SWEET HISTORY: <strong>Dorchester</strong> <strong>and</strong> <strong>the</strong> <strong>Chocolate</strong> Factorywww.bostonhistory.org/bakerschocolate/The Boston Redevelopment Authority’s strategy for <strong>the</strong> Lower Mills included specificnew uses for each Baker’s building. Below are <strong>the</strong> ideas proposed in 1980 for renovating<strong>the</strong> entire Baker’s complex.Administration BuildingThis key building would be <strong>the</strong> site of <strong>the</strong> Heritage Park Visitor’s Center, which wouldinclude a museum of <strong>the</strong> history of <strong>the</strong> Lower Mills. Just northwest of <strong>the</strong> building, adjacentto Pierce Square, a specialized l<strong>and</strong>scaped garden dubbed Hannon Park would providebenches, structured walkways, trees, <strong>and</strong> a sculpture of Baker’s trademark La BelleChocolatière. 171Adams Street, Pierce, Preston, <strong>and</strong> Webb MillsThese mills were targeted for housing on <strong>the</strong> upper levels, including both rentalapartments <strong>and</strong> condominiums. The street level would contain retail <strong>and</strong> office space,with <strong>the</strong> exception of <strong>the</strong> Webb Mill, which was envisioned as restaurant space due to itsexceptional view of <strong>the</strong> upper dam <strong>and</strong> its falls. 172Baker <strong>and</strong> Forbes MillsLight industry <strong>and</strong> small manufacturing companies were already located in <strong>the</strong>se twomills. The plan was to consolidate such businesses in one area, <strong>and</strong> to encourage high-techbusinesses <strong>the</strong>re as well. Parking was not a problem since <strong>the</strong>re was a large open areabehind <strong>the</strong>se mills. 173Ware Mill <strong>and</strong> StorehousesAfter <strong>the</strong> pedestrian footbridge across <strong>the</strong> Neponset River was repaired, <strong>the</strong> Ware Millwould house a restaurant <strong>and</strong> meeting rooms, <strong>and</strong> <strong>the</strong> frame building next to it wouldprovide space for storing l<strong>and</strong>scaping <strong>and</strong> maintenance equipment. A recreational <strong>and</strong>fitness facility was suggested for one storehouse, while <strong>the</strong> one closer to <strong>the</strong> subway linewould be used for an entrance to <strong>the</strong> large park along <strong>the</strong> river, as well as a museumdemonstrating <strong>the</strong> chocolate making process. 174Power HouseThe Power House had two very different possibilities for reuse. The most straightforwardwas to use <strong>the</strong> site as a restaurant. The o<strong>the</strong>r was to reuse <strong>the</strong> Power House for itsoriginal purpose: generating power.
