42 <strong>Connecting</strong> <strong>Engl<strong>and</strong></strong>Case Study: National Plans <strong>and</strong> Local Impacts – the Crossrail ExampleCrossrail provides an excellent example of the importance of national infrastructure projects todevelopment <strong>and</strong> regeneration on the ground in local areas. Crossrail is expected to make travelling inLondon <strong>and</strong> the South East easier <strong>and</strong> quicker. A greater number of trains are expected to run throughLondon, starting in 2013. Trains are expected to travel faster <strong>and</strong> be supported by existing rail, bus <strong>and</strong>airline services to create an integrated transport network.As well as developing a new railway, Crossrail will help to improve services <strong>and</strong> facilities along its route.Major changes are planned in Maidenhead, for example. Plans include a re-arranged forecourt, a newpedestrian underpass, improved access to the railway platforms <strong>and</strong> a new ticket hall. Sixteen bridgesbetween Burnham station <strong>and</strong> the Stockley Flyover will be upgraded <strong>and</strong> seven new undergroundstations will be built to make travelling more convenient <strong>and</strong> easier.Crossrail will also help with the redevelopment of Whitechapel station. New ticket halls are proposed,as well as improved interchange facilities <strong>and</strong> a revised station building. In the east, Crossrail will runservices through into the Thames Gateway.Further information can be found at http://www.crossrail.co.ukCommissioners believe that simply devising a list of potential ‘gr<strong>and</strong>s projets’ to somehow curethe nation’s ills in one fell swoop would be unwise. Cited examples aim to illustrate thepotentially necessary elements in any agenda for national action on regional development <strong>and</strong> tostimulate debate about which projects to take forward. Decisions on this report’srecommendations <strong>and</strong> on other major projects need to be subjected to rigorous debate as partof the process of building a national strategy, before being adopted. As shown in this report,however, there is a need for projects <strong>and</strong> programmes of national significance – such as majortransport schemes – to support local initiatives on the ground if we are to create the context forsuccessful local indigenous growth. Nowhere can the potential successes of this approach beseen more clearly than in the example of Crossrail in East London (see the panel above), where amajor transport project of national significance is having regenerative local impacts. Suchimpacts need to be planned nationally so that regeneration can be grown locally.The Commission also considers that without a common horizon for strategic planning <strong>and</strong>investment it is not possible to be confident that sectoral programmes will join up.4.7 Housing <strong>and</strong> AffordabilityWhile policies are being devised to increase the quantity of affordable housing through themarket, we are not doing enough to increase the provision of affordable homes in the social sector.The Commission believes that the delivery of sufficient homes at affordable prices <strong>and</strong> whichmeet necessary sustainability <strong>and</strong> design quality criteria is an important priority for the country.Groups as diverse as Shelter, the CBI, Unison <strong>and</strong> the Disability Rights Commission (see the panelabove right) share a concern to increase the supply of homes in this way. Commissionersrecognised the significant recommendations on social <strong>and</strong> affordable housing made by theBarker Review of Housing Supply.
