In one of my telephone conversations with InvestigatorCarmean, I remember telling him that this girl was nowreporting homicides, and he said, yes, I need to get out <strong>the</strong>reand re-interview this girl. ...[O]ne of my concerns Senator is <strong>the</strong> conduct of <strong>the</strong> OmahaPolice Department. I don't know what's going on <strong>up</strong> <strong>the</strong>re,I'm not familiar with <strong>the</strong> players in <strong>the</strong> Omaha Police Department,but I know that I hand delivered material to an investigator.... Investigator Carmean and Investigator Hoch leftmy office and <strong>the</strong>y seemed sincere, <strong>the</strong>y seemed that <strong>the</strong>ywere going to investigate <strong>the</strong>se allegations and later it wasas if air had been let out of a balloon, that all of a sudden<strong>the</strong>y had no interest in even re-interviewing a girl who wassaying that she had witnessed homicides and I just don'tunderstand it. ...FCRB Executive Director Carol Stitt testified:I would like to add something that was highly unusual inthis case. Loretta's psychiatrist contacted <strong>the</strong> police inOmaha and asked <strong>the</strong>m to come, Loretta's personal careworker, Ken Stoner, contacted <strong>the</strong> police, [Richard Youngemployee] Kirstin Hallberg contacted <strong>the</strong> police, as well asAdrienne Hart, who is Kirstin's s<strong>up</strong>ervisor. All those peoplehad made contact and nothing was being done....Not long after after his interview with Loretta, OfficerCarmean was transferred out of investigations altoge<strong>the</strong>r, intoa section called Research and Planning. At <strong>the</strong> same ExecutiveBoard meeting, Senator Ernie Chambers recounted a phoneconversation with Carmean:When I called [<strong>the</strong> sexual assault unit], <strong>the</strong>y said he's nolonger here and that's when <strong>the</strong>y told me that he was withResearch and Planning .... I finally ... got him and I mentionedhis enthusiasm at <strong>the</strong> outset, and that from what Ihad developed in terms of creditable information being givento me, I felt he'd been transferred because he was gettingtoo close to something and his s<strong>up</strong>eriors did not want himto continue.
