ICommander’s Commentsam writing these words on the saddest eveningthat I can ever recall – Tuesday, September 11 th ,2001. This morning, whether Americans knew it ornot, we went to war.You will have the benefit of three weeks of historyto see what this war brought to our enemy, ourallies, and ourselves; but make no mistake- this is awar. Those who would describe today’s attacks asthe work of “terrorists” trivialize both the attackand the response. The objectives, goals and meansemployed by our enemies are not designed to persuade,but to destroy; not to influence, but annihilate.These are the hallmarks of war, not a terroristcampaign. I hope and pray that America’s responsewas swift, just and thorough. I also hopeand pray that the best of Americans will surface;that justice once dealt out will satisfy the lust of revenge,that we don’t measure that justice by comparingbody counts, and that we don’t lose the essenceof this country in a search for freedom fromfear. I hope and pray that no one reading thesewords lost a loved one in the opening battle of thiswar. And above all, I hope and pray that the worldreacts to this attack with the horror and revulsionthat it deserves.I have no way of knowing at this time what the174 th ’s role will be in the response – whether it willrange from moral support for those providinghomeland defense, active participation in the recoveryand rescue efforts in New York City, or mobilizationand deployment in support of military operationsoverseas; but whatever the tasking, I amcertain that we will execute the mission in a waythat will reflect the character of the finest group ofmen and women that it has been my privilege toColonel Robert Knauff<strong>174th</strong> FW, Commanderserve with. Our families, our community, our state,and our nation count on us to be there when needed,to serve with distinction and honor in whatever capacitywe are needed. We, the <strong>National</strong><strong>Guard</strong>, occupy the most unique niche of America’sdefense – swearing allegiance to both the State andthe United States. As this sad day as so directly demonstrated,the need has never been greater for a militiaforce with the flexibility to swing from defense ofSeveral years ago, the <strong>174th</strong> Chief’sCouncil put together a suggestion/concern program for all unit members. Theprogram is simple and easy to use. Outsideevery Chief Master Sergeant's office dooryou will find a box. In that box is a formthat can be utilized by anyone that has a question, concern,or recommendation. The form can be signed or not. If youwant a personal response, just check the box. Lt. Col. Jean VargoWhile walkingby the oceanenjoying the eveningbreeze and the sightsand sounds of thewaves, I reflected ona story once sharedwith me about a beautifulchild, SuzieSmith. She was brightas a new penny and aslovable as can be.While playing in the sand oneday, she was asked by her mother; “Suzie,who is God?” Her mother expected thestandard answer, a kind old man with awhite beard who lives in the sky. Howsurprised she was when Suzie picked up aChaplain’s CornerBy Chaplain (Lt. Col.) Jean Vargo , <strong>174th</strong> FWgrain of sand between her fingers andsaid, “this piece of sand is Suzie Smith,and the rest is God”!Anytime is a good time to centerourselves in God. Perhaps today as yougo about your life you might take a fewminutes to ask yourself about your relationshipwith God. Take your spiritualtemperature.Ask yourself, "what kind of relationshipwould I like to have with God?”“What can I do to grow in my relationshipwith God?” Here are a few thoughts tohelp you: take more time alone, increaseyour devotional life, bring more balanceto your life, mentor someone junior toyou, share your faith with another. Rememberthat an important part of yourgrowth in God is your relationship withGod in the world in which He has givenyou.We have been abundantlyblessed. Perhaps the most importantprayer that can be prayed is “thank yougod” for in that prayer we acknowledgeGod as our God and as the giver of all ourblessing.I invite you to take one minuteeach day to share your high point withGod. eginning 9 Oct 01, members of theB uniformed services will be able toenroll in the Thrift Savings Plan (TSP)during a special 60-day enrollment period.Below is some important information youneed to know about this great new benefitavailable to you.What is the Thrift Savings Plan (TSP)?The TSP is a retirement saving and investmentplan that has been available to civilianemployees of the Federal Governmentsince 1987. Its purpose is to provide retirementincome and offers participantsthe same type of savings and tax benefitsthat many private corporations offer theiremployees under “401 (k) plans”. Themoney that participants invest in the TSPcomes from pre-tax dollars and reducesyour current taxable income; and investmentsand earnings are not taxed untilthey are withdrawn.How does TSP differ from the MilitaryRetirement System?Participation in the TSP is optional andnot automatic. You must sign up withyour respective service to participate.You contribute to the TSP from your ownpay on a pre-tax basis, and the amountyou contribute and the earnings form theinvestment belong to you. They are yoursto keep even if you do not serve the 20years ordinarily necessary to receive militaryretired pay.THRIFT SAVINGS PLAN PROGRAMBy Capt. Michael Adamitis, <strong>174th</strong> FW, MPF Customer Service OICWho can contribute to the TSP asmembers of the uniformed services?All uniformed members of the armed servicesand members of the Ready Reserveand <strong>National</strong> <strong>Guard</strong> can contribute.When will I be able to join TSP?You will be able to enroll in TSP from 9Oct 01 to 31 Jan 02 in a “special open season”.Contributions to the TSP, basedupon sign-up, will