During last three decades, theIFA system has not only evolved but also expanded in <strong>Defence</strong>. At present there are 116 IFA <strong>of</strong>fices,which are spread over length and breadth <strong>of</strong> the country to provide prompt and correct financial adviceto the services not only at HQrs level but also at lower unit/ formation level.The IFA system is comparatively a new field and still at evolution stage. It is necessary thatIFAs shall interact and share their experiences with each other. This newsletter will provide a platformto do so. IFA SARANSH will cover the spectrum <strong>of</strong> IFA activities under one umbrella and will alsohighlight the initiatives being taken to further improve the system. New BeginningE- Initiative <strong>of</strong> DAD<strong>Defence</strong> <strong>Accounts</strong> Department launched aprogram to computerize the functioning <strong>of</strong> IFA<strong>of</strong>fices. In first phase, 55 IFA <strong>of</strong>fices have beenidentified for implementing the program. Theprocess began with the training <strong>of</strong> trainers atCENTRAD, Delhi Cantt from 10 th May <strong>2011</strong>.These <strong>of</strong>ficers will be responsible for implementingthe application at the selected locations and givetraining to the <strong>of</strong>ficers working in IFA <strong>of</strong>fices. Theimplementation <strong>of</strong> IFA module will be completedby the end <strong>of</strong> <strong>July</strong> <strong>2011</strong>.etc. The system provides facility <strong>of</strong> search modulewhich will enable the users to obtain informationaccording to their requirement. It will facilitate datasharing among IFAs. The system will help inreducing manual work in processing case filesThe salient features <strong>of</strong> computerized systeminclude decision support system, MIS generationand standardization <strong>of</strong> screens across all ServicesIFA Module ScreenOnce the system becomes fully operational it willcreate a paperless <strong>of</strong>fice environment in IFA <strong>of</strong>ficesand also expedite clearance <strong>of</strong> proposals.The MIS generated from the application willfacilitate in achieving the objective <strong>of</strong> the delegation<strong>of</strong> financial powers i.e. optimal utilisation <strong>of</strong> financialresources by Services.Usage <strong>of</strong> e- mail by IFA OfficeIFA (WNC) has started using e-mail facility <strong>of</strong>HQ, WNC for seeking clarification /informationfrom units, which are located at distant places.The units/ formations are overwhelmed with thisinitiative and have responded positively to thissmall but effective step. This has resulted inexpediting the clearance <strong>of</strong> proposals by IFA<strong>of</strong>fice.New IFA Offices openedTo meet the increasing demand <strong>of</strong> Services toprovide IFA cover at lowers unit/ formation level toenable CFAs to exercise the delegated financialpowers, six new IFA <strong>of</strong>fices were opened at HQrs1 Corps, HQrs 11 Corps, HQrs 16 Corps, 40Wing, 14 Wing and COMDIS-3 (Coast Guard).With the opening <strong>of</strong> new <strong>of</strong>fices the number <strong>of</strong>PIFA/ IFA <strong>of</strong>fices has increased to 116.2


TrainingCourse for Air Force OfficersWorkshop for Naval OfficersForty four Air Force <strong>of</strong>ficers participated in acourse on IFA system conducted under the agies<strong>of</strong> RTC, Meerut at HQrs WAC from 18 th to 20 thApril <strong>2011</strong>. Ms. Geetali Tare, IA&AS, PrincipalDirector <strong>of</strong> Audit (Scientific Departments), Wg.Cdr. Atul Pokriyal, Joint Director, Fin. Planing, AirHQrs delivered the lectures. Air Vice Marshal R.Sitaraman, VSM, Senior Officer In-chargeAdministration, HQrs WAC and Air Vice MarshalP. The Dy.Comdt,NDA, Air Vice Marshal Ajit S Bhonsle, AVSM,VSM was present on the occasion.Regional Training Centre, Bangaloreconducted a <strong>Defence</strong> Financial ManagementCourse (DFMC) at Kochi from 31 st January<strong>2011</strong> to 2 nd February <strong>2011</strong>. The course mainlycovered issues concerning IFA System,Delegation <strong>of</strong> Financial Powers and provisions<strong>of</strong> DPM 2009. IFA (SNC), Director Naval Plansand senior <strong>of</strong>ficers <strong>of</strong> DAD delivered lecturesin the course. About 30 Naval <strong>of</strong>ficers fromvarious ship establishments participated in thecourse.Pentagon StudyForeign TrainingShri D.R.Negi, IFA (WC) and Shri S.S.Pendharkar, IFA (SNC) attended a course on‘Leadership’ organized by RIPA International, Londonfrom 11 th May <strong>2011</strong> to 21 st May <strong>2011</strong>.The objective<strong>of</strong> the course was to equip the participants toassess organsational strategy and identifyopportunities for improvement.The Pentagon once did a study on whyso many American Servicemen marrywomen in the countries where they'restationed. Further, in absence <strong>of</strong> any past dataavailable on record for purchase <strong>of</strong> similar product,it was difficult to assess the reasonability <strong>of</strong> theprice achieved. On IFA advice fresh tendersthrough LTE were invited.As a result <strong>of</strong> re-tendering, the total cost <strong>of</strong>procurement proposal came down to Rs.51,93,563/-in comparison to Rs. 95,76,167/-achieved in initial tendering, thus, resulted in asaving <strong>of</strong> Rs. 43,82,604/-.[Contributed by Ms. Simerjit Kaur, IDASFA to DGNP ]Savings in <strong>Defence</strong> ExpenditureDuring 2010-11 more than ninety five thousandprocurement proposals mainly pertaining torevenue stores and services, works etc werereceived by the Integrated financial advisors atService Hqrs and at lower units/ formations. Thereare 81 dedicated and 35 nominated PIFAs/IFAslocated all over India, to give financial advice todefence services to achieve value for money.
