure ofall facts from all agencies that have information about Franklinwould establish the truth of the stories of drug abuse, childabuse, pedophilia, abuse of positions of public trust, cover-upby institutions of government, and, most tragic, involvementin this conduct and later cover-up by some of our most respectedand wealthiest citizens.I believe that the record must get out into the open, to theextent possible, and that the public has to share the information.xxiv