begin to be deductedfrom your basic pay in Jan 02. Memberswho do not enroll during the “specialopen season” will have two “open seasons”per year (currently scheduled for 15May – 31 Jul and 15 Nov – 31 Jan) to enrollthereafter.How much can I contribute?In 2002, you can contribute up to 7% ofyour basic pay each month through automaticdeduction. You may also be able tocontribute all or a percentage of any specialor incentive pay, including reenlistmentor other bonuses but to do so youmust already be contributing to the TSPfrom your basic pay. However, the totalamount you contribute each year can notexceed the IRS’s limit for that year (for2001, the limit is $10,500; the limit is recalculatedeach year and may be higher in2002).Can I contribute to an Individual RetirementAccount (IRA) and the TSP inthe same year?Yes. Participation in the TSP does notaffect your ability to contribute to an IRA.How are my contributions invested?You have five investment funds to choosefrom that cover themarket spectrum.Can I make withdrawsor take a loanfrom my account?TSP is a long-termretirement savingsplan with special taxadvantages so withdrawalsare permittedin only two cases: 1)Capt. Keys were passed from <strong>174th</strong> <strong>Fighter</strong><strong>Wing</strong> Commander Col. Knauff to Mr. Gary Castagner, representingthe partnership formed during last year’s State Fair.DAV Chapter 8 raised over $10,000 last year at the Fair enablingit to obtain matching funds and purchase a new 7-passenger van.The van will be used to transport veterans from 18 counties to theVA Medical Center in Syracuse for appointments. So, here’s the latest!Pay Offset to the Government TravelcardProgramAll Government Travel Card(GTC) cardholders over 90 days delinquentwill be subject to pay offset as of3 September 2001. Both Bank ofAmerica (BOA) and Defense Financeand Accounting Service (DFAS) willsend letters to the member prior to payoffset. Pay offset will likely begin inthe month of October for both militaryand civilian employees. Administrativeprocessing fees of $157 will be assessedagainst members subject to pay offset.A maximum of 15% of a member's disposablepay may be offset each pay period.Pay offset may be avoided by enrollingin the Fixed Payment Plan withBOA. To enroll, contact BOA as soonas possible at 1-800-472-1424. Pleaserecognize that pay offset is an issue betweenBOA, DFAS, and the cardholder.While the <strong>Wing</strong> Financial ManagementOffice can provide advice to members,we cannot stop, start, or influence theGTC debt collection process.Infrequent Travelers Need to VerifyAccount Status Prior to TDYBOA has deactivated the accountsof infrequent card-users. An infrequentcard-user is one that has notused the GTC in the past 12 months. Assuch, we advise infrequent card-users tocheck their account activation statusprior to beginning travel. OtherwiseBOA will cancel your account forsecurity purposes.When to Use the Card: A good rule ofthumb is “members are authorized touse the card if they will be filing aDD1351-2 Travel Voucher”.Split Disbursement: The best way topay your GTC bill is by indicating SplitDisbursement on your travel voucherAND writing in the dollar amount thatyou desire to be applied to your GTCaccount.Servicemember’s Group Life Insurance (SGLI)Available to Family membersBy Senior <strong>Air</strong>men Robert Zoldi, 174 th FW, Military Personnel Flighthe Veterans' Opportunities Act ofT 2001 for the first time extends lifeinsurance coverage to spouses and childrenof <strong>Guard</strong>smen insured under theServicemembers Group Life Insurance(SGLI) program, effective 1 Nov 2001.All married members of the <strong>Guard</strong>who have SGLI coverage in effect onNovember 1, 2001 will automaticallyobtain SGLI coverage for their spouse,unless they fill out a new SGLV 8286Aform prior to November 1, 2001 to disenrollor reduce coverage for theirspouse. The premium amount variesbased on the age of the spouse.Family coverage will be availableonly for member's insured under theSGLI program. You will be able to purchaseup to $100,000 of SGLI coveragefor your spouse, in increments of$10,000. However, you will not be ableto purchase more SGLI coverage foryour spouse than you have on yourself.For example, if you have $50,000 ofSGLI coverage you may only purchase$50,000 of SGLI coverage for yourspouse.Each dependent child of every servicemember, who has SGLI coverage,will automatically be insured for$10,000. Coverage on your children isfree to you and will not exceed $10,000for any reason.The spouse coverage can be convertedto a commercial policy with aparticipating company upon restrictionsas mandated by the office of SGLI.In summary, to prevent money frombeing taken fromyour check, youmust decline or reducecoverage foryour spouse beforethe November 1,2001 deadline. <strong>174th</strong> <strong>Fighter</strong> <strong>Wing</strong>Formal Dining Outhapter 50, the Chief's Council, the Enlisted Council and the First Sergeant's Council are hostingthe Second Annual <strong>Wing</strong> Dining-Out on 13 October 2001 in the <strong>Wing</strong> Dining Facility. ACcocktail hour is planned for 1800-1830. The dinner hour will be between 1830 and 2030. Cost of theevent is $10 for Junior Enlisted members and $15 for the top three NCO's and officers.Maximum seating capacity of the Dining Facility is 175 people. Attendance is open to all membersof the <strong>174th</strong> FW, 152nd AOG, 274th ASOS, and the <strong>174th</strong> Alumni, on a "First Come, First Signup"basis.The dress for the affair is as follows: Mess Dress Uniform for Officers, Mess Dress or Semi-Formal Dress Uniform for Enlisted members, and Formal Evening Wear or Business Dress Attire forcivilian guests.The guest speaker for the event is the Chief Master Sergeant James C.
