A Protest under this SI may be brought only by the Race Committee (RC) and notby a competitor. This changes RRS 60.1.1.3 Sponsor’s bow stickers and backstay flag may be issued and if issued shall be displayed.Protests under this SI may only be brought by the RC (this changes RRS 60.1).

Any other system for notices to competitors will benotified in the <strong>Liverpool</strong> Marina foyer3 CHANGES TO <strong>SAILING</strong> <strong>INSTRUCTIONS</strong>3.1 Any change to the sailing instructions will be posted one hour before it will takeeffect, except that any change to the schedule of races will be posted by 2000 on theday before it will take effect.3.2 Amendments made afloat will be signalled by the display of flag 3rd substitute withthree sound signals. A patrol boat may communicate these either verbally or in writing.4 SIGNALS MADE ASHORE4.1 Signals made ashore will be displayed as follows:-Falcon and all Multihulls – The boat storage compound..All IRC, Nobby. - Alfred Dock – ashore.


Version 1 14 4 114.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30minutes’ in the race signal AP.4.3 When flag Y is displayed ashore, rule 40 applies at all times while afloat. Thischanges the Part 4 preamble. The flag applies to all starts at each start area.4.4 MULTIHULL SAFETY Adequate personal buoyancy for all crew members shall beworn at all times whilst afloat and be centred above the waist. This changes RRS 40.4.5 Use of Propulsion in an Emergency. In line with RRS 42.3 (h), in order to avoid ahazardous situation or collision, propulsion using an engine or any other method ispermitted, providing the boat does not gain any advantage in the race. A boat mustinform the Race Officer at the earliest opportunity of any action taken.4.6 Safety Forms. Before the start of all races a safety form giving the names of skippersand crew, their affiliation to the Club and contact telephone numbers, shall be givento a member of the Race Committee. Version 1 14 4 11Dart 18FastcatsGen MultihullDEG6.1 All boats in IRC classes must wear on their backstay (or pushpit in the absence of abackstay) an identification flag matching their class flag, of which no side shall be less than 6”(152mm).6.2 a) Classes will be:Class One IRC TCF0.936 or greaterClass Two IRC TCF Between 0.935 and 0.871Class Three IRC TCF Less than 0.871The Race Committee reserves the right to amend Classes prior to the commencement of theregatta.6.3 Yachts may elect to sail in the class above. Yachts that do this will have to use the lowestTCF for the class they are sailing in e.g. a class 2 yacht sailing in class one will have to usea TCF of 0.9366.4 Boats with poorly contrasting sail numbers will not be eligible for redress in the eventof misidentification and may be protested by the race committee.7 RACING AREASMutlihull, Seabird, Falcon – New Brighton to and beyond Albert Dock.IRC, Nobby, – River Mersey Albert Dock and upriver.8 THE COURSES8.1 These are set out in the Attachment 1.8.2.1 Courses for IRC and Nobby classes will be notified via VHF Channel 37 as in 8.3 below.8.2.2 Courses for Multihulls and Falcon OD will be notified by a course number displayedfrom the Committee boat or shore start line. Advance notification may be displayed on theOfficial notice board at The Fort, New Brighton. Note: Courses may be created for the dayand the course numbered may be different each day. A course number may have a differentcourse for each class.

The list of rounding marks and the finishing mark, each identified by initials,together with their required side will be announced commencing shortly after flag ‘F’ hasbeen displayed. There will be no visual course signals. The marks shall be rounded in theorder announced.8.4 An announced course will apply to all classes (from IRC, Nobby,) that start in a8 MARKScontinuous sequence at 5-minute intervals. Flag ‘F’ being displayed will alwaysprecede a course change. (5-4-1-Go)11.2 The starting line will be as follows:-New Brighton:- Between a staff displaying an orange Flag on the committee boatstarting Mark at the starboard end and the port end starting mark.<strong>Liverpool</strong> Yacht Club Committee Boat:- Between a staff displaying an orange Flag onthe Committee Boat Starting Mark and the other starting mark. Note this may beDukes.LYC Start Line (LYC):- The Starting Line shall be a transit line extending across theriver and defined between the apex of the orange triangle mounted on the Flagstaffat the Brunswick lock house and the apex of an orange triangle mounted on thehandrail adjacent the River Mersey.International Starting line ISL (off Albert Dock) The starting line shall be the apex ofan orange diamond attached to the International flagstaff situated at the South Westcorner of the Albert Dock and Dukes Buoy.11.3 Boats whose warning signal has not been made shall avoid the starting area duringthe starting sequence for other races.11.4 A boat starting later than ten minutes after her starting signal will be scored Did NotStart without a hearing. This changes rules A4 and A5.11.5 For the purposes of RRS 31 (Touching a Mark), the RC boat (including any attachedboats or marks), are all deemed to be starting marks.11.6 In addition to RRS 29.1, individual recalls will also be announced on VHF. Individualboats identified as being OCS may be announced on VHF. Failure to do so will not begrounds for redress.11.7 In addition to RRS 29.2, general recalls will also be announced on VHF using thewords "General Recall". The recalled race(s) will be restarted as signaled, which maybe after the last class to start. This changes RRS 29.2.11.8 Without contravening RRS 41 (Outside Help) yachts may be identified on VHF by theRC as being near to or in an OCS position during the final minute before the startingsignal.12 SHORTEN COURSE

