Strategy 1 - LearningWe will meet the needs of each student by providing diverse, meaningfuland personal learning experiences and environments.SPECIFIC RESULT: A consistent, viable, and vertically aligned curriculumwill be implemented through best practices district-wide.* Purchase CSCOPE as the foundation curriculum for core subjectareas (math, science, language arts, and social studies) for Kindergartenthrough High <strong>School</strong>.* Train all district administrators and core area teachers in the use ofCSCOPE, including the difference between “curriculum” (the what) and“implementation” (the how).* Assemble teachers to create a specific and detailed scope and sequenceoutlining best practices for subject areas not covered by CSCOPE withthe guidance of district staff and campus administration.* Provide follow-up support for implementation of CSCOPE and scopeand sequences through Professional Learning Communities, peer andadministrator observations, feed-back conferences, and additionaltraining as needed.* Teachers will communicate the learning objectives with students,parents and guardians throughout the year on a regular basis.* Provide resources to parents/guardians to assist students (supplementalmaterials/resources).* Evaluate and monitor implementation through PDAS and classroomwalk-throughs.* Evaluate effectiveness of curricula through student assessment data.* Determine the need for revisions or changes (in implementation) basedon evaluation data.SPECIFIC RESULT: Provideprofessional developmentto expand our staff’s abilityto successfully implementproject-based learning, differentiation,thinking maps andsheltered instruction in orderto ensure meaningful and personallearning experiences for all students.* Develop an evaluation for campuses on their understanding and/orimplementation of various instructional techniques, including but notlimited to:• differentiation• sheltered instruction• thinking maps• positive school cultures and climates* Provide on-going training for all staff in identified instructionaltechniques.* Provide opportunities for administration, instructional support, parentsand communities to visit and observe campuses that are successfullyimplementing identified instructional techniques.* Encourage teachers to participate in self assessment/growth.SPECIFIC RESULT: Expand the implementation of project basedlearning to all schools in order to ensure meaningful and personallearning experiences for all students.* Develop an evaluation for campuses on their understanding and/orimplementation of project based learning.* Provide opportunities for administration, instructional support, parentsand community to visit and observe campuses that are successfullyimplementing project based learning.* Set expectations for the amount of time that should be spent on projectbased learning in classrooms K-12 and develop a timeline forimplementation.* Develop an instrument to evaluate the implementation of project basedlearning results in classrooms that includes teacher, peer, community andadministrative feedback.* Provide on-going training for all K-12 staff in project based learningand the development of engaging, meaningful projects.* Designate half days for professional learning communities to use as aplatform for project based learning.Why did BISD want to create a <strong>Strategic</strong> <strong>Plan</strong>?Superintendent Steve Murray and the BISD Boardof Trustees felt it was important due to growth in our<strong>District</strong>.What is the life of the plan?The <strong>Strategic</strong> <strong>Plan</strong> is a rolling five-year plan that will beupdated every year.What is an action plan?An action plan is the operational plan of action thatfocuses on the development of the strategies found inthe plan. This is the most critical phase of the planningprocess. Each plan contains specific details that can becarried out and detailed action steps necessary to accomplishthe strategy.


Strategy 2 - Student InvolvementWe will put into place a framework of independent and interdependent programs and opportunities toencourage and grow student involvement in extra and co-curricular activities.SPECIFIC RESULT: The district will designate a StudentActivities Coordinator who will be responsible for training andsupporting the Campus Student Activities Coordinators and serve asthe central contact for extra and co-curricular activities byestablishing policies and procedures.* Develop an annual training program for Campus Student ActivitiesCoordinators and Activity Advisors.* Convene a quarterly network meeting with the Campus StudentActivities Coordinators.* Continually seek out new opportunities to encourage and grow studentinvolvement in extra and co-curricular activities.* Liaise with the district’s Director of Communications to promote andpublicize student activity programs.* Provide a platform for community and civic organizations to engage inprogram sponsorship.* Create engaging web content to promote student involvement in extraand co-curricular activities.* Compile a resource guide including, but not limited to, guidelinesas well as relevant policies and procedures for use by Campus StudentActivities Coordinator and sponsors to ensure consistency throughout thedistrict.* Continually seek out new opportunities to encourage and grow studentinvolvement in extra and co-curricular activities.* Serve as a support system for campus activities sponsors.* Communicate current information about extra and co-curricularactivities with the campus, district, and community.* Maintain and distribute campus activities/events calendar.* Oversee campus extra and co-curricular fund raising activities.SPECIFIC RESULT: Use a media environment that effectivelycommunicates with parents and students about extra andco-curricular activities.* The <strong>District</strong> will support a website that provides current links to acomplete list and descriptions of campus student activity program pagesacross the ISD.* Each campus will maintain a page on their website containing currentinformation and contacts for all extra and co-curricular studentactivity programs including downloadable or online forms for enrollmentor parental permission.