Philosophy
We reaffirm and assert that:

not merely the absence of
disease or infirmity, is a
basic human right.
The government has the responsibility to ensure
universal access to quality health care, education and
other social services.
Empowered communities and health sector play a vital
role in advancing a health care system that is available,
accessible, affordable, acceptable and appropriate to all
citizens regardless of gender and social status.
The fullest attainment of health is possible only in a
society that ensures the opportunity and power of
individuals to develop one’s potentiality and creativity
through the democratic and participatory processes of its
social institutions.

Goals
Community-managed health programs are established in
organized communities so that their health problems are
addressed and their health status is improved.
The health sector actively participates in the people’s
movement for health and development.
Programs and Services
Community-based health programs
(CBHP) building
The VPHCS equips community health workers (CHWs)
and leaders of people’s organizations (Pos) with knowledge
and skills to respond to the basic health needs of their
communities through health promotion,disease prevention
and selective curative process.
Health service delivery
Aside from its clinic-based services, the VPHCS provides
direct medical and dental services through medical missions
as requested by its partner people’s organizations and when
the need arises.
Health sector organizing
The VPHCS reaches out to health students, professionals
and workers to raise their level of awareness on the state of
the country’s health care system and encourage them to
render their services to the Filipino people. It conducts
exposure trips and student integration programs in
marginalized communities.

Research and advocacy
The VPHCS tackles relevant health issues among
members of the health sector and the public through
forums, health bulletins, newsletters and the mass media.
It also has a library of books and reading materials on
relevant health issues.
Networking and linkaging
The VPHCS establishes linkages with government
agencies, NGOs, local and international solidarity and
support groups, charitable institutions, health
professionals and individuals to support the people’s
health endeavors in the grassroots.
Resource management
A training center funded primarily by the Fil-Am Center
for Community Health and Development (FACCHD)
based in Pleasanton, California, U.S.A, in Cambanac,
Baclayon, Bohol accepts bookings for trainings and
seminars from interested groups. It is also a resource
center for herbal medicine, acupuncture and acupressure,
ventusa, and homeopathy.
The Visayas Primary Health Care Services, Inc. (VPHCS) is
a non-stock, non-profit, non-government organization
established in 1985 which aims to promote primary health
care programs in the Visayas regions. The VPHCS assists
people’s organizations in the marginalized sectors of society
– urban poor dwellers, farmers, fisherfolks, women and
children — in building and strengthening community-based
health programs (CBHPs). was registered with the Securities
and Exchange Commission in October 1989 with SEC Reg.
No. CEO 2662.