If code flag C and S are displayed (with or withoutcorresponding class flags as appropriate) at a mark, then the course is changed and a boatshould round that mark and then proceed directly to the Finish Line as specified for thecourse.13 THE FINISHNew Brighton:- The finishing line will be between a staff displaying an orange flag onthe finishing boat and a finishing mark.LYC Finishing Line, is defined as a transit line extending across the river, between theapex of an orange triangle mounted on the flagstaff at the Brunswick lockhouse andthe apex of an orange triangle mounted on the handrail adjacent to the River Mersey.The outer distance mark is Pluckington Buoy.International Finishing line IFL (off Albert Dock) ) The finishing line shall be the apexof an orange diamond attached to the International flagstaff situated at the SouthWest corner of the Albert Dock and Dukes Buoy.<strong>Liverpool</strong> Yacht Club Committee Boat:- Between a staff displaying an orange Flag on theCommittee Boat Starting Mark and the other finishing mark. Note this may be Dukes.14 PENALTY SYSTEM14.1 For the Multihull, and Falcon OD class(s) rule 44.1 is changed so that the Two-TurnsPenalty is replaced by the One-Turn Penalty.14.2 The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYARules Disputes Procedures will be available14.3 For the Nobby Class a boat OCS shall not return, but shall be allocated a race timecorresponding to the time between it’s Class start and it’s own finish, increased by 3minutes, or as decided at the discretion of the protest committee, if they deem thisinsufficient.14.4 For the IRC classes after a premature start, a yacht must make every effort to re crossthe line and will be released by the Race Officer only after the last boat in her classhas started, then at the discretion of the Race Officer, who may contact the yacht byradio, an alternative penalty may be taken. This is an amendment to RRS 28.14.5 Engine use before start: In the IRC Classes if an engine is used between thepreparatory signal and the one minute signal then the penalty shall be a One Turnpenalty as set out in RRS 44.2.


Version 1 14 4 1115 TIME LIMITS AND TARGET TIMES15.1 Time limits and target times are as follows:ClassNobbyIRC, PYMultihull,Falcon.Time Limit5hrs3hrs2 hrs15.2 Boats (except Nobby) failing to finish within thirty minutes after the third boatsails the course and finishes will be scored Did Not Finish without a hearing. Thischanges rules 35, A4 and A5.16 PROTESTS AND REQUESTS FOR REDRESS16.1 Protest forms are available at the race office but under the rules any paper may beused. Protests and requests for redress or reopening shall be delivered to a raceofficial (a member of a committee boat team) on the relevant course within theappropriate time limit.For any class delivery to the <strong>Liverpool</strong> Yacht Club will be acceptable.16.2 For each class, the protest time limit is 90 minutes after the last boat has finished thelast race of the day.16.3 Notices will be posted no later than 30 minutes after the protest time limit to informcompetitors of hearings in which they are parties or named as witnesses. Hearingswill be held in the protest rooms, located at Wallasey Yacht Club, or <strong>Liverpool</strong> YachtClub as appropriate.16.4 Notices of protests by the race committee or protest committee will be posted toinform boats under rule 61.1(b).16.6 Breaches of instructions 1,4.6,6.111.3,18.1,31,32,33,and 34 will not be grounds for aprotest by a boat. This changes rule 60.1(a). Penalties for these breaches may be lessthan disqualification if the protest committee so decides. The scoring abbreviation fora discretionary penalty imposed under this instruction will be DPI.16.7 On the last scheduled day of racing a request for reopening a hearing shall bedelivered


Version 1 14 4 11(a)(b)within the protest time limit if the requesting party was informed of thedecision on the previous day;no later than 30 minutes after the requesting party was informed of thedecision on that day.This changes rule 66.16.8 On the last scheduled day of racing a request for redress based on a protestcommittee decision shall be delivered no later than 30 minutes after the decisionwas posted. This changes rule 62.2.16.9 Radio IRC Classes.In the event of an intention to protest, the protesting boat shall use the radio on VHFChannel 37 to advise the other competitor and the Race Officer. This is anamendment to RRS 61.17 SCORING<strong>Liverpool</strong> <strong>Kindred</strong> <strong>Clubs</strong> <strong>Regatta</strong>17.1 Two races are required to be completed to constitute a series.17.2 (a) When fewer than three races have been completed, a boat’s series score will bethe total of her race scores.(b)(c)When from three to five races have been completed, a boat’s series score willbe the total of her race scores excluding her worst score.When from six or more races have been completed, a boat’s series score will bethe total of her race scores excluding her two worst scores.<strong>Liverpool</strong> <strong>Kindred</strong> <strong>Clubs</strong> <strong>Regatta</strong> -Nobbys only17.3 One race is required to be completed to constitute a series.17.4 (a) When fewer than three races have been completed, a boat’s series score will bethe total of her race scores.(c)When three races have been completed, a boat’s series score will be the total ofher race scores excluding her worst score.18 SAFETY REGULATIONS18.1 Check-Out and Check-In: Multihulls and Falcon OD. TALLIES8.1.1 A tally board will be situated at the Beachmaster's office in the Fort or as specified.


