Compliance Advisory July 19, 2010NESHAP Subpart HHHHHH -2-Requirements of NESHAP 6H<strong>Paint</strong> <strong>stripping</strong> <strong>oper<strong>at</strong>ions</strong>:• Implement management practices th<strong>at</strong> minimize emissions of MeCl.• For each paint <strong>stripping</strong> oper<strong>at</strong>ion with gre<strong>at</strong>er than 1 ton (approxim<strong>at</strong>ely 181 gallons) ofMeCl annual usage, develop <strong>and</strong> implement a written MeCl minimiz<strong>at</strong>ion plan.• Maintain records of annual usage of paint strippers containing MeCl.Motor vehicle, mobile equipment <strong>and</strong> <strong>miscellaneous</strong> spray <strong>co<strong>at</strong>ing</strong> <strong>oper<strong>at</strong>ions</strong>:• Train <strong>and</strong> certify all painters on spray gun equipment selection, spray techniques,maintenance, <strong>and</strong> environmental compliance.• Install <strong>and</strong> oper<strong>at</strong>e 98% capture efficient filters on all spray booth enclosures.• Spray-applied <strong>co<strong>at</strong>ing</strong>s must utilize a high volume, low pressure (HVLP) spray gun,electrost<strong>at</strong>ic applic<strong>at</strong>ion, airless or air-assisted airless spray gun, or an equivalenttechnology.• Cleaning of paint spray guns must minimize <strong>at</strong>omiz<strong>at</strong>ion of the cleaning solvent (i.e.,only sprayed into an enclosed container).• Spray booths <strong>and</strong>/or st<strong>at</strong>ions used to refinish complete motor vehicles or mobileequipment must be fully enclosed <strong>and</strong> ventil<strong>at</strong>ed <strong>at</strong> neg<strong>at</strong>ive pressure or up to 0.05 inchesw<strong>at</strong>er gauge positive pressure for booths th<strong>at</strong> have seals on all doors <strong>and</strong> other openings<strong>and</strong> an autom<strong>at</strong>ic pressure balancing system.• Spray booths <strong>and</strong>/or st<strong>at</strong>ions used to co<strong>at</strong> <strong>miscellaneous</strong> parts or products or vehiclesubassemblies must have a full roof, <strong>at</strong> least three complete walls or side curtains, <strong>and</strong>ventil<strong>at</strong>ed so th<strong>at</strong> air is drawn into the booth.• Maintain records to demonstr<strong>at</strong>e compliance with rule requirements.Reporting <strong>and</strong> Compliance D<strong>at</strong>esThe following reporting forms should be sent to the District <strong>and</strong> EPA Region IX:• Initial Notific<strong>at</strong>ion form: January 11, 2010• Petition for Exemption form (for motor vehicle <strong>and</strong> mobile equipment spray <strong>co<strong>at</strong>ing</strong><strong>oper<strong>at</strong>ions</strong>): No l<strong>at</strong>er than January 10, 2011.• Notific<strong>at</strong>ion of Compliance form: March 11, 2011• Annual Notific<strong>at</strong>ion of Changes report: By March 1 each calendar year after 2011, asrequired.The compliance d<strong>at</strong>es to implement requirements are as follows:• Existing sources: January 10, 2011• New sources: Upon startup.Inform<strong>at</strong>ion <strong>and</strong> forms are available <strong>at</strong> the District’s Public Workshops website <strong>at</strong>:http://www.sdapcd.org/homepage/public_part/workshops/public_workshops.pdf.
