Recommend that the <strong>Australian</strong> Government take steps to introduce a quota ofseats allocated specifically to <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women in all<strong>Australian</strong> parliaments.14. Recommend that the <strong>Australian</strong> Government take steps to undertake targetedrecruitment of <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women in key employmentareas like medicine, teaching <strong>and</strong> administration.15. Recommend that state <strong>and</strong> territory governments provide ongoing <strong>and</strong> resourcedmechanisms to ensure direct dialogue with <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>erwomen.16. Recommend that the <strong>Australian</strong> Government support a national Indigenousrepresentative body that encourages <strong>and</strong> supports the full participation of<strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women through a mechanism of equalrepresentation (50/50).17. Recommend that the <strong>Australian</strong> Government engage in genuine consultation with<strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women about the Northern TerritoryIntervention measures.18. Recommend that the <strong>Australian</strong> Government takes steps to introduce temporaryspecial measures that promote the recruitment, training <strong>and</strong> mentoring of<strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women in key employment areas.19. Recommend that the new national Indigenous representative body includemechanisms to ensure equal participation <strong>and</strong> representation of <strong>Aboriginal</strong> <strong>and</strong><strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er women <strong>and</strong> men in international forums.20. Recommend that to improve educational outcomes for <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong><strong>Strait</strong> Isl<strong>and</strong>er children, the <strong>Australian</strong> Government ensure that data relating tonumeracy, literacy <strong>and</strong> school attendance be disaggregated by sex, ethnicity,ability, age <strong>and</strong> geographical location.21. Recommend that, consistent with Articles 4 <strong>and</strong> 10, the <strong>Australian</strong> Government<strong>and</strong> state <strong>and</strong> territory governments develop a national strategy for increasing thenumbers of <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er people employed in theeducation sector.22. Recommend that such a national strategy recognise the particular family <strong>and</strong>community commitments of <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er people <strong>and</strong>create flexible employment arrangements (such as part-time work <strong>and</strong> jobsharing) to allow for those commitments.23. Recommend that the <strong>Australian</strong> Government support <strong>and</strong> fund culturally <strong>and</strong>linguistically appropriate education programs in schools for <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong><strong>Strait</strong> Isl<strong>and</strong>er children. This must include appropriate training for teachers.24. Recommend that the <strong>Australian</strong> Government support <strong>and</strong> fund communityprograms to assist young <strong>Aboriginal</strong> <strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er mothers to stay atschool.25. Recommend that the state <strong>and</strong> territory governments adequately fund <strong>Aboriginal</strong><strong>and</strong> <strong>Torres</strong> <strong>Strait</strong> Isl<strong>and</strong>er independent schools, including funding to address theimpact of complex, intergenerational issues of discrimination.10
