In the assessment of the involvement and participation of partner communities in the programs and services of the center,
TCCD made initial step in capability building through lectures on Community Development. Last April 18, 2009, around fifty
(50) participants from partner communities completed the hands-on training on community organizing.
An orientation training on community development was organized by the College of Nursing on May 11, 2009 in Pagrai, Mayamot,
Antipolo. A core group of five (5) members was formed to assist in the social preparation stage and next steps to undertake
in the organizing process especially when the students will have to leave the community. Another training was also conducted
on May 16, 2009 at the CHTM Alston Hall. The training on Participatory Project Development and Management (PPDM)
was participated by the leaders in-charge of the livelihood committee of the barangays of Tatalon and Damayang Lagi. The
Significant Involvements of other
Colleges for Total Human Development
The interdisciplinary approach of TCCD needs the involvement of different Colleges and Units
from the University for the attainment of the total human development. In the aspect of Ecological
Program, the NSTP classes under Reverend Pearl is helping in the cleaning and greening of
the campus. To date, the students brought some ornamental plants that can be placed in areas
to give an ambiance of fresh and green atmosphere.
The College of Medical Technology also contributes to the protection of nature by cleaning the
creeks in Barangay Damayang Lagi. Furthermore, through their Project HEALS, the College Coordinator,
Ms. Violie Bascao, facilitated the request of our partner community for deworming in
Project CORE of the Graduate School continuously supports the implementation of the programs
and services of TCCD through developing evaluation instruments that will be very helpful
for the center. Dr. Ramon Marcelino, GS Coordinator, leads the development of evaluation instrument
for the wellness program. This was used by the dance therapy activity, as this was
evaluated after eight consecutive Saturdays. All the trainings conducted by TCCD and other Colleges
were rated 4.50 with verbal interpretation of “Outstanding” and results are kept in the office.
A performance evaluation instrument was also prepared by the Graduate School Coordinator
for our partner Foundation to be used by the staff and the administrator.
The Graduate School Coordinator, Dr. Marcelino, also partake in the Spiritual Nurturance Program
of the Center by developing tool for the Spiritual Needs Inventory that was piloted already
at Eastern College in Baguio. This was submitted as a proposal in URDC. The instrument was also
given to our partner community to determine the spiritual needs of the constituents thereby a
holistic program and services can be developed that will respond to the spiritual growth of the
people. The project holder is now the Office of the University Chaplain. On the part of the community,
Teaching Personnel and Administrators in their involvement in community extension services.
To address the need to increase consciousness related to community services among different stakeholders,
TCCD realized the need to start a segment for the students and faculty population through a gathering held on
July 16, 2009 at the Alston Hall .This was called “Volunteers Reception Night”, where all Colleges were represented
to serve as a springboard for acquaintance and collaboration among different Colleges. The theme of the
event was, “Improving lives through Volunteerism” in which Dr. Epitacio Palispis, VPAA, gave an inspirational
message. Below is the complete detail of his speech:
His Introduction
In the evaluation of colleges and universities, one of the striking dimensions that receive the scrutiny of
evaluators in the aspect of social responsibility of the institution. More specifically, this is referred to as
social orientation and community involvement in the area of voluntary accreditation, service component
program for university status, and social responsibility or corporate social responsibility in the evaluation
of educational institution as a corporate organization.
It always appears in many institutions that the community program may be in order and its proper place
and perspective. However, evaluation usually shows that although the program is successfully implemented,
simply because the same is funded by donor institution, in many schools the voluntary participation
of the various sectors such as faculty and non-teaching personnel, students and administrators is
found wanting. It is expected that the various sectors of the academic community have to render voluntary
services for the success of the program. This voluntary participation is expected to start in the planning
stage, to cascade throughout the implementation and evaluation of such program.
His Experience in Volunteerism
I was unlucky enough that during my student days, the idea of volunteerism was not yet very much emphasized.
My only voluntary activities included my being officer in the Student Catholic action, and the
Legion of Mary, which was to be expected because I studied in a Catholic school. This was highlighted by
my active participation as officer of the Supreme Student Council of my schools from secondary to the
collegiate level. My volunteerism work that day was limited to the activities of the organizations I joined.
That was no community programs officially adopted by colleges and universities then.
