Gymnastics NSW Development PlanFacilityStrategyIn 2010 the Gymnastics NSW Board of Management has commissioneda number of development strategies for the growth and developmentof our sport in the coming years. The development plan, whichis summarized in this Board Report, focuses on increasing accessto education, developing new purpose built facilities throughpartnerships with providers and local government, providingprofessional development opportunities in business management, connecting gymnastics programs with funding opportunities externalto sport, and maintaining a focus on quality assured practices.ReboundTherapyQualityAssuranceCountryStimulusEDUCATIONHUBSEducationHubsSuccessionof existingcourses &programsExternalLinks &ProgramsStaff trainedas presenters& assessors indevelopinggymsportsRegionMerger/ReviewLink with(long term)regiondevelopmentofficersCountry StimulusGymnastics NSW has applied for funding from DSR to increase thenumber of course assessors and course presenters in regional areas. Theobjective is to increase access to education by conducting more courses inregional areas and by further reducing the number of people required tobe in attendance for a course to be conducted. By the end of the year anadditional ten course presenters in regional centres will have commencedtraining to present courses. To fast track the training process, providedthe grant funding is approved, GNSW will conduct coaches courses intargeted areas with as few as two candidates to provide opportunities forpresenters to obtain the practical presenting hours required to becomean accredited course presenter or cover the expenses associated withbringing them to Sydney.Rebound TherapyDuring 2010 GNSW will have key providers accredited to deliver the‘Rebound Therapy’ program. Rebound Therapy is a successful andestablished British program for obese children and for children withphysical and mental disabilities. Gymnastics NSW will become theaccredited provider of this program in Australia.Succession of Existing Courses and ProgramsGNSW now has a number of state based courses which compliment theNational Education program. To date GNSW staff have delivered thesecourses – for example Member Protection and Risk Management, however it is proposed that key personnel in NSW to be trained in theeducation hubs to deliver these programs. One stop education shopStill in developmental stage, increasing the number of coaches andjudges in Sport Aerobics and Cheerleading is particularly important. In these sports GNSW currently has staff completing training topresent and assess coaching and judging courses. The objectiveis that staff will be able to provide one-on-one tuition to increasethe number of coaches and judges within the community.Link withfacilities strategy, comp sanctioning, school providerendorsement(2010/11)Merge regions& employ localdevelopmentofficersRegionmerger/reviewRegion Merger/ReviewOver the next two years GNSW will work to merge anumber of regions. At present, the region structure isfocused on the very narrow competition area of level 1-3 WG.This approach ignores the development potential of strengtheningregions through the establishment of regional education hubs withthe long term view of employing regional development officers. This process will be a little uncomfortable for some programs becausemore participants will attend competitions and some adjustmentsneed to be made for level 1-3 B state championships, however thelong term objective of creating a critical mass of clubs to supportthe employment of development officers that can provide coursesand assistance in a local area will serve as a significant advantage toregional areas.Incorporateeducationhubs & trainpresenters(2010)Region Development OfficersIt is the long term plan of Gymnastics NSW to have developmentofficers employed and located in regional centres. The officers wouldbe trained to deliver the full compliment of NSW and GA courseswhich will mean that courses can be conducted very quickly and easilywith only a few candidates. This will increase access to education andaddress issues associated with the ‘tyranny of distance’. Key to thisstrategy is the amalgamation of a number of regions to establish acritical mass of clubs that can support the employment of a dedicatedofficer. Although it is conceded that the distances required to betraveled in some centres would still be excessive this approach willdecentralize the delivery, but not the management, of education fromthe Sydney metropolitan area so that it is closer to the regional clubs.School ProviderEndorsementProgram(Current)ReboundTherapy(2010)Traineeship(Current)Externallinks/programsBenchmarkPerformance(2010/11)GovernmentDepartments(ongoing)NSW SportingInjuries Strategy(2009/10)External Links/ProgramsAn integral part of the GNSW Business plan is the establishment of linkswith external programs and the benchmarking of the Associations programsagainst other external programs. The objective is to improve the quality ofservices and to have GNSW courses externally recognised and accredited.Link withReboundTherapy(2011)Link withEducation Hubs(2011)Link withFacility Strategy(2011)QualityAssuranceLink withCompetitionSanctioning(2010/11)Link withSchool ProviderAccreditation(Current)Quality AssuranceAn important element of all aspects of the Development Plan is theneed to ensure and promote quality services and a quality culturethroughout the organisation. The Education Hubs concept and allother strategies will be linked back to the ‘Club 10’ program. TheBoard firmly believes that a persons’ first experience with the sportwhen training to become a coach or judge is positive.Link withNSW SportingInjuries Strategy(2010)Facility Design(2010)Survey tobenchmark fees(2010)FacilityStrategyFacilityAudit – Needsmapping(Underway)Developa club businessmodel(2010/11)Facility ‘Fit forpurpose’ plan(2010/11)Facility StrategyThe ongoing strength of gymnastics in NSW is dependant upon thedevelopment of more purpose built and appropriately maintainedgymnastics facilities. One of the first sports to pursue this approach,GNSW is developing an important and comprehensive strategy forthe development of more centres across the state – particularly in theSydney Metropolitan area. The strategy maps need, and projectedneed, based on population growth forecasts and other demographicchanges. After establishing the need a ‘Fit for Purpose’ plan andsample venue layouts will be developed. The ‘Fit for Purpose’ planwill effectively be a club business model which promotes sustainablegymnastics practices. The business model will be supported by afees benchmarking exercise to determine what fees clubs should berealistically charging to remain a going concern.
