JSY hasconditionality since it is for the poor and BPL,and many studies suggest a number of issuesrelated to its implementation.Insurance: The RSBY is implemented byMinistry of labour and allows health insuranceto the family through a small monthlycontribution. A sum of Rs.30,000 is madeavailable to the family with a swipe of a card.Countries like Brazil, Japan, China and Europehave cash less insurance.Chiranjeevi scheme and JSY need to beimproved and their issues resolved. Thereis a need for a better Insurance modelsince existing schemes:• Often do not cover pregnancy andnewborn care• Provide fragmented health careand do not provide full coverageof needed services• There is delay in payments• Insurance companies take a hightransaction fee of about 27% forthe services in Insurance.These schemes fail to cover the mostneedy people, and there is a need to tailorthem for the poor so that it becomes apoor man’s insurance systemFocus area forBest PracticeHealth Financing:• No user fees• Cash-less access• No inter mediary• Universal access30