I was only 19 yrs. Old when I started to teach in a catholic high school. Armed with my baccalaureate and
master’s degree, I was made college dean at the age 26. I was already 34 when I became the president of
a catholic college. Then, I was initiated to the world of graduate education when I became graduate
school dean at the age of 36.
There was not so much of volunteerism I experienced during the early years of my career life. Actual volunteerism
in my career started right after I finished my masteral course in sociology where I claimed that
students, while still in their years of study, must be exposed to actual life realities to better prepare them
for their life as professionals. In this way, they would be able to find deeper meanings in every activity
they were undertaking. As Froebel aptly says, “learning by doing,” or simply, “learning by actually experiencing.”
At the time I started teaching in college, there was no community program in the institution, except for
some undertakings where the college undertook activities in partnership with some community organizations.
There was no real community program designed by the college for the community. I started a
movement in the college participated in by both students and student leaders, who formed core group
working directly with the out-of-school youths in various communities. We started initially by implementing
leadership formation program for both students and the out-of-school youths, first, to bridge the gap
between these two sectors of society. This later became a coordinating program for all youth organizations,
in the entire town, and later, the entire province. The college became the seat of the youth organizations
in the province.

P A G E 11
This movement became to be one of the most successful community programs in the entire province. This
motivated me to get involved in the enhancement of the community programs of colleges and universities.
His Insights Learned from Experiences
In the first place, all colleges and universities, or simply higher education institutions, are expected to
have community programs. This is a mandate found in the third function of higher education. This is
called extension. Extension is simply defined as the process of applying or testing knowledge. This is
based on the premise that if some sectors of the society, described to be the poor and the marginalized,
do not have the means to come to the college or universities, and avail of the various program offerings
due to poverty, let the school reach out to these people.
Volunteerism work is not seen in the job description of any employee. If it does appear as part of the job
description, then, it is no longer work of volunteerism. It becomes a part of the mandated job of the individual.
This is usually the problem in the evaluation of community programs of many colleges and universities.
People get involved because they get paid for it. Some employees directly become part of the community
program because they receive honorarium, or simply because there is a budgetary allocation for such activities.
We might be asking, “What comprise the voluntary participation of the various sectors in the colleges
and universities?”
Time. Time will always be available for people who are willing to share. One voluntary work rendered by
some professors is to tutor their students who are not able to catch up with the pace of the lesson in
class. They render extra time for the benefit of their students. In some classes, time is extended even
outside of class hours. These professors extend hours even without remuneration. Usually, the reward
is even more satisfying: self-fulfillment and self-realization. A consolidated timeframe for volunteerism
work will surely lead to success of community work.
Expertise. The University is very much rich in terms of expertise possessed by various individuals representing
the different professions. Each college has its own peculiar specialization. Because of this,
people possess different expertise. These variations in terms of expertise will have to comprise good
ingredients in team work. As I always quote Shakespeare, “The world is just like a very big stage
where everyone has his or her appropriate role to play.” In this regard, the TCCD can be made up of
volunteers with varied expertise, hence, various roles in what we call “University Integrated Community
Program.” Each unit should know its focus of participation and involvement. One unit has to focus
along its own expertise. This is in connection with the saying, “No one has the monopoly of expertise.”
Material resources. In my experience working with volunteers, there were some people who would like to
volunteer through direct participation and involvement, but they cannot due to many other involvements.
Usually, these people give material support. As experienced by my youth leaders whenever
they had activities related to their leadership formation program, they go around some possible supporters
who might be willing to participate actively but just cannot do it physically. They just support
through their donation in kind.
Commitment and dedication. The commitment to serve on the part of any individual is very necessary.
One’s commitment to serve the least of his brethren will surely develop his or her dedication to participate
and get involved. Many project become sporadic, such as distribution of gifts and foodstuffs
during Christmas time, and simply ending at the end of the Christmas season. Usually, there is no continuity
in the program simply due to the absence of commitment among the implementers. It is in
this light that the commitment and dedication to the program will be necessary in order that the program
will be sustainable.
Your whole self. Voluntary work and participation like the TCCD will depend, first on our intention to
serve. Perhaps everyone will be asking, “How can I contribute to social responsibility, one of the core
values the University is adhering to?” I believe every person has his or her own gift to share to others.
