A message from the <strong>Shire</strong> PresidentOnce again the <strong>Shire</strong> has endeavoured todeliver a budget which achieves a balancebetween the delivery <strong>of</strong> required services andcommunity infrastructure to meet communityexpectations, now and in the future.The budget has been developed with a strongfocus on ensuring the <strong>Shire</strong> continues to meetits long-term strategic objectives, one <strong>of</strong> whichis to remain financially sustainable.It is important to note that rates revenue is the<strong>Shire</strong>’s principal source <strong>of</strong> income - it equatesto nearly two-thirds <strong>of</strong> our annual operatingrevenue. This revenue enables us to deliverservices, maintain community infrastructureand set aside sufficient reserves to fundactivities required by the community in futureyears.It is an unfortunate inevitability that the cost<strong>of</strong> providing services and infrastructure riseseach year. While the <strong>Shire</strong> continually seeksways to improve efficiency in service delivery,such cost increases result in an increase inrates.The <strong>Shire</strong> is mindful <strong>of</strong> the impact <strong>of</strong> suchincreases and has sought to deliver aresponsible and balanced budget with theminimum rate increase required to fund itsactivities.There’s no doubt there will be continuedpressure on the <strong>Shire</strong>’s finances in theforeseeable future, due in part to our relativelylow population growth.As such, a key component <strong>of</strong> the <strong>Shire</strong>’songoing financial sustainability is itsinvestment property strategy. Still in itsearly years <strong>of</strong> development, this strategy isanticipated to deliver an enduring, additionalrevenue stream which will assist in reducingthe pressure on the size <strong>of</strong> future ratesincreases.In conclusion, this year’s budget providesresources to fund the improvement <strong>of</strong> anumber <strong>of</strong> <strong>Shire</strong> services. UNDERSTANDING YOUR RATES NOTICE<strong>Rate</strong>s provide the majority <strong>of</strong> the <strong>Shire</strong>’s income and are essential to ensureimprovements and developments within the community. Among the list <strong>of</strong> works andservices include capital works, environmental projects, maintenance <strong>of</strong> parks, reserves,drains, street lighting, libraries and sport and recreation facilities.Waste chargeThis covers the collection<strong>of</strong> weekly rubbish andfortnightly recycling bincollection, annual wastetip passes and bulk vergecollections.<strong>Rate</strong>This rate is set by the <strong>Shire</strong>and is calculated to ensurethe rates charged each yearare sufficient to supportthe <strong>Shire</strong>’s services to thecommunity. For this ratingyear 2010/11 the rate in the$ is :GRV: 0.0957UV: 0.0038EmergencyServices Levy (ESL)All property owners in WAcontribute to the operation<strong>of</strong> fire and emergencyservices through the ESL.This funds the operatingcosts and equipmentpurchases <strong>of</strong> all career andvolunteer fire brigades andState Emergency Services.The <strong>Shire</strong> collects theValuationThis figure is determinedby the Valuer General andis a yearly rental value <strong>of</strong>the property. It is basedon statistics from propertymanagers, owners andother sources. Senior & Pensioner RebateWhat are my payment options?If you are a registered and entitled pensioner/senioryou have two options to pay your rates.Claim your pensioner rebate. The <strong>Shire</strong> will beable to claim a rebate from the Office <strong>of</strong> StateRevenue on your behalf if your portion <strong>of</strong> thegeneral rates and Emergency Services Levy (ESL)are paid in full by 30 June.Defer the general rates and ESL on yourproperty. This option is not available for lifetenants, seniors or those pensioners/seniorswho have been granted a rebate <strong>of</strong> less than 50percent. If you choose this option, the full ratesamount and ESL will be deferred and remain asa charge against your property until it is sold oryou move from the property. No interest will applyto the deferred amount. The payment <strong>of</strong> refuse orswimming pool charges cannot be deferred andmust be paid on or before the due date.Is there a minimum or maximum rebateamount for seniors?Seniors who meet the eligibility criteria are entitledto claim a rebate <strong>of</strong> up to 25 percent <strong>of</strong> theirgeneral rates. The general rates rebate for seniorsis capped to a maximum amount as determined bythe Office <strong>of</strong> State Revenue. There is no maximumor capped amount for the seniors rebate for theESL.What happens if my circumstances changeor I no longer receive a pension?If any <strong>of</strong> your circumstances change (ie your cardor pension type, your address or you becomeineligible for the rebate) you must notify the <strong>Shire</strong>immediately.Who determines the rulings for pensionersand seniors?The Office <strong>of</strong> State Revenue determines all rulesin relation to the rebates and deferments forpensioners and seniors. The <strong>Shire</strong> administersthese rules.How do I apply for a pensioner rebate?There are several options to apply for the rebate:Complete an application online at www.watercorporation.com.au. The Water Corporationwill then forward a copy <strong>of</strong> your completedapplication to the <strong>Shire</strong>.To qualify for a senior,pensioner rebate ordeferment, you must meetthe following criteria:• own and occupy the property at 1July 2010• hold a valid Pensioner ConcessionCard, State Concession Card orState Seniors Card, or• hold both a State andCommonwealth Seniors Card.<strong>Rate</strong>payers who meet the abovecriteria must pay their portion <strong>of</strong> thegeneral rates and Emergency ServicesLevy by 30 June 2011. An extensionto pay the rebate amount can not beallocated after this date.Contact the Water Corporation on 1300 659 951to complete a telephone application. They will thenforward a copy <strong>of</strong> your completed application to the<strong>Shire</strong>.Or, complete a pensioner/senior application format the <strong>Shire</strong>’s administration <strong>of</strong>fice. The <strong>Shire</strong> willthen forward the duplicate copy <strong>of</strong> your completedapplication, together with copies <strong>of</strong> your relevantcards to the Water Corporation.What happens if I receive a concession cardduring the financial year?Partial concessions are also available topensioners and seniors who own and occupytheir property at 1 July 2010 and become eligibleduring the financial year. The partial concession willapply from the date your application is received bythe Water Corporation or the <strong>Shire</strong>, which ever isearlier.Do I get a rebate on the ESL?Seniors and pensioners who qualify for a rebate fortheir general rates will receive the same percentage<strong>of</strong> rebate on the ESL. Pensioners who are eligibleto defer their general rates may also defer theirESL.

Walk, swim, play at the LakeLake Leschenaultia is a manmadelake constructed in 1897 forthe West Australian GovernmentRailway to water steam enginesat the Chidlow Well Station.Nowadays it is well known for itsgreat canoeing, swimming, cyclingand barbecue facilities. It also hascool shaded areas, lawns, whitesandy beaches and playgroundequipment.<strong>Rate</strong>payers within the <strong>Shire</strong> canpurchase an annual pass to theLake for $30. The pass will allowyou to visit the lake as <strong>of</strong>ten as youlike for 12 months. To purchase anannual pass, complete the formbelow and pay the fee at the <strong>Shire</strong>Administration Centre, 7000 GreatEastern Highway, <strong>Mundaring</strong>, or atthe Lake’s administration <strong>of</strong>fice.Note: the pass holder sticker mustbe placed on the windscreen <strong>of</strong>your car, otherwise entry will not beallowed without payment.
