Legislative and regulatory contextIn terms of SAQA guidelines within the quality assurance function ofEducation Training and Quality Assurance (ETQA)s Regulation R1127 of1998 (Sub – regulation 9(1)) states that the ETQAs shall take responsibilityfor the certification of constituent learners. Furthermore, Regulation 14specifies that ETQAs are also able to delegate this responsibility and thatthe ETQAs must have strategies to prevent the issue of fraudulentcertificates.The <strong>ETDP</strong> SETA Education Training and Development Quality Assurance(ETDQA) division has delegated the responsibility of issuing certificates forall unit standards based skills programmes in its primary focus toaccredited skills development providers.The <strong>ETDP</strong> SETA will issue all certificates for accredited providers who havemet the accreditation requirements of the <strong>ETDP</strong> SETA. The <strong>ETDP</strong> SETA willissue certificates for all the learners that have been declared competentagainst qualifications that fall within the primary focus of the <strong>ETDP</strong> SETADocument No. 13/7P/20113Version: 02


3: CONDITIONS FOR THE USE OF <strong>ETDP</strong> SETA NAME, LOGO AND UNIGRAM3.1 Use of the <strong>ETDP</strong> SETA name and logoThe Chief Executive Officer (CEO) of the <strong>ETDP</strong> SETA may grant permissionfor the use of <strong>ETDP</strong> SETA name and logo. The <strong>ETDP</strong> SETA will only grantpermission for the use of <strong>ETDP</strong> SETA name and logo to constituentaccredited skills development providers upon submission of a writtenrequest.The use of the <strong>ETDP</strong> SETA name and logo shall be within the framework ofthe SAQA Act and Regulations as specified in the <strong>ETDP</strong> SETA policy.4: INFORMATION ON THE CERTIFICATES4.1 Certificate of Competency (full qualifications)The <strong>ETDP</strong> SETA learner certificates must include the following:a) Certificate category and relevant details;b) Full name of the learner (first name/s followed by the surname);c) Identity number of the learner;d) Description of the registered qualification achieved by the learner(including title, SAQA ID number, level and credits);e) Date of issue of certificate;f) SAQA logo;g) <strong>ETDP</strong> SETA logo;h) SAQA holograms affixed at the bottom centre of the certificate;i) Signature of the ETQA Manager;Document No. 13/7P/20114Version: 02


j) Signature of the <strong>ETDP</strong> SETA CEO; andk) Unique certificate number which is located at the back ofcertificates.To provide added security to the certificates the ETDQA will have featuresbuilt into the certificate itself to ensure that tampering and copying iseliminated as far as possible.5: Process Flow for Requesting Competency Certificates from ETDQA (FullQualification)a) The Skills Development Provider requests printing of certificatesthrough the MIS function;b) The list of learner records is generated by the ETDQA ;c) The ETDQA verifies list of learner records with provider for accuracyand completeness.d) The ETDQA prints the competency certificates and affixes the SAQAhologram;e) The ETDQA distributes the certificates to Skills Development Providervia mail courier or collection.f) The turnaround time for printing certificates is 30 working days.Document No. 13/7P/20115Version: 02


6: CRITERIA FOR ISSUING COMPETENCY CERTIFICATES FOR SKILLSPROGRAMMES AND UNIT STANDARDSThe <strong>ETDP</strong> SETA Education Training and Development Quality Assurance(ETDQA) division has delegated the responsibility of issuing certificates forall unit standards-based skills programmes in its primary focus toaccredited skills development providers.7: INFORMATIOM ON CERTIFICATE OF COMPETENCY (SKILLS PROGRAMMESAND UNIT STANDARDS)The learner certificates must include the following:a) Certificate category and relevant details;b) Full name of the learner (First name/s followed by the surname);c) Identity number of the learner;d) The registered unit standard(s) achieved by the learner (includingtitle, SAQA ID number, level and credits);e) Issue date of certificate;f) <strong>ETDP</strong> SETA logo at the bottom left of the certificates; andg) Skills development provider logo at the bottom right of thecertificates.Document No. 13/7P/20116Version: 02


DEFINITIONSThe definitions of the terms below apply to their use in this policydocument"accreditation" means the certification, usually for a particular periodof time, of a person, a body or an institution as having the capacityto fulfil a particular function in the quality assurance system set up bythe South African Qualifications Authority in terms of the SAQA Act“accreditation scope” means the list of qualification(s) and/or unitstandard(s) for which a body is accredited for a defined purpose"assessor" means the person who is registered by the relevantEducation and Training Quality Assurance body in accordance withcriteria established for this purpose by a Standards Generating Bodyto measure the achievement of specified National QualificationsFramework standards or qualifications, and "constituent assessor" hasa corresponding meaning"Education and Training Quality Assurance body" (ETQA) means abody accredited in terms of section 5(1)(a)(ii) of the SAQA Act,responsible for monitoring and auditing achievements in terms ofnational standards or qualifications, and to which specific functionsrelating to the monitoring and auditing of national standards orqualifications have been assigned in terms of section 5(1)(b)(i) of theSAQA Act“high-stakes assessments decision” means an assessment decisionthat has consequences with significant implications for the lifeopportunities, safety and well-being of learners or other people"moderation" means the process which ensures that assessment ofthe outcomes described in National Qualifications Frameworkstandards or qualifications is fair, valid and reliable “moderator” means someone who is competent to conduct amoderation process"primary focus" means that activity or objective within the sectorDocument No. 13/7P/20117Version: 02


upon which an organisation or body concentrates its efforts"skills development provider" means a body that delivers learningprogrammes which culminate in specified National QualificationsFramework standards or qualifications and manages the assessmentthereof"quality assurance" means the process of ensuring that the degree ofexcellence specified is achieved "registered standards" means unit standards or qualificationsregistered on the National Qualifications Framework“registration scope” means the list of registered standards for whichan assessor or moderator is registered with the <strong>ETDP</strong> SETA as anassessor or moderatorDocument No. 13/7P/20118Version: 02