Version 1 14 4 118.1.2 Before going afloat each competitor intending to race shall “tally out” by removing thetally band bearing their tally number from the tally board and place it securely on their person.8.1.3At the first reasonable opportunity after coming ashore, which is normally immediately,each competitor shall “tally in” by replacing their tally band on the tally board.8.1.4 If this SI is breached the penalty shall be a fine at the discretion of the ProtestCommittee, or £10 payable to the RNLI as appropriate.18.2 A boat that retires from a race shall notify the race committee as soon as possible.19 REPLACEMENT OF CREW OR EQUIPMENT19.1 Substitution of competitors will not be allowed without prior written approval of therace committee.19.2 Substitution of damaged or lost equipment will not be allowed unless authorized bythe race committee. Requests for substitution shall be made to the committee at thefirst reasonable opportunity.20 EQUIPMENT AND MEASUREMENT CHECKSA boat or equipment may be inspected at any time for compliance with the classrules and sailing instructions. On the water, a boat can be instructed by a racecommittee equipment inspector or measurer to proceed immediately to a designatedarea for inspection.21 ADVERTISINGBoats shall display advertising supplied by the organizing authority as follows: Bownumbers, battle and backstay flags.22 OFFICIAL BOATSOfficial boats will be marked by a yellow flag with the word marshal in black, but anyboat flying code flag “L”is official.24 TRASH DISPOSALBoats shall not put trash in the water.27 RADIO COMMUNICATION27.1 Radio transmitters shall not be used after the preparatory signal except where ayacht has permission, or is requested by the Race Officer, or otherwise for a reason ofsafety, or to inform of the intention to protect.


Version 1 14 4 11All radio transmissions to or from the fleet shall be on VHF Channel 37 and allcompetitors should preferably use fixed, i.e. not hand-held radio equipment. Allyachts must monitor Channels 37 and 12 whist racing.If a red flag is displayed by the RC Boat(s), repeated on support boats (RIBs) &accompanied by repetitive sound signals, a boat is blocking the working VHF channel.Please check your VHF PTT (Transmit) buttons.27.2 Flag ‘F’ will be displayed on the Committee Boat with a single sound signal toindicate that a new course will be read that applies to subsequent class starts(IRC, Nobby).Flag ‘F’ may be displayed without an additional sound signal at the starting signal for theprevious class to start. Flag ‘F’ will be removed 4 minutes after it is displayed followedone minute later by the warning signal for the next class to start.28 PRIZESPrizes will be given as follows:To the winning boats in each class, and additionally at the Race Committeediscretion.29 DISCLAIMER OF LIABILITYCompetitors participate in the regatta entirely at their own risk. See rule 4, Decisionto Race. The organizing authority will not accept any liability for material damage orpersonal injury or death sustained in conjunction with or prior to, during, or after theregatta.30 INSURANCEEach participating boat shall be insured with valid third-party liability insurance with aminimum cover of £2,000,000.31. Shipping/FerriesCompetitors impeding the progress of any commercial traffic at any time or failing tofollow the race committee’s directions relating to commercial traffic may, at thediscretion of the Race Committee, be disqualified, scored DNE or given some otherpenalty at their absolute discretion. This amends A4 and A5. When code flag L isdisplayed from a committee boat or a patrol boat, the instructions of the official boatmust be sought and obeyed. Failure to seek or follow such instructions shall result inbeing scored as DNC for the nearest race. This alters rules A4 and A5. This is toensure the safety of competitors regarding shipping in the Mersey.


Version 1 14 4 1132. Fenders32.1 All yachts of the IRC Classes, and Nobby shall have adequate fenders deployed at alltimes entering, leaving and when in Alfred dock. This is for all competitors benefit, and abreach of this sailing instruction can only be protested by the Race Committee. (thischanges RRS 60.1).33 Exclusion ZonesThe following areas are excluded and a boat may not enter them.:-Any area within 200m of the entrance of Langton and Gladstone Docks (<strong>Liverpool</strong> workingdocks) when there is a notice with the course which says so.34. LOCKING PROCEDURESAll yachts entering the Brunswick or Alfred Docks lock shall do so at the discretion of the lockoperator. Any person or yacht infringing the requirements as laid down by the marinaoperator or the instructions of the lock operator may, at the discretion of the RaceCommittee, be ranked as a non-starter.