* The <strong>District</strong> will implement a communication process that facilitatesupdating website content by campus student activity coordinators andprogram sponsors.SPECIFIC RESULT: Each campus, along with the <strong>District</strong> StudentActivities Coordinator, will designate Campus Student ActivitiesCoordinator who will be responsible for coordinating and promotingstudent involvement in extra and co-curricular activities.*Liaise with the DSAC.* Attend annual training and quarterly meetings arranged by the DSAC.Strategy 3 - Post Secondary ReadinessWe will strategically organize the district to provide instructionalprograms to prepare students for post-secondary readiness.SPECIFIC RESULT: Campus grade level grouping will bereconfigured.* Establish an internal taskforce comprised of BISD employees toreconfigure campuses to K-5, 6-8, 9-12.* Collect research to support reconfiguration.* Establish an external task force to include key internal BISD task forcemembers, parents, community members, and business personnel from allareas of attendance zones.* Establish a timeline and tasks such as rationale for reconfiguration,researching building capacities, cost analysis, etc. for the spring andsummer meetings with the internal committee.* Establish a timeline and tasks such as FAQ’s, communication strategies,etc. for the spring and summer meetings with the external committee.* Develop timeline and content for “town hall” meetings for communitymembers.* Develop calendar and content of Parent Information Night(s)* Examine campus student capacities and grade level spans, feederpatterns and growth patterns.* Draft boundary maps.* Determine final student capacity and grade levels.* Determine final boundary maps.* Develop publicity materials (brochure, poster, etc.).* Disseminate PR materials-posters, brochures, websites, news releasesexplaining reconfiguration and public information materials.


Strategy 3 - Post Secondary Readiness continued* Develop plan for communicating reconfiguration to BISD staff.* Reorganize faculty.* Outline transportation options and needs.* Finalize transportation services.* Implement transition programs to help students transition betweencampuses.* Transfer campus resources.SPECIFIC RESULT: Introduce Spanish Language at elementary asan organized, intensive early intervention.SPECIFIC RESULT: Implement First Move Chess as an organized,intensive early intervention.* Pursue outside funding.* Provide “First Move Chess” informational sessions for Elementary<strong>School</strong> Principals and all 2nd & 3rd grade teachers, if funding received.* Purchase “First Move Chess” curriculum (includes all neededinstructional materials) for all 2nd grade classes, if funding received.* Implement “First Move Chess” curriculum 1 hour/week for all 2ndgrade classes, if funding received.* Provide “First Move Chess” informational sessions for any newElementary <strong>School</strong> Principals and 2nd & 3rd grade teachers if fundingreceived.* Purchase “First Move Chess” curriculum (includes all neededinstructional materials) for all 3rd grade classes, if funding received.* Implement “First Move Chess” curriculum 1 hour/week for all 2nd &3rd grade classes, if funding received.SPECIFIC RESULT: Increase identification and participation in thepre-K program as an organized, intensive early intervention.* Conduct a community meeting to provide information regarding a PKprogram.* Investigate/Pursue full day program.* Communicate and advertise pre-registration for Pre-K program.* Pre-register students to determine student enrollment, staffing, operatingand transportation needs.* Interview and hire staff to accommodate enrollment.* Schedule transportation.SPECIFIC RESULT: Integrate academic, technological, and 21stCentury skills in every class to create graduates equipped forsuccessful post secondary experiences.* Train teachers on how to integrate 21st Century skills into their dailyprojects and lessons.* Create assessment pieces that evaluate students on campus learningoutcomes based on <strong>District</strong> 21st Century skills.* Equip grade level/core area teachers with current technology devices forintegration of technology and 21st Century skills.* Train teachers on using technology as a tool to engage students in thelearning process and developing assessment products.* Develop technology skill focus throughout the year to ensureproficiency.* Implement and monitor the consistent use of technology at all gradelevels and classrooms K-12.* Incorporate surveys for teachers and students to continuously definemeaningful learning experiences and measure effective teaching.* Expose students to opportunities for internships, apprenticeships, on thejob training, and trade training for students who are not planning to attendcollege.* Educate the community about 21st Century skills.* Provide individual counseling for all students grade 5–12 to help eachstudent understand their educational needs and set future goals forpost-secondary education.* Implement project based learning, sheltered instruction, 21st Centuryskills, differentiation, and thinking maps at K–12.* Provide rigorous course offerings at all grade levels to prepare allstudents for post secondary success.SPECIFIC RESULT: Intervention/enrichment will be implemented inorder to increase participation in and improve scores on entrance andcollege readiness exams.* Survey students in Grade 9 to begin gathering information on postsecondaryplans.* Recruit staff, community members and BHS alumni to volunteer time tooffer additional tutorial/ assistance as math coaches and writing coaches.* Create small group intensive study/ test prep groups. In addition, addcontent to programs designed to help students improve their study skills;collect, organize, and retain factual information; take better notes; managetheir time more effectively and efficiently; work in teams; and reflect onthe quality of their work.* Utilize campus intervention study time during the academic day forintervention/ enrichment activities.* Extend test prep opportunities to afterschool and Saturdays.Is this a lofty plan that may not be followed?No. The objective of this planning is:* To create a long-term strategic plan by rejuvenating the<strong>District</strong>’s planning process.* To insure implementation through complete organizationlalignment and systemizations of site unit plansand action.* By providing this method of planning, it is not onlyincumbent upon the <strong>District</strong> to follow the plan, but theentire community will have ownership.


