SWEET HISTORY: Dorchester and the Chocolate Factorywww.bostonhistory.org/bakerschocolate/The Boston Redevelopment Authority’s strategy for the Lower Mills included specificnew uses for each Baker’s building. Below are the ideas proposed in 1980 for renovatingthe entire Baker’s complex.Administration BuildingThis key building would be the site of the Heritage Park Visitor’s Center, which wouldinclude a museum of the history of the Lower Mills. Just northwest of the building, adjacentto Pierce Square, a specialized landscaped garden dubbed Hannon Park would providebenches, structured walkways, trees, and a sculpture of Baker’s trademark La BelleChocolatière. 171Adams Street, Pierce, Preston, and Webb MillsThese mills were targeted for housing on the upper levels, including both rentalapartments and condominiums. The street level would contain retail and office space, with the exception of the Webb Mill, which was envisioned as restaurant space due to itsexceptional view of the upper dam and its falls. 172Baker and Forbes MillsLight industry and small manufacturing companies were already located in these twomills. The plan was to consolidate such businesses in one area, and to encourage high-techbusinesses there as well. Parking was not a problem since there was a large open areabehind these mills. 173Ware Mill and StorehousesAfter the pedestrian footbridge across the Neponset River was repaired, the Ware Millwould house a restaurant and meeting rooms, and the frame building next to it wouldprovide space for storing landscaping and maintenance equipment. A recreational andfitness facility was suggested for one storehouse, while the one closer to the subway linewould be used for an entrance to the large park along the river, as well as a museumdemonstrating the chocolate making process. 174Power HouseThe Power House had two very different possibilities for reuse. The most straightforwardwas to use the site as a restaurant. The other was to reuse the Power House for itsoriginal purpose: generating power. Rebuilding a hydro-electric generator would providepower to the Lower Mills complex with the possibility of producing additional power forthe community of Dorchester. 175 171 Boston Redevelopment Authority, Dorchester Lower Mills, 42; Armstrong, Bruckner, and others,Future Directions for Lower Mills, 39. 172 Armstrong, Bruckner, and others, Future Directions for Lower Mills, 39-40. 173 Armstrong, Bruckner, and others, Future Directions for Lower Mills, 40. 174 Armstrong, Bruckner, and others, Future Directions for Lower Mills, 39-40. 175 Boston Redevelopment Authority, Dorchester Lower Mills, 36; Armstrong, Bruckner, and others,Future Directions for Lower Mills, 40.50 of 76© 2005 The Bostonian Society.
