More broadly, it is possible to say that resilience – looselydef<strong>in</strong>ed as the ability of <strong>in</strong>dividuals <strong>and</strong> society to keep go<strong>in</strong>g after ashock – is most def<strong>in</strong>itely a function of cultural attitude or outlook.Cultural values po<strong>in</strong>t to why it is that, at certa<strong>in</strong> times <strong>and</strong> <strong>in</strong>certa<strong>in</strong> societies, a widespread loss of life fails to be a po<strong>in</strong>t of discussion,whilst at other times or <strong>in</strong> a different society, even a very limitedloss can become a key cultural reference po<strong>in</strong>t. 60 This evolv<strong>in</strong>gcontext <strong>and</strong> framework of cultural mean<strong>in</strong>gs expla<strong>in</strong>s such variationsas our widespread <strong>in</strong>difference to the daily loss of life upon our roads,as opposed to, for <strong>in</strong>stance, the shock that ensued across the globefrom the loss of just seven lives aboard the Challenger spacecraft <strong>in</strong>1986. The loss of Challenger represented a low po<strong>in</strong>t <strong>in</strong> the culturalassessment of human technological capabilities. It was a blow to ourassumption of steady scientific <strong>and</strong> technological progress that nonumber of everyday car accidents could replicate. It fed <strong>in</strong>to <strong>and</strong>drove a debate that cont<strong>in</strong>ues to this day regard<strong>in</strong>g our relationshipwith nature <strong>and</strong> a presumed human arrogance <strong>in</strong> seek<strong>in</strong>g to pursuegoals beyond our sphere. Hence, emergencies <strong>and</strong> disasters, <strong>in</strong>clud<strong>in</strong>gterrorist attacks, take on a different role, dependent upon whatthey represent to particular societies at particular times, rather thansolely on the basis of objective <strong>in</strong>dicators such as real costs <strong>and</strong> liveslost. In this sense, our response to terrorist <strong>in</strong>cidents, such as thatwhich occurred on 11 September 2001, teaches us far more aboutourselves than about the terrorists. 61On the whole, the history of human responses to disaster, <strong>in</strong>clud<strong>in</strong>gterrorist attacks, is quite hearten<strong>in</strong>g. People tend to be at theirmost cooperative <strong>and</strong> focused at such times; there are few <strong>in</strong>stancesof panic. 62 The recent earthquake <strong>and</strong> tsunami <strong>in</strong> the Indian Oceanserve as a salutary rem<strong>in</strong>der of this. Amidst the tales of devastation<strong>and</strong> woe, numerous <strong>in</strong>dividual <strong>and</strong> collective acts of bravery <strong>and</strong>sacrifice st<strong>and</strong> out, rem<strong>in</strong>d<strong>in</strong>g us of the ord<strong>in</strong>ary courage, cooperation<strong>and</strong> conviction that are part of the human condition at such60 E.