Strategy 5 - CharacterWe will promote age appropriate character development withemphasis on modeling common expectations of behavior.Specific Result: Implement a community/school service program.* Each Principal will designate a list of grade-level service opportunities,through the campus site-base committee to be offered and promotedthrough the social studies curriculum/classroom.* Each Principal will monitor the documentation for students and staffwho have participated in the service opportunities.* Campus administrators will be responsible for documentation and communicationto the Service Center of completed community projects.Specific Result: Implement a character development program at eachcampus.* Every campus will recognize students and staff members who are modelingand demonstrating Common Expectation of Positive Character traits* Monthly character traits will be communicated by each campus.* Integration of Character Education will be included within the classroomin yearly evaluations of all staff.* Each Site Based Campus Improvement <strong>Plan</strong> Committee will includeCharacter Education in the CIP.* All staff will receive ongoing staff training and support for characterdevelopment.* Secondary campuses will implement a specific program to address theunique needs of teensStrategy 6 - RelationshipsWe will encourage our diverse community to ensure the social andemotional well-being of our students and families.SPECIFIC RESULT: The district will implement a standardizedsystem using proactive, preventative programs and strategies foridentifying and serving students and families with social and emotionalconcerns.* Designate a <strong>District</strong> Intervention Coordinator.* Coordinate a Community Intervention Team.* Designate a Campus Intervention Specialist at each campus.* Develop a standardized system for identifying and serving students withemotional and social concerns.* Publish an online guide that outlines the programs and services availablethat support the emotional and social well being of students andfamilies.* Train each Campus Intervention Specialist and campus staff on how toimplement the standardized system.* Conduct awareness sessions with staff and parents on the standardizedsystem and available resources.* Conduct periodic status checks with all Campus Intervention Specialiststo ensure the system is implemented with fidelity.* Evaluate the system and make appropriate adjustments annually.SPECIFIC RESULT: The district will implement a standardizeddiscipline management system based on the principles of Dr. RubyPayne, Love and Logic and Emotional Intelligence.* Designate a district discipline management coordinator/trainer.* Establish a one year staff development calendar for full implementationof a standardized discipline management system based on Ruby Payne,Love and Logic and Emotional Intelligence.* Identify sources of funding to establish the district management system.* Purchase resources for the district and campuses based on Ruby Payne,Love and Logic and Emotional Intelligence.* Conduct a comprehensive discipline management awareness sessionduring the beginning of the year for the entire district.* Designate a campus discipline management committee that oversees thefull implementation of a standardized discipline management system.* Ensure new teachers and administrators receive orientation in the district’sstandardized discipline management system.* Evaluate and adjust the standardized discipline management systemsemi-annually.SPECIFIC RESULT: All campuses will implement a comprehensivesocial education program that includes bullying/harassment, drugand alcohol abuse, violence and human sexuality.* Designate a district coordinator/trainer .* Train the coordinator on the district-approved social education program* Establish a staff development calendar for implementation of socialeducation program.* Implement district-wide social education program as prescribed at eachcampus.* Ensure consistency of district and campus implementation by includingprogram in each campus improvement plan.* Provide ongoing monitoring and support for campuses to implementprogram.* Evaluate the program and make appropriate adjustments annually.
