(ii) those appointing to serve according to heads (ii)(iii) of Standing Order 780(1)*** RESOLUTIONFor the purpose of clarification, resolution 34/12 is amended by amending the newStanding Order 32A2(2) by inserting the words “as may be agreed between them” afterthe words “Strategy and Resources Committee,”.*** RESOLUTIONFor the better achievement of the intention of the Conference, resolution 59/2 isamended as follows:1. By amending Standing Order 213 as appearing on Agenda pp. 766 and 767 by thedeletion of “Team” in clause 213(1)(vii) and (2C) and from the phrase “ConnexionalTeam Secretaries” in clause (5).2. By adding at the end of the resolution:The Conference further amends Standing Orders by deleting “Team” from thephrases “Connexional Team Secretary” and “Connexional Team Secretaries”wherever appearing in Standing Orders if the deletion is not otherwise provided for inthis resolution or resolution 59/3.B. The Law and Polity Conference Sub-Committee reminds the Conference that byadopting resolution 5/1 the Conference accepted the recommendation of theConnexional Allowances Committee that the 40p mileage rate should be increased to45p with effect from 1 st September 2011, thus retrospectively changing the decisionof the Conference of 2010 that any increase in allowances given by HMRC shouldtake automatic effect. The Sub-Committee advises the Conference that if a rate of45p has been paid in reliance on the decision of the Conference of 2010, it may betreated as a voluntary payment in excess of the minimum allowance which remainsconsistent with the Inland Revenue approved allowance.C. Consultation on special resolutionsSpecial resolutions adopted by the Conference are required to be confirmed at the nextConference before coming into effect, with appropriate consultation in the interveningperiod. It is the Sub-Committee’s responsibility to advise the Conference on thatconsultation.The substance of the Sub-Committee’s advice is set out in the following resolution:*** RESOLUTIONThe Conference, having considered the advice of the Law and Polity Conference Sub-Committee, directs in accordance with Standing Order 126 that the appropriateconsultation In respect of special resolutions 34/1, 34/2, 34/11 and 57/3 and theadoption of the reply to Memorial 31 shall be by submission to the Methodist Councilunder Standing Order126(1)(c).*** RESOLUTION (an alternative to the preceding resolution, which will not be put if theprevious resolution is adopted)The Conference, having considered the advice of the Law and Polity Conference Sub-Committee, directs in accordance with Standing Order 126 that the appropriateconsultation:(i)in respect of special resolutions 34/1, 34/2, 34/11 and 57/3 shall be bysubmission to the Methodist Council under Standing Order126(1)(c);106
(ii)in respect of the adoption of the reply to Memorial 31 shall take place asprescribed by Standing Order 122(3) and (4), directing further that the textof Memorial 31 and the reply be submitted with it.D. Consolidated amendments to the Deed of UnionAt the start of the Conference the Sub-Committee expressed its intention to produce aconsolidated version of the proposed amendments for the information of members ofthe Conference. In order to ensure the accuracy of the consolidation, in the light of thenumber of amendments made, the Sub-Committee now proposes to put the consolidatedversion on the website, allowing time for careful checking.The Revd Kenneth G HowcroftKen Howcroft has served as Assistant Secretary of the Conference for seven years.During a period which has witnessed continuing and considerable change, and duringwhich he has served and continues to serve in other, additional roles in the ConnexionalTeam, Ken has served as Assistant Secretary with competence and total commitment tothe Conference, often at considerable personal cost. His collegiality, professionalism,helpfulness, cheerfulness, sense of humour and good grace are widely acknowledged bythose with and among whom he works. His theological acumen is coupled with acomprehensive and practical knowledge of Methodism. This he combines with aformidable expertise in summarising debates and formulating appropriate statementsand reports. Such gifts greatly benefit the Conference and the Connexion as a whole. Heis a careful listener and his pastoral care for those he deals with in a variety of contextsis greatly appreciated.Since 2008 Ken has also served as National Ecumenical Officer and now serves as Cosecretaryof the Joint Implementation Committee. He has brought to that role a cleargrasp of contemporary ecumenical developments. His ability in this role is muchappreciated and respected by ecumenical partners as he articulates a clear explanationof Methodist theology, polity and spirituality.***RESOLUTIONThe Conference expresses its profound gratitude to The Revd Kenneth G Howcroft for thefaithfulness, dedication and effectiveness with which he has exercised his ministry asAssistant Secretary of the Conference and wishes him God’s rich blessing as hecontinues his ministry in his new appointment as a disciple and presbyter of Christ.107
