National <strong>ASMC</strong> CornerHAPPENING NOWSenate rejects move to proceed on FY2011Defense Authorization billThe Senate rejected a motion by Majority Leader HarryReid (D- NV) to cut <strong>of</strong>f debate and proceed to a finalvote on the FY2011 Defense Authorization bill. Theprocedural vote needed 60 votes, but garnered only58. The only Republican to vote for the motion wasSen. Susan Collins (R-ME). The failure probably ended,for this Congress at least, repeal <strong>of</strong> the “don’t ask,don’t tell” (DADT) policy concerning gays servingopenly in the military. Senate Republicans, led by Sen.John McCain (R-AZ) have consistently opposed therepeal since it was included in the bill reported out bythe Senate Armed Services Committee in May.At this time the fate <strong>of</strong> the defense authorization bill inthis Congress is uncertain. Before the procedural voteyesterday, Sen. Carl Levin (D-MI), chair <strong>of</strong> the SenateArmed Services Committee said if the Senate didnot finish action quickly there was little chanceCongress had the time to approve a bill to send tothe president before adjournment next week. If anauthorization bill is not passed and signed beforethe end <strong>of</strong> the year, the authority for a number <strong>of</strong>important military special pays and bonuses willexpire and DoD will be unable to proceed withmultiyear buys. Recognizing this problem, theHouse extended these authorities in its FY2011year-long continuing appropriations bill.