What is needed is one’s intention to offer that gift to others.

The meaning of Volunteerism to him:
One beautiful story in the Scripture relevant to the practice of volunteerism is the parable of the Good
Samaritan. There was a man who was slain along the highway. Hw was found lying on the side of the
highway. Two passers by came. First, the levy or a priest passes by. Hurrying for fear that he might be
late for his appointment, he just ignores the man. Later, the scribe passes by. For fear that something
happened and he might be suspected of the crime later, he rushed away from the man. Then came a
Samaritan, a stranger, who does not even know the man. He came to rescue the victim, cured his
wounds, and brought him to the nearby inn. Before leaving, he left some money to the inn keeper
and left a word that he would be willing to send some more help if needed.
I see the spirit of volunteerism in the person of the Good Samaritan. He spends his time to rescue the
victim. Without any hesitation, he gave his full support to the person in need. He does not know the
victim, but he decided to help even to the extent of bringing the man to an inn for his comfort, at his
expense.
Our focus, improved quality of life, may be realized through effective partnership among the various
colleges. Improved quality of life may be realized through the effective involvement of our faculty,
non-teaching personnel, administrators, students, and alumni in volunteerism.
The Scripture once more reminds us, “Whatever little thing you do to the least of your brethren in my
name, you have done it unto Me”. May each one experience joy and satisfaction in participating in
volunteerism work in the University.
The alumni who were volunteers during their time of stay in the University came and shared their experiences to
the students who were currently involving their selves in volunteer works of their respective colleges. According
to them, it was a heartfelt experience to help others, extending time and effort to those people that really need
help.
This gathering was also attended by the Management Committee including Fr. Carlos Mendez (University Chaplain),
and Mr. Dave Gallardo of CHTM leads the event as they are assigned to spearhead the event. Members of
the faculty from different colleges also joined the evening activity.
Dr. Josefina S. Sumaya, University President, made the event remarkable by giving message that made the participants
reflect on their inner intentions in life. Below is the content of the President’s message:
When Dr. Bucoy asked me to give a message, I asked myself: what message? Then I remembered
our new vision statement: “ A premier Christian University in Asia and the Pacific, transforming a
community of learners towards a humane society.” All of a sudde, I thought of the leaders in the
Bible and their prayer requests as leaders. Many of them had the opportunity to amass wealth, to
be powerful, to be popular, to be beautiful, when God said, “I will give you whatever you ask for.
And how did these people cash in on their heavenly lotto?”
Abraham prayed: “Help me follow you.”
Moses requested: “Help me free your people”
David asked: “Help me slay the giant threatening our people”
Esther prayed: “Help me save these people”
Solomon requested: “Give me wisdom to rule your people”
Isaiah requested: “Give lips to speak you word”
Peter requested: “Help me feed you sheep”
Jesus prayed: “Help me show them you love”
These leaders did not ask anything for themselves. In their minds, they only wanted to
serve God and show their love for Him. Indeed, very noble intentions. I also remember that there

P A G E 1 5
is one verse in the Bible which says a noble person plans only noble things. Noble is such a beautiful
word but one does not hear it mentioned very much anymore. We have Ten Outstanding
Young Men but not Ten Noble Young Men of the Philippines. Outstanding Alumna/Alumnus but
do we have Noble Alumna/Alumnus, it does not sound good. Perhaps it is because we don’t feel
it. It does not sink in. We don’t internalize it.
But I believe our people are basically noble at the core. When ABS-CBN or GMA announces that
some tragedy hits a poor family, donations pour in by the thousands, sometimes millions.
Why am I talking to you about noble leaders? It is because you have the best opportunity to develop
among our students the nobility of purpose in life.
Together, let us think of producing noble Christian leaders. Let us have another Camelot, a group
of leaders fully dedicated to nobility and its pursuits.
In my prayer tonight, I am going to think of noble things, like how to shine more in the world of
darkness and temptations, how to contribute to the noble causes in the world, one of which is
turning our students into noble Christian leaders.
To all here in this room, may I ask you 2 questions:
What noble things are you praying for?
Who among you plan to do noble things?

TCCD’s role in NSTP is only to facilitate deployment of students since many of these local organizations
