the private sector could be used<br />

It should be involved in training nurses<br />
and doctors and, hence, would help<br />
to protect the system as a whole from<br />
the negative effects of brain drain.<br />
While services in public hospitals are<br />

the counter payments” may often<br />
reach levels that exceed treatment<br />
